2015-2016 YEARBOOK Message froM the ChairMan

To my friends and fellow truckers:

Once again I find myself engaged in the volunteer leadership role of chairman of the Arizona Trucking Association. As Yogi Berra famously said, “It’s dejà vu all over again” because I served as

ATA’s chairman once before, from 2005 to 2007. My serving as chairman again doesn’t set any precedents, in fact volunteer leaders serving more than one term has occurred five times in the history of our association. However only one other chair has served non-consecutive terms and that was Howard Shaw, serving 1943 to 1945 and again from 1950 to 1951. I am honored by your consideration and confidence in electing me during our annual meeting in Tucson.

As I reviewed the history of the leadership of our association, it became very clear to me how important our mission of advocacy and public policy is. Not since the inception of our organization in 1937 have businesses of all sizes struggled with rampant government oversight and regulations. In fact, the reason for the proliferation of business groups (aka trade associations) in the thirties was due to a similar government view of business and free enterprise, well known as the “New Deal”.

The good news is that we live and work in Arizona, a state known for its rapid growth and business friendly governance. But we can also pat ourselves on the back for being an active voice in state government by providing feedback and guidance to our citizen legislators. With events such as Truck Safety Day at the Capital, we bring our industry and message to them loud and clear. Be sure to put this event on your calendar for January 25, 2016.

An engaged membership is the key to the success of the Arizona Trucking Association. The board meetings are an opportunity for all members (not just board members) to participate and help craft the policy initiatives of the association. Time after time, the response from our member surveys clearly identifies policy and advocacy as the most valued service provided. As a recognized leader in state trucking associations, I believe ATA should make its voice heard in all the current policy debates, certainly in our state legislature as well as in Congress.

A policy issue that has captured my attention over the past few years, especially with my chairmanship of the American Trucking Associations Labor and Regulatory Policy committee is the status of independent contractors. It would seem that the opinion from Washington today is we should all just be an employee of some large corporation (that we didn’t build). In the trucking industry in America, the role of the independent contractor has been foundational in its success, and in some cases the seed that grew into some of the largest transportation businesses in the world!

Certainly the regulatory landscape will evolve in ways we can’t begin to imagine, but the Arizona Trucking Association has earned a seat at the negotiating table, and we should take full advantage of the opportunity to contribute. Whether it is guiding our state legislature toward a definition and protection of independent contractors, or helping our state officials understand the impact of tow truck legislation, we must continue to have our voice heard! All of you, the members of the Arizona Trucking Association, are that voice, and I look forward to serving you!

Message froM the President

As another year comes to pass and we look ahead at next year, I want to express my heartfelt gratitude to every member of the Arizona Trucking Association and the ATA staff for your friendship and support of Arizona trucking. Also, thank you to the Board of Directors for the

service, time, effort, and guidance you selflessly provide this association day in and day out. Your efforts are greatly appreciated. Finally, I would like to thank Immediate Past Chairman Bart Wilson and Chairman Larry Woolson for their leadership of this association. Without you, each and every person that contributes to this association, nothing would be possible. Here are just a few of the highlights from this past year:

Legislative SessionThis year, the Arizona Legislature adjourned on April 3, 2015, to mark the shortest

legislative session in over 50 years. While the session was short it was not without controversy, and the ATA was at the State Capitol diligently representing the interests of the Arizona trucking industry. In all, we had a successful legislative session. ATA tracked dozens of bills, successfully defeated several proposals that could have hurt the trucking industry, and of course advocated for common sense solutions that benefited the trucking industry.

Call on WashingtonLater in April, ATA had a successful Call on Washington. Fortunate for us, our

meetings were very timely, as our delegation arrived shortly after the first version of the House Transportation Bill was introduced in Congress. Members of our delegation met with every member of the Arizona congressional delegation or their staff. In addition to our meetings, we had some free time to do a little sightseeing. This year’s ATA Call on Washington participants enjoyed a tour of the White House. If you haven’t participated in Call on Washington, you should consider joining ATA on its next trip in 2017.

Truck Driver ChampionshipsAs always, I continue to be impressed with ATA drivers. I am humbled to be in

their presence and witness the amazing things they do, not only behind the wheel, but also in their personal lives. During the Truck Driving Championship (TDC), I enjoyed walking the course, talking with drivers, getting to know them better and hearing their stories. I am proud of the event the ATA puts on and I am already looking forward to the 2016 TDC. On a side note, I would once again like to congratulate Mr. Eric Ramsdell (Walmart Transportation) for winning the Five-Axle Class at the National Truck Driving Championship this year. Way to go, Eric!

