Southern California Area World Service (SCWS) Events

All Meetings are held at Glendale First United Methodist Church, 134 N. Kenwood, Glendale , CA 91206

Parking is available at three locations:

1) The church parking lot, 2) The lot off of Wilson and Kenwood and

3) The Glendale Unified School District lot across the street.

Delegate, Elizabeth K. – Requested volunteers for interpreters since our regular interpreter is not here today. One member volunteered: Susie. Others joined her throughout the day.

Chairman’s Report, CB: Recognition of new Group Represent-atives.

Recognition of past Delegates (Jayme C., Panel 52; Willie W., Panel 37; Sandie E., Panel 49.)

Officers – AIS Liaisons, Convention Liaisons, Coordinators, and DRs – voice but not vote. Only GRs have voice and vote.

Motion made by Cindy S., D6, to allow Julie S. and Cathy W. to have voice at the Assembly. Seconded by Tomiko Y., D45. Motion passed unanimously.

Treasurer – Eva B. – copies of presentation passed out.

Fixed Assets: $90.1k compared to $80.5k last year. Looking good.

Profit/Loss: Net income $20.5 vs $24.3 in 2015. $3.8k less than same time frame in 2015.

Tina alternate GR, D21: isn’t budget for SWRDM always put in the budget?

Eva: typically only 4 people go to SWRDM: Delegate, Alt Del, Past Del and Chairman. Since the event was local this year, more board members attended SWRDM. Four addi-tional members went to SWRDM.

Willie M., D9: is the expense for the clickers on the reports?

Eva: Clickers were not expensed because the clickers are considered fixed assets and depreciated each month. Cash went down and assets went up.

Paul H., D27: May we have a history of board members train-ing in the past year?

Sandie E., Past Delegate: the history of training for board members is long standing. We previously supported PRAA-SA and sent our board members to this event. Then we determined that PRAASA was not as valuable to us as SWRDM. It was voted several years ago that the board would determine which events they would attend. One third of the board is eligible to attend a training function each year, with approval of the event. Names are drawn. When the Regional Service Seminars (RSS) were held every three years, the entire board would attend.

Marilen, D66: what is the life of clicker asset? I don’t see the depreciation on the report.

Eva: They will depreciate in three years. It is not on the report yet.

Willie, Past Delegate: the depreciation expense is not on the report yet because we won’t know what it is until the tax return is done at the end of the year. The expense of the clickers is on the report, which will be depreciated.

Jane, D30: what is the definition for suspense?

Eva: A suspense account is an account in the general ledg-er, in which amounts are temporarily recorded. The sus-pense account is used because the proper account could not be determined at the time that the transaction was recorded. Suspense example – When a check is written to SCWS for SCAC, SCWS debits “Cash” and credits “Suspense.” Then SCWS sends the money to SCAC by deb-iting “Suspense” and crediting “Cash.” This reverse the suspense.

Marlene, D60: Where is the expense for SWRDM?

Eva: Expenses for the normal 4 people who would go to

this event are under this event. The expense for the addi-tional board members who went to SWRDM is listed under travel versus SWRDM.

Marlene, D60 – why is the SOS expense budget reduced?

Eva – we hope to manage SOS budget better in 2017.

We will vote on budget in the afternoon.

Alternate Delegate – Marcia M.

The Ask-it-Basket is going around. Traditionally we do not have time to answer the questions during the Assembly. I’ll try to answer first, then if I get stumped, other board mem-bers will answer. The Forum can is also going around. Put in $1 for the drawing. Additional order forms made available.

SOS: District 57 is doing pre-registration, $18. We still need volunteers for registration on the day of the event as well as a District to arrange the lunch.

Do not leave for lunch with your clicker. The clickers do not leave the bldg.

Tina S., D21 – I thought that in the past, Ask-it-Basket questions were given to members.

CB – questions are typically answered by the Alternate Dele-gate with help from other SCWS Coordinators and/or board members, as needed.

Task Force Presentation: Groups Who Do Not Consider Al-Anon As A Whole

Jayme: We’ve been working on this task force for 2 years. Since we are starting this presentation late in the morning, we may go to lunch late as we do not want to split up the presenta-tion.

Open for questions from audience. No clapping. Two minutes at the microphone. Identify yourself by name and District.

Allen, D27 – Concern about groups still having voice and vote, even though delisted.

Andrea – “for profit” groups using the Al-Anon name violates the use of our name. The WSO will address the meeting in us-ing the Al-Anon name. Misuse of our name can be a legal issue (i.e., therapist). If a group continues to violate our Traditions/Concepts – our literature states that they will still have a voice and vote at intergroup and area. This is in our service manual and we adhere to our manual.

Chris, D30 – Thought force was in 2012. Is the task force aware of additional groups breaking the Traditions?

Mary – our charge was to create a policy not to monitor groups.

Marilen, D66 – what will be done in regards to Intergroups that have already removed meetings?

Marley – with this new policy, groups may request relisting. All of you should have the entire presentation, including flow charts.

James, D27 – There is a men’s workshop in the valley. Some meetings have angry people that state that we can’t have this workshop and stating that it is an outside issue. Why can’t we make this announcement?

Jayme – The question really does not have to do with this SCWS policy that we are discussing now, but with pgs. 123-124 in the Policy section of the Service Manual. But an-nouncements can’t be made in a meeting about an event unless sponsored by District, Area, etc.

Andy, D24 – all or nothing vote on the policy?

Marley – we don’t know when this will come up for a vote. You will decide when. The policy is the policy as a whole. GRs have the right and responsibility to make decisions/vote for your group.

Marilen, D66 – how have the conflict resolution tools been used at these meetings? Have these tools been used? What happens if an Intergroup does not comply?

A: All of our Al-Anon tools were used in developing this policy, including the conflict resolution tools. The Area has no authority over Intergroups. As a task force we can’t speak to anything that has happened in the groups. WSO has looked at early drafts of our policy but the final has not been submitted. Although not all the Intergroup Liaisons are here, we did invite all them to this Assembly to become familiar with this policy.

Barbara, D39 – how do you reconcile Obedience to the Unen-forceable? How do you ensure that members are motivated by pure intentions and not vindictive intentions? Why do we need a new policy when DRs can be invited to resolve issues?

Resolution team conducts fact finding – made up of people from different areas, etc. An on-going conversation with the group is built into the process - collaboration. We envi-sion that 99% of the time, conversation will reveal a misun-derstanding or education opportunity. Not having a policy allows for more situations where personalities are involved. Part of what keeps our meetings safe is structure.

Christa, D66 – presented 6 areas that have adopted a policy. Only one we are aware of that did not succeed at their first try (New Hampshire). Six other Areas have approved and adopted policies.

Vickie, D69 – Not able to meditate at a meeting? 11th step is about prayer and meditation.

Service Manual, page 31. We should not be telling people how to meditate. We are not talking about things that hap-pen outside of a meeting. People can work their programs and have their relationships as they choose. We are only talking about what happens in the 60 or 90 minutes inside of a meeting. Many people are turned off by religion, thus we need to keep our meetings free of outside therapies and religions.

Joyce, D69 – does not using the minimal meeting format in the Service Manual work?

Tradition 1 - Unity

Sarah, D69 – who is monitoring the monitors? Is this infor-mation going to be brought to the floor? How are we all mak-ing decisions to help families of alcoholics and help ourselves?

Service arms are informed about situations. Archives are kept for continuity for answering questions. There are no “monitors” looking for problems. Problems are brought to the Area for help with a resolution. There is no “black list”. The policy is creating an avenue for a continuing conversa-tion so that when something happens there is a process by which to resolve it.

Emilce, D24 – I belong to a 12th step group that uses the AA literature, it was taught to me that we adopt the Traditions of AA ourselves. Would like to invite the task force to our meeting to see that it is a safe place. Please read the 5th Tradi-tion.

Our literature states that only conference approved litera-ture is used in Al-Anon meetings. [Read pgs. 71, 104 from Service Manual.]

Natalie, Chair LA AIS –Thanks for allowing AIS to participate. We have very old meetings that are not registered. We ask that bridges between AIS and Areas be stronger. We want more information to reconcile gaps between AIS and Areas.

Purpose of archiving – due to rotation of leadership, there is consistency and record of decisions/situations.

Gary D54 – How do you feel about a meeting that does not use the current literature, ie., the current Service Manual and current version of Understanding Ourselves?

As there is no policy in place, work with District Represent-atives to determine how to handle.

Mikeila, D27 – How do you suggest communicating problems regarding meetings that use AA literature?

If the policy were in place, we would start with education.

Lauren, D60 – Will GRs be part of the collaborative process?

That is the intention.

Rachel, D66 – In the spirit of KBDM, why weren’t GRs and DRs informed of this presentation ahead of time. Page 66, Inter-group is not on the conference structure. If there is direct conflict between this policy and other service arms, how do these service arms work together? [Read about Intergroups on pgs. 63-64 from Service Manual.]

Our intention is that this is the starting point. This is the beginning of KBDM. Only vote today is where do we go from here? All Intergroups abide by Al-Anon policies and concepts. Dialogue will begin. This is just the beginning of a conversation. We’re just formalizing the opportunity to ask questions. No police. Only address concerns that arise. There is nothing that a policy can do that stops a group from what they are doing. But the Area is w/in its

autonomy to not refer others to it. The group still has voice and a vote. This is an evolution. We have not had to work with Intergroups regarding this so we’ll have to see how it goes.

