Happy Principal’s Day! The Springfield Council of PTAs board would like to thank all SPS principals for meeting with us monthly and working with your units to support the PTA programs for our children! Without that support, this council would not be able to accomplish so much for the children of Springfield. We appreciate the opportunity to be in the schools affecting the lives of Springfield’s students. We all want to be strong advocates for the education and well being of every child!

What is a PTA Council?

A Council is a group of local PTA units (no less than three) organized under the au-thority of the State PTA for the purpose of promoting conferences, communications, leadership development, and coordination of efforts of such local PTA units. It is this council's honor and responsibility to provide support and assistance to our local PTA/PTSA units.

I hope that your units are off to a great start this year and all is running smoothly. One way to ensure things continue to go well is to stay informed. Attending our council meetings is the first step. Information is available on the National PTA (PTA.org), Missouri (MOPTA.org), and Springfield Council of PTAs (scptamo.com) websites. SCPTA also has a Facebook page (Springfield Council of PTAs) and Twitter account (SCPTA). Another excellent source of information is this newsletter!

RIF'S first distribution will be Wednesday October 19 from 9 am until noon at the old Sherwood Elementary at Sunshine street and Scenic Avenue. Please make sure your coordinator or a representative is there to pick up your books and motivational materials. Your first and second graders will be so excited to be able to choose their new books. Call Peggy Stepp President at 417-880-6073 for more information. We have many of the contracts, but not all. Please fax your contracts to 417-863-6825.

November 15th is the collection date that we have set for the Springfield PTA. Please drop off your top three art pieces in each category at the Creamery Arts Center, 411 N. Sherman Pkwy. We will be there collecting art from 5:30 to 7:30 p.m..

Please make sure that you have taken all of your pictures of your art before you have given it to us. All 3-D art needs to be packaged in a stackable box for safe transport. If you have any questions please feel free to contact Aaron Mrad at [email protected] or call (417) 619-7533.

4th Grade Play The 4th grade play is being moved to the Spring this school year for a couple of reasons. There is no "Family Series" performance in October. “Freckleface Strawberry The Musical” is a spring performance; it takes place in a school and is about feeling comfortable in your own skin. We have set the play dates for Tuesday and Wednesday, May 2nd and 3rd.

Treasurer’s Report

Tips for Treasurers Each individual Unit can, if they choose, donate funds in any amount to the Clothing Bank, the 5 Scholarship accounts, the Gertrude McBride and Charlie Nickle CARE funds on the form provided on the SCPTAs website. The same form can be used for your Founders Day tickets purchase and your dues to the SCPTAs. Thank you to those who do financial fundraisers to support the Clothing Bank and scholarships.

Membership campaigns: As you receive memberships and dues, remember to keep detailed accounting of cash and checks or Square/PayPal payments and tally up what is due to state and send at the beginning of each month.

Detailed financial records are available on-line at http://www.nonprofitcentral.biz. Use SCPTA as the username and password.

NEW VP PROMOTIONS, JULIA STALDER Meet Our New VP of Promotions, Julia Stalder. Julia has been involved in PTA for

over nine years and has served as Parliamentarian, Secretary and President at Sequiota as well as coordinating various events such as Open House and Fun Night. She is currently the Glendale liaison for the Parent Advisory Council. Julia graduated from Branson High School and then SMSU with a degree in International Business. She is a full time Realtor and manages the Assist-2-Sell Buyers & Sellers Realty office in Springfield. Her daughter, Madison, keeps her busy with Glendale Crimson Girls, competitive dance at Studio Vie and a host of other activities. She lives near the Nature Center with Keith, Madison and Champ (rescued cocker spaniel). We are still looking for a VP of Promotions! Please consider serving with us on Council.

CLOTHING BANK

We have had so many wonderful things happening at the Clothing Bank--it is a joy to share all the good news! Since the first of August, we have logged 805 visits, given out 617 pair of shoes and handed out 3,644 pair of socks! Most Thursdays have already proved to be busier than last year at this time, so we continue to be very thankful for our volunteers!

If you have not already done so, please follow us on Facebook at The PTA Clothing Bank or sign up for text reminders by texting @scptag to 81010. You’ll be reminded when your school is asked to volunteer at the Clothing Bank—anytime from 9 am to 5 pm. However, if you can’t come on your assigned school day or want to come on other days, then by all means please join us!!

