WATER SUPPLY Friant Division Central Valley Project (CVP)
• Current 2019 Water Year allocation summary as follows: o Residual 100% Class 1 (40,000 AF) o unlimited Uncontrolled Season (UcS) Class 2 through July 15 o multiple Unreleased Restoration Flows (URF) supply allocations (District share)
▪ 37,000 AF block (8,229 AF) by March 31st ▪ 95,000 AF block (22,374 AF) by April 30th ▪ 76,000 AF block (16,902 AF) by May 27th ▪ 76,000 AF black (22,258 AF) by the end of UcS ▪ 22,800 AF block (5,507 AF) by the end of UcS ▪ 3,800 AF schedulable block (858 AF) by August 31st
o two (2) RWA or $10 per AF supply windows o two (2) Section 215 supply windows
• Exhibit “A” provides additional supply information including pre-use supplies taken in Feb 2019
San Joaquin River Restoration Program (SJRRP)
• The 2019 Runoff Year was final at 2,740,000 AF of natural river runoff in the SJR watershed, which is a “Wet” year type pursuant to SJR settlement and accordingly, the SJRRP would receive 556,542 AF of water supply
• District’s RWA credit beginning balance is approximately 96,000 AF (subject to reconciliation and staff review). RWA credits allow the District to purchase water for $10/AF during wet periods when RWA water is declared (District utilized 5,370 AF)
• District executed a 2:1 exchange (San Luis Reservoir supply for Friant supply) that net an additional 4,000 AF of Friant water
• The 2020 Runoff Year was initially estimated at 928,000 AF of natural river runoff in the SJR watershed, which is a “Dry” year type pursuant to SJR settlement and accordingly, the SJRRP would receive 212,909 AF of water supply
Shasta System CVP
• The 2019 allocation remains at 75% State Water Project (SWP)
• The 2019 allocation remains at 75%
• The initial 2020 SWP allocation increased to 15% on the 24th Kern River
• 2019 supplies are approximately 180% of average
• District has executed exchange agreements with two Kern River districts (Friant uncontrolled season for Kern River this summer)

• Substantial recharge has occurred in 2019 (72,591 AF)
• Provided ample surface supplies, wellfields are not expected to operate in the remainder of 2019
Metropolitan Water District (MWD) Water Management Program
• MWD beginning balance was 153,232 AF in water bank reserves
• The District obtained its tenth consecutive year approval from the State Water Resources Control Board regarding a Petition for a Consolidated Place-of-Use (CPOU), which now expires on July 15, 2020
• The CPOU petition includes the ability to exchange all types of Arvin-Edison supplies with MWD including unbalanced exchanges
• The District’s 10-year NEPA documentation is complete and approved until March 21, 2024. Staff, along with MWD, DWR, and Reclamation continue pursuit of a long-term CPOU approval through November 2035
• MWD return for the 2019 Water Year was completed (10,975 AF) during a Friant Uncontrolled Season (reduces the account balance to 142,257 AF)
Rosedale-Rio Bravo Water Management Program
• 2019 beginning account balance of water is 58,671 AF
• District banked approximately 33,757 AF in 2019; with a corresponding 16,879 AF increase to the balance (75,550 AF)
• District received long-term USBR approval (through 2035) for the RRB Program in November 2019
Kern Delta Water District:
• Staff continues meeting with KDWD staff to discuss water management opportunities including joint partnership in groundwater recharge facilities and additional interconnection facilities
• KDWD wheeled MWD supplies through the Intake Canal (approximately 5,600 AF) District Partnerships: The District has participated in water management programs with the following districts/agencies in Water Year 2019:

• District surface water deliveries for the month were 867 AF, which includes: o 66 AF of In-Lieu Contract deliveries o 76 AF of Temporary Water Contract deliveries o 725 AF of Surface Water Service Area deliveries

• Staff continued coordinating efforts on the In-Lieu Service Area and the Groundwater Service Program, which kicked off in January with the installation of PWRPA meters at three (3) sites
• On the 7th, one (1) employee service award was recognized: Land Clerk Mary Hough (15 Years)
• On the 16th, District staff attended a Defensive Driver Training Class
• Staff continued progress on District website development which launched on the 1st
• District vehicles consumed an estimated 4,100 gallons of fuel during the month (average fuel efficiency of 11.4 mpg)
• There were 295 hours lost due to illness and zero (0) hours lost due to on-the-job injuries with zero (0) employees out on Workers’ Compensation Claim

o North Well N21 was completed to a depth of 950 feet and developed at 75.6 gpm/ft with a flow of 7.4 CFS (3,321 GPM)
o Tejon Well 101 was completed to a depth of 1,320 feet and developed at 89.0 gpm/ft
▪ Pump installation is complete and extension of electrical distribution is anticipated to be completed in February

o North Well N22 drilling was completed to a depth of 990 feet and developed at about 200 gpm/ft
o Well N23 drilling was completed to a depth of 1020 feet and developed at 280 gpm/ft (new District record!)
o Consultants are designing a discharge pipeline from N22 and N23 to the North Canal
OPERATIONS DEPARTMENT ACTIVITES
• Routine activities: o Operating and monitor the District’s water distribution and delivery systems
including canals, ponds and reservoirs o Conducted monthly safety meetings o Inspected control systems at pumping plants (transducers, Cla-valves, battery
back-ups, etc.) o Assisted personnel in the repair, replacement, and/or maintenance of facilities on
an as-needed basis for the following items: ▪ Replaced flowmeter batteries (turnouts and wells) ▪ Flushed and cleaned various turnouts and appurtenances ▪ Greased North and South side turnout valve operators ▪ Maintained weed control (pumping plants, turnouts, air vents, and
isolation valves) ▪ Cleaned out isolation valve access tubes ▪ Changed lights and panel bulbs ▪ Inspected/replaced water quality warning labels at turnouts ▪ Stenciled facilities (North and South turnouts and isolation valve markers) ▪ Cleaned and/or replaced air-chamber sight glasses ▪ Replaced missing locks and chains (canal gates and turnouts)
o Staff performed end-of-month meter readings at wells, turnouts, and pumping plants (power)