Steve, D60, and past OC chair: Past experience of delisting meetings has had limited results at best. I don’t understand why there is no recommendation to remove voice or vote.

The Task Force used current policies as our guide. Our poli-cy is based on our current literature. Discussions have been happening in WSO on this topic since 2005.

Patricia, D72 – what happens if a group decides that they don’t want a GR? Can Al-Anons have a regular meeting with AA and call themselves an Al-Anon meeting?

The meeting cannot be registered as an Al-Anon or an AA meeting.

Comments:

Eddie, LA AIS BOD: No mention of resolution team in text but it is mentioned on the flow chart. I would like the AIS to be part of the resolutions team. It would feel less like we are being told what to do.

Sandie E., Past Delegate: Hope that all AIS will abide by any Area policy. Problem occurred when this was brought up years ago - there was inconsistency as to what was done by AIS. This policy would provide consistency and guidance.

Marilen, D66 – very encouraged but concerned that the Area has no control over the Intergroups. And who moni-tors the monitors? I see this as a great beginning but think that there are still concerns. For as long as there are peo-ple, there will be differences of opinions. [There are no monitors.]

Barbara, D39 – Al-Anon is a spiritual experience. The word of “reporting” concerns me. More of a police state. What are we afraid of? There are spiritual consequences to breaking spiritual principles. We don’t need to worry. Those meetings that break Traditions will close. We have a variety of meetings because not every format or personali-ty meets everyone’s taste. [Please read the Policy again.]

Patricia, D72 – this policy will benefit my community in Chula Vista because we have meetings that charge to attend. Also, meetings that combine with AA. The meetings don’t want service in Al-Anon.

Emma, D6 – I’m a transplant to this Area. Moved here by myself and attended different meetings and encouraged to get involved in service. I’m concerned about the newcom-er attending a meeting that is not adhering to the Tradi-tions who may never come back. Fortunately I had some experience and knew to come back, but newcomers may not.

Irene, D60 – I support this policy. We should not have to recover from our program of recovery. Rhetorical ques-tions asked such as: Have you ever been told you’re not properly attired? Have you ever been told by your Al-Anon

sponsor not to attend outside meetings? Have you ever been scolded by your sponsor that you’re not sponsoring enough people? Have you ever been told you’re not working your steps fast enough by your sponsor? We are here for the newcomer. A newcomer came to me and cried because she felt worse after having a sponsor.

Welcome to the new and returning Group Representatives!!

You are the link between your group and other groups world-wide. The links of service give us a mechanism for observing Traditions One and Four, Unity and being careful not to make decisions in an Al-Anon group that affect Al-Anon as a whole.

We will be considering the Traditions today as we hear a presentation from the Area Task Force on Groups that Do Not Consider Al-Anon As A Whole, that has been doing Knowledge-Based Decision Making for nearly two years.

In 2014, the Assembly voted to have this Task Force develop an Area Policy, after hearing and discussing the presentation by the Thought Force on Groups That Do Not Follow The Tradi-tions. When the Assembly is ready, we will vote on this sug-gested Area Policy. More and more Areas have created and approved such Policies.

We will cover a lot of information today that builds on what was provided and discussed at previous Area meetings. Please go back to the previous Bulletins (on SCWS website) to read those discussions, including a workshop at the August 2016 AWSC (Area World Service Committee meeting) on Communi-cation and Strengthening the Links of Service, as well as discus-sions at the Assembly in May 2016 on the 2015 and 2016 WSO budgets and other Task Force presentations from the WSC (World Service Conference). The Coordinator reports also in-clude important updates and information from the World Ser-vice Office.

Today’s information and reports will be included in the Bulletin, which takes awhile to be produced. Do your best to take notes, talk with each other, your DR and others for clarification.

2016 WSO Budget

The WSO Treasurer, Jennie M., who is a Trustee and an Al-Anon member, informed the Delegates last month that groups have responded well to the information about the budget and the 2015 severe decrease in literature sales. Recall that the 2015 WSO budget included an anticipated $10,000 decrease literature sales, but it turned out to be $237,000 less. We had no way to predict this huge magnitude of decrease. That is a quarter of a million dollars! That is 24% of a million ($237,000) instead of 1% of a million ($10,000 ...which itself seemed large when we first heard it).

The reserves carried us through 2015, without a decrease in services, until all of you and the GRs in all 67 Areas helped to get the word out in 2015 and 2016. Did you like the back side of the summer and fall quarterly appeal letters, which list some of the services provided by the World Service Office that our contributions support?

Let’s be sure, though, that there is a true increase in total do-nations. It does not help overall if there is merely a shift in contributions. The other Service Arms, of course, need contri-butions too, to continue the services they provide. That is how they are funded, since we observe the Seventh Tradition at all levels. Please make sure your group is aware of this, and that they increase total contributions rather than shifting contribu-tions, which only would take away from one service arm (SCWS, the District, and the AIS, Area Information Service – a.k.a. Intergroup office) in an effort to support another (the WSO).

Jennie M. also informed us that the severely lowered level of literature purchases indeed continues in 2016.The 2016 WSO Budget compensates for this projected decreased literature

purchases by another large transfer from the reserves ($184,000) and by a request to increase contributions to $1.8 million (compared to $1.65 million in 2015). The projected transfer amount was estimated from the difference between projected income and projected expenses for the services pro-vided to the groups.

This means that we are continuing to withdraw from our re-serves – we are not fully self-supporting.

For many years the WSO income has been 2/3 from literature purchases and 1/3 from contributions. With literature purchas-es continuing to be severely decreased, so, too, do contribu-tions need to continue at the increased levels in 2017 and beyond, to compensate for the substantial decrease in a major source of our self-funding.

Note that literature purchases support ourselves only if it is purchased from an LDC (Literature Distribution Center), ...not from outside the country and not from other online retailers.

Since literature purchases have declined severely, this de-crease in income must be made up by increased contributions if we are to be able to continue providing the same level of services to ourselves at the WSO.

The May 2016 quarterly appeal letter asked for $15 per mem-ber in 2016 and beyond, whereas the 2015 budget indicated a need for $25 more per group in 2015. With this level of contri-bution, the WSO will be able to continue all of the services to groups and members at a cost of $262 per group, whether a group contributes to the WSO or not. The August 2016 quar-terly appeal letter thanks members and asks them to continue their efforts, acknowledging that providing services to our fel-lowship requires a daily commitment. The second page lists many of the services provided to groups by the WSO.

The November 2016 quarterly appeal letter refers to tax-deductible contributions. Recall p. 117 of the Service Manual, which says, “Contributions to Al-Anon Family Group Headquar-ters, Inc. or Al-Anon Family Group Headquarters (Canada) Inc. may qualify as a charitable deduction, but the World Service Office makes no judgment as to the specific deductibility of a contribution by any member."

AFG Headquarters, Inc., is a not-for-profit organization, there-fore, member contributions to the WSO may be included in the “charitable contributions” section of one’s tax return, if the member includes a receipt from the WSO when submitting their taxes.

Members will get a receipt for a tax-deductible contribution to the WSO if the name of the member and the amount both are clearly indicated (such as by check or by payroll deduction, or if the group treasurer includes your complete name and address when making a cash contribution in the quarterly appeal enve-lope).

Many employers have a Matching Funds program where the employee may specify a non-profit that they want to contrib-ute to, such as United Way, so that their W-2 form will indicate the amount of the charitable contribution, thus providing the receipt needed for the tax form. The WSO can accept the em-

ployee’s contributions, but not the employer’s matching funds. Contact the WSO for information about having your employer send only your funds, without matching it.

Programs offered by employers can be used, but programs by online retailers cannot. For example, Amazon Smile allows individuals to sign up to support their favorite non-profit organization which would receive a percentage of “profit” from the Amazon foundation. The WSO Policy Committee unanimously agreed that Al-Anon does not accept contribu-tions from any program like this because it is impossible to know whether or not the donations (percentage of the amount spent by the consumer) come from Al-Anon mem-bers. In addition, the proceeds donated are from outside entities, e.g., the charitable foundation of a business. Ac-cepting any contributions of this type violates our Traditions.

Ala-Jeopardy Game The Delegate from Hawaii created a Jeopardy-style game based on the July 2016 COB (Chairman of the Board of Trus-tees) letter.

Oct COB Letter: Posted Thursday this week David Z., non-member (required), Director of Business Ser-vices since the WSO moved from New York City to Virginia Beach, Virginia, will retire in January 2017. The new position title will be Director of Finance. Niketa B., non-member (required), started work this past Monday, Nov 14. She has a CPA, a Masters Degree in Accounting, and is excited to work within an organization that applies spiritual principles as a means for guidance and planning.

The October Board of Trustees meeting was held in Fayette-ville, Arkansas, for the Meet the Board event. This event has been renamed Road Trip! You and Your Board Connect.

The 2018 Al-Anon International Convention Theme is Cele-brating One Day at a Time. 2018 is the 50th anniversary of the ODAT.

7 Areas hosted a TEAM event in 2016, including Hawaii on Nov 5. 9 Areas will host a TEAM event in 2017, and CA(S) is one of them. Our date will be September 16, 2017. This is the 3rd Saturday and it will be here. Marcia will be planning a fantastic schedule based on the topics we submitted to the WSO with the previous Alternate Delegate. Mark your calen-dars, everyone will get a lot out of it!

Oct COB Letter - Finances The gross profit on literature sales is the same decreased level in Jan – Sept 2016 and Jan – Sept 2015.