The August Springfield Council of PTAs meeting was held at Study Alternative Center, which houses the Clothing Bank. Meeting attendees were treated to a fashion show featuring Study students and clothing from the Clothing Bank. All our models got to pick out their outfits, shoes and accessories and keep them! They put on an amazing runway show and the crowd went wild!

We put out an urgent call over a month ago asking for several children’s sizes that we were almost completely out of and our PTAs and community responded ten-fold! Our plea was shared over 500 times and the donations haven’t stopped pouring in the door since! In order to help our efforts, Ann Harris and her family offered The Wash House South Coin Laundry on S. Campbell as a new drop-off site—which is perfect because they are open 7 days a week from 7 am to 10 pm. We've already picked up a ton of donations from their location!

Again this year after the Trading Hands Kids Consignment Sale ended, Jennifer Shotwell with loaded up her SUV and brought us tons of beautiful children’s clothes. And, after their very successful garage sale, Help Give Hope was kind enough to pass along clothing--in those sizes we are always needing--to help out the children we get to serve through The Clothing Bank. We are grateful to these organizations that provide such a wonderful service to our community.

Just this week we got to work with a dozen students and three staff members for the annual Parkview Cares day. The kids worked for over two hours to help us get hundreds of clothes on hangers and out on the floor just in time for shopping hours. They were very hard workers and great to be around!

We are grateful for all of you and hope you know what a huge difference you make in the lives of our SPS students. Remember, “to the world you may be one person but to one person you may be the world.” Thank you again for all your help!

National PTA Commends House Passage of Supporting Youth Opportunity and Preventing

Delinquency Act

ALEXANDRIA, Va., (Sept. 22, 2016)—The following statement can be attributed to National PTA Vice President of Advocacy Shannon Sevier:

“This evening, the U.S. House of Representatives passed the Supporting Youth Opportunity and Preventing Delinquency Act, which would reauthorize the Juvenile Justice and Delinquency Prevention Act (JJDPA) and strengthen the nation’s juvenile justice system. Reauthorization of the JJDPA is long overdue.

“The Supporting Youth Opportunity and Preventing Delinquency Act is an improvement over current law. The bill includes provisions that would prevent children and youth from entering the juvenile justice system as well as better protect and support those currently in the system. National PTA commends the members of the House of Representatives who voted for the bill and the bipartisan commitment to ensuring greater opportunities and alternatives to incarceration for our nation’s youth.

“National PTA urges the Senate to take swift action to reauthorize the JJDPA before the end of the year to make certain every child can reach his or her full potential.”

Parliamentary Tip of the Month

"When in doubt, vote it out!"

The chair (PTA President) should always be aware of the majority's opinion on any PTA issue. Anytime it is not obvious, a vote should be taken to establish the majority's opinion.

Parliamentary procedure requires that all members have equal rights; that there be mutual respect among board members; that the rights of the minority to initiate motions, debate, and have their votes counted be protected, while at the same time the will of the majority governs.

The majority vote decides the question.

Only one item may be under consideration at a time.

Any question that limits board members’ rights of discussion or changes the agreed order of business requires a 2/3 vote of the members present.

Any matter once decided cannot be brought up again at the same meeting, except by a motion to reconsider.

The simplest, clearest and most expeditious way to conduct business is considered proper, as long as it does not violate the rights of members.

During a business meeting, the chair may decide, in the interest of expediency, to use the procedure of

adopting a motion by general consent (or unanimous consent). This can save time and speed up a meeting

when business is minor or routine.

This procedure would not be used when there is even a hint of disagreement among members. If someone

objects, then the motion is treated in the normal manner and put to a vote. Examples:

The presiding officer says, “If there is no objection…….” and pauses to allow any possible objection, then

proceeds to declare the decision.

For example: “If there is no objection, the minutes will stand approved as read.” (Pause) “Hearing none, the

minutes will stand approved as read.”

“Without objection, we will stand adjourned.” (Pause) “Meeting adjourned."

Each year Springfield Council of PTAs awards five scholarships to

graduating high school seniors. Applications are sent to each school

counselor ( on a rotating basis) in December with the list of qualifications and

deadlines for applicants. The amount of each award is determined annually

by the Springfield Council of PTAs scholarship committee.

