Letter to the Editor:

Some comments on the 1869 covers in NJPH Whole #131, January 1999. There were nopostal relations between the United States and France from Jan.1, 1870 until Aug. 1,1874. Letters from here could be sent to the French border, by direct sailings for10^. The addresse had to pay the French internal rate, 8 centimes, as noted on thetwo covers shown (page 4 bottom, page 6 top). Both "INSUFFICIENTLY PAID" covers toSwitzerland went via England, Belgium and Germany; not France ( page 4 center, page7 bottom). Although the cover on page 13 is a very late use of an 1869 stamp, thereis nothing unusual about it. A little over a year before the letter's dateline theUnited States had reduced its domestic rate to 2a per J ounce. [ Ed: we apparentlymisread the 1884 dateline, Sorry.]

Obituaries

John L . Kay, 82: iJohn L. Kay, 82, who spent his 41 year career in the Postal Service as a railroad

mail clerk and supervisor, died of a stroke Tuesday March 16, 1999 in Germantown PA.Mr. Kay worked on mail trains - known as Railroad Post Offices - between New York &Washington, and New York & Pittsburgh, He was the supervisor aboard the PostalService's last mail train run on June 30, 1977 between New York & Washington. Afterthe trip, he retired.

During World War II, Mr. Kay served as a postal clerk with the Navy in the SouthPacific. Afterward, he was in the Navy Reserve, until 1977. Born in the city'sSwampoodle section, Mr. Kay was a 1935 graduate of Northest High School, Philadelphia.

Mr. Kay's pastime was postal history. He wrote or co-authored 15 books on postoffices, postmarks and mail routes. While not on the New York Times Best Seller'sList, they are without a doubt the wealth of information which collectors continueto draw from evryday. These books certainly are on the Best Seller's List among thePostal Historian.

(Excerpts from EULOGY given by Victor B. Krievins at Memorial Service) John Kaywas my friend for almost 30 years, During that period of time, I was fortunate toget to know this man who, although not large in size, was giant among his peers.Here we have a man who had a great love for his wife Angie, his family, the Railroadand of course the Postal History of New York, New Jersey & Pennsylvania. My contactwith John was primarily with his love of Postal History.

John never boasted of his infinate knowledge of Postal History, or ever indicatedthat his knowledge of the sugject matter usually exceeded that of those around him.This knowledge was freely dispensed and always with a smile on his face. It was thiswarm and sincere smile that always greeted all of those who would meet John at themany Stamp Shows which he attended. His distinctive bow tie always accompaniedthat great smile.

It is not very often that we find such a humble, knowledgeable and knid personsuch as John Kay. Just like a rerae stamp or cover, John was one of those one in tenmillion finds we spend most of lives looking for but never seem to find. I was mostfortunate to have made that find. Perople who are like John, can be counted on onehand. John should serve as an inspiration to all of us with regard to the kindnesswhich can be conveyed to our fellow mankind.

He never displayed hatred, jealousy or anger but conveyed his warmth & sincerityto those around him. John lived a happy but modest life. He accomplished what manyof us would like to but never do. Although God has taken John from us, he did notdo so until John fulfilled his purpose on this Earth. This purpose was well accom-plished with no fanfare. While those of us who had the privledge of knowing Johnhave suffered a monumental loss, it is those who never had the opportunity to meetJohn who equally suffer a loss which can never be replaced.

John's album is now closed. His memory will continue on as his devotion to thehobby he loved so much will continue to be utilized. Farewell my dear friend John.

New Jersey CERTIFIED MAIL

By: Brad Arch

Certified Mail provides for proof of mailing and delivery for domestic mails onlywithout any indemnity, and replaced the basic level of Registered Mail whichpreviously provided the same service, for First Class Mail. It was introduced onJune 6, 1955 in Washington DC only, and on June 7, 1955 nationwide.

Initially the Certified Fee was 15t (and to promote this new service a 15¢Certified Mail Stamp was issued on the first day; Scott FA-1, no further CertifiedMail Stamps have been issued) and over the past 40+ years has risen every few yearsto its current rate of $1.40 which was introduced in January 10, 1999; usuallysimultainoiusly with other postage and fee increases. The original 71t ReturnReceipt Fee has also risen to $1.25 currently, along with increases for otherservice fee's such as Restricted Delivery & Special Delivery, etc.

All of these extra service fee's are in addition to the required postage whichwas applicable at the time of mailing, including Airmail until it was abolished in1977. Also, as Postal & Post Cards are considered as First Cl ass Mail, it is alsoavailable for use with them, but is rarely used in that manner.

Delivery confirmation serviceidentified by new LISPS label

ed States postal history have anew label to look for as theysearch for varieties of postaluses.

The U.S. Postal Servicelaunched its delivery confir-mation service for PriorityMail and Standard Mail (par-cel post) March 14.

The retail rate for the ser-vice is 350 for Priority Mailand 600 for parcel post. Ratesare lower for customers whocan send and receive deliveryconfirmation informationelectronically.

Items sent using the newservice are tagged with a newlabel highlighted with brightgreen trim, a 20-digit identifi-cation number and a corre-sponding bar code.

An image of an entire labelis shown nearby. The left-handportion of the label is separat-ed and affixed to the maileditem. The rest of the labelserves as the customer's re-ceipt.

The Postal Service reportsthat more than 300,000 hand-held scanners have been de-ployed nationwide to support

The date and time of deliv-ery and the ZIP code wherethe delivery was made can bechecked by calling a toll-free

number, or by logging ontothe USPS Internet web site.

The Postal Service notesthat several major mailers, in-cluding catalog companies,participated in a test of theservice. As a result, collectorsmay have already encounteredthe delivery confirmation la-bel on merchandise purchasedthrough the mail. n