The investment income and transfer from the Reserve Fund totaled $166,742, compared to $43,666, due to a larger planned transfer budgeted in 2016. The big news is that 2016 Contributions for the first nine months exceeded 2015 Con-tributions by $320,553, including a $100,000 increase in Au-gust. If such contributions continue, we might return the transferred money to the Reserves, and end up with a bal-anced budget!! Your announcements and the quarterly ap-peal letters really seem to have helped!

Oct COB Letter - Policy

The Policy Committee has been discussing the terms “open” and “closed” meetings. The term “closed” meeting originated in AA, to designate the meetings at which wives who were not AA members could not attend. Al-Anon members have ques-tioned the use of this term in Al-Anon, thinking that it is con-fusing to newcomers and to some Al-Anon members. The Poli-cy Committee first discussed this topic in light of Tradition Five, the principle of being welcoming, and Tradition Twelve, maintaining anonymity of members.

Districts invite the Delegate Districts have invited the Delegate to present additional Con-ference topics throughout the summer and fall in their neck of the woods. Twelve workshops on our Spiritual Potential were held by Districts, either in groups or individually, and by 2 In-tergroups. All members of the fellowship were invited and many non-GRs attended. Most present at each workshop had not been to the May Assembly.

We read and discussed the WSC Task Force Presentation on Acceptance of Communities, Cultures and Beliefs. The discus-sions were lively and members expressed being very sup-portive of those from different backgrounds than theirs.

We also read and discussed the KBDM material provided by the WSC Literature Committee that they considered in making the suggestion to the Conference that it consider removing the Prayer for Today from CAL (in Just For Today bookmark and wallet card and in How Al-Anon Works). There were 3 categories of responses from members at every workshop after a thoughtful, Traditions-based discussion: leave it, re-move it all, remove only the words that express a specific reli-gious belief. “and it is in dying that we are born into eternal life.”

Good morning. My name is Jayme C. and I am a very grateful member of Al-Anon. I am proud to stand here before you to provide some background on our Task Force – “Groups Who Do Not Consider Al-Anon As A Whole”.

I served as the facilitator/chairman on this Task Force. The charge was to create an Area policy addressing constructive and positive ways to enhance Area unity and compliance with Al-Anon policies. It was also to encourage groups to practice Al-Anon principles and support the Service Arms of Al-Anon for consistency and unity in our Area. I believe we have cre-ated such a policy.

The Task Force consisted of nine Al-Anon members from all over Southern California. We met for almost two years every week. We met via conference call on Fridays at 5:00PM. One of the first items we decided upon was to request other Ar-eas’ policies on Do Not Refer. Six Areas responded to our request.

I have worked on many Task Forces in the Area and with the WSO while I serving as your Delegate. But this Task Force has been the highlight for me. I sometimes felt like I was working with a Brain Trust! I pondered how I would introduce this Task Force and really provide the depth of what it meant to all of us. One night it came to me. I would ask each of the members what their takeaway was serving on this Task Force. Here are a few of their comments:

“Being asked by SCWS and the Assembly to write a policy to help meetings remain consistent with the Al-Anon Legacies was a formidable task. To reach unanimity in an informed group conscience as a result of applying Al-Anon’s spiritual principles such as trust, unity, humility and respect has deep-ened my understanding of being democratic in thought and action. It has been a truly loving interchange among mem-bers.”

Another member said: “My personal experience was incom-parable. We came together with varying opinions and expe-

riences and while maintaining principles of the program. It was an honor to work with the members”.

And yet another said: “Even though we are committed Al-Anons, I still found it amazing that the team we started with – was the team we ended with! We each have a gift and I thank God we are not all the same, each bringing a different per-spective. I learned that we can have differences of opinions and still work together with respect and willingness. I am grateful for the opportunity to learn and grow.”

Here is what another member said: “This was the best Al-Anon service position I have ever had. It was what you always hoped Al-Anon service will be: collegial, open minded, every-one operating from a place of not knowing in a truly spiritual sense, completely grounded in words and the spirit of the Legacies. Every person on this Task Force said at one point: ‘after hearing what you said and the information you brought forward, I have changed my mind.’ Our common welfare real-ly does come first.”

Finally this member said: “serving on this Task Force has been a spiritual experience but an opportunity to deepen and broaden any understanding of how the program works. The Task Force brought together 9 men and women of divergent backgrounds & opinions who shared a common commitment –keeping Al-Anon and Alateen a fellowship of equals. We treated each other with respect as we researched, discussed and reached consensus. I have a deeper understanding and appreciation of the spiritual principles, policies and the World Service Conference. Careful and lengthy deliberations have maintained our fellowship for more than half a century.” I now want to introduce the members of the Task Force. Please stand as I introduce you.

up to you our members. We will take questions first and re-member two minutes at the microphone. When we believe all your questions have been answered; we will then take two minute comments.

Okay, this morning we did Part 1 of KBDM. Everyone has the same information. According to KBDM: We exchanged infor-mation, we had questions and discussion/comments which were based on information already exchanged.

We now need to decide if we want to continue this discussion at the 2017 May Assembly or are you ready to take a consensus vote to see if we are ready to vote on the Policy.

That is what was said at the Assembly. The consensus vote was that the Assembly was ready to vote on the Policy. When all discussion was completed, as we all know now, the Policy for “Resolving Group and Member Concerns” was brought to a motion at the November 2016 Assembly and the motion passed resoundingly by over 78%!

Q1: What can be done about longtimers in a meeting who continually state, “WSO & SCWS does not need all that money” and that quarterly appeals isn’t necessary” and keep referring to the fact that WSO bought a building and that’s why they keep needing money? (It’s bad for newcomers to hear.)

This info is also found on the WSO website (scws-al-anon.org/members; “financial”; “appeal letter”). “In keeping with Tradition Seven, support of the World Service Office is the responsibility of all Al-Anon members, groups, and service arms.” (Service Manual (SM) pg.57) Over the years our dona-tions have not kept up with inflation. Our literature sales have decreased, partly due to members buying from unauthorized third party venders. Purchasing e-books from authorized ven-dors does contribute to WSO revenue. The purchase of the WSO building actually saved millions rather than continually paying a higher and higher rent.

Q2: Is the opening prayer that begins “Our Father we come to you as a friend…” conference approved for Al-Anon meetings?

A: Al-Anon has evolved from a small group of members, mainly spouses of alcoholics, who followed the example of A.A. by using a popular Christian prayer at meetings. We are now a fellowship of over 25,000 groups worldwide that welcomes all affected by someone else's drinking, whether they are of any religion or none. One of the ways of showing our welcome is to respect diversity of our members by closing in a manner that is agreeable to the group conscience. Some groups decid-ed to close with the Lord's Prayer, the Serenity Prayer, or the Al-Anon Declaration.

There are no "conference approved prayers". The term "conference approved" refers to books and pamphlets that undergo a rigorous process of review for adherence to Al-Anon principles and policies. Most Conference Approved Literature (CAL) is comprised of the sharings of Al-Anon members. The only prayer suggested is the Serenity Prayer. (Service Manual p.22) The selection of a prayer or any other form of opening or closing is a reflection of an "informed group conscience" that abides by the Traditions. When a group chooses a prayer, it should be one that is inviting and universal to all. We strive to keep in mind what is said in the Preamble to the Twelve Steps, that “Al-Anon is not allied with any sect, denomina-tion…” and the Three Obstacles to Success (Service Manual, p.24)

Our co-founder, Lois W., once said, "It doesn't matter what prayer we close with but that we close with a spiritual mo-ment." (Many Voices, One Journey, p.335) Customs vary from place to place, region to region and being sensitive to the fact that we are a fellowship of all creeds or none, many groups

today have adopted the Al-Anon/Alateen Declaration or the Serenity Prayer to open and close their meetings.

Groups are within their autonomy to decide the group’s for-mat. “The group business meeting is an opportunity for members to share their ideas to increase group membership, express concerns, plan special meetings or projects, and other group business—such as changing the group name, CMA, group phone contacts, the meeting time and place, finances, meeting format, open or closed meeting status, etc.” (Service Manual, p. 52) “It is suggested that groups close in a manner that is agreeable to the group conscience. Many groups say the Al‐Anon Declaration after their closing” (Service Manual, p.22) “The group conscience is the result of the group’s busi-ness meeting discussions. The group conscience is the will of the group. The guiding principles for the group conscience are always the Twelve Traditions and the Twelve Concepts of Ser-vice. It may be helpful for the group to review these principles prior to any group discussions.” (Service Manual, p. 53) (Jayme, SCWS Immediate Past Delegate)

Q3: Where in Al-Anon literature does it talk about crosstalk?

A: “Crosstalk” is not a term found in Al-Anon literature. This term came from therapy groups & treatment programs. How-ever there has been discussion of “crosstalk” in the Forum. "Al-Anon BC—Before 'Crosstalk,'" printed in the December 2004 edition of The Forum offered an additional perspective on this topic.

The September 2007 Forum presented "Crosstalk—or loving interchange?" by Martha C., from Virginia. In that article, the writer described her experience with crosstalk. Later in De-cember 2007 there were multiple sharings posted in the Fo-rum on the topic of “crosstalk”. Some members /groups do not use the word “crosstalk”, while others have come up with their own definition and guidelines for their group. In the Fo-rum articles it appeared that the use/non-use of “crosstalk” was decided upon by group conscience. These personal shar-ings can be found on the WSO members website by searching “Crosstalk”. Q4: Can the district treasurer also be a GR? (tried to find the answer in the service manual, not there)

A: The setup of service jobs within a district is similar to that of a regular Al-Anon meeting. Members of an Al-Anon meeting volunteer to undertake the various service positions in their group. This what happens within the district. The members of the district are the GRs. The GRs step up to cover the service positions within the district. There s good infor-mation in the District Meeting Guidelines, G-15, and District Representative Guidelines, G-37.

