MINUTES FOR 53RD MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD AT SCADA CONTROL CENTRE, MPPTCL, NAYAGAON, JABALPUR

ON 27TH AUGUST 2016 AT 11.00 AM. The 53rd meeting of Operation & Coordination Committee of MP was held on 27th August 2016 at

SCADA Control Centre, MPPTCL, Nayagaon, Jabalpur under the Chairmanship of Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC. The list of participants is enclosed at Annexure -1.0.

Shri. S.C.Ghosh Executive Engineer SCADA Control Centre, MPPTCL, Nayagaon, Jabalpur welcomed the Chairman OCC, CE(T&C), MPPTCL and Member Secretary OCC with a bouquet of flowers and also welcomed all the participants. Thereafter he requested Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC to proceed the meeting.

Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC stated that this is the first OCC meeting of MP

being hosted by T&C, MPPTCL at SCADA Control Centre, MPPTCL, Nayagaon, Jabalpur and further requested the participants for a formal introduction. Thereafter, Chairman OCC informed the committee that in the recent regulation of CERC on DSM, the frequency band was narrowed (i.e.49.9-50.05 Hz). On implementation of DSM regulation the frequency remained out of permissible band for longer period. Now the frequency profile has been improved considerably and constituents of Regional Grid as well as State Grid in general keeping their drawal within the permissible range defined in the DSM regulation. Percentage of time frequency within the permissible range of 49.9-50.05 Hz was 74.09% for the month of June 2016 and 72.35% for the month of July 2016. It has been observed that during the rainy seasons the frequency recorded is generally on higher side, but in June 2016 & July 2016 the frequency was within operating range for higher duration which is a remarkable improvement in the system. The average frequency for the month of June 2016 was 50.00 and for the month of July 2016 was 50.01 Hz. The percentage of time frequency above 50.05 Hz has reduced in the previous months but it is still a concern as percentage of time frequency above 50.05 Hz for the month of June 2016 was 18.28 % and for the month of July 2016 was 23.65%. The percentage of time frequency below 49.9 Hz is almost minimized and was 7.63% for June 2016 & 4.00% for July 2016. The Instantaneous Maximum frequency for the month of June & July 2016 was 50.37 Hz & 50.35 Hz respectively. Instantaneous Minimum frequency for the month of June 2016 was 49.65 Hz. and for July 2016 was 49.69 Hz.

Chairman OCC stated that after implementation of CERC DSM regulation in the country, MP

generally adheres to its scheduled drawal and on very few occasions its drawal violates the deviation range specified in the regulation. MP is the most disciplined state in the Western Region in this regard. For reversal of drawal sign after every 12 time blocks, MP generally remains first or second amongst the constituents of Western Region. WRLDC presents violation data of each constituent in the OCC meetings of WRPC.

Thereafter Chairman OCC requested, Member Secretary OCC to take-up the agenda points.

ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary OCC informed the committee that the Minutes of 52nd meeting of Operation & Coordination Committee of MP held on 27th June 2016 at Conference Hall, SLDC, MPPTCL Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/1662 dated 01.08.2016. No Comments have been received to SLDC. Committee confirmed the minutes.

ITEM NO. 2 :REVIEW OF SYSTEM OPERATION DURING THE MONTHS JUNE 2016 TO JULY 2016.

2.1 Frequency Particulars: Member Secretary OCC informed the committee that during July 2016 the system frequency was below 49.9 Hz for 4.00% of time against 7.63% of time during June 2016. The system frequency was above 50.05 Hz for 23.65% of time during July 2016 against 18.28% of time during June 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 72.35% of the time during July 2016 against 74.09% of time during June 2016. The average monthly frequency was 50.00 Hz during June 2016 whereas it was 50.01 Hz in the month of July 2016. The system frequency did not touch 49.20 Hz during the above period.

Member Secretary OCC requested Chief Engineer (T&C), MPPTCL to investigate the low voltage occurred on 03.06.2016 at 400 KV S/s, Nagda.

2.3.2 Status of Capacitor Banks in sub-transmission system : Member Secretary OCC informed the committee that the updated information of the status of capacitor banks in sub-transmission system as on 31st July 2016 as submitted by DISCOMs is detailed below:

Chairman OCC stated that in the forthcoming rabi season the availability of capacitor banks in the

distribution network is utmost necessary for maintaining the voltages within operational range. He also informed the committee that in WZ the no. of capacitor banks healthy but not in service due to control circuit problem has increased comparatively. Further he requested all the Discoms to furnish complete information in the above format and ensure healthiness & availability of capacitor banks during ensuing rabi season.

Representative from WZ informed the committee the matter of repair of Capacitor bank not in

service due to control ckt problem will be taken up.

2.3.3 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: Member Secretary OCC informed the committee that the updated information of the status of Installed capacitor banks (in MVAR) in EHV transmission system as on 31.07.2016 as submitted by MPPTCL is given below:

Member Secretary OCC informed the committee that a meeting was held at WRLDC on 18.04.2016 for computation of total import capability (ATC/TTC) of the beneficiaries with PSS/E software. It is necessary to model all the transmission elements of the state network including capacitor banks correctly in the PSS/E software for accurate computation of TTC/ATC of the state. MPPTCL has already been requested in the 51st OCCM of MP to submit the details of capacitor banks installed at various locations along with their capacity and healthiness to SLDC at the earliest. MPPTCL has not furnished the required details so far to the SLDC. In 52nd OCCM of MP MPPTCL has intimated that requisite details would be provided within a week time which is still awaited.

Representative from MPPTCL informed the committee that the desired data will be furnished to SLDC at

the earliest.

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: Member Secretary OCC informed the committee that the various ongoing Transmission Schemes completed during the current financial year 2016-2017 (upto July 2016) and plan for completion of various ongoing Transmission Schemes for the Year 2016-2017 is enclosed as Annexure 2.3.4(i) and 2.3.4(ii). 2.3.5 U/F and df/dt Relay Operation

(i) U/F and df/dt Relay Operation: Member Secretary OCC informed the committee that the Frequency did not touch 49.20 Hz during June 2016 and July 2016. There was no df/dt operation during the same period.

