1.0 Introduction The City of Nanaimo is committed to providing a safe and healthy workplace for all of our staff and the public. A combination of preventative measures will be used to minimize worker and public exposure to the COVID-19 virus, including the most effective control technologies available. Our work procedures will protect not only our employees, but also other workers and/or the public who enter our facilities. All employees must follow the procedures outlined in this plan to prevent or reduce exposure to the COVID-19 virus. The purpose of this COVID19 Site Safety Plan (SSP) is to protect employees from harmful exposures to the COVID-19 virus, to reduce the risk of infection in the event of an exposure, and to comply with the WorkSafeBC Occupational Health and Safety Regulation 5.54 and 6.3, Exposure Control Plan. The City of Nanaimo will strive to find ways to control or eliminate exposure to the COVID-19 virus by developing and implementing proper risk controls, establishing safe work practices, raising awareness, and providing education and training for its employees. The City of Nanaimo will follow direction and controls as specified by the BCCDC, the Ministry of Health, and the Provincial or Island Health Medical Health Officer. 2.0 Facility Information

Facility Access, Egress and Traffic Flow The City of Nanaimo is implementing the following facility admission protocols:

a) At the entrance, signs are installed to inform patrons that:

Patrons must not enter if they are diagnosed or suspect they have COVID-19 or if they have any of the known COVID-19 symptoms.

Patrons must maintain physical distance of 2 metres from other patrons and staff.

Patrons are to wash their hands with soap and water or use hand sanitizer upon entry to the facility.

b) To minimize face to face contact between the public and staff while maintaining customer service levels contact numbers are posted in the facility for public to call staff to request assistance.

c) A reservation system and rental/program time limitation is in place to avoid crowd gathering and wait times.

d) Facility access is provided with separate entry and exit points at the main entrance with a barrier ensuring physical distancing.

e) Signage, floor markings and barriers are installed to guide patrons in and out of the building.

f) Physical markers are installed on the lobby floor which indicate two metre physical distancing for patrons waiting in line.

g) Signage and barriers are installed in the lobby, staff areas, washrooms, dressing rooms, and on the arena rink boards (inside/outside) to encourage physical distancing.

h) Lockers are spaced out to encourage physical distancing. i) Occupancy limits are posted for all public and staff spaces. j) Public visitors are prohibited in staff areas. k) Select sinks, showers, urinals and toilets will be closed in dressing rooms and

washroom to maintain physical distancing requirements.

Occupancy Limits – Public and Staff Spaces The following equation was used to calculate the number of people permitted in each space within the facility: Capacity as recommended in the viaSport Guidelines

Total square footage of space (width x length) = Room/Space Capacity 54 sq. ft.

a) The City’s occupancy capacities comply with all Provincial heath orders as directed by the Public Health Officer (PHO). Facility capacities will continue to be monitored by staff and adjusted as the health order allows.

b) Facility capacities are based on the size of spaces used by patrons and staff such as dressing rooms to ensure physical distancing can be maintained.

3.0 Facility Allocations

Rentals – Community Groups / Private Groups

1. All renters must provide a written request for facilities to the City’s allocation clerk using the arena request form. Verbal request will not be accepted.

2. All bookings must be booked with the allocations clerk over the phone or by email. Face to face bookings are not permitted at this time.

3. Contracts will be sent to customers via email. Contracts must be signed and emailed back to the allocations clerk.

4. Contracts must be paid in full prior to the booking taking place. 5. User groups are asked to arrive no sooner than 20 minutes prior to the start of

their ice time. 6. All user groups must provide a COVID operating plan to the City of Nanaimo. 7. Facility renters must comply with all health authority directives and orders. 8. Facility renters must comply with all City of Nanaimo procedures and protocols

pertaining to facility use. 9. All renters must provide the City of Nanaimo with insurance naming the City of

Nanaimo as co-insured. 10. The City of Nanaimo will provide all users groups with the safety protocols and

guidelines that must be adhered to all times while using the facility in advance of their booking. Any non-compliance may result in termination of contract without refund and loss booking privileges. Three strike applies as follows: one verbal warning, then a written warning will be issued by the facility manager and then last strike will be loss of booking at the manager’s discretion.

General Information

1. Please follow the direction of our facility ambassador’s while using the facility.

The facility ambassadors are here to assist you.

2. Community user groups are required to provide an ambassador to assist their

participants during their rentals. An ambassador could be team rep, safety rep.

coach, volunteer, parent or instructor.

3. All participants are required to follow all safety measures in place while using the

facility.

4. Were possible participants are required to come to the arena dressed in hockey

gear.

5. Seating will be available to put on skates. One parent or guardian is permitted to

enter the facility to assist their child with putting on skates/gear.