Q5: Balance sheet for previous year- What is the $2920 insur-ance for? It wasn’t there last year.

A: The church facility requires that SCWS have insurance in order to use the facility. Historically, Prepaid Insurance, along with other Prepaid accounts were booked under “Prepaid Expenses.” Every month Prepaid Expenses were balanced according to their sub accounts in a spreadsheet, which dou-bled the work. To keep it simple and provide transparency,

Q6: What is the best way to handle a person in service at our meeting who thinks because she is in service, the meeting now belongs to her? She comments, questions and embar-rasses members and they are not coming back to our meeting.

A: Sometimes the conversation can begin by a seasoned member speaking with the dominating member one-on-one outside of the meeting about their concerns. A Group Invento-ry (Guidelines, G-8) can be completed anonymously by each member of the group with the concerns/comments compiled to discuss during the group &/or a business meeting. Having a meeting topic on Dominance with CAL literature support. Lois addressed the topic of “letting go” in Al-Anon service in the Oct. 1968 issue of the Forum, and was quoted in Many Voices, One Journey, p. 146. This would be an excellent reading for a meeting. Does the group have a GR? If not, invite your DR. More discussion of the Traditions 1 & 2; Concepts 4 & 5 ; & General Warranty 2 of the Conference, and the Three Obsta-cles to Success (Service Manual, p.24)

Q7: Is it true that WSO lost money in the money market?

A: WSO doesn’t have money invested in the “money market.” However we did lose money in our Equity account in 2015. The Stock Market improved in 2016, so WSO made back the money that was lost. Remember that WSO looks at their in-vestments over the long term (similar to what we do on a per-sonal level). Over the long term WSO’s investment values have increased appropriately. (David at WSO). Keep in mind that we paid off the mortgage early because of growth in our equities. The market fluctuates up and down. This is an exam-ple of taking advantage when the market is up.

Q8: Did WSO decide if Al-Anon is keeping the purchase at the Virginia building office?

A: 1991 The Board of Trustees approved relocation for the World Service Office outside of the New York City metropoli-tan area. The World Service Conference stated that ownership of property by Al-Anon Family Groups, Inc. [sic] is consistent with our Traditions.” 1994 The World Service Conference au-thorized the Board of Trustees to purchase property for the Al-Anon Family Group Headquarters, Inc. on a 15-year trial ba-sis. (Please see pages 25-27 1994 World Service Conference Summary at al-anon.org/members for more details.) 2011 The World Service Conference voted to end the 15-year trial peri-od on owning property, recognizing the advantages to the fellowship of owning, rather than leasing office space for the World Service Office. (Please see the 2011 World Service Con-ference Summary Property Ownership Task Force report, page 39 & 82) The mortgage for the World Service Office was offi-cially burned at a ceremony during the 60th Anniversary cele-bration.

Q9: Is it possible to have people that have a presentation at Assembly stay within their time limit? Is this a form of domi-nance? How do we start that conversation?

A: The conversation is starting now with this question being

discussed at the Officers meeting. There is always room for improvement with use of the timer for report presentation. Part of the difficulty during the Assembly is the overall limit of time for the quantity of information to be presented. Many of the presentations have been rushed & slighted to attempt to fit the time constraints. A survey of 31 areas was conducted. The average number of days spent for Assemblies per year was 3+full days (we only have 2), and many of these areas are smaller than California South. The Assembly start time changed to 9am in attempt to give us the needed time. Unfortunately the extra hour hasn’t solved all of the issues.

Q10: What happens when a group does not want to have a GR and wants nothing to do with the District or Intergroup?

A: Electing a member to be a GR is not required of an Al-Anon group, however your GR is a vital connection to the district and Area. “The Group Representative (GR), an officer as well, is elected for a three-year term and represents the group’s con-cerns and wishes at the district and Area, as well as informing the group of what is happening in Al-Anon in the district, Area, and worldwide. GRs are entrusted with the “right of decision” to vote on behalf of the group according to their conscience and the good of Al-Anon as a whole. (See the “Concepts of Ser-vice” section of the Service Manual and the Guideline Group Representative [G-11].) GRs and other officers are leaders and trusted servants who perform their duties in keeping with the Traditions and Concepts of Service, yet they have no authority over the group.” (Service Manual, p.62-63)å

Sometimes groups are misinformed or have lack of infor-mation as to the benefits associated with connecting to the district/intergroup. Many groups are unaware of doing a Group Inventory, (Guidelines G-8) available to download in English & Spanish (espanol= al-anon.org/miembros/grupos/recursos-para-los-grupos). A Group Inventory could be done by each member anonymously or as a whole group. The group could use this question as a meeting topic with CAL literature to sup-port. (Is it fear of change? Of being told what to do? Of being told they aren’t conducting their meeting correctly?) Invite the District Representative to the meeting, and possibly a GR from another meeting.

Q11: How do we attract young people to Al-Anon and increase their commitment to service?

A: This was a topic discussed as the Chosen Agenda Item at the 2016 World Service Conference (p. 50-53, see Conference Summary on al-anon.org/members). First we need to increase the overall awareness that Al-Anon is available. This could be done by connecting with local colleges, their counseling & health centers, connecting with local churches that may have youth groups. Starting conversations with the appropriate pro-fessionals & providing Public Outreach pamphlets. Al-Anon members could start a beginners meeting at the college (church) with the focus of supporting young adult Al-Anons. Unfortunately needing to encourage members to volunteer for service is an issue at all levels of Al-Anon. Having those doing service to mentor (offer to be a Service Sponsor) other mem-bers is the key, as well as using this question for discussion at Alateen meetings, district meetings, etc.

Q12: How can Anonymity be protected?

A: This could be a great meeting topic using the revised pam-phlet (P-33) “Why Anonymity In Al-Anon”. The “Table Anonym-ity Card”, (S-9) can be displayed. The optional reading “A” in our Service Manual (p.23) that explains anonymity could be read weekly, and/or when newcomers or visitors are present. “The experience of our groups suggests that the principle of anonymity—summed up in Tradition Twelve as “the spiritual foundation of all our Traditions”—has three elements: There is anonymity as it applies outside Al-Anon/Alateen, governing our contacts with general public, the media, and professionals; anonymity within the fellowship; and anonymity as it contrib-utes to our personal growth.” (Service Manual, p.91 Lois said : “Nothing is said [in Tradition Eleven] about maintaining ano-nymity within our group, our family and our circle of friends. Let’s not mistake anonymity for secrecy. The degree of ano-nymity we practice is a personal matter. Most of us, I believe, do not wish to be anonymous within our own Fellowships. An-onymity here hinders our availability to help our fellow mem-bers.” (Many Voices, One Journey, pg. 205-206)

“The principle of anonymity is essential during meetings to assure the confidentiality of who is present and what is shared at the meetings. In time some members become willing to share their full names within the fellowship in order to serve it. As time progresses some members decide to let their member-ship in Al-Anon be known to professionals in the community so others can receive Al-Anon’s help. Each member chooses when and why he or she lets others outside their meeting know he or she is attending Al-Anon. The principle of anonymity en-courages each member to respect the reasons for this personal decision and make no judgments about them. “ (Service Man-ual, p.42)

Q13: Would an event (i.e. luncheon, etc) violate anonymity if they ask possible attendees to include a baby or childhood picture of themselves to be displayed at event sponsored & attended by Al-Anon members?

A: These are possible questions to ask: Will it be clear that: Including a picture is optional? That the photo will only be dis-played during the event? That the pictures will not be re-photographed & with written names, & will not be displayed outside of the Al-Anon event?

“Out of respect for others, please do not take photographs during any of the meetings at this event. Please be considerate when taking photographs, using care that you do not capture images of Al-Anon, Alateen, A.A. members, or their guests who did not give their permission and may not wish to appear in your pictures. In the spirit of Tradition Eleven, please do not post recognizable photos of identifiable Al-Anon, Alateen, A.A. members, or their guests on Web sites accessible to the public, including unrestricted pages on social networking sites.” (Service Manual, p.43)

There is this person who opened a group a long time ago. Does she need to quit? (Stop going to the group?). She was told that she's been there too long and should not have any service. Is that true? (This was translated by Marco, D-64)

A: Al-Anon is a gentle program where we each progress in our own way and pace. There is no timeline or rule for what meetings a member can attend and for how long they can attend. Maybe there is misinformation, lack of understand-ing or confusion regarding rotation of leadership & letting go of service positions so that others will participate? Is the member refusing to step down from a service position? Healthy groups are able to have regularly scheduled rota-tions of the key positions, (such as Chairperson, Treasurer, Topic leader). Unfortunately smaller groups sometimes keep rotating the positions among the long time members rather than encouraging new members to do service. There are many references to “rotation of leadership” and “dominance” in the indexes of our Conference Approved Literature. Rotation of leadership does not mean to quit attending the Al-Anon meeting.