Young Professionals CouncilATA’s Young Professionals make the future of our industry look bright. The

educational and networking sessions have proved to be beneficial to everyone involved: the young professional, the member company, and the ATA. I am so proud that several members of the YPC have already been tapped for leadership positions within ATA and ATEF. If you have a young professional, consider nominating them to join the YPC in 2016. It is a great way to support the future of trucking in Arizona. Moving Forward

I will close by expressing how excited I am with the incoming Board of Directors for 2015-2017. In all, the ATA membership elected nine new members to the Board. Each of these members brings unique experiences to the table and I cannot wait to work with them to move this association forward. I am also excited to be working with Mr. Larry Woolson, who is serving his second term as ATA Chairman. Larry has boundless enthusiasm about this association and trucking. We are lucky to have him back as our chairman, and I look forward to all the great things to come.

Again, thank you for being members of the Arizona Trucking Association and giving me the opportunity to lead this great organization.

Meet the New Board Members

The Arizona Trucking Association elected several new board members at the annual membership

conference in October. They are: Mike Barr, Cummins Rocky Mountain, LLC; Todd Burdine, Western Refining Wholesale, Inc.; Mark Doughty, Help Inc. – Provider of Prepass; Doug Dwiggins, Shamrock Foods Co.; Bill Hudnall, Walmart Transportation, LLC; Ryan Larsen, Vanguard Truck Center; Xavier Ortega, BJ Cecil Trucking, Inc.; Rick Owens, Desert Refined Products Transport; Shon Rasmussen, RWC Group; David Ruff, W.W. Williams; and Russ Thompson, Secured Land Transport.

The Yearbook convinced some to share a short profile.

Mike Barr, Automotive Territory Manager, Cummins Rocky Mountain

Mike counts 26 years in the trucking business with 10 at his current company.

Born in Phoenix and raised in Glendale, he started his career in the industry with Arrow Stage Lines. “Chuck Busskohl, former ATA Chairman, was the president of the company at the time. Day one, I was washing buses. Day two, I found myself replacing a third member. Day three, the foreman put me under a MCI bus to assist with an 8V71 overhaul. That job and my boss, Dan Leise, instilled a work ethic in me that catapulted me to an 11 year run with the company, ultimately ending my career with them as Director of Maintenance.”

His first ever job was at the Burger King at 59th Ave/Camelback. “At the time seemed to be a really cool means to make some money and in rather short order the general manager thought a promotion outside of his organization was in my best interest,” he recalls.

He enjoys spending as much time as he can outdoors and the famous person he wishes he could have met was Nelson Mandela. “Mandela’s perseverance after spending 30 years in prison to end apartheid showed focus. I would like to know when he was faced with what

appeared to be a freedom ending jail sentence how did he stay focused and what did he do to harness the energy to carry on with his quest?”

Mike follows Texas A&M Aggie football and recounted his favorite quote, given to him many years ago but which he still uses today: “When given 30 seconds to make a decision, think for 29.”

Todd Burdine, General Manager Transportation and Distribution, Western Refining Wholesale, Inc.

A 30-year trucking industry veteran, Todd joined his current company six years ago. His first job 30 years ago was as an hours of service log clerk.

He grew up in Angleton and Albany, Texas where his first job was as a roustabout for a wildcatter in the oilfields.

A Texas Longhorns sports fan, Todd said if he could meet one famous person, alive or dead, that would be President Reagan saying, “he had all the attributes of a good leader.”

The best piece of business advice he’s heard: “Respect and Trust are given to a position, once you are in the position you have to continuously earn it.”

Doug Dwiggins, Transportation Manager, Shamrock Foods, Co.Doug has been with his company

for 23 years – 14 of those spent in the transportation end of the business.

Born and raised in Chandler, his first job in high school was on a cotton farm and then at Shamrock Dairy Farm.

A fan of Arizona State football, he also would have liked the chance to meet President Reagan. “He was a great leader

and he inspired a nation.”

As for his favorite quote, he picked one from Theodore Roosevelt: “The most important single ingredient in the formula to success is knowing

how to get along with people.” His best career advice: “Treat every

customer as a friend and every employee as family.”