(ii) Defective u/f, df/dt relays: Member Secretary OCC informed the committee that MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation. 2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders :

(i) Member Secretary OCC informed the committee that the details of DISCOM wise Power supply given to various domestic categories during the period June 2016 and July 2016 is enclosed at Annexure 2.4(i).

(ii) Group Allocation to Newly Commissioned existing EHV substations:-

Member Secretary OCC informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.4 (ii). The DISCOM wise details of pending group allocation to 33 KV feeders is given below :

40 MVA 132/33 KV Transformer ECE make at 132 KV Lakhnadon

06.10.2015 Internal sparking in Y Ph. HV side winding.

The defect developed in transformer and matter taken up with M/s ECE for its repair. The transformer has been shifted to ECE works for repairs and reconditioning. Repair work is completed, testing is also completed. Transformer will be commissioned by 30.09.2016 as intimated by MPPTCL.

4. 3x105 MVA, 400/220 KV ICT-I at 400 KV Indore

The transformer bank is out of circuit from 02.08.2015. 2 No. 105 MVA Units of these banks have failed. The complete bank has to be replaced with 1X315 MVA 3 Ph. Transformer. 315 MVA BHEL make transformer has been unloaded on plinth on 28.04.2016 and erection work is in progress. MPPTCL representative informed that the X’mer shall be commissioned by end of September 2016.

5. 315 MVA, 400/220 kV ICT-I at 400 kV S/s Bina

15.10.15 Due to Buchholtz relay alarm.

The 315 MVA X’mer Sr. No. 6005210 is out of circuit from 15.10.2015. The Transformer has been shifted from Bina to M/s BHEL works for repairs. The order for repair has been placed and it is expected that ICT shall be received by end of October 2016 as intimated by MPPTCL.

6. 315 MVA, 400/220 KV ICT at 400 KV S/s, Julwaniya

The ICT has been removed for installation at Bina 400 KV S/s and commissioned there at 16:49 Hrs. on dtd. 05.01.2016. In 52nd OCCM MPPTCL representative informed the committee that new Transformer of 315 MVA, 400/220 KV EMCO make order has been placed and it will be commissioned by the end of Jan-2017 as informed by MPPTCL.

The load is manageable through (1x20 + 1x40) MVA X’mers in running condition at S/s Pichhore. Hence replacement of failed X’mer is not required as intimated by MPPTCL. In 52nd OCCM, Chairman OCC requested MPPTCL, P&D to submit the letter for removal of transformer from Asset.

X’mer is under testing and investigation. Internal inspection of X’mer shall be done after rainy season and expected by October 2016 as informed by MPPTCL.

It has been proposed to withdraw the X’mer from system as intimated by MPPTCL. MPPTCL representative informed that this X’mer has to be taken out from T&C system availability and accordingly matter is being taken up.

X’mer is under investigation and testing. Internal Inspection of X’mer shall be done as soon as monsoon permits and is expected by end of October 2016 as informed by MPPTCL.

50 MVAR Line Reactor of 400 KV Katni – Damoh Ckt at 400 KV S/s Damoh (PGCIL).

Not intimated. Tan-∂ of the bushing was not correct.

Bushing is being arranged and will be provided to PGCIL Damoh for commissioning as intimated by MPPTCL.

ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING JUNE 2016 AND JULY 2016 : Member

Secretary OCC informed the committee that there was no major grid disturbance in MP during June 2016

and July 2016. Moreover, the Grid Disturbances and Grid Incidents in MP during these months are given in

Annexure 5.0.

5.1 SYSTEM DISTURBANCE AT 400 KV S/S INDORE ON 05.08.2016 :- Member Secretary OCC

informed the committee that at 19:24 Hrs. on 05.08.2016 multiple element tripping occurred at 400 KV S/s

Indore as bird fault occurred on B-Phase, 220 KV side, of 400/220 KV, 315 MVA ICT – IV at 400 KV S/s

Indore. Simultaneously 400 KV Indore – Hatuniya (PGCIL) Ckt, 400 KV ISP – Indore Ckt – II & 220 KV

Indore – South Zone Ckt – I also tripped at 400 KV S/s Indore.

In view of the above it has been gathered that there was delay in restoration of elements due to

non-intimation/not providing the relay indication by ISP in real time. It was also intimated by 400 KV S/s

Indore that there was problem in 3X16.67MVAR line reactor of 400 KV ISP – Indore Ckt – II at 400 KV S/s

Indore. Further while restoring 400 KV ISP – Indore Ckt – II without reactor it was requested by 400 KV S/s

Indore to charge the line from ISP HPS end and thereafter it will be synchronized from 400 KV S/s Indore

end, consequently resulting in delayed charging of the Ckt. It is to intimate that while restoring/charging of

any feeders emanating from ISP HPS when its Units are On Bar will be done from far end in view of safe &

secure grid operation, and to avoid any chances for tripping/cascade tripping of Units On-Bar at ISP HPS

(i.e., to avoid generation loss) in case the fault persisted on the tripped line. ISP is requested to ensure that

the details of tripping/indication is provided immediately to SLDC during any occurrence in real time to

avoid delay in restoration.

In view of the above it is requested to ensure that such incidence is not repeated in future and to

avoid delay in restoration of important grid element for safe & reliable grid operation.

Chairman OCC requested to provide the information at the earliest after any grid

disturbance/event to avoid delay in restoration of important grid elements and accordingly all concerns

should suitably be instructed.