6. Adult supervision is required on the ice at all times.

7. All City of Nanaimo recreation facilities are respectful workplaces. Abusive

behaviors will not be tolerated.

Masks

Staff and the public are expected to wear masks in all public areas and when

physical distancing cannot be maintained. Masks are available at the ambassador

stations for anyone that needs one. Masks are not mandatory and staff are not

expected to enforce masks wearing with the public.

1. “event” refers to anything which gathers people together whether on a one-time,

regular or irregular basis, including a party, worship service, ceremony or celebration

of any type, reception, wedding, funeral, celebration of life, musical, theatrical or

dance entertainment or performance, live band performance, disc jockey

performance, strip dancing, comedic act, art show, magic show, puppet show,

fashion show, book signing, reading, recitation, display, movie, film, meeting,

conference; lecture, talk, educational presentation (except in a school or post-

secondary educational institution); auction, fund raising benefit, contest, quiz, game,

rally, festival, presentation, demonstration, sporting or other physical activity,

exhibition, market or fair, including a trade fair, agricultural fair, seasonal fair or

Arena Capacities

1. The provincial mass gathering order applies.

2. The size of the ice sport group for each “event” (both practice and game are events) depends on the number of individuals required for the event. The PHO Order Gatherings and Events (the Order) the “essential event personnel: event staff, volunteers, the members of a team, team managers, coaches, referees, time keepers, score keepers, and staff associated.”

3. The on ice capacities is determined by the number of people that can be safely accommodated in the arena staging areas (lobbies, dressing rooms) while maintaining physical distancing.

4. Game/Events Capacity – a maximum of 65 people. This capacity includes the

people participating in the event/game (players, participants, coaches, officials)

and essential game staff which includes: staff, volunteers, score/keepers,

coaches, trainers. This does not apply to spectators.

5. On ice capacity is up to a maximum of 40 people.

6. Dressing room capacities vary from arena to arena based on the size of the

dressing room. Dressing room capacities are listed in the table above. Groups

can access the chairs in the staging areas in order to accommodate their group

size.

1. Cohorts must be developed. Cohort can be made up of 50 people or 4 teams (as

per viaSport guidelines see appendix H)

2. Close contact such as checking is permitted on the playing surface (ice) only.

3. All arena users are required to update there COVID safety plan to align with the

viaSport return to sport guidelines. Plans must be submitted to the City of

Nanaimo for review.

4. Players are required to change within 15 minutes and exit the facility after their

game has ended.

5. Teams must wait until they are called into the arena by an ambassador and

directed into a dressing room or staging area.

6. 4 dressing rooms are required to host a hockey game in order to maintain

physical distancing.

7. 45 minutes is required between games to allow for team changeover and

dressing room cleaning.

Field of Play

1. The “field of play” in an arena is defined as: the ice surface, player’s benches and

penalty boxes. Physical distancing is not required inside the field of play for

groups in the same cohort.

2. Physical distancing is required outside the field of play. Areas included outside

the field of play include: hallways, dressing rooms, staging areas, lobbies.

Entrance and Exit Procedures for Games/Events and Two Team Practices

NIC 1

Team one will enter and exit through the front door – they are assigned dressing rooms 1 and 2.

Team two will enter and exit through the backdoor by the Zamboni – they are assigned dressing rooms 3 and 4.

o A safety, volunteer, or ambassador from the user group will need to be at the backdoor to let in team two.

Referees are in the flex room or referees room depending on the number of referees require for game play.

Flex room is also available for players if required

NIC 2

Team one will enter and exit through the front doors – they are assigned dressing rooms 7 and 8.

Team two will enter and exit through the side door – they are assigned dressing rooms 9 and 10.

o A safety, volunteer, or ambassador from the user group will need to be at the backdoor to let in team two.

Referees are in the flex room or referees room depending on the number of referees require for game play.

Flex room is also available for players if required.

Facility Information

1. Player’s benches are open. Physical distancing is not required on the benches

provided that players are in the same cohort.

2. Dressing rooms are available with limited capacity. Please adhere the capacities

posted on the doors and walls throughout the facility.

3. Showers are available. Only shower if necessary and if you do shower please do

so quickly. Users are asked to shower at home where possible.

4. Water filling stations are available.

Health and Safety

1. Please maintain physical distaining (6 ft.) in the facility at all times.

2. Please follow the health and safety information posted throughout the facility.

3. Please use hand sanitizer upon entry to the facility.

4. Please refrain from spitting.

5. Stay home if you’re sick.

3 Strike Rule The three strike rule is in place at all City of Nanaimo Arenas to ensure protocols are being followed. This rule is in place for everyone’s health and safety.

- Strike 1 – Verbal warning - Strike 2 – Written warning - Strick 3 – Loss of ice time