Xavier Ortega, CEO BJ Cecil TruckingXavier joined his company three years

ago as the chief financial officer. A native of Phoenix, Xavier says that he was inspired by his father. His favorite quote: “Stay hungry.”

Shon T. Rasmussen, Fleet Account Manager, RWC Group

A 29-year veteran of the trucking industry, Shon has a total of 27 years with various International dealerships, the last five with the RWC Group.

His first job out of high school in 1982 was busting split rim wheels, changing tires & fixing flats.

A native of Kearns, Utah, Shon’s first job was as a dishwasher when he was in the 9th grade.

In his spare time – when he can find it, Shon enjoys golf, which would explain why his favorite movie is Caddyshack.

His favorite quote: “No other success can compensate for failure in the home,” from David O. McKay.

Shon said his “mom was my inspiration of a solid work ethic. She raised two kids by herself while working 2 and 3 jobs at a time to make sure we had a roof over our heads, food in the refrigerator and anything else we needed for education to be successful in our lives. My sister is a very successful business woman and feels the same way.”

David Ruff, General Manager Southwest Division, W.W. Williams

David began his trucking career with his current company four years ago. He grew up in Columbus, Ohio and spends his spare time with race cars – drag racing in particular. He follows the Ohio State Buckeyes as a sports fan.

The best business advice he received: “Listening is an active process.”

2015 ATA Leadership Conference Coverage

BY ARIZONA TRUCKING ASSOCIATION STAFF

Nestled in the foothills of the Santa Catalina Mountains in Tucson, more than 195 (includes spouses) members

of the Arizona Trucking Association got together at the Westin La Paloma Resort and Spa in Tucson, Arizona for three days of education, networking, and some rest and relaxation.

Planning for this year’s conference started months earlier as Conference Chairman Mike Barr (Cummins Rocky Mountain) gathered his committee to create an ‘out of this world’ event for one and all.

Starting promptly on Thursday afternoon, the 2015 Annual Leadership Conference started with the ATA Membership Meeting. ATA kicked-off the meeting with an update from Dave Manning, President, TCW and Vice-Chairman, American Trucking Associations, who updated the group on the latest news and events from the American Trucking Associations and briefed the group on ATA’s legislative priorities including: MAP-21 Reauthorization, a permanent fix for Hours of Service Restart

Rule, Twin 33s, establishing a new freight program, various safety issues including supporting CSA reform and hair testing, and supporting programs to help the driver shortage issue. Additionally, Mr. Manning highlighted the success of the Trucking Moves America Forward image campaign, the Call on Washington program, and encouraged all participants to get involved with the various trucking associations.

Members of the ATA elected the new Officers and Board of Directors at large for 2015-2017 (listed on pages 10-11).

On Friday, conference participants started the day with our Annual Signature Safety Breakfast with special guest speaker Mr. Jack Van Steenburg, Chief Safety

Officer and Assistant Administrator for the Federal Motor Carrier Safety Administration. We honored our very own driver, Mr. Eric Ramsdell, Walmart Transportation, who won first place in the five-axle class at the National Truck Driving Championship in St. Louis, Missouri. Additionally, we honored DPS officer Dan Volker, who was named 2015 Outstanding Commercial Trooper of the Year.

winning Jack Nicklaus Signature golf course. Offering immaculate grounds and a challenging layout that kept our players engaged from the first tee to the last. With the beautiful Sonoran desert and the Santa Catalina Mountains as our background, players felt worlds away from anything but their golf game. As always, thank you to our Golf Committee for all the hard work in getting raffle prizes and putting together another great tournament.

If a picture is worth a thousand words, the ladies of ATA wrote a novel at the “Brush and Bottle” spouse/guest event. The event received rave reviews from its participants and one of their masterpieces was auctioned off for charity during the ATEF auction.

During the conference, participants got the latest economic news and information from two economists. First up was Bud

Focusing on the people side of trucking, keynote speaker and moderator for the famous ‘Truckers tell it like it is’ panel, Mr. Dan Baker impressed the crowd with his knowledge and humor to drive home how to become more successful by understanding those around you. This year’s all-star panel included: Mr. Don Orr, Central Freight Lines; Mr. Chip Dircks, Dircks Moving and Logistics; and Dave Williams, Knight Transportation.