5.2 MULTIPLE ELEMENT TRIPPING AT TONS HPS ON 10.07.2016:- Member Secretary OCC informed the

committee that on 10.07.2016 at 12:45 Hrs. Bus bar protection operated at 220 KV S/s, Tons and resulting in

tripping of 220 KV Tons – Kotar Ckt, 220 KV Tons – Satna & 220 KV Tons – Rewa Ckt-I. The detailed tripping

report and reason for operation of bus bar protection had submitted by MPPGCL to SLDC on 16.08.2016 after

constant perusal, due to which the detailed tripping report of the incident could not be prepared timely for onward

submission to WRLDC/WRPC. As per Indian Electricity Grid Code, tripping report of incidence is to be submitted to

WRLDC and WRPC within 24 hours.

In view of the above, it is requested that the detailed tripping report of the occurrence in prescribed

format may please be furnished to SLDC in the meeting along with following details:-

1. Nature of fault (Permanent /temporary)

2. Relay operated

3. Protection details

4. Fault clearance time

5. Feeder arrangement


6. Failure of any protection if any

7. Disturbance recorder file (in .pdf format and if possible in comtrade format i.e. .cfg and .dat file) &

Event Logger file (in .pdf format). Single line diagram and relay indication, may also be furnished.

MPPGCL representative informed the committee that in future all the detailed tripping reports shall

be submitted to SLDC within stipulated time period.

ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS /

TRANSMISSION ELEMENTS:- Member Secretary OCC informed the committee that the present status regarding schedule and commissioning of reactors / transmission elements is as below:-

50 MVAR MPPGCL MPPGCL representative informed that procurement of line reactor is under process and tender has been opened & will be made available by February-2017. In 53rd OCCM MPPGCL informed that retendering for the procurement of line reactor will be taken up in September 2016 and it is expected by end of July 2017.

5 Bus Reactor at SSTPS 125 MVAR MPPGCL Work will be carried out under PSDF as intimated by MPPGCL. Thereafter Chairman OCC intimated that procurement process can be started without waiting for PSDF approval. MPPGCL informed that by June 2017 commissioning of reactor will be done. MPPGCL representative informed the committee that NIT shall be floated in September 2016.

6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL :- Member Secretary OCC informed the committee that as per Grid Code, the synchronization facility should be available at all the


Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that the procurement of synchronization trolley is under tendering stage. Further it was informed by chairman OCC that synchronization trolley at 400 KV S/s Indore is not in order and requires immediate attention for its proper functioning.

MPPTCL representative informed that the tender has been opened and order has been placed. Delivery

of Synchronizing trolley is expected by December 2016. 6.3 System Protection Scheme (SPS) in MADHYA PRADESH :- Member Secretary OCC informed the committee that in last meeting Chairman OCC had requested MPPTCL to submit the complete details of all SPS commissioned in MP along with load shed quantum to SLDC, so that the copy of the same could be placed in Control room of SLDC and concerned substation / power station for reference and record.

Chairman OCC requested MPPTCL to submit the details of load dropping scheme commissioned on

various ICTs within a week time. 6.4 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM :- Member Secretary OCC informed

the committee that SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room

so that revision to schedule requisitions are made on behalf of DISCOMs as only two shifts were running

and only day ahead activities were performed by MPPMCL CR.

In 52nd OCCM CGM (PM), MPPMCL informed the committee that independent functioning from

MPPMCL Control Room shall be started from 1st August 2016. The MPPMCL has again requested to extend

the date for functioning of their Control Room and shifting their officials from SLDC Control Room for 15 days

i.e., till 15th August 2016. Accordingly SLDC vide letter no. 07-05/RPC-54/1734 dated-06.08.2016 requested

MPPMCL to arrange to shift the MPPMCL officials from SLDC Control Room to MPPMCL Control Room by

16.08.2016 positively. However the functioning from MPPMCL Control Room has not been started so far.

MPPMCL is again requested to immediately start their functioning from MPPMCL Control Room

where SLDC SCADA terminal has been provided.

MPPMCL representative informed that the independent functioning from MPPMCL Control Room

will be started by 15th September 2016.

6.5 DESYNCHRONIZATION OF TONS HPS UNITS:- Member Secretary OCC informed the committee that it has been observed that as per system requirement SLDC has instructed Tons HPS to desynchronize/stop Tons HPS units, but officials at Tons HPS has denied for desynchronization/stopping of Tons HPS units on no. of occasions.

As per Section 29 of EA-2003, IEGC Claus -5.1 (d) and Clause-3.8.3 of MPEGC, all state utilities

shall comply the instruction of SLDC for achieving the maximum economy and efficiency in the operation of the power system. Therefore it is again requested that all the state entities shall follow the instructions of SLDC as and when issued for better system operation.

Chairman OCC requested MPPGCL for following instructions of SLDC in real time operation and

also ensure necessary compliance immediately.


6.6 Non furnishing of information by GCC required by SLDC:- Member Secretary OCC informed the committee that it has been observed that whenever SLDC asked Generation Control Centre to furnished the reservoir level, inflow of water and position of gates of Hydel Power Stations, GCC has never furnished the same to SLDC and SLDC has to obtain the requisite information from respective Power Station. This has resulted time consuming of SLDC officials in real time. This is the violation of MPEGC clause no. 3.8.3. Therefore, it is requested that whenever SLDC asks for providing any information to the state entities, the same should be provided to SLDC by the respective Control Room after obtaining from the site.

MPPGCL representative has ensured the committee that such type of incidences shall not be

repeated in future by the GCC. 6.7 PSS tuning of the Generators in Madhya Pradesh :- Member Secretary OCC informed the committee that WRLDC vide email dtd. 18.07.2016 intimated that it is mandatory to have proper tuning of PSS of the generators as per CERC regulation and CEA standards. As per Indian Electricity Grid code clause 5.2 K “Power system Stabilizers (PSS) in AVRs of generating units shall be got properly tunes by the respective generating unit”. It is mention here that during monsoon period, the demand is low and many of the units are under shutdown and it is very suitable period for carrying out PSS tuning at the generators. SLDC vide letter no. 07-05/RPC-27/1443 dtd 18.07.16 advised all the intra state generators to give their plans of PSS tuning activities. No information has been received from any entities in this regard. All the entities are requested to submit their plan in the meeting. JP Bina submitted the desired data for the FY 2015-2016. Chairman OCC informed that the PSS tuning of generators shall be carried out at least once in every year and requested all the intra state generators to give their plans of PSS tuning activities at the earliest to SLDC.

