    Preface

    Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007,

    endeavors toimprove efficiency in the delivery of government service to the

    public by reducing bureaucratic red tape, preventing graft and corruption, and

    providing penaltiesfor violations of the Act.

    It also declares the State policy topromote integrity, accountability, proper

    management of public affairs and public property as well as to establish

    effective practices aimed at the prevention of graft and corruption in

    government. Towards this end, the State shall maintain honesty and

    responsibility among its public officials and employees, and shall take

    appropriate measures to promote transparency in each agency with regard to

    the manner of transacting with the public, which shall encompass a program

    for the adoption of simplified procedures that will reduce red tape and

    expedite transactions in government.

    In a nutshell, the spirit of the Anti-Red Tape Act (ARTA) is genuine public

    servicethe kind of service that takes into account the interest of those who

    are served, not those who serve. It seeks total customer satisfaction, not self-

    gratification.

    Quality public service, too, is the end-goal of the CitizensCharter ServiceManual of the Subic Bay Metropolitan Authority (SBMA). As a service map

    for the public and stakeholders, as well as for each and every SBMA

    employee, this Manual serves as one of our guideposts in our journey toward

    service excellence.

    As the operating and implementing arm of the Government of the

    Philippines in developing the Subic Bay Freeport into a self-sustaining

    industrial, commercial, financial, investment, and academe center to

    generate, among others, employment opportunities in and around the Zone,

    and to attract and promote productive foreign investments, the Subic Bay

    Metropolitan Authority serves a myriad of stakeholders whose every need

    and expectation we strive to fulfill.

    Thus, this CitizensCharter is dedicated to achieving new levels of service

    efficiency, customer satisfaction and value. It is envisioned not merely as atool to eliminate red tape and facilitate stakeholder transactions but also as

    a vital measure to ensure delightful customer experiences.

    Application for renewal of accreditation will not be accepted if the company fails to submit

    certificate of training in BOSH/Construction Safety of its designated safety officer based on the