Rounding out the discussions were presentations by Senator John McCain, who gave the group a very entertaining and informative update from Washington D.C. and a moving presentation on how the trucking industry can help fight human trafficking by Kendis Paris, Executive Director of Truckers Against Trafficking.

Last but certainly not least, the conference concluded with an epic Lip Sync Battle between ATA’s outgoing Chairman Bart Wilson and incoming Chairman Larry Woolson.

The Arizona Trucking Association does a lot to help its members become safer. From Safety and Maintenance Council meetings to seminars on CSA or DOT compliance, the Truck Driving Championships to

the Fleet Safety Awards program and a number of other events promoting safety and burnishing the trucking industry’s image, safety is a key component of the association’s mission.

This focus on safety permeates ATA’s membership, which includes some of the safest trucking operations not only in Arizona but nationwide. We recently chatted with representatives from a few member companies that have been recognized for their safety efforts. From small fleets to large, the message remains the same: Safety is King.

ATG TransportFor Ray Mogensen, owner, ATG Transport, a three-time

ATA Safety Award winner, safety and efficiency are intermingled. “Efficiency goes hand in hand with safety,” he said. “If you are safe, that correlates with you doing your proper inspections, keeping logs up to date – everything involved with driving a truck.”

In other words, doing things the right way usually means doing things the safe way. The safest fleets are those that make safety a part of their company’s culture. At ATG, it’s the same, Mogensen said. “Our safety culture: we don’t allow any shortcuts within our organization. Everything is pretty black and white. We operate under a team concept – nobody is better than anyone else,” After all, he said, the company’s success is based on everybody’s efforts. “There is a lot of pride in the company and because of our culture, these guys are really proud who they are driving for.”

While much of the focus with safety in on the drivers, every employee within an organization has a role to play. For companies such as ATG, fostering a team atmosphere is relatively easy. “We are a small company, but we all work together as a team,” Mogensen said. “We have no separation by department, everyone can do everyone else’s job.”

The results speak for themselves. The company, which has virtually no turnover, counts 36 million-milers among its 46 owner operators.

Empire TransportEmpire Transport is known for heavy haul and equipment

transport. It’s safety record has been recognized by ATA. In an email response to our questions, Harold Merkel, Operations Manager, noted that safety is the at the top of their list of seven corporate values: Safety, Respect, Integrity, Teamwork, Excellence, Stewardship, Astonishment. “In our industry, safety must be the first thing all employees learn and buy into,” he said.

Again, it’s part of the company’s culture, Merkel said. “Empire

employees know that a safe work environment is essential to the health and well-being of everyone. Safety first is more than a slogan, it’s a personal commitment to preventing unsafe conditions of any kind.”

That extends to all employees, not just drivers, Merkel said. “In safety, we look for ways to continually improve our individual and collective performance. Empire people are never satisfied with ‘good enough.’”

Team work begins at Empire with a morning meeting each day with representatives from dispatch, safety, maintenance and management where “safety is always our priority,” he said.

Like with many other fleets, technology plays a role in Empire’s safety efforts. “Our ability to embrace and drive change with technology in our organization has improved driver behavior which translates into safety,” Merkel said. For instance, he cited electronic logging devices the company implemented, which has “streamlined hours reporting while saving drivers time and the temptation of driving fatigued.”

Knight TransportationBrett Sant, Senior Vice President, Safety and Risk Management,

Knight Transportation said when it comes to safety, what companies do is more important than what they say about it. “When what you do aligns with your stated values – that is a commitment,” he said. “We value safety and we are committed to it. The commitment is reflected in the value we provide. Our goal is to provide value to our stakeholders, including our customers by providing the services our customers want in the most cost effective way possible. Safety is not what we do, it is how we do what we do and we do it safely because safety adds value.”

For trucking companies, safety is an “obligation and duty,” Sant said, “since our safety-sensitive functions are largely done in the public, on the roadways we share with other motorists.”

Having a safety culture “means you have everyone in the organization working safely and supporting specific safety objectives,” he added. Each person’s role comes with specific safety responsibilities. In short, a safety culture “is a culture of discipline and personal responsibility and accountability for performance.”

Sant said that while a fleet’s safety performance depended on the decisions drivers make behind the wheel, “everyone in the organization affects that decision making and the planning and preparation that goes into executing every load.” He agrees with ATG’s Mogensen that safety comes down to doing things right. “We approach safety as a set of specific things we do to ensure safety along with a real individual commitment to safety – meaning every individual has to commit to doing things the right way every time.”