6.8 Frequency Response Characteristic for 25.06.2016 & 13.07.2016 :- It has been intimated by WRLDC that on 25.06.2016 at 19:45 hrs, all 400 KV lines tripped at Pirana substation,Gujarat due to heavy rain and lightning resulting in load loss of about 1050 MW (Guj - 800 MW,Mah-250 MW) in Western Region. The grid frequency increased from 49.75 Hz to 50.06 Hz. i.e., there was frequency rise of 0.3 Hz. Hence FRC for the event/duration for all generator response was calculated and is enclosed as Annexure-6.8(A). It can be gathered from the FRC that Tons HPS Unit no. # 3, ISP HPS Unit No.# 1,4&5 have responded positively and its RGMO/FGMO is in working state. Further SGTPS Unit #5 has given a negative response as its MW generation has increase as there was sudden frequency rise. Similarly on 13.07.2016 at 02:37 hrs, the test charging of 400 kV Bhachau-Varsana-I was attempted from Bhachau end. At the same time Y Ph post insulator between LA and Wave trap and R Phase wave trap post insulator flashed over at Varsana end. It led to Generation loss of around 2800 MW at UMPP CGPL Mundra and grid frequency decreased from 49.97 Hz. to 49.75 Hz. within 10 seconds and further reduced to 49.69 Hz. FRC calculated for the event/duration is enclosed as Annexure-6.8(B) It can be gathered from the FRC calculated that SGTPS Unit no.#5 and ISP HPS Unit no.# 2,3&7 has given the positive response.

As per IEGC Clause- 5.2(f) All thermal generating units of 200 MW and above and all hydro units of

10MW and above, which are synchronized with the grid, irrespective of their ownership, shall have their governors in operation at all times. Therefore it is requested to all the generators to furnish the data for existing status and settings of RGMO/FGMO to SLDC in format enclosed as Annexure-6.8(C).


In view of the above all the generators are requested to examine the Frequency response of their generators during the above mentioned transients/events and take measures to ensure compliance to IEGC 5.2(f),(g),(h)&(i).

Chairman OCC requested MPPGCL, NHDC & JP Bina to submit the present status of

RGMO/FGMO to SLDC. Further he informed that in future the FRC for inter control area i.e., Discom wise FRC calculation will be done and hence all the generators are requested to ensure the healthiness and proper functioning of RGMO/FGMO.

6.9 Requirement of load details of transmission elements for reliability study using PSS/E Software:- Member Secretary OCC informed the committee that the PSS/E Software Modelling for reliability/load flow studies is being done at National level so that the grid security matters are dealt efficiently and reliably to avert grid disturbance like situations and for availing shut downs. Work for this has been undertaken at state level/regional levels throughout the country. Further the reliability studies using PSS/E software is being done at state level by SLDC for which loading details (in MW & MVAr) of 132/33 KV X’mers, 220/33 KV X’mers, 220 KV & 132 KV Railway Traction feeders and 220 KV & 132 KV Industrial feeders of M.P State Grid were requested from CE(T&C) vide letter No.-07-05/RPC-35/502 dated- 07.05.2016 for following date & time:-

1. 25th December 2015 – 11:00:00 Hrs. 2. 25th June 2015 – 13:00:00 Hrs. 3. 19th May 2016 – 23:00 Hrs.

Chairman OCC requested MPPTCL to provide the above details to SLDC in soft & hard copies within a week. 6.10 Payment of pending Revision Charges to be paid by MPPMCL:- In accordance to Levy & collection of Fee & charges by SLDC Regulation 2004 (revision –I, 2006) and SLDC tariff order for the year 2015-16 passed by MPERC, the revision charges of Rs. 3000/- per revision for scheduling of power by Long Term Open Access Customers has to be paid to SLDC.

The requisition for revision of drawal schedule of Discom is being received from MPPMCL Control Room and SLDC is revising the same accordingly since October 2015. SLDC as per MPERC order has raised the bills to MPPMCL vide letters cited under reference, towards revision of schedule sought by MPPMCL on behalf of Discoms for the period from October 2015 to April 2016 amounting to Rs. 24,60,000/-.

In this regard SLDC vide letter no. 07-05/SG-11C/5534 dtd 17.03.2016, 07-05/SG-11C/169 dtd

16.04.16, 07-05/SG-11C/584 dtd 1805.2016 and UO note no. 90 dtd 06.08.2016 requested MPPMCL to disburse the above amount in SLDC account. However the payment for revision of schedule has not been received by SLDC so far. It is again requested to deposit the same in SLDC account immediately.

MPPMCL representative informed that the payment for above mentioned pending revision charges

shall be made shortly to SLDC. ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 7.1 Black Start mock drill of Hydel stations of MPPGCL :- Member Secretary OCC informed the committee that the last black start mock drill of Gandhisagar HPS have been completed successfully on 04.04.2016 with extending supply to 132 KV S/s, Bherugarh Ratadiya & Ujjain for Simhasta 2016. The Black Start Mock Drill at Tons, Bargi & Pench was successfully completed on 08.10.15, 12.10.15 and 06.11.15 respectively. As per IEGC, Black Start Mock Drill shall be conducted in every 6 month duration.


In compliance to IEGC, SLDC has proposed that the black start mock drill of all the Hydel Power stations in MP including Birsinghpur, Rajghat and Madikheda HPS shall conducted in the month of September 2016, October 2016 & November 2016. MPPGCL is requested to finalize the date in the OCC. Thereafter the procedure shall be prepared and furnished to the MPPGCL and concerned officials by MP SLDC.

