GENESEE COUNTY ADMINISTRATION BUILDING ASBESTOS SURVEY PROJECT SUMMARY
Sierra Technical Services was contracted by Genesee County, Buildings & Grounds Department to conduct a facility survey to determine the presence, amount, and locations of asbestos containing materials throughout the Genesee County Administration Building, located at 1101 Beach Street, Flint, Michigan. Field investigation was performed on March 21 and 22, 2011. A final report based on the results of the investigation was compiled. General Report Information: A List of Homogeneous Areas of all suspect building materials was compiled. The materials were grouped into one of three defined types on the list. This list also indicated the number of samples collected for each material, whether the material is asbestos containing or non asbestos containing, and approximate amounts of each material, expressed in square or lineal footage, where applicable. Samples of these suspect materials were collected. The number of samples collected of each suspect Homogeneous Area material was determined as per EPA protocol established in the Asbestos Hazard Emergency Response Act (AHERA), 40 CFR, Part 763, based on the material type and/or material quantity found in the building. Sample collection points were documented on the sample Chain of Custody forms, on finalized bulk sample collection forms, and on separate building schematics for each floor of the building. Sample analysis forms were generated by the laboratory that performed the analysis. The analytical data pages identified each suspect material sample by sample number, homogeneous area number, homogeneous material name, and sample location. Asbestos and non asbestos material content for each sample was indicated, expressed in percentage values for each material component. Brief verbal descriptions of each Homogeneous Area material were then compiled. The materials were grouped on the description sheets as either asbestos containing or non asbestos containing. These brief descriptions were intended to provide further clarification of material location, appearance, etc. Finally, laboratory certification and building inspector certification and State of Michigan accreditation information was included. General Field Observations and Notes: Information gathered prior to conducting the survey was:
• The construction date for the building was ca. 1969. • Cosmetic renovation of some office spaces occurred after 1981. These cosmetic construction
materials, if known to have been installed after 1981, were not included in the survey as suspect asbestos materials, as per the State of Michigan Asbestos Program, which allows elimination of materials installed after 1981.
• A new roof had been installed in the recent past. All original roof materials had been removed as part of the new roof installation.

Information gathered during field investigation showed: • The two boilers that drove the heating system were in operation. Investigation of boiler
interiors could not be performed. Boiler interior investigation was scheduled for after the conclusion of the heating season. The boiler exterior insulation was found to be fiberglass underneath metal skin. The boiler breeches, gaskets in various locations on both boilers, as well as the hot water storage tank in the boiler room, were insulated with suspect asbestos material.
• Mechanical piping (domestic, steam, condensate, chilled water and roof drain) systems were insulated throughout the facility. Pipe run insulation was checked in numerous locations, and was found to be non-asbestos fiberglass. Pipe fittings on all systems were insulated with suspect asbestos containing mud.
• There was a drop in ceiling present throughout the majority of the facility. Samples were collected of both ceiling tile types found.
• All structural steel where visible above all ceilings on all four occupied floors was coated in spray on fireproofing material. Two different types of fireproofing were found. There was abundant fireproofing overspray on roof decking adjacent to structural steel components. Samples of both types were collected.
• Permanent building walls were covered with plaster. The plaster consisted of two layers. The substrate layer was a cementitious composition scratch coat. The top surface layer was a thin white lime finish coat. Samples of both layers were collected.
• Two patterns of metal clad wall panel partitions were found in the majority of occupied building spaces. The partitions were used to divide office cubicles and office spaces. The partition cores were a foil paper covered gypsum board appearing material. This gypsum board material was sampled in both patterns of partition panels.
• Two patterns of 9x9 floor tiles, and three types of 12x12 floor tiles were observed. Red 9x9 tiles were located in all stairwells. Grey streaked 9x9 floor tiles were visible in halls, mechanical rooms, and some offices on all four occupied floors. Carpeting had been installed in some building spaces as part of cosmetic renovation. There is a high likelihood that the grey 9x9 floor tile still exists beneath carpeted building areas. Newer appearing 12x12 tiles were found on the ground floor, south wing, by the HR training room G51, and on the third floor, in the north wing, west wall bathroom in the office area north of the Auditorium. A different pattern of 12x12 floor tiles were found on the first floor, in the south wing Friend of the Court entry area. Passenger elevators had a different type of 12x12 floor tile. Samples were collected of each type of floor tile.
• Air handling system ducts in mechanical rooms and the penthouse were insulated in canvas cloth covered fiberglass. This material was sampled. Ducts above ceilings were in either bare sheet metal, or insulated with new foil covered fiberglass insulation.
• Suspect cloth expansion gasket material was observed. This material was sampled. • Miscellaneous other suspect building materials were observed (e.g. – vinyl wallpaper, vinyl
baseboards, etc.). Samples of these other materials were collected. • Fire rating labels were noted on doors where a fire break was required. No damaged doors were
noted. Samples of core insulation could not be obtained without damaging one or more doors, so the fire door core insulation was presumed to be asbestos containing.
• Samples of all other suspect materials were collected by Sierra staff while on site on March 21 and 22, 2011.