Q15: I had some concerns about the Assembly yesterday. I have been going to these meetings on and off for 16 years or so. One of the things I noticed was that at other Assemblies I went to, the Chairperson would give limits for questions, such as they would say everyone has two minutes at mic. And after we hear 30 min or one hour or whatever amount of time it is, then we will stop hearing questions and concerns about the topic. Plus I noticed that the people talking at the mic keep bringing up the same thing over and over. Before if people at the mic did that, the Chair would remind people at mic, that we only bring it up one time, if it has already been brought up, to please go back to their seats. (I'm not too sure about the wordage?). It seemed to me there was a lack of boundaries from the Chair, and the new people at the meeting didn't know this.

I just wanted to let you know about it, so perhaps you all can

talk about it? I hope that my perspective can help the meeting?

Area Alateen Sponsor Coordinator Report – Nov 2016 As-

sembly

Open Forum: On November 5, 2016, a three-hour Open Fo-rum was held pertaining to Alateen. 224 seats were filled but only 141 people signed in (41 Alateens, 68 AMIASs, and 32 other Al-Anons). The topics dis-cussed were Alateen Meetings, Alateen participation at Con-ventions, and the Alateen Conference. As part of KBDM, I wanted to hear from the Alateens regarding those topics. This was accomplished. Therefore, I believe the Open Forum was successful. Everyone in attendance received a greater understanding of how the various changes (past, present, and future) affect Alateen members and their relationship with the Al-Anon and Alateen program. The feedback I received was positive and attendees expressed an interest in having more of these Open Forums. I would like to schedule the next one in April or May 2017. I hope to bridge the gap from the “us” vs “them” mentality, into “we” thinking.

Minutes of the Open Forum were taken and comment cards were provided for those who did not get an opportunity to speak. The minutes and comments will be released as soon as they are compiled.

Alateen Task Force: At the May 2013 Assembly, the GRs vot-ed to have a task force created to discuss the following and report back to the Assembly with their recommendations:

1. Should the maximum age of 20 for Alateen members be changed?

2. How can the Area support meetings that have Alateen members with special needs?

3. Should the Area support overnight events for Alateen?

54 people signed up as willing members of this task force so there will be a selection process to determine which members will be chosen. I’m not sure what the process will be, but as a minimum, it will require each task force member to have an open mind and the availability required in order to attend all of the meetings. Hopefully, this task force will be created by the end of December 2016 and will start meeting in January 2017.

Alateen Participation at Conventions: I have received many complaints regarding no Alateen participation at Area Conven-tions. Additionally, I have had convention chairs contact me stating that Alateen Program Chairs are elected by the Alateen attendees and then fail to attend the planning meetings, choose a sponsor, submit an event plan, and/or turn in their agenda in a timely manner.

Upon researching this issue, I discovered that G-20 (Guideline for Area Conventions) states that the Alateen Program Chair is an AMIAS and the Co-Chair may be an Alateen.

Some feedback I received from the members is that Guidelines are just suggestions and we do not have to follow them. I con-tacted the WSO to receive clarification and the response below is quoted from Sue P., Associate Director of Groups at the WSO:

“Our topic-specific guidelines reflect policy as outlined in the Al-Anon/Alateen Service Manual (P-24/27) and are re-viewed and updated by the assigned WSO staff on an on-going basis. Updates and changes are made periodically based on the shared experiences that are brought to us by the various Al-Anon members who serve at and beyond the group level. Minor changes may be approved by WSO staff; major changes would be reviewed by the Executive Com-mittee.

There are instances when a guideline may not clearly ex-press a particular intent, which is why we encourage feed-back from Al-Anon members. It prompts us to make knowledge-based decisions in order to revise guidelines. We strive to do this in the spirit of unity so that the Al-Anon message is consistently communicated to help families and friends of alcoholics.”

I request that all Area Conventions create a policy that would ensure that the Alateen Program can be represented at their convention. I will not tell you what your policy should be, I only request that you create one that is consistent with the other Program Chairs for the convention and include specific time-lines for planning the event.

Young Al-Anon meetings: Reminder that Young Al-Anon meetings are meetings designed specifically for members be-

tween the ages of 18 and 30. These are also used as transition-al meetings for Alateens moving on to Al-Anon.

These meetings are NOT to be held in lieu of Alateen meetings to avoid abiding by the Area Alateen Safety and Behavioral Requirements. Please note that there will not be a “monitor” checking the age of attendees as “honesty” is part of our pro-gram. It is requested that we honor the age requirement for young-person focused Al-Anon meetings and not use them as a loophole to impede safety measures for the minors in our pro-gram.

Alateen Conference Restructuring Workgroup: The Area Alateen Resolution Committee, which is the decision-making entity pertaining to Alateen, suspended Area support to the Alateen Conference (SCAC) due to non-compliance over the past several years. The Restructuring Workgroup was formed in an effort to restructure SCAC so that it can become compli-ant. The workgroup consists of 6 Alateens and 6 AMIASs. They have been meeting weekly since September 25, 2016. Their purpose is to create a conference that is program-based, safe for all attendees (including sufficient sleep time allotted), and consists of supervision by AMIASs at all times throughout the event. When the Restructuring Workgroup has completed their work, they will present their plan to the Area Alateen Resolution Committee for review and approval. Once ap-proved, the suspension can be lifted so SCAC can occur. The fellowship will be informed at that time so that fundraising can resume.

AMIAS Recertification Workshops: 15 Districts have agreed to host AMIAS Recertification Workshops before May 31, 2017.

Two workshops were held in 2016 and the remaining 13 will be held in 2017. Starting January 14, 2017, there will be a work-shop almost every weekend. The schedule was emailed to all DRs and AMIASs and has been posted on the Alateen Sponsor-ship webpage of the Area website.

This year’s workshop will introduce the Alateen E-Service Man-ual, include self-reflection, and consist of Case Study discus-sions.

Reminder that the host district reserves the location, creates and distributes the flyer, and provides the snacks & beverages. The Area will provide all of the workshop materials.

The SCWS Treasurer will pay a maximum of $100 for the rental fee of the facility. The responsible party from the host district should send a reimbursement form directly to [email protected] so that a paper-trail of expenses can be maintained for auditing purposes.

This coordinator position was filled in September 2016 but that person resigned a month later due to the time commitment required. Since then, five people have been offered this posi-tion and all have declined. We are still actively looking for an AMIAS that is willing and able to fulfill this commitment until Dec 31, 2017.

In the interim, I am performing these duties since the tasks need to be completed in a timely manner. The paperwork has not been transferred to me by the previous AAPP so my report contains estimates only.

AMIAS’s: There were 320 certified AMIASs at the end of Third Quarter 2016.

Approximately 10 people were certified during the fourth quarter.

This results in a total (estimated) of 330 certified AMIAS’s in our Area for the end of 4th Quarter 2016.

Alateen Groups: There were 88 Alateen meetings regis-tered at the end of Third Quarter 2016.

No Alateen meetings were registered or disbanded during the fourth quarter. This results in a total of 88 registered Alateen meetings in our Area for the end of 4th Quarter 2016.

AMIAS Certification Training (for new applicants only): 90 minute on-line webinars are held once each month – sec-ond Sunday on even months and second Wednesday on odd months. For those members that are technically chal-lenged, face-to-face sessions are held at various conven-tions. This year, the only conventions that have requested this are: SFVAA (January 28th) and AFG (April 1st). If you are a convention chair and would like to have an AMIAS Certificate Training scheduled during your convention, please contact [email protected]

AMIAS Applications and GR-3 forms: Please send all AMI-AS applications and Alateen Group Records (GR-3) forms via email to [email protected]. Emailing documents provides you with a submission copy for your records and allows me to expedite the processing of new AMIAS appli-cations and new Alateen Meetings within one week of receipt. If you snail mail forms to the AAPP, they do NOT get mailed directly to the AAPP and may take several weeks for the AAPP to receive it.

Alateen GRs are registered through the AAPP (NOT through WSO). Section 7 on the GR-3 form has a section for this information. Please make sure all Alateen GRs are registered 14 days prior to the Assembly (by the first Sat-urday of the month of the Assembly, May or Nov) so they can have a voice and vote during the Assembly.

Background Check Task Force: The original decision by the fellowship was to research Live Scan, therefore, no other background check companies have been or are be-ing researched. The Live Scan research was completed by the AAPP (2012-2014 panel).

The next step is to have a discussion with the District’s regarding who would be responsible to pay the finger-printing fee. More discussion will follow at the February 2017 Committee meeting.

I am working on a couple of items for the SCWS meeting com-ing up in November.

I will be following up on the “Group History Checklist” that was distributed at the May meeting. We will start updating the history of all the meetings in Southern California that want to participate. We hope to put this rich history in a binder that can be shared with all of our fellowship. Please bring your completed form to future SCWS meetings in May and August. You can also go online and access the “Group History Check-list” form as well. It is found on the WSO website at Archives e – Community, form AR6. Upon completion it can be sent to me at [email protected].

I have another very interesting couple of letters containing a great bit of history to share with all in attendance at this meeting.

Institutions has been involved in three (3) major activities since the May Assembly:

#2 Do you know your group’s WSO ID#? Please memorize it and make sure that your meeting’s Secretary and Treasurer have it and use it on any correspondence and/or contributions to any of the service arms.

#3 The New Universal Group Update Form a. Please answer my emails! I have more than one hun-dred incomplete registrations and group changes because I haven’t received answers back from members who sub-mitted their group changes.

b. Please use hyphens between the area code and the first 3 digits of phone numbers when you enter them. A 10-digit number with no spaces or hyphens is hard to read (at least it is for these older eyes!).

c. When you enter your name on the SCWS on-line form, please be sure to include your group’s WSO ID#, your last name and your zip code. We need all 3 pieces of infor-mation to see if you’re already in the WSO database. If you have any hesitation about using your last name, please read page 93 of our Service Manual. It is a practi-cal necessity for the service positions that receive postal communications.