MPPGCL representative agreed for conducting the Black Start Mock Drill at HPS after monsoon and

requested SLDC to provide schedule/probable dates for conducting Black Start Mock Drills. 7.2 Black Start mock drill of Indira Sagar Power Station & Omkareshwar Power Station:- Member Secretary OCC informed the committee that the black start mock drill of ISP was proposed to be conducted on 21.06.2016. Indira Sagar intimated that the black start mock drill schedule for 21.06.2016 at ISPS is not possible as the programming tool SK06 (service kit), to be used for reconfiguring some of the function blocks in the processor 70RP05, to facilitate black start procedure is not possible and requested to postpone the black start mock drill at ISPS till November 2016. ISP Vide letter No. NHDC/2/J/796/16/078 dated 25.07.2016 has intimated that programming tool SK-06(service kit) is expected to be repaired by end of August 2016 and Black Start Mock Drill at ISP HPS may be scheduled in the first week of September 2016. In view of the above ISP HPS is requested to confirm the same so that Black Start Mock Drill at ISP may be scheduled in first/second week of September 2016. The black start mock drill of Omkareshwar HPS was proposed to be conducted on 07.06.2016. Omkareshwar HPS intimated that Omkareshwar HPS has been supplied, erected & commissioned by M/s Voith Siemens Consortium. It is also intimated that most of the installed equipments like Excitation System, Governor System etc. are imported equipments and also OSP is operating machines below MDDL, thus some settings are required to be modified in Excitation System, Governor System etc. in the presence of OEM. OSP intimated that OEM has asked for two months (2) time for evaluation and providing the solution. Representative from ISP/OSP confirmed that the Black Start Mock Drill at ISP & OSP can be conducted in the first week of October 2016.

Chairman OCC stated that the dates for conducting Black Start Mock Drill at ISP & OSP will be

finalized and intimated for further needful.

ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION:

8.1 Quarterly Review of Crisis Management Plan: Member Secretary OCC informed the committee that NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

However despite continuous persuasion by SLDC other state utilities i.e. MPPTCL, MPPGCL and IPPs

are not submitting the report to CEA. It is requested to submit the CMP report in prescribed format for the First quarter of 2016-17 (April-June 2016) to CEA under intimation SLDC.

8.2 Status of Physical & Cyber Security in Power Sector regarding: Member Secretary OCC informed the committee that the Status of physical & cyber security in Power Sector for the first quarter (April to June 2016) has not been received from any of the state utilities. In the past also this report is not being furnished


by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence.

The state entities are requested to furnish the Status of physical & cyber security in Power Sector for

First quarter of 2016-17 (April-June 2016) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Status of AMR system installed at SLDC:

SLDC representative informed the Committee about the status of AMR data received through AMR system in the month of July 2016. He also informed that complete data of 513 meters was received through AMR system and data of 111 Nos meters (Monthly-80 & Partial – 31) was not received through AMR system. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through email latest by 4th of every month for furnishing the missing data alongwith monthly JMR data. He also informed that SLDC has issued the final commissioning certificate to M/s Secure Meters Ltd. so that the AMC may be started by the firm. Further following points are discussed and resolved as under:- 1. SLDC representative requested the CE(T&C) office to organize a meeting with M/s Secure Meters Ltd

for resolving the site related issues. CE(T&C) office stated that a meeting will be arranged shorty with M/s Secure Meters Ltd. for resolving the issues.

2. SLDC representative informed that AMR facility is required at newly commissioned substation / X’mers

/ HT consumers / OACs / REGs - 88 Nos. He further informed that in earlier meetings MPPTCL has informed that modem and SIMs have been issued to the site offices, but configuration at modem and Server end is not done by M/s Secure Meters Ltd. therefore data is not being received by SLDC. MPPTCL stated that matter will be taken up with M/s Secure Meters Ltd for integration of meters with AMR Server.

3. SLDC representative apprise the Committee that Ratlam circle is not furnishing the JMR as well as

load survey data of ABT meters installed at the RE generators connected at 132KV level and above in case of data not downloaded through AMR system. The officials of Ratlam circle have informed that they have received the directives from MPPMCL that data of all the RE Generators shall be downloaded by DIscoms and furnished to concerned offices. SLDC representative requested the MPPTCL and MPPMCL to look into the matter and issue suitable instructions to field offices for furnishing the data to SLDC.

9.2 Non reporting of details of ABT meters installed on newly commissioned substations, Xmers, HT Consumers:

SLDC representative apprise that CE(T&C) office informs about the commissioning of new substation / transformer to SLDC but do not furnish the details of ABT meters installed, X’mers, as such, SLDC has to collect the required details from substations / field offices which is a time consuming process. He further informed that in the earlier OCC meetings, assurance was given by CE(T&C) office that the instructions will be issued to field offices for furnishing the details of X’mers (Sr. No.) and ABT Meter details such as Mtr Sr. No., Meter CT & PT Ratio, Equipment CT & PT ratio, MF , but the same are not being received by SLDC. CE(T&C) office assured that instructions will be issued to field offices for furnishing the required details to SLDC at the email id - [email protected].

9.3 Scheduling of power from Ratnagiri Gas and Power Private Ltd (RGPPL) to 36 Nos Railway Traction Substations -


SLDC representative informed that scheduling of 200MW power from Ratnagiri Gas and Power Private Ltd (RGPPL) to 36 Nos Railway Traction Substations (TSS) in Madhya Pradesh is being done as per the directives issued by Hon’ble CERC vide order dated 05-11-2015 in petition no. 197/MP/2015 treating Railway as a deemed licensee. Further following points are discussed and resolved as under - 1. SLDC representative informed that in the 51st OCC meeting it was discussed and decided that tapping

from Interconnector-III between 132KV Chhegaon and 220KV Chhegaon substation for Railway Traction Talwadia will be removed. However, till date the tapping from Interconnector-III is not removed and Talwadia Railway Traction is still a tapped point where ABT meter is not provided at the TSS. CE(T&C), MPPTCL assured that tapping will be removed within 2-3 days.

