"How the confer­ence works"

PROPOSAL

(ADD) It is the goal of Conference to supervise and regulate competitions in accordance with the wishes of the majority of the Conference licence holders.

(NEW) SE!CTION A- RULE CHANGES A 1 : The ~olicy is that rule changes may be proposed b.Y driver/members through their clubs to be presented b.Y their Contest Board Rep to the Race Steward who will compile all the proposals and distribute them back to the clubs where each club will meet and vote for or against the proposal(s).

A 2 : The procedure for rule change proposals is as follows:

a) No later than sixty (60) days prior to the last ICSCC Championship Race of the season, each clubs Contest Board Rep shall call for rule change proposals from the membership of his/her club, and shall place such proposals on an ~enda for a club meeting to be held within thirty (30) days of the publication of the club memo or bullentin calling for rule changes.

b) Rule change proposals considered by the clubs at the rule change meeting, and passed by the club shall be submitted to the Race Steward, in the format provided by the Race Steward, by the club's Contest Board Rep., together with a verification signed b,y all club member/drivers present at the club rule proposal meeting, no later than the last ICSCC Championship Race of the season.

c) The Race Steward shall compile all the rule change proposals passed by the affiliate/member clubs, and distribute to each Contest Board Rep. a complete list of all club passed rule changes no later than thirty (30) days prior to the Fall ICSCC Meeting.

d) Each club's Contest Board Rep. shall conduct a club meeting to consider these compiled proposals which shall be called Contest Board Agenda Items, and each club shall consider and vote on each agenda item prior to the ICSCC Fall Heeting, and each club's Contest Board Rep. shall, acting as the delegate of his/her club, vote at the Fall Contest Board Meeting as the club voted at the club rule change meeting.

e) At the Contest Board Meeting the vote of each rep. shall be weighted according to the number of licensed drivers in the club they represent.

f) No person except for the Race Steward and any other ICSCC Official who must request the Race Steward to sumit the proposal, may place any item on the Contest Board Agenda that does not have the majority approval of at least one member/affiliate club. If a

sal does not have the approval of at least one member /affiliate club, it can not appear on the Fall Contest Board agenda.

g) No member/driver may cause any proposal that has not previously been submitted to his/her club, and duly approved by that club, to appear on the Fall Contest Board Agenda for any reason whatever.

h) Typ0o~aphical and spelling errors may be noted to the Race Steward at any time by any person, and shall not constitute "rule change proposals" for the purpose of this statement of procedure.

(NEW) All rules relating to car preparation, classing, minimum weight, ect., which are applied in Conference racing, shall be printed in this rule book or printed by Conference in a seperate publication and made available to 8onference members or prospective members.

Corner observation and worker program. Each novice driver is to observe senior drivers in competition and/or quali:ication from a comer-workers station at two different tracks for a minimum one hour per observation neriod. 6ach novice driver is to work

a corner station under the direct and active suprevision of a Corner ~~arshall for one complete race day.

( NE\4) Novice license holders who qualify for an ARR license on Saturday may compete in the senior races the following day provided they submitted an entry form for that race with their novice race entry, and that they are cleared by registration. the first such race will be permitted without an additional entry fee. The Sponsoring club can, at its discretion, waive the need for pre­registration and chaege a late fee only.

(NEW) Any AF3 driver that does not attend the Novice Drivers Meeting will be refused admission to the course for that day, except on the approval of the License Director.

For an IRR Licensed Driver to retain his/her Competition number, he/she must apply annualy for his/her Competition License on or before Febuary 1 of each year and compete in a minimum of one (1) ICSCC Championship Race during that year. The next year, he/she must apply on or before Febuary 1 and compete in a minimum of three (3) ICSCC Championship Races during that year. All senior drivers may retain their n~bers by alternately running one race and then three races yearly, PROVIDED HOWEVER, that application for the license must be made yearly on or before Febuary 1. ICSCC Officials who may not race due to their position(s) need not comply with rule for so long as they hold office, but must submit a License Application on or before Febuary 1 of the year following their last year of service as an official in order to retain their Competition 1\umber.

Delete second sentence.

All ICSCC Championship Races shall count toward annual championships. To be eligible for a Championship, a driver must compete in class in a minimum of one-half of the total ICSC·::: ::hampionship Races. ("compete in" shall be defined as that point afte~ passing technical inspection at whic~ the entrant cannot obtain an entry­fee refund.) In addition, a competitor must finish at least one-quarter o: the r:::scc Championship Races in class. If there is ~~ odd number of races, round to the higher number to d.ete:rm~.n the required number of races to be run. For the definition of a "race" see Section 701.