And while conflicts between various departments can occur within any company, if all buy-in to a company’s culture, those conflicts can be minimized. “Sometimes priorities conflict, but if everyone shares the same values and we work together respectfully and constructively, we can figure out how to achieve all the priorities we have in the best possible way,” Sant said. “I think what is important is that our goals and objectives align fundamentally from

the top down through the entire organization.”That provides the foundation for a workforce where everyone

is committed to the team, regardless of conflicting priorities. “You

can make sure nothing is sacrificed at the expense of something else. Conflict and tension do not have to be negative, and if managed well, they are very positive and valuable.”

Knight has long embraced technology as a tool in their safety efforts, Sant said. “Technology plays a central role for a couple of reasons. First, in safety the best way to deal with risk is to eliminate it by engineering the risk out.” He noted the advances in equipment such as roll stability and collision mitigation systems and ELDs. These technologies help “eliminate certain risks and mitigate against the mistakes drivers can and do make.”

A second reason is that drivers perform safety-sensitive functions every day while unsupervised and in public. “In our world, we have to be able to observe performance remotely,” Sant said, and technology plays a role in that. “As technology advances and allows us to do more, it helps us be able to better support and coach our drivers and leverage the information they provide and create to improve both performance and work conditions.”

Western Refining Product Transport LLCRick Hollingsworth, Safety Manager of

Western Refining Product Transport LLC says their safety focus in on “protecting the health and safety of our employees as well as people who live in the communities in which we operate.” As a HazMat hauler that also operates three refineries, the company’s safety culture is “strong due to the high risk involved in our business,” Hollingsworth added.

At the root of the company’s safety culture is a focus on people and discipline for processes, he added. And while traditionally safety programs are managed from the top down, “Western’s vision is to use a reversal in roles,” with management providing support for the employees doing the work. Employees can express their concerns through safety committees and other measures.

Hollingsworth said it comes down to, “say what you do, do what you say, prove it and improve it.”

Beyond working with drivers, the company has a safety committee at each location that includes all employees. Also, the company builds upon the “safety first” mantra at most companies by saying that “safety is equal until there is a conflict with other operating factors – when that occurs then safety always wins,” he said.

The company uses technologies such as electronic logging devices, geo-fencing, stability and anti-roll systems in its safety efforts. Hollingsworth said these technologies allow the company to decrease collision risks and they “also enhance the motor public’s perception of how we safely operate our fleet.

The bottom line with safety: it doesn’t make any difference how large or how small the fleet, a safe operation means doing things the right way each and every day.

Arizona Governor Doug Ducey named Frank L. Milstead as the new director of DPS Jan. 27, 2015.

In a statement announcing the appointment, Governor Ducey said, “Frank Milstead has led a long, dedicated and successful career improving the safety of our communities while creating efficiencies in his departments. I am proud to announce he will continue to serve our state and defend the safety of our citizens as the new director of DPS.”

By law, Milstead’s nomination by Ducey as the new director of DPS had to be approved by state lawmakers before he could officially begin his four-year appointment as the leader of the agency. Milstead’s four-year term at DPS will run concurrent with the Governor’s four-year term.

Milstead’s appointment became official March 11 when state lawmakers approved the governor’s appointment making Milstead the ninth full-time director in the Department’s history.

Col. Frank Milstead, Director Arizona Department of Public Safety

replaces Robert Halliday, whose last official day with the Department was in early February.

As the new director of DPS, Milstead is also following in the footsteps of his late father, Ralph Milstead, who served as DPS director in the 1980s.

And, just as his father did, Frank Milstead comes to the Department backed by a very impressive resume in law enforcement.

Prior to becoming DPS director, Milstead was serving as the chief of police of the Mesa, Arizona Police Department.

He had held that post since March of 2010, overseeing 1,250 sworn officers and civilian employees.

As police chief, Milstead placed an emphasis on street-level crime fighting, community partnership, transparency and economic efficiency, including the use of innovative technology.

Prior to joining the Mesa Police Department, Milstead served for 25 years with the Phoenix Police Department, including command positions in the Homeland Defense Bureau, Major

Offender Bureau and the Traffic Bureau. Milstead was also involved in several multi-agency high-status cases and served in the Unified Command structure for Super Bowl 42 and the 2009 NBA All Star games.