2. SLDC representative informed that Railway has started purchasing additional power of 18MW from M/s

Jindal India Thermal Power Ltd. under short term open access w.e.f. 2nd July 2016, however, Railways is still overdrawing power from the grid and required to purchase additional power. The issue could not be discussed due to non-availability of Railway representative.

3. Chairman OCC requested the CE(P&D) office, MPPTCL to include a clause in Bulk Power

Transmission Agreement (BPTA) to be signed between MPPTCL and Railways as under – “Railway shall increase the quantum of power under long term open access as and when a new TSS is

get connected with State grid.” 9.4 Providing AMR facility for the ABT meters installed at MPPGCL :

SLDC representative informed that ABT meter data of 75 Meters out of 107 meters where AMR facility

is provided is being received through AMR system and balance 32 Nos meters are not being read through AMR system. He further informed that the list of 32 meters whose data is not being received was emailed to GCC, MPPGCL on 1st August 2016. SLDC representative requested MPPGCL to take up the matter with M/s Secure Meters Ltd for integrating the balance meters with AMR server. Chairman OCC advised the MPPGCL representative to ensure that balance meters are integrated with AMR server within 15-20 days. MPPGCL assured to do the same.

9.5 Regarding Deviation limits for Renewable Rich States:

SLDC representative informed that in the 52nd OCC meeting, the deviation limit for Discoms under Intra State ABT was discussed in accordance with CERC (Deviation Settlement Mechanism and related matters) (Third Amendment) and it was decided that since West Discom has installed capacity of wind & solar in the range of 1000MW to 3000MW, therefore the deviation limit of 200MW shall be considered only for West Discom for computation of Deviation charges. He further apprised the Committee that accordingly DSM charges of West Discoms has been computed for the month of July 2016 and DSM charges for the month of May & June 2016 shall be revised in due course of time considering the deviation limit of 200MW.

9.6 Energy Accounting and settlement of DSM charges of Discom embedded Open Access Customers connected at 33KV level.

SLDC representative informed that in accordance with Madhya Pradesh Electricity Balancing and Settlement Code (BSC) 2015 and as decided in the 48th OCC meeting that energy accounting of Discom Embedded Open Access Customers (DEOACs) shall be done by the Discom Energy Accounting Group (DEAG) of Discoms. Accordingly, SLDC has provided the training and necessary inputs to Discom officials on 11th Dec 2015 and requested the Commercial Sections of Discoms to issue necessary instructions to Discom Energy Accounting Group (DEAG) to take over the energy accounting of DEOACs from the month of April 2016.


SLDC representative further apprise the Committee that East Discom & West Discom has issued the DSM charges Bill of embedded customers from the month of April 2016, but, no feedback regarding issuance of DSM Bill / energy accounting of the embedded customers from the month of April 2016 is received from Central Discom. The Central Discom representative assured to discuss the matter with DEAG and revert back shortly.

Chairman OCC clarified to Discoms that settlement DSM charges i.e. payment / receipt of DSM

charges of embedded customers is to be done by the Discoms. He further stated that the settlement of embedded customers shall not be done from the State DSM Pool Account being maintained by MPPMCL on behalf of SLDC.

9.7 Energy Accounting of Renewable Energy Generators (REGs) connected at 33KV as per the data recorded in ABT meter installed at the pooling station:

SLDC representative informed that it was discussed and decided in the 45th OCC meeting that energy

accounting of Renewable Energy Generators (REGs) shall be done as per the actual data recorded in ABT meters installed at the pooling station, SLDC has requested the commercial sections of Discoms to furnish the details of meter, modem & SIM of the pooling station, but, Central & West Discom has mainly furnished the generator wise details whereas pooling station wise details are required for the purpose of energy accounting at pooling station. He further apprise the Committee that Discom officials has informed that in case of solar generators ABT meters are installed at the generators end only and standby meter is installed at the grid substation. In such cases where there is no separate pooling station and standby meter is installed at the grid substation, the grid substation shall be considered as a pooling substation as per MPERC draft REG regulations. He requested CE (T&C) office to provide the details of ABT meter installed at the grid substation and coordinate with Wind & Solar Generators for providing AMR facility, letters to which are being issued to SE (T&C) offices. CE (T&C) office has assured to provide the same.

ITEM NO 10: SCADA/EMS RELATED ISSUES: 10.1 NON AVAILABILITY OF TELEMETRY OF IMPORTANT 132KV S/s HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS -

SLDC informed that the telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations has already been identified for integration. However, so far telemetry of only 25 Nos. S/s is integrated with SLDC SCADA/EMS system.

The issues regarding integration of telemetry of 220 KV Sirmore, 132KV Satna,132 KV Rewa, 132KV

Seoni,132KV Umariya, 132Kv Vijaypur, 132KV Khilchipur, 132KV Chanderi, 132KV Biora, 132KV Pachore, 132 KV Susner, 132KV Suasra, 132/33 KV Ratangarh, 132 KV Sailana, 132KV Sitamau was specially discussed and SLDC pointed out that the telemetry of these sub stations is pending to be commissioned for want of PLCC panels/RTU configuration. CE (T&C) representative informed that the PLCC panels for commissioning of these RTUs shall be arranged on priority basis.

SLDC further pointed out that the lack of coordination between Testing, Communication, TRANSCO

SCADA & SLDC while integration of telemetry is observed which resulted in delay in commissioning. Further, SOE verification is also pending due to non-availability of various field officers at a time at the site. MPPTCL SCADA representative further informed that delay in preparation of data base and display in


SLDC/Sub-LDC is also reported. In response SLDC informed that the data base and display at SLDC is always prepared in advance. The data base and display of all RTUs which are required to be commissioned is ready and T&C officers/TRANSCO SCADA team if required may verify the same.