1. The PTA Grace Carr Scholarship is awarded to a person who is enrolled or plans to enroll in an accredited full course of study at OTC; this scholarship is rotated annually among the Springfield R-12 high schools; the recipient is determined by the high school’s staff scholarship committee.

2. The PTA Joan Keiser Scholarship is awarded to a person who plans to enroll in an accredited full course of study in a Missouri liberal arts college or university; this scholarship rotates annually among the Springfield R-12 high schools. Recipient must be a graduating senior, show need for financial assistance and shall be determined by the high school’s staff scholarship committee.

3. The PTA Helen Smith Scholarship is awarded to a person who plans to enroll in an accredited full course of study in teacher education at a Missouri liberal arts college or university; this scholarship is rotated annually among the Springfield R-12 high schools. Recipient must be a graduating senior, show need for financial assistance and be determined by the high school’s staff scholarship committee.

4. The Springfield PTA Scholarship – 2 year Awarded to a student who plans to enroll in an accredited full course of study at a Missouri technical college. This scholarship is rotated annually among the Springfield R-12 high schools. The Scholarship Committee at each high school determines the recipient.

5. The Springfield PTA Scholarship – 4 year Awarded to a student who plans to enroll in an accredited full course of study at a Missouri 4-year college or university. This scholarship is rotated annually among the Springfield R-12 high schools. The Scholarship Committee at each high school determines the recipient.

The C.A.R.E. (Charlie’s Angels Reward for Excellence) Fund was established in 2004 to honor Springfield educator Charlie Nickel who was a strong PTA supporter and a champion of student excellence. The Springfield Council of PTAs administers the C.A.R.E. Fund. An annual allotment is made to each elementary school that applies, as funding allows, provided the school has a PTA unit in Good Standing as defined in the Springfield Council of PTAs ByLaws.

The funds are to be used to “reward outstanding student behavior, attendance and/or academic

achievement.”

Applications for the fund will be emailed to all Springfield elementary school principals with a PTA unit. FORMS MUST BE RECEIVED BY DECEMBER 15th to be considered.

$100 was given to 12 elementary schools for 2015-16

The Gertrude McBride Student Fund was established in 1921 and is named for a highly respected educator and

PTA leader. The fund provides assistance to students in need. In the past, these funds have been used to purchase

caps/gowns, art supplies, eyeglasses, dress shoes to wear to a funeral, clothing, sports participation fees, athletic

shoes, etc.

The Springfield Council of PTAs administers the Gertrude McBride Student Fund. An annual allotment is made to each

school that applies, as funding allows, provided the school has a PTSA unit that is in Good Standing as defined

in the By-Laws of Springfield Council of PTAs. Applications will be emailed to all Springfield middle school and high

school principals with PTA or PTSAs.

FORMS MUST BE RECEIVED BY DECEMBER 15th to be considered.

MOPTA 2016-17 MEMBERSHIP CAMPAIGN

INCENTIVE:

The Missouri PTA is offering an incentive for all units who increase their membership by at least 10% over last year. All units that meet the percentage increase will be put into a drawing for the cash incentive: 10% increase–$250; 15% increase–$500 and 20% increase $750. This will be awarded at the 2017 Missouri PTA convention in April. Missouri PTA has set a goal of 50,000 members for this year. Check in on the state website for updates on membership progress.

SCPTA CHALLENGES:

MEMBER CHALLENGE – Every PTA Unit who has increased their membership over last year will be entered into a drawing for a great prize TBA. Deadline is Wednesday, October 19, 2016.

BUSINESS MEMBERSHIP CHALLENGE – Increase your school’s business membership total from last year and your school goes into a drawing for a great prize TBA. The deadline to report is October 19, 2016. Drawings for prizes will be at the November Council meeting. Totals will be based on state office to-tals received from units by October 19, 2016.

SCPTA Meeting Incentive Program - $250

If you send a PTA/PTSA member to every Springfield Council meeting this school year, your unit will receive $250 from SCPTA at our May 2017 meeting. The program will begin with October's meeting. Principal attendance does not count. It must be a member of your unit who at-tends. Be sure to sign in each time when you arrive!