#4 Email Addresses and Al-Anon Business -- Our Service Manual offers guidance about using email addresses for Al-Anon business (pgs 92-94).

a. “Members should select with care the email address(es) they use to conduct Al-Anon/Alateen business. It is recom-mended not to use members’ full names in them.” If you use an email address with your full name in it, you may not be protecting your own anonymity.

b. You might create an email address specifically for Al-Anon matters.

c. “Business email addresses might not provide privacy and could imply affiliation.”

d. If your group decides to collect email addresses along with phone numbers for support between members out-side of your meeting, please be sure to state clearly to your members, on a regular basis, that these email addresses should be used only for Al-Anon outreach, not for any com-mercial, personal, or business purpose.

e. Use of “blind copies” protects members’ anonymity.

Please use only our SCWS website to fill out any group records changes that pertain to the SCWS/WSO information flow. Most of the forms on the site are now “fillable”.

Good Assembly Day to All!

As Literature Coordinator, I have slowed down a bit on my communications the last few months and I do apologize. I know a number of you have had workshops and I am sure many of you are encouraging people to send in sharing’s to the WSO on the publications to be produced. I will never stop say-ing that if all do not share, I will soon have a book with all my sharing’s! Of course I am kidding. They need many voices! If you need help planning a workshop or have one in the ma-kings, please invite me!!!

I want to share that since Feb, I joined my family in caring for my mom before she passed away. That experience was made possible by the fellowship, my sponsor and our literature which I had with me always. It is my belief and likely yours, that our literature is one of our most important tools. It is like having 365 people with you when you open the daily reader. Think of the voices in our "Paths to Recovery!" I knew from

experience that I just needed to suit up and show up and walk through my fears. The Literature was a vital link.

I was also constantly reminded during this time, that we are better together. I have a brother in AA and one in Al-Anon and the three of us walked through this with Mom, filled with grace and dignity for her and us. We spoke the language of the heart and talked about the steps. I just love that. We were all fearful and we knew Mom was even more so. My "Hope for Today" reader was a lifeline. I would love to know that one of you wrote the page that gave me comfort. How great would that be? The Al-Anon members who shared in HFT are meetings members like you and me sharing our experience, strength and hope. Awesome. Truly awesome!!!! Please take the time and be the one.

At the Assembly, I am passed out a few tidbits to take to your district meeting: Al-Anon faces Alcoholism info sheet; Spanish Literature Order form that also has the English translation; "Then and Now" pamphlet print out; A Screen shot of a page on the website- Surveys for members; November Group E-News. I have a couple more items I will send you after the Assembly. I did not receive the info till the day after the Assembly. One item will be 2 topics to use at a meeting using two of our books. Cooperating with the Professional Community (CPC)

Report to the November 2016 Area Assembly

At our October board meeting, the board learned that the Los Angeles AIS was lacking a public outreach coordinator of its own, since the person who had done it in the past had stepped down. We were told that the AIS wanted to refer questions they receive about public outreach to the corresponding SCWS coordinators. In order to confirm this, Billy (Institutions Coordi-nator) was tasked with arranging a conference call with Natalie of LA AIS, Rose (Public Outreach Coordinator) and myself. The four of us had the conference call a couple of weeks later, and Natalie confirmed that what we’d heard was correct. We dis-cussed that the board wanted to clarify what the roles of the AIS public outreach coordinator and the SCWS coordinators should be. We all agreed to revisit the issue with another con-ference call after we had talked to the board. During the call, I also mentioned to Natalie that the idea had been floated to create a new SCWS Coordinator position: an AIS Coordinator that would facilitate communication between the SCWS board and all five of the southern California AIS’s. No decisions that I’m aware of have been made about the proposed new posi-tion.

As I am serving as the Website Coordinator through 2017, this coming year I will be looking for Al-Anon members who might consider becoming the Website Coordinator for our next panel scheduled to begin in 2018. We are happy to report all is well. We have all Committee posi-tions filled. I feel that our district meetings are well attended. I'm excited to see the new GRs on the committee they are do-ing a great job. We continue to have a short Concept share prior to our district meetings. It has brought about question that has given opportunities for growth. We are putting to-gether a basket to donate the AFG Convention.

We have great reports from our GRs regarding, our meetings. Our district is small, however there are at least one meeting

Public Outreach

We continue to provide information to El Monte police dept. The literature is given to families with alcohol related issues. As well as those involved in domestic violence as these are usually alcohol related also.

I have been contacted by Kendra in Riverside. She is from a mental health clinic. She is asking for information on Al-Anon for her clients. I will be going to a meeting at this facility to speak to families of clients involved in alcohol related prob-lems.

Recently I received a call from Jorge M. at El Cajon Treatment Center. Jorge is a Substance abuse Specialist working with fam-ilies.

I spoke to Darlene in North Hills who has a traffic school. Traffic school is for those having received a DUI. Many of her client’s spouses attend with them. The family usually has many questions. I sent literature and will contact volunteers willing to go there and share.

We are trying to collaborate with AIS office. We had our first conference call which went very well. AIS has new officers this month but we plan to continue open communication. We had a great discussion and many of our questions were answered. Thank you Natalie.

Thank you to all districts. I know you are busy sharing the hope of Al-Anon. The last couple of months I have loaned out our banners 12 times. You are busy with events and health fairs. This means you are all working on public outreach.

Our Public Information has been gathering ideas to reach out to our community. We have a new Intuitions Chair and together with the Public Information are focused on reach-ing out to our cities. Our Golden Empire Roundup AA Con-vention is coming in May 2017 and the Convention Chair is in the process of heading up her committee. We are very excit-ed about her Al-Anon Luncheon Speaker, Sarah W., from ST. Louis, Missouri. Hope to see you there.

District 8 had great Al-Anon participation at the AA conven-tion in Santa Barbara in October. The festivities included a luncheon with a split pitch, a skit, and two Alateen speakers.

The rotation of leadership is already in place at District 8 and in January, our new DR, currently our ADR, Jocelyn will take the reins, along with our new ADR Larry.

We have two of our largest high schools with Alateen meetings, and another one interested. This is in addition to our weekly Alateen meeting on Monday nights.

We have already scheduled our Alateen recertification work-shop for March 18, 2017, and are hoping to add the needed Alateen Sponsors to allow the high school meetings to grow.

Our monthly speaker meeting continues to grow and if you happen to be in Santa Barbara on the 2nd Saturday of the month, please join us. Everything is listed for meetings at alanonsb.org, thanks to our great web master Scott.

An additional Spanish meeting started in September and our 1st Spanish Meeting celebrated its first anniversary this month.

Hello Al-Anon family,

A lot has been going on in Ventura County! On October 8th, we had our delegate day that we shared with 3 other dis-tricts. About 12-15 came from district 12 out of about 50 members total. I enjoyed the experience of KBDM re: just for today bookmark as well as the skits. I loved seeing how some-times we treat a newcomer whether intentional or uninten-tional. We had our VCAAC convention in September. Our next convention will be Serenity by the Sea, the last weekend in April at the Oxnard Performing Arts Center. Hope you can come!

As far district 12 meetings, we have made a lot of decisions re: finances. We now have an ample reserve, we made con-tributions to SCWS and WSO, and are now embarking on a special public outreach to radio and movie theaters. More will be revealed!

Our next district meeting is going to be Saturday, January 14th from 11-1 at St. Columbus Church in Camarillo. The first hour is dedicated to Al-Anon business and the second hour is more of a workshop. We will continue studying the concepts.

In early October, our district, along with District 12, 21, and 24 hosted a 3-hour workshop with our delegate, Elizabeth K. The workshop was titled” Getting to Know our Spiritual Po-tential.” We had breakout groups, skits, and Elizabeth shared what the Conference Literature Committee is working on. The feedback we received from Al-Anon members was very posi-tive. Sharing the work and the finances with 3 other districts made this experience a success for all. Thank you Elizabeth.

Also in October our district participated in a West San Fernan-do Valley Resource Fair from 9-12 noon. We set up a table with the Al-Anon tablecloth and banner in the parking lot of the Department of Children and Family Services. The purpose of the Fair was to share with staff and relative caregivers about Al-Anon and Alateen. We handed out “ Al-Anon Faces Alcoholism 2016 ” .Thank you to the LA AIS for sharing in the expenses of most of the directories and pamphlets. We also gave out the business size cards our district had made up showing the telephone numbers and website of World Ser-vice and the local LA AIS. We were amazed at the number of people who said they have heard about Al-Anon but didn’t

really understand what we do. They were also delighted to hear we have a program for the Alateens. Our hope is to con-tinue this relationship with LA AIS and participate in whatever Resource Fairs they have.

ALATEEN

The San Fernando Valley AA Convention with Al-Anon and Alateen (upon approval of the event plan) will be held at the end of January 2017 at the Marriott in Woodland Hills. Many AMIASs chaperoned an Alateen bake sale at an AA Halloween dance on October 22. Although they didn't make as much mon-ey as they did for AA's Bingo fundraiser in August, a fun time was had by all listening to the vibes of a great DJ.

D17's DR, Enid M. and I met with our incoming DAL to go over the responsibilities of this position. Judy P. will be our new DAL beginning January 2017 and will bring in a new and exciting energy to the district.