En-masse practices, ie all open wheel or all closed wheel cars are prohibited.

Each ICSCC Member :lub, in scheduling an ICSCC Championship Race ~vent, shall rotate the Formula Groups and the Sports Racir~ Group so that no three (3) con­secutive ICSCC Chaapionship Race Events will have the same last race gro~p. ?reduction races shall be run before Improved ar.d Sports Racing races.

1304 revise to read; 1304: Conference GT cars (formerly improved sedans)

A. Defini~ion. Production based sedan's and sports cars modified beyond specifications permitted for for production class cars by the following rules.

B. Classification. Will be classed with GT-1 thru GT-5 by engine displacement as follows:

GT-1 3201 cc and up GT-2 2301 cc to 3200 cc GT-3 1501 cc to 2300 cc GT-4 1001 cc to 1500 cc GT-5 1000 cc and Below

c. Supercharged or Turbo charged engines are considered to have 1.4 times their displacement.

D. Rotary piston (same as 1984 1304 C.) E. Modifications:

1) The fundamental and general design of the car, of the engine and other mechanical parts must remain the same as those of a corresponding series produced car. i

The number and location of camshafts, the bas·ic con~ figuration fo the valve operating system and the wheel­base must remain unchanged.

2) Bonnet, trunk lid, fenders and or doors may be replaced with panels of a lighter material, provided the exterior appearance remains the same as the original with the exception of modifications for air intakes, front and/or rear spoilers, fuel caps and tire clearance and/or turbochargers. j

3) The suspension and rear axle must remain of the same type. The outside appearance of all casings and blocks housing mechanical parts must remain unchanged except for the following:

a. Cylinder head. b. Cil Sump. c. Braking System. d. Gear box and rear axle, which may be

subject to minor alterations to enable the mounting of an overdrive or to enable the modification of gearbox ratios. Transmissions may be replaced by others of unrestricted origin providing that such a replacement be fitted in the same locat~on as the original.

4) There shall be no minimum weight. 5) Laminated glass must be fitted for the wind­

shield. Any regid clear, material may be substituted for all other windows.

6) Rotary piston engines will be admitted on the basis of piston engine equivalence. This equivalence is twice the volume determined by the difference between the maximum and minimum capacity of the working chamber(s) The following restrictions apply only to the rotary piston engine itself; all other parts will be governed by the applicable portions of Section 1304. The number of rotors must remain the same. Vehicles with perpheral port engines shall compete in Class B (i.e. 2301CC. through 3200cc.)

#1306 Formula Cars

1) 1306 A. Classifications. - List "Formula Club Ford" along with the other formulas,

deleting the words "Non-Championship".

2) 1306 B. (4). Formula Club Ford. - delete entire section and replace with:

1) All Club Ford cars must comply with all SCCA regulations applicable to Formula Ford.

2) Chassis Eligibility for Club Ford class.

a) All Formula Ford chassis with "outboard suspension", or "half outboard suspension", regardless of date of manufacture, will be eligible for Club Ford. "Out­board suspension" means that the shock absorbers an coil springs are mounted between the wheel and the body, in the airstream, in the traditional manner as seen on such cars as the Lola T340, Titan Mk 6, Crossle 1 32F and Van Dieman RF79. "Half outboard suspension" means that the ~ shock absorbers and springs are mounted between the wheel and the body, in the airstream, in the manner seen on such cars as the Lola T440, Zink Z-10 and Van Dieman RF81.

b) Club Ford cars may be updated so long as suspension remains outboard or half outboard as defined in (a) above. Thus the position of water radiators, body­work, etc. may be modified.

3) Exclusion from Club Ford.

Cars excluded from Club Ford at any time, including as a result of a protest not adjudicated until after the completion of an event, shall not be excluded or disqualified from competition solely because the car is determined ineligible for Club Ford, but re-classified to the regular Formula Ford class if otherwis• eligible.

Due to the unsuitability for racing of cars equiped with thermal reactors, cars so equiped may have the thermal reactor replaced with factory­available (North American Market) castiron exhaust manifold(s) from a newer series of motor, PROVIDED that on alterations are required to either the manifold or the mortr.