It was agreed that the integration of telemetry of above mentioned RTU shall be taken up in

coordinated manner on top most priority. 10.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS &

SLDC informed that the migration to new SCADA, EMS system is completed by SLDC. However, utilization of EMS system is not possible due to incomplete telemetry specially availability of Status parameters as availability of CB status is a prerequisite for successful functioning of EMS It was agreed that the work regarding telemetry discrepancy shall be completed on priority basis

SLDC further pointed out that the upgradation of RTUs at several location is required for integration of

telemetry of important renewable feeders, transformers etc. The upgradation requirement of telemetry at 220KV Badnagar S/s, 132KV Gudgaon S/s, 220KV Sarni S/S, 220KV Handia S/S, 220KV Pipariya S/S, 220KV Bairagad S/S, 132KV Madotal, 132KV Gadarwara, 220KV Shivpuri S/s, 220KV Daloda S/S was discussed in detail & following was informed by MPPTCL regarding upgradation requirement:-

(i) It was informed by MPPTCL that to meet out upgradation requirement, all at locations where D20 RTUs (Honeywell make) exists, the D20 RTUs shall be replaced with Dongfeng RTU.

(ii) Regarding Upgradation of telemetry of locations where Dongfeng RTU is available, the

same shall be taken up internally by MPPTCL (by MPPTCL T&C and SCADA team)

(iii) The locations where Chemtrol RTUs are functioning shall be decided on case to case

basis.

SLDC requested MPPTCL to arrange the upgradation of RTUs to accommodate telemetry of renewable feeders and transformers at the earliest. 10.3 PRESENT STATUS OF PROCUREENT OF RTUs BY MPPGCL:-

SLDC informed that the Telemetry of Rajghat HPS is out since more than TWO YEARS & telemetry of Bansagar-III is intermittent since last few months. Further, the matter of procurement of RTU for Rajghat HPS and Bansagar-III HPS was discussed in detail in last fifteen OCCM meetings as well as on two numbers special telemetry meetings, without any conclusive result In response, MPPGCL informed that the order for procurement of RTU is placed by MPPGCL and new RTY shall be commissioned soon.

10.4 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTING OF RTUS AS PER BACKUP SLDC REQUIREMENT:-

It was informed by SLDC that the commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is completed and the additional communication channel is required to be extended to respective control centers for testing with new SCADA/EMS system. The RTU wise progress is required to be provided by MPPTCL & MPPGCL. MPPGCL informed that the order for Modems has already been placed and processing of the case for procurement of PLCC panels is under progress, however, the exact


detail of procurement case is not available with officers attending the meeting. Accordingly, CE, SLDC advised MPPGCL to inform that exact status of procurement case within a week.

MPPTCL and MPPGCL agreed to expedite the work and arrange the commissioning of alternate

channels on top most priority 10.5 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS

The long outage of telemetry of 132KV Morwa, 132KV Beohari, 132KV Seoni, Rajghat HPS, 132KV Kotma,132KV Waidhan etc. was discussed in detail. SLDC requested to look into these outages and expedite the restoration procedure for which concern officers agreed. 10.6 TELEMETRY OF RAILWAY TSS SUB STATIONS:-

The matter regarding arrangement of telemetry of railway TSS sub stations was not discussed as representative from railway was not available during the meeting. 10.7. Operationalization of ADMS system and confirmation regarding availability of remote terminals at DCC for providing ADMS information at DCC

MPPTCL informed that the ADMS system is implemented in all EHV sub stations having 33KV feeders and all three MPPTCL SCADA Control Centers. The operationalization of ADMS system is now required to be taken up. In response SLDC informed that for operationalization of ADMS availability of infrastructure at DCC for monitoring of ADMS along with completion of port preparation work is a prerequisite. The provision in this regard is already available in ADMS contract issued by CE(P&D),MPPTCL. MPPTCL informed that the arrangement of display of ADMS information in DCC through remote VDU of MPPTCL SCADA system is under progress and shall be completed shortly. Further, the preparation of reports by M/s Dongfeng Electronics Ltd is also under progress and shall be completed within fifteen days. It was decided that after completion of these two activities, operationalization of ADMS system shall be taken up. SUPPLIMENTARY MINUTES FOR 53RD OCC MEETING HELD ON 27.08.16 SA-1:- DELAYED REPORTING OF OCCURRENCE AT 220 KV S/s SIDHI:- Member Secretary OCC informed the committee that on 25.08.2016 at 12:20 Hrs. Circuit Breaker trip coil of 132 KV Sidhi – Mauganj Ckt failed/burnt at 220 KV S/s sidhi resulting in 132 KV Bus fault and tripping of all connected 132 KV feeders and transformers at 220 KV S/s Sidhi. Consequently 132 KV supply failed at 220 KV S/s Sidhi, 132 KV S/s Sidhi, 132 KV S/s Deosar & 132 KV S/s Mauganj. It has been gathered that the incident was reported after Half an Hour. Moreover some more time has been taken for providing the relay indication. Due to above the elements could be restored from 13:01 Hrs. due to which 40-50 min interruption took place at effected place.

In view of the above MPPTCL is requested to ensure that the intimation of incident and details of

tripping/indication is provided immediately to SLDC during any occurrence in real time to avoid delay in restoration of important grid element and also ensure that such incidences are not repeated in future for safe & reliable grid operation.

The above matter was discussed in the meeting and Chairman OCC requested MPPTCL for issuing

suitable instructions to the concerned for compliance.

SA-2:- FREQUENT TRIPPING OF 132 KV VSTPS – WAIDHAN CKT:- Member Secretary OCC informed the committee that it has been observed that 132 KV VSTPS – Waidhan Ckt is being tripped on transient fault frequently. On following dates the Ckt tripped as under:-

1. 19.08.2016 at 08:58 hrs.