He is a member of several law enforcement organizations, including the Major Cities Chiefs Association; International Association of Chiefs of Police; and the Arizona Association of Chiefs of Police.

Milstead, who was born and raised in Arizona, holds a Bachelor’s Degree in organizational management from the University of Phoenix, and is a graduate of the University of Louisville Southern Police Institute Chief Executive Leadership Program.

Throughout his law enforcement career, Milstead frequently received awards and recognition. Most notably, while with the Phoenix Police Department, he was the recipient of a medal of valor and medal of life-saving.

Milstead has also received two Police Chief’s Unit Awards, two City of Phoenix Excellence Awards, and a heroism award from the Rotary organization.

“I am honored Governor Ducey has appointed me to lead the Department of Public Safety and oversee its critical mission,” Milstead said. “I am committed to ensuring our department serves the people of Arizona with honor and integrity, and I will work tirelessly to make our state a safer place for all.”

The Trucking Industry’s Top 10

The past year has been one of ongoing uncertainty for the trucking industry. While the industry experienced some relief in December of 2014 with the suspension of the Hours-of-Service

(HOS) restart provisions which were originally put in to effect in July of 2013, the potential for reimplementation of the rules following the Federal Motor Carrier Safety Administration’s (FMCSA) congressionally required study of the impacts of the provisions continues to generate concern. Additionally, the industry continues to push for FMCSA to address concerns with its Compliance, Safety, Accountability (CSA) program, while also waiting for the agency to issue its final rule on Electronic Logging Devices (ELDs).

In addition to looming changes in the regulatory environment, the industry must also deal with internal issues that significantly affect operations. As the workforce ages and retires, the industry continues to struggle with a growing shortage of drivers and a scarcity of qualified new entrants to fill their positions. And, high driver turnover rates resulting from industry churning and competition from other industries continue to exacerbate workforce issues.

Given these and myriad other issues impacting freight movement, the American Trucking Associations (ATA) annually commissions the American Transportation Research Institute (ATRI) to survey motor carriers and commercial drivers to identify those issues which have the greatest impact on the industry. For each issue identified in the survey, industry stakeholders are also asked to rank potential strategies for addressing each.

Regulatory issues topped the 2015 survey results, with the Hours-of-Service (HOS) rules coming in first, followed by CSA. This is the third year that industry concern over the HOS rules has resulted in a top ranking. For the past two years, major HOS impacts on supply chains were the impetus behind the first place ranking. In this year’s survey, carriers and drivers voiced their concern over the uncertain future of the current suspension of the rules.

A myriad of challenges with CSA brought this issue to the number two position in this year’s survey. Research has documented that CSA’s safety measures, the seven Behavioral Analysis and Safety Improvement Categories (BASICs) under which carriers and drivers are scored, are not a good predictor of carrier crash risk. Additionally, there are disparities in how states collect and report safety performance data, and shippers are potentially misusing the data in the selection of carriers to haul freight.

The top strategy identified in this year’s survey for addressing CSA is to push for a crash accountability determination process that removes non-preventable crashes from carrier scores. ATRI recently released a new study which investigated the impact that excluding non-preventable crashes would have on motor carrier CSA Crash Indicator BASIC measures. Among the more than one dozen motor carriers in ATRI’s analysis, the Crash Indicator BASIC decreased nearly 15 percent once a subset of five non-preventable crash types were removed.

The issues claiming the third and fourth positions this year, driver shortage and driver retention respectively, play to the importance of human capital management in the industry. Estimates from the American Trucking Associations are that the industry currently has a shortage of 48,000 drivers, with projections that the number will increase to 175,000 by 2024.

Related to the driver shortage issue, high driver turnover rates resulting from industry churning and competition from other industries continues to exacerbate workforce issues. The industry experiences turnover rates significantly higher than many other sectors of the U.S. workforce, creating additional costs in recruitment and training as carriers also work to retain their most experienced and qualified drivers.

Rounding out the top five issues this year, truck parking continues to receive increased attention as the growing scarcity of available parking creates a dangerous situation for truck drivers who are often forced to drive beyond allowable HOS rules or park in undesignated and, in many cases, unsafe locations. As such, the top strategy ranked by survey respondents is to support and encourage investment in new truck parking facilities, while also encouraging states to reopen shuttered facilities.

