INTRODUCTION

SCS Engineers (SCS) was retained by the City of Union, to conduct asbestos and lead-based paint inspection of structures identified at the Southwestern Quadrant of Alvarado-Niles Road and Quarry Lakes Drive Intersection, Union City, California (the “Property”). This report provides the results of the inspection conducted of the single-story residential structure (the “Structure”) located at 35075 Alvarado-Niles Road, Union City, California. Note: Results of the inspections completed for other associated structures at the Property are provided in the SCS “Two-Story Structure & Sheds/Barn” report. The inspection of the single-story residential structure was performed on November 19, 2019, by Dylan Victor, a California Department of Public Health Lead Related Construction Sampling Technician (CDPH cert no. 0003167) and by Steven Perez, a DOSH Certified Asbestos Consultant (CAC Cert. No. 15-4457) and a CDPH Certified Lead Related Construction Inspector/Assessor, Project Monitor, and Supervisor (CDPH Cert. No. 23718). Note: copies of certifications can be found in Appendix A

OBJECTIVE

The purpose of this inspection was to conduct bulk sampling of building materials and test painted surfaces in order to determine the presence or absence of asbestos content and lead-based paint prior to renovation/demolition activities associated with the Structure. This report represents a record of activities, observations, analytical results and recommendations performed to date for the single story residential Structure. The U.S. Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) requires an inspection for asbestos to be performed on facilities that are to undergo renovation/demolition work. Materials found to contain asbestos may need to be removed prior to the start of renovation/demolition work. In addition, painted surfaces in poor condition (e.g., loose, flaking, not adhered to the substrate) known to contain lead may need to be properly stabilized and/or abated and disposed of prior to renovation/demolition activities.

SITE DESCRIPTION

The single-story residential structure is comprised of wood-framing with a raised foundation. The Structure was reportedly built in the 1930s and is approximately 1,100 square feet in size. At the time of this inspection, all of the building materials suspected of containing ACM were found in good condition. Painted components were found to be in intact (good) condition.

TESTING PROTOCOL

ASBESTOS

Bulk samples were analyzed using polarized light microscopy (PLM) and dispersion staining in accordance with the EPA Interim Method for the Determination of Asbestos in Bulk Samples (40 CFR 763, Subpart F, Appendix A).. The limit of detection for this analytical method is less than one percent by weight. In multilayer samples, unless otherwise specified, the asbestos concentration is reported for the layer where asbestos is found.

LEAD

The method employed was X-Ray Fluoresence (XRF) using a Radiation Monitoring Device Lead Paint Analyzer manufactured by Niton XLP 300A. The instrument was operated in “Quick Mode,” where the duration for each test result is determined by a combination of:

The actual reading relative to the designated action level;

The age of the radioactive source; and

The substrate on which the test was taken. The instrument’s calibration was verified according to the manufacturer's specifications in compliance with the Performance Characteristic Sheet (PCS) developed for this instrument. The readings from this instrument produce a 95% confidence level that the “lead” reading accurately reflects the actual level of lead in the tested surfaces, relative to the federal action level.

METHODOLOGY

ASBESTOS

Fifteen (15) bulk samples were collected from the Structure and submitted to EMSL in Cinnaminson, New Jersey. EMSL is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) for analysis of asbestos content utilizing PLM techniques (NVLAP lab code 101048-0).

Bulk samples were collected using a clean knife, chisel or other appropriate tool. Each sample was extracted carefully so as not to disturb adjacent materials while still penetrating through all layers of the material sampled. Each sample was sealed in the appropriate sized plastic zip lock bag and the bag then labeled with a unique identification number. The sample number, description, and location were then recorded on a log and plotted on a floor plan of the Structure or area. Sampling tools were cleaned after collecting each sample. Any excess dust or debris from the sample location was cleaned using a moistened cloth. Whenever possible, samples were collected from previously damaged portions of the material in order to minimize damage to the material.

LEAD

Testing of the painted surfaces within the Structure was patterned after the inspection protocol in Chapter 7 of the HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing. One representative sample from one painted component was tested in every “room equivalent” as define in the HUD Guidelines within the tested property. Multiple readings were collected to resolve inconsistencies in the test results.

FINDINGS

ASBESTOS

The table provided below presents the homogenous materials identified during the inspection and the content of those identified materials. Homogeneous materials are building materials that are uniform in appearance, color, texture and the date of application. Homogenous areas (HA) are the areas where homogenous materials are located. Note that of the fifteen (15) bulk samples collected from the residential structure, thirty (30) individual material layers were identified by the laboratory.

Materials suspected of containing asbestos must first be categorized into one of the following three types (i.e., Surfacing Materials, Thermal System Insulation or Miscellaneous Material) according to the Environmental Protection Agency (EPA). Regulatory requirements and the certified individual determine how many samples must be collected to properly. It is recommended by the EPA that a minimum of three samples be taken from miscellaneous materials, since one sample analysis is rarely representative. However, the designation of ACM for suspect materials, based on one positive bulk sample result, is acceptable. No other suspect materials were identified during this inspection. Note: Analytical Laboratory reports are provided in Appendix B.

LEAD

The XRF instrument was utilized to test numerous components and painted surfaces throughout the interior and exterior of the structure. A total of one hundred and eighty-seven (187) XRF readings were collected which include field calibration readings. The results are summarized in Section 6 “Summary” and the table of results are attached in Appendix C.

RECOMMENDATIONS

ASBESTOS

Inaccessible and/or hidden building materials (i.e. underground coatings and/or utilities, etc.), not identified as a part of this inspection, that may be impacted during work activities, must be presumed to contain asbestos until laboratory analysis of an adequate number of samples proves otherwise. Based on the analytical results there are no recommendations in regards to the above-sampled building materials as part of this inspection.

LEAD

All lead laden components and/or coated surfaces found in poor condition should be stabilized. Lead safe work practices should be taken when preforming activities (e.g. Manually sanding or scraping surfaces) to prepare any of the component(s) identified as lead-containing paint (LCP) or LBP for repainting. Dust created from these activities can create a lead hazard and contamination issues. Work activities involving the disturbance or stabilization of Lead Based Paint should only be performed by properly lead trained personnel in accordance with all applicable federal, state and local regulations. Paint identified with levels below 0.7 mg/cm2 may contain trace levels of lead, therefore, work impacting those surfaces are subject to Cal/OSHA Lead in Construction Standard 1532.1. An initial assessment of an employee’s exposure to lead must be conducted to determine the employees respiratory protection prior to performing “trigger tasks” on materials found to contain any detectable amount of lead until results of personal air monitoring indicate that workers are not exposed to lead above the action level of 40

micrograms per cubic centimeter (ug/m3) or the permissible exposure level of 50 ug/m3 per the Cal/OSHA’s Lead in Construction Standard Title 8 CCR, Section 1532.1 of the California Code of Regulations. Furthermore, where the employer has previously monitored employee lead exposures and the data was obtained within the past 12 months during closely similar workplace operations and conditions, the employer may rely on the earlier results to determine proper personal protective equipment (PPE) for the employee in relation to the task. Additionally, the demolition or removal of lead or components with lead coatings is subject to Title 17, Division 1, Chapter 8 of the California Code of Regulations. Any work that impacts these materials must be performed in accordance with these and any other applicable standards prior to demolition. Samples representative of the entire mass of the prospective waste stream should be collected in order to characterize the waste. These samples should then be analyzed according to the United States Environmental Protection Agency (EPA) and the California Department of Toxic Substances Control (DTSC) prior to disposal facility acceptance.