2. 21.08.2016 at 16:23 Hrs. 3. 25.08.2016 at 11:27 Hrs.

In the above matter WRLDC has also informed that NTPC has intimated that such frequent tripping

of circuit emanating from VSTPS is causing voltage dip at NTPC station.

In view of the above MPPTCL is requested for carrying out relay testing/line maintenance and to ensure the healthiness of line to avoid such frequent tripping in future.

Representative from MPPTCL informed that the above tripping occurred due to falling of tree branches in induction zone of 132 KV VSTPS – Waidhan Ckt and tree branches cutting (where ever required) is in progress. ITEM No 11 : DATE AND VENUE OF NEXT OCC MEETING :

Annexure-5 System Disturbance / System Incidence :

1. System Disturbance on 04.06.2016 at ISP HPS: On dated 04.06.2016 at around 12:15 Hrs.

M.P system was normal and frequency of National Grid was 50.06 Hz. Prior to fault Unit No # 6 of ISP HPS was on Bar. 400 KV Bus – A at ISP was under shut down/permit since 08:00 Hrs. on 04.06.2016 and 400 KV ISP – Indore Ckt – I was kept open due H/V. At around 12:19 Hrs. after completion of work on 400 KV Main Bus – A, while shifting of 400 KV ISP – Nagda Ckt from 400 KV Main Bus – B to 400 KV Main Bus – A, Bus Fault occurred at 400 KV ISP HPS. Consequently Bus Bar Protection operated, resulting in tripping 400 KV ISP – Nagda Ckt, 400 KV ISP – Sarni Ckt, 400 KV ISP – Indore Ckt – II and ISP HPS Unit No. # 6. Due to the above tripping there was no load loss in any area. There was generation loss of about 101 MW and System was normalized in due course of time.

2. System Disturbance on 19.06.2016 at 400 KV S/s Bina : On dated 19.06.2016 at around

20:00 Hrs. M.P system was normal and frequency of National Grid was 49.948 Hz. At around 20:14 Hrs. 220 KV Bina Interconnector – II tripped from both end due to transient fault. Simultaneously 220 KV Bus Bar Protection of 220 KV Main Bus – II at 400 KV S/s Bina operated due to problem LBB in logic of 220 KV Bina Interconnector – II resulting in tripping of 220 KV Bina Interconnector – II, 220 KV Bina – Shivpuri Ckt, 220 KV Bina – Guna Ckt, 220 KV Bina – Ashoknagar Ckt, 220 KV Bina – Bina (PGCIL) Ckt, 220 KV Bus Tie, 400/220 KV, 315 MVA ICT – III at 400 KV S/s Bina. Due to the above tripping there was no load loss in any area. There was generation loss of about 101 MW and System was normalized in due course of time.

3. System Disturbance on 03.07.2016 at 220 KV S/s Nepanagar: On dated 03.07.2016 at

around 07:30 Hrs. M.P system was normal and frequency of National Grid was 50.06 Hz. At around 07:36 Hrs. Y-Phase CT of 132 KV Nepanagar – Chhegaon Ckt – II burst resulting in 132 KV Bus Fault at 220 KV S/s Nepanagar and tripping of 220/132 KV, 160 MVA X’met & 220/132 KV, 3X40 MVA X’mer at 220 KV S/s Nepanagar.consequently interruption occurred at 220 KV s/s Nepanagr, 132 KV S/s Badgaon, 132 KV S/s Bahadurpur & 132 KV S/s Burhanpur. Due to the above tripping there was load loss of about 73.4MW, . There was no generation loss and System was normalized in due course of time.

4. System Disturbance on 03.07.2016 at 220 KV S/s Maihar: On dated 03.07.2016 at around

20:35 Hrs. M.P system was normal and frequency of National Grid was 50.03 Hz. Prior to fault 132 KV Amarpatan – Jhinna Ckt &132 KV Maihar – Satna Ckt was kept open for Load Management. At around 20:42 Hrs., 132 KV B-Phase CT of 220/132 KV, 160 MVA X’mer burst at 220 KV S/s Maihar. Simultaneously 132 KV Kymore – Maihar Ckt tripped due jerk. Consequently interruption occurred at 220 KV S/s Maihar, 132 KV S/s Amarpatan, 132 KV Maihar Cement, 132 KV Reliance Cement & 132 KV KJF. Due to the above tripping there was load loss of about 70MW, 21MWH in any area. There was no generation loss and System was normalized in due course of time.


5. System Disturbance on 23.07.2016 at 220 KV S/s Sidhi: On dated 23.07.2016 at around 14:15 Hrs. M.P system was normal and frequency of National Grid was 49.94 Hz. At around 14:20 Hrs. LBB protection of 220 KV ATPS – Sidhi Ckt mall operated, resulting in operation of 220 KV Bus Bar Protection at 220 KV S/s Sidhi. Consequently 220 KV ATPS – Sidhi Ckt, 220 KV Sidhi – Hindalco Ckt, 220 KV Sidhi – Rewa Ckt, 220/132 KV, 160 MVA X’mer tried at 220 KV S/s Sidhi. Due to the above tripping there was no interruption in any area and hence no load loss. There was no generation loss and System was normalized in due course of time.

6. System Disturbance on 24.07.2016 at 220 KV S/s Chhindwarah: On dated 24.07.2016 at around 21:50 Hrs. M.P system was normal and frequency of National Grid was 50.02 Hz. At around 21:55 Hrs. 132 KV PT fuse failed at 132 KV S/s Chhindwarah, resulting in tripping of 132 KV Chhindwara Interconnector – I, II & III, 132 KV Chhindwara – Umreth Ckt and 132 KV Khapaswami – Chhindwara Ckt. Due to the above tripping there was interruption at 132 KV S/s Chhindwara and load loss of about MW occurred. There was no generation loss and System was normalized in due course of time.