Logging Device (ELD) mandate. In March 2014, FMCSA issued a Supplemental Notice of Proposed Rulemaking (SNPR) to address a number of concerns identified by industry stakeholders in the initial ELD proposed rule. However, until the final rule is issued, the industry will continue to be concerned about what will be needed for compliance and how it will impact individual fleet operations.

Driver health and wellness continues to climb in ranking, this year reaching seventh in the survey, its highest position to date. Many in the industry recognize the critical connection between improved driver health and wellness and the industry’s ability to retain qualified drivers. As such, more and more fleets are deploying health and wellness programs for their drivers.

Once a longstanding top industry issue during the years of the Great Recession, the ranking for the state of the nation’s economy dropped to ninth place in the 2014 survey. However, this year it climbed one position to eighth overall. This may be driven, in part, by more recent concerns over softer freight demand and what that may mean for 2016, as well as concerns over the economies in Europe and Asia, and export impacts from a strong U.S. dollar.

The state of the nation’s transportation infrastructure ranked ninth in this year’s survey.

The negative impacts of congestion, failing roads and bridges and the need for a long-term transportation funding solution all combined to keep this issue in the top ten in 2015. The top strategy for dealing with infrastructure as identified by survey respondents is to advocate for long-term highway funding through an increase in the fuel tax or other user fees, and prevent additional diversion of revenue to non-highway projects.

First arriving on the Top Ten list in 2014, this year marks the second time that Driver Distraction has made the list. Increased concern about the rising use of technology in vehicles by all drivers will likely result in this issue staying on the top ten list in the years to come. The top strategy for this issue has the industry calling for more aggressive enforcement of distracted driving violations for drivers of all vehicle types.

The annual Top Industry Issues Survey provides an important indicator of where trucking’s attention is focused and which issues may rise to prominence in the near future. It’s an important tool for providing direction to industry groups at the state

and national levels in terms of the issues and strategies that motor carriers and drivers believe will have the most impact on the industry for years to come. Armed with this information, state trucking associations and the American Trucking Associations are better equipped to address the issues more broadly and proactively.

Start with Generation X leaders (between the ages of 35 and 50). Gen Xers often have motivations similar to Boomers yet also have a good understanding

of technology and attitudes important to Millenials. They can be a “bridge” between Boomers and Millennials.

Generational Tendencies and Myths

Leaders of today and tomorrow must work to understand what motivates other generations. Here are a few motivation principles to consider:

People do things for their reasons (not ours) – to gain a benefit or avoid a loss.

What motivates us does not necessarily motivate others.

Generational theories are guidelines; we must learn what

motivates each person.This is challenging

due to the perception each generation may have of other generations. Boomers tend to think “The next generation does not have the same work ethic as we do.” In fact, some Gen Xers and

Millennials had parents who were focused on careers more than family and have vowed to have more of a work/life balance.

Many Gen Xers and Millennials want to work smarter rather than harder. They want to help create the rules and direction of the business. They enjoy a cooperative or self-directed leadership style and do not respond well to “do this because I said so.” They want to know why and to provide ideas on other ways to be successful.

On the other hand, younger generations need to be held accountable and helped to realize the times when hard work and persistence are needed. They need to see the consequences of their actions rather than having things made too easy for them.

No one should be in a leadership role without formal leadership development - the cost is too high for the employee and the organization. Take the first step now.

ATA Safety Awards

Members and guests of the Arizona Trucking Association gathered at the Memorial Hall

in Indian School Park, Phoenix on July 9 to recognize the state’s safest fleets and most-skilled drivers with the annual Safety Awards program.

Fleets are scored on several criteria, including their accident rate, weighted against total Arizona miles during the calendar year; inspection out-of-service rate (as recorded in SAFER); work place safety; community outreach (including participating in Share the Road, Teens & Trucks, Road Check or other safety events); driver/employee recognition programs and other efforts aimed at enhancing the industry’s image.

Trucking fleets recognized with first-place awards were: Bulk or Liquid Transport, LLC (1- 500,000 Arizona miles); ATG Transport LLC (500,000 to 1 million miles); Stewart Transport, Inc., (1 million – 3 million miles) and Knight Transportation LLC (over 7 million miles).

