2. Prepare Pensioners List

2.1. Prepare Pensioners’ List Process Flow Diagram



The Prepare pensioners’ list process is the entry point of ARPAN application. This interface is used to enter the list of employees due for retirement. There

are two options for entering the data.

1. Upload through a file 2. Enter manually.

To begin with log in with proper credentials. User will land up on the workspace. 1. Click on application tab.

2. The Application tab lists all the process links.





3. Click on ‘Prepare Pensioners List’ Link.



4. Click the link to open the form. On double click it opens in separate window.

5. There are 2 ways you can enter the data.

i. To upload through a file. – may be used for bulk upload

ii. Enter a data manually. – may be used for single or limited number of records.



2.2. Process to enter data through a file. Pre-requisite: The file containing the pensioners’ data shall be ready in a predefined csv (comma separated values)format beforehand.

1. To upload the file, Click on browse button.





2. Select the desired file and click on ‘Open’ button.



3. System will read and upload the data from the selected file. On completion, it will display the file name along with the result message

stating the status. The successfully uploaded records get listed in the Employee Details table on the screen.

The records are just displayed, not yet saved in the database. To do so click on the ‘Submit’ button available in the top right corner. On submit the

system saves the data and task goes to the next user in hierarchy.



2.3. Process to enter data manually 1. The data is entered in the data base by filling up the form. To start with click on ‘New’ button.



2. Enter all the details of the employee and Click on "ADD TO LIST / UPDATE" and data gets listed in the Employee Details Table.

You can add multiple records here and then submit the list. On addition of every case, one record gets added in the list. And on submit entire

list gets saved in the database. If you want to edit data of any employee, click on the record in the list. The system shows the details in the

fields. User can edit and update the list by clicking the ‘ADD TO LIST/UPDATE’ button.



3. On clicking the ‘Submit’ button the task flows to next level of hierarchy (EL2)



2.4. Task at level 2 (EL2) 1. Now the task is available in the inbox of next user role in this case EL2. ( log in as EL2)



2. There are options to approve and reject. If user want to edit data of any employee, click on the record in the list. The system shows the details

in the fields. User can edit and update the list by clicking the ‘UPDATE LIST’ button. On approve it flows to next level role (EL3).

2.5. Task at level 3 (EL3) The level 3 user can only view the data. He/She can approve or reject. On this approval, the process of preparing the pensioners’ list is complete.



2.6. Task Rejection

The EL2 and EL3 level users have an option for rejection. While rejecting, comments i.e. reason for rejection is mandatory. On rejection the task goes back to the EL1 role user. EL1 user shall correct the data as per the rejection reason and follow the same cycle of approval again.





2.7. Putting reason in the comments box a) Click on Create Comment icon.



b) System pops up a comment box for entry. Enter the comments. Click on OK.

3.3.1. Service Details

1 Click on Employment Datils. In employee details enter all the details of services.

a. Employee Zero Pay Months for GIS Purpose : For Employees Governed Under REIS



b. Employee Zero Pay Months for GIS Purpose : For Employees Governed Under GIS





3.3.2. Qualifying services Details.



3.4. Pay Details Enter Pay Details and Details of Last 10 Months before Cessation

3.5. Family Details a. In case of regular pension enter family details



b. In case of family pension enter family details along with bank details for pension payment

3.6. Bank Details a. In case of regular pension enter pensioners bank details for pension and settlement payment



b. In case of family pension enter Nominee Details for Settlement payments



3.7. Pension Details 3.7.1. Pension Details

In pension details, enter commutation, FMA, Government Accommodation and Proceeding details, if Applicable.

3.7.2. Recovery Details

In pension Details Enter all recovery details.



3.8. Pension / Settlement Amount Details After submitting the form the calculated pension and settlement amount will be displayed.



4. Pension Sanction Process

4.1. View Pension details 1. After EDS (Employee Data Sheet) process is completed, system generates one task for each case.

2. Click On the task to open it. System displays all the details of elements to be sanctioned.





4.2. View EDS details

3. Click On EDS Details tab to view the EDS details.



4.3. View Recovery details 4. The Recovery Details tab displays the details of outstanding recoveries.



4.4. Generate Calculation Sheet

5. Click on the ‘Calculation Sheet’ button to generate it. System generates the calculation sheet and opens up it in separate browser tab

for viewing.



4.5. Sanction Pension

6. Select the desired elements and click on the ‘Approve’ button. On approval the Pension sanction process is complete.



5. Bill Generation

5.1. Open Bill Generation Task 1. Click on application > Bill Generation link.



5 System displays a list of all cases ready for billing



5.2. Select the desired cases

2 Select the case for billing. All rows can be selected by clicking the ‘Select All’ check box available in the top left corner of the list and click on

‘Generate Bill’ button



5.3. Generate Bill 3 System generates and open the bill in separate browser tab for viewing



6. PPO Generation Number

6.1. Open Task 4 Click on application > Generate PPO Number

6.2. Generate PPO Number 1. System displays a list of all cases for which PPO number is to be generated. By default all the records will be selected. User can select/deselect the

cases. Click on the ‘Generate PPO Number’ button. System will generate a PPO number only for the selected cases.



2. System displays the PPO Numbers in respective rows and displays message.



The cases for which the PPO number is generated will not get listed next time.