D17 also participated in the Alateen Open Forum on November 5. What a fantastic event! It was very well attended by Alateens, AMIASs, and Al-Anons. Although comments could occasionally be heated, it was wonderful to hear all the con-cerns had by all. Tarisa was an excellent facilitator! I was fortu-nate enough to help type up all the comments from those who were not able to get to the microphone. There is so much love out there for our Alateens and hopefully these ideas and con-cerns will be addressed at some time in the future. Another open forum would be beneficial to continue the discussion of the topics addressed at the forum.

Looking back over the past 3 years of my term as District Rep. I am amazed at the growth I have experienced. I am so grateful to district 17 for giving me this opportunity. There are many people who have helped me fulfill this duty that I never thought I could undertake. My goal at the beginning of this term in 2014 was “ to do no harm”. By that I meant I wanted to see that the enthusiasm and commitment of other Al-Anons in this district continue as they had in the previous 3-year period. I don’t know if I have succeeded in that way. I can honestly say that I have enjoyed the many experiences I’ve encountered and will cherish the friendships I have made.

Outside Issues A number of GRs reported problems with members sharing outside issues at meetings. The decision was made to simply have the GRs report back to their meetings, as part of their district meeting report, that this was a district-wide concern. We presumed goodwill and that; once members had the infor-

mation; that outcomes of elections were, for example, an out-side issue; individuals would make different choices. This has reportedly been an effective strategy.

Services positions: members who do not fulfill their commit-ments – what to do? GRs wanted to know what to do if members take but then do not fulfill their service responsibilities. Suggestions included: during elections, read the list of responsibilities of each position from the service manual (pages 46-8) and then have the out-going person speak about their experience in the position be-fore asking for volunteers; overlap the outgoing member with the new by a month for a more effective transition; if a mem-ber doesn’t do the job, speak one-on-one to them to find out what’s going on; and, if all else fails, they can and should be replaced. According to Concept 9: “Good personal leadership at all service levels is a necessity.” A suggestion was made that pages 198-202 is an excellent piece about leadership.

Outreach to a local treatment facility Our district has had a challenge providing consistent outreach to our local hospitals and institutions. We have just now had some success providing literature to one of the facilities in our district that provides care to underage people. The facility has asked for meeting directories, the annual outreach issue of the Forum “Al-Anon Faces Alcoholism” and the pamphlet “So You Love An Alcoholic” (P-14) Family members have been picking them up while waiting in the lobby to go to meetings or visit their children. Our district has made a budget item to supply them on an on-going basis

We are off to a fast start for 2017 in the district. Our Treasurer Mindy provided a full 2016 financial report which will be a part of a larger “care package” of reports and information to all of the meetings in district 24. We are aware at the district level that many meetings still have outdated information regarding our current mailing address and district meeting location and schedule. Obviously those members and groups are not reading the SCWS bulletin so we decided to make an effort to reach them more directly.

There are already a handful of new GRs coming on board as we say goodbye and thank you to several GRs who have served 3 (or more) years for their groups and the district. We already have several projects and events in the works for 2017. It’s still too soon to advertise but we will have a lot of fun serving this year.

note our regular meeting will take place but the church build-ing we meet in will be locked due to Presidents Day holiday. Please email me for information on where to meet for Feb. The rest of our regular district meetings will be held at the address below.

Report from the District 24 Alateen Liaison:

1. District 24 & 21 co-hosted an AMIAS (Al-Anon Member In-volved In Alateen Service) Recertification Workshop last month on October 23rd. At this recertification, all members were wel-come to participate. Current AMIAS along with non-AMIAS members attended. Non-AMIAS members got to see what oc-curs during the certification process and also got to experience what is happening at the Alateen level in our Area.

2. The first ever Alateen Forum on November 5th, 2016, was a success! 200+ participants attended, as well as SCWS Board Members. All Al-Anon and Alateen members are eager to be part of the solution regarding the changes Alateen is experi-encing in Southern California.

3. As a result of the November 5th Alateen Forum, teens have approached me to ask how they can voice their opinions, vote, and help change what is happening in Alateen. To this, I ex-plained how important it is to be a Group Representative. It is apparent that some teens are unaware that GRs have the voice and vote of their meeting. With the help of our DR, Andy, we have two new Alateen GRs, and soon to be another. Alateens have been more interested overall in what happens beyond the group level. Teens are buying Al-Anon/Alateen Service Manuals and are planning to attend the Area Assembly on No-vember 19th.

4. Alateens have taken literature into their High School Guid-ance Counselors- thus Alateen literature is being distributed at the grassroots level to Glendale Unified. YAY!

5. Alateens (accompanied by an AMIAS) are already attending AA Foothill Roundup Al-Anon Committee Planning meetings for the 2017 AA FHRU with Al-Anon & Alateen Participation (which happens in District 24). Alateens are working together with the Al-Anon FHRU Committee (as per G-20) to choose an AMIAS to Chair the Alateen Foothill Roundup participation of the Convention. Alateen Chair is already chosen, and she is on her game!

6. Guidelines G-20 and G-7 are being implemented to help structure Alateen participation at events. These Guidelines are not new, but are now being used in order to assure Alateen presence is happening at Conventions.

7. District 24 is looking forward to hosting more events cen-tered around Alateen.

District 33 and District 30 had a KBDM workshop lead by our Delegate Elizabeth K. on the piece of literature “Just For Today” prayer and it was a success.

Institutions continues to take a panel once a month to a hospi-tal in Covina.

District 33 will be having the AMIAS Re-certification workshop on Saturday February 11, 2017 from 10am to 2pm.

Public Outreach:

We are still supplying libraries in District 36 with Al-Anon Liter-ature. Our Public Outreach person has been attending local Health Fairs and handing out Al-Anon information and the Al-Anon Faces Alcoholism booklets.

We are also working on creating Folders for local Law Enforce-ment to carry in order to provide needed information for Al-Anon/Alateen Meetings.

Fundraisers:

In April, District 36 had our “What’s God Brewin’” Fundraiser for the Colton Service Center. There were plenty of great homemade cookies served with coffee and tea for all who came, more than enough for all to enjoy and a great speaker that shared her experience, strength and hope.

We are now working on our annual “Holiday Potluck” Fund-raiser that is also for the Colton Service Center:

Group Anniversary:

The Pomona Monday Morning Serenity Group Celebrated their 55th Anniversary on November 14th. Their Celebration included a Potluck Lunch and two wonderful Speakers sharing their own experience, strength and hope on the topic of “Celebrating the Child you were”.

Groups in Action:

Many groups in our district are still passing around a “Forum Can” to help increase magazine subscriptions. It’s been such a great success that in most Groups every member now has their own copy being delivered each month. Groups are also enjoying their own copies too, as members are still donating

to the can and writing in “Group” or “New Member” on the ticket.

It is hard to believe that two years have passed since our dis-trict has begun our journey.

We as a group have completed a workshop and two major fundraisers. We have been able to send money to our Service Center; Southern California World Service; and to World Ser-vice in Virginia Beach. We hope to continue this progress in the coming year.

Our district meetings have averaged 15-17 people per month. We continue to welcome new members to our district meetings. We are planning our annual party in December.

My name is Chris C. and I am the District Representative for District 40.

Our silent fundraiser in November was very successful and we brought in over $1100.00 to contribute to Inland Empire Ser-vice Center!

Our website has been very busy. We had 447 visitors last month of which 323 were new visitors. The average time spent on the website is 3.6 minutes. The visitors viewed 1005 pages.

We are now planning our annual Spring Fling which we will hold on Saturday in April 2017.

We elected a new Alateen Liaison, Jan H. as well as a new Pub-lic Outreach Coordinator, Kathleen McC.

District 42 covers a large area and has at least one meeting per day, which is great. We now have a district meeting for the half of the district who does not speak English. The idea is to introduce and explain in depth everything that happens in the district. By next year, the two groups will be together. We have a new DAL and Alateen is growing. Outreach is busy with many events. One great recent event was a Delegate Day, which provoked a lot of conversations and growth. I am finaliz-ing job descriptions and using information from the area on how to avoid misfit service officers.

We continue to have District 45 Meetings every other odd month in the year. We meet on the first Wednesday of the months of January, March, May, July, September and Novem-ber at the Covenant Presbyterian Church in Westchester. We are sponsoring an Alateen/AMIAS Recertification Workshop in the district on Saturday May 13, 2017 from 10am to 2pm at the Covenant Presbyterian Church. Public Outreach ordered 400 copies of the 2016 Al Anon Faces Alcoholism in English and in Spanish. GRs and the DR are dis-tributing these at other meetings and locations in the commu-nity like hospitals, schools, churches, libraries and many other community services.

We started our district meetings with a 20 minute discussion on the Concepts and Service Manual We have had positive input and have visited these Concepts when looking for solu-tion We have also been able to participate with 2016 SCAC donations and would like to thank all of the members and groups from District 48 for contributing

with several appetizing topics such as Changed Attitudes with a Recovery in the Service, Acceptance with a side of Happi-ness, Seven tradition, and Willingness accompanied by Enthu-siasm. It was a wonderful day of recovery.

District 51 is happy to have just successfully completed our 18th annual Alathon. We condensed our day and tried some new activities. We also tried a new location and the response was positive.

We have 2 new GRs and are happy to welcome them to our fold. We end the year with one meeting having closed but two new ones opened. Both new meetings seem to be thriving. God is good. District 51 is looking forward to 2017 and God’s many blessings.