Stewart Transport, Inc., won the Chairman’s Award for Safety and Community Service, which goes to the fleet with the lowest accident frequency rate and for its contributions to the furtherance of safety to the State of Arizona.

The Arizona Trucking Association makes safety a key component of its activities, holding safety and maintenance council meetings; seminars on safety topics such as CSA, Hazmat and DOT compliance; Share the Road events and a number of other programs that promote safety.

The Arizona Transportation Education Foundation (ATEF) sponsors the awards. Co-sponsoring were HELP Inc. – Provider of PrePass and Transtar Insurance Brokers. Also supporting the event was the Arizona Department of Public Safety.

Serving as chair and vice-chair of ATA’s Safety & Maintenance Council were Becky Thiessen of DLD Truck Straps and Dan Lauletta of Swift Transportation.

This year’s distinguished panel of judges included Captain Brian Preston, Arizona DPS; Kenny Palmer, Transtar Insurance Brokers and Bernie Gazdzik, ATA Safety Consultant.

Celebrating Arizona’s Safest Fleets

Driver of the Year — David GossRecognized as the Arizona Trucking

Association’s Driver of the Year at the Safety Awards program was David Goss, Knight Refrigerated. In nominating David, Knight Refrigerated Division Manager Chris Brown said that while “many drivers on our team” should be on the list, he noted “David Goss stands out more than anyone else with his passion for the trucking industry.”

David is a trainer in Knight’s Squire Program, which teaches newly licensed CDL drivers how to handle a big rig safely. Brown said he “welcomes new drivers with

open arms and makes them feel like family.” His dedication to the program is impressive – as he has even spent money out of his own pocket to help ensure a new driver’s success.

Even on his off days, David lives trucking, with a website dedicated to the industry which he has his students log in to for safety videos and a list of frequently asked questions.

Brown said that “Knight appreciates all the hard work on and off the job that Dave does for the company. With him as a trainer, I know we are helping new drivers become safe, successful drivers on the road.”

2015 CMV Officer of the Year — Dan Voelker

Trooper Dan Voelker was nominated by the Arizona Department of Public Safety for the 2015 ATA Commercial Vehicle Trooper of the Year award.

According to DPS officials, Trooper Voelker is well regarded for his work ethic, professionalism, and personable nature. He began employment with the DPS in 2006, transferring into the commercial vehicle enforcement specialty in 2011. Trooper Voelker is known for his exceptional grasp on motor carrier regulations and has been given responsibility to provide quality

The program is funded through a special account set up with proceeds from an endorsed insurance program managed by Transtar Insurance Brokers for the Arizona Trucking Association.

The Arizona driver of the year is selected from a pool of individuals named drivers of the quarter during the year. The program recognizes a career driver who exemplifies outstanding standards of conduct and ability.

Nominees must have no DOT recordable accidents or moving violations within the past three years as shown through a current MVR, while operating full time in interstate or intrastate commerce. The nominee must also be actively engaged in mentoring, scene of accident support or other examples of professionalism.

He is a Master Instructor for the National Training Center (NTC) and teaches the North American Level I , Hazardous Materials, Cargo Tank and Other Bulk Packages nationally. He is regularly called on to provide training on safety and regulation issues to motor carriers around the state and serves as a judge at the Arizona Truck Driver Championship.

In the last year, Trooper Voelker inspected 261 commercial vehicles, of which 137 were Level I and 128 were Hazardous Material loads. This resulted in out of service rates of six percent for drivers and

21 percent for vehicles. In addition to his primary commercial vehicle enforcement responsibilities, Trooper Voelker serves as a Hazardous Materials Response Technician. Trooper Voelker regularly responds to incidents involving hazardous cargo releases around the State of Arizona. Trooper Voelker’s training and knowledge of hazardous materials allows him to explain the real world importance of regulation compliance.

Trooper Voelker’s efforts have been acknowledged at the Arizona Trucking Association’s annual safety awards and for his involvement in CVSA North American Inspectors Championship (NAIC) competitions. In 2015, Trooper Voelker finished in First Place overall at the Arizona State Inspectors Championship, following it up with a Ninth Place finish in the 2015 NAIC in St. Louis, Missouri.

While there are many fine troopers within Arizona Department of Public Safety’s commercial vehicle enforcement program, none are a finer example or a better role model than Trooper Dan Voelker – our nominee for 2015 ATA Commercial Vehicle Trooper of the Year.