This is the end of my first year as the DR for District 54 and I feel blessed. I’ve tried to encourage and support the GRs as much as possible. At the beginning of this year, we had our Althon and coming this December 1st, our district is having our 9th Annual Alateen Tree Trimming Party. The Alateens trim the tree and share their program. This is a wonderful family meeting and the proceeds are split between the Alateens meetings in our district to help the Alateen meetings grow. I’m looking forward to more growth and to next year.

We hosted another writing workshop which had amazing feedback. Our quarterly speaker series is also going quite strong. Our district is making an effort to host events throughout the district to include everybody possible. In No-vember we elected in new district officers, Stefanie D. as DR., Bob G., Alternate DR, Joyce D., Treasurer, Sarah M., Alateen Liaison and Neil C. Secretary. And finally over the holidays we undertook a huge public outreach effort and paid to have an Al-Anon PSA place before PG-13 and R rated movies at our district's most popular movie theatre.

D72 covers East and South San Diego County, and has: 30 English Speaking meetings, 2 Alateen meetings, and 5 Spanish speaking meetings. We are blessed to have 18 GRs, with 13-15 attending most of our monthly meetings. In October we hosted a Sharing of Service workshop (In Giving We Receive) that highlighted Men in Al-Anon/Service, with Bruce G. as the main speaker.

We are excited about our Public Outreach connections with Los Colinas Women’s Detention Facility and local Libraries. Our fundraising allowed us to donate many CAL books, fol-lowing up with encouraging groups in our district to adopt a library. In 2017 we’ll be hosting an AMIAS workshop on April 22. Later that year we will have our fabulous Longtimer Cele-bration, with more information following.

District 75

District 75 welcomes five new GRs. With a new DR, we’ve been reviewing and verifying current GRs and CMAs for the almost 50 groups in District 75. Several groups were listed as “Inactive” due to the lack of a CMA or closed due to declining attendance. We’ve started to visit “silent meetings” (no voice to the world service office) to explain the importance of being connected to the fellowship beyond the group level. We’ve learned that the very same things activating us in our service work are the very same Al-Anon issues we uncovered working the steps. Service continues to present opportunities to use program principals in our lives and to have fun and feel what the Joy in Service can bring.

District 75 GRs are encouraged to have a message at every meeting whether it’s a quick explanation of how the groups are related to the district, area, and world, a tip for keeping meetings healthy, news from Assembly, or the need for Alateen sponsors. We’ve learned that many meetings do not understand how Al-Anon works past the group level and they do not have representation because no one has explained what it is and why it is a benefit.

Our Alateen program has conducted a recertification work-shop for AMIAS and we are beginning to discuss how we can grow Alateen. We continue to offer Alateen meetings in Juve-nile Hall and the community. By the end of a meeting or two most are open to the fact that their minds are the most pow-erful thing they possess and their thinking can change their lives.

We are in the process of planning an all day workshop or trav-eling panel based on input from the groups via their GRs on topics of interest. At some point we’ll increase our outreach to our “silent meetings” and open the door to the possibility that members will step forward to be of service.

Hello my name is Patricia U. A. I am the newly elected DR. We are trying to restart D78. It has been inactive for several years. The opening of D78 has also been years in the making, and it has not been without its ups and downs. We do not have a complete panel of district trusted servants, and we have lost a GR and the alternate for one meeting. There are four Spanish-speaking meetings in our District, and two other English-speaking meetings that do not have GRs because their members are also members of Alcoholics Anonymous, and perhaps because the Traditions are not being practiced. The

latter group has ordered Al-Anon Service Manuals to help the new Al-Anon only members learn about the program. I called those groups and made myself available and plan to have a presentation for one of them as promised. As a district and because there’s so much to do, we decided to meet once a month; unfortunately we missed two months during the sum-mer because I broke my knee cap. Even though D78 was not “active” up until few months ago we had been working with D64 and had a Public Outreach Sub-Committee in the Imperial Valley. Over the years, each group has been responsible for distributing Al-Anon Faces Alcoholism in Spanish in their com-munities. Each group is responsible for health fairs and other events in which Al-Anon can participate. As a district, we have stayed connected by having exchange meetings through-out the year between each group covering Steps, Traditions, Concepts and some of the Guidelines. We’ve celebrated group anniversaries, the Sub-committees by inviting speakers, literature basket raffles and of course with food. We are plan-ning a D78 re-opening with workshops for the people who are new to service at the district level. We have a lot to learn and we are looking forward to it.

Hola mi nombre es Patricia U. A. fui elegida como la nueva RD. Estamos tratando de reiniciar el Distrito 78. El Distrito ha es-tado inactivo por varios anos. La apertura del D78 se ha lleva-do varios anos, y no ha sido sin altibajos. Aun no tenemos un panel completo de servidores a nivel Distrito, y hemos perdi-do un RG y el Alterno en una reunión. Existen cuatro reun-iones en español en nuestro Distrito, y dos en ingles que no tienen RGs puesto que sus miembros también son miembros de Alcoholicos Anonimos, y quizás porque las Tradiciones no están siendo practicadas. El ultimo grupo antes mencionado ordeno Manuales de Servicio Al-Anon para ayudar a los miem-bros que son solo Al-Anon a aprender sobre el programa. Le llame a estos grupos y me puse a su disposición y planeo hacer una presentación en uno tal como les prometi. Como Distrito y porque tenemos tanto que hacer decidimos re-unirnos cada mes, desafortunadamente no pudimos por dos mes durante el verano puesto que me quebré la rotula. Aunque el D78 no ha estado “activo” hasta hace unos meses estuvimos trabajando con el D64 por medio del Sub-Comité de Difusion al Publico del Valle Imperial. Durante estos anos cada grupo se hizo responsable de distribuir la revista Al-Anon se Enfrenta al Alcoholismo en español en sus comunidades. Cada grupo se responsabilizo de asistir a ferias de la salud y otros eventos en los que Al-Anon puede participar. Como Distrito nos mantuvimos unidos al tener reuniones de inter-cambio durante todo el ano en cada grupo donde vimos Pasos, Tradiciones, Conceptos asi como Guias de Servicio. Hemos celebrado aniversarios de grupo, también del Sub-Comité invitando expositores, rifas de canastas de literatura y por supuesto con comida. Estamos planeando una reapertura del D78 con talleres para las personas que son nuevas al ser-vicio a nivel Distrito. Tenemos mucho que aprender y con gusto esperamos la oportunidad.

Hi Al-Anons, I'm excited to announce that the 41st Annual Southern Califor-nia Al-Anon Family Groups Convention, beginning March 31st, and continuing through April 2nd, webpage is up and ready for registrations with links to the hotel to book your room(s) at a special rate (please see page 4 of the attached registration form). If you or your spondees are looking for service, there are many opportunities . Such as, hospitality, host/hostess, ways and means, registration, tickets, boutique, etc. (Contact our AFG chairperson for more information. See page 4 of the attached registration form under general information). You can also donate to hospitality, boutique, and raffles (see page 2 of the registration form).

Did I mention that the special bundle is available this year? The bundle (pre-sale special package) is available for only $125 (see note at top of page 3). The bundle includes: registration, luncheon, banquet, and Sunday breakfast for a total savings of $13.00 (deadline is February 28th). SCAAC- Immediate Past Chair Report!

Conventions are another valuable tool in our toolbox of recov-ery. An experience as a family or as a single person, that gives you hope that the worldwide fellowship is there for every one of us. All it takes is suiting up and showing up for service!

Thank you to Eva B. for helping host in San Diego with Emily M. and for my entire committee for suiting up and showing up! It was a grand time! It will be the last time at that particu-lar venue in San Diego, until a more suitable location can be found. 2017 will be hosted in the Desert by Val N. of Rancho Cucamonga, the 2017 Al-Anon Chair. She is incredibly excited and is turning to 2017 ideas to host committee meetings and hold fundraising. We found in 2016 that the demographic of the up and coming fellowship is skewing young, so we get to put on our “change” clothes and find some new paths! I am totally excited to support her this year as we continue to keep Conventions alive and thriving in Southern California. It will be the 66th year! The 2018 convention will also be held in the Desert.

I absolutely loved the experience with my committee and their commitment to excellence. We had the inland Empire Literature committee member Jan and her team show up all day Saturday with a grand display! Ways and Means sold nearly everything out! The speakers were all members of meetings in So Cal, who reminded us of the strength of recov-ery in every county in So Cal. My lunch speaker Yolanda was in my first meeting and still in my meetings. What an honor. I received a delightful necklace as a thank you gift from the committee and found by Val N. Treasured forever. As I got in my car to go home, I found my delightful Decoration chair Cheryl’s last gift…a Good Times stencil in my Back window. Never, ever underestimate the love you will find in our fellow-ship……you will give and get more back more than you imag-ine. All you need to do is suit up and show up. You are wor-thy.

Val N. will be reporting for the next year, with the support of her co-chair Emily M, the chair of 2018. who will be Chair with her son, the 2018 AA Chairperson. Wow.

The Los Angeles AIS office is doing well. We have extended our hours to include Saturdays. We are now open 9 am to 5 pm, Monday thru Friday and 10 am to 2 pm on Saturday. Our annual fundraiser was a success and our Summer Sereni-ty Series of fellowship events and workshops were well re-ceived. Our new mobile friendly website is still undergoing changes and improvements. One improvement is the inclusion of the Universal Meeting Update Form which is the fruit of many months of work by volunteers at both SCWS and AISLA. It can be used to update not only SCWS information, but AIS information as well. New computers and technology have also been installed at the office.
