Article 11

Each Member State shall ensure the establishment for each river basin district, ….. a programme of measures, taking account of the results of the analyses required under Article 5, in order to achieve the objectives established under Article 4. Such programmes of measures may make reference to measures following from legislation adopted at national level and covering the whole of the territory of a Member State.

(g) for point source discharges liable to cause pollution, a requirement for prior regulation, such as a prohibition on the entry of pollutants into water, or for prior authorisation, or registration based on general binding rules, laying down emission controls for the pollutants concerned, including controls in accordance with Articles 10 and 16. These controls shall be periodically reviewed and, where necessary, updated;

(h) for diffuse sources liable to cause pollution, measures to prevent or control the input of pollutants. Controls may take the form of a requirement for prior regulation, such as a prohibition on the entry of pollutants into water, prior authorisation or registration based on general binding rules where such a requirement is not otherwise provided for under Community legislation. These controls shall be periodically reviewed and, where necessary, updated;

Supplementary measures are those measures designed and � �implemented in addition to the basic measures, with the aim of achieving the objectives established pursuant to Article 4. Part B of Annex VI contains a non-exclusive list of such measures.Member States may also adopt further supplementary measures in order to provide for additional protection or improvement of the waters covered by this Directive, including in implementation of the relevant international agreements referred to in Article 1.

Key Measures

n The key types of measures are the ones that are expected to provide the bulk of the improvement towards the WFD achievement in each basin.

n However these do not include Basic Measures

n Key Type of Measure 1: Construction or upgrades of wastewater treatment plants beyond the requirements of the Directive on Urban Waste Water Treatment (e.g. more advanced treatment than required in the UWWT Directive or constructions below the size threshold given in the UWWT Directive; please consider only WFD measures).

n But is this a supplementary or basic measure????

What we need

n More structured river basin management planningn A system of prioritisation of ‘Actions’ i.e. a single

implementation of a measure, for example installing a WWTP, undertaking an inspection

n Effectively build a system to score each actionn The scoring scheme needs to be worked out, but it will need

to include a cost/resources element and be linked to expected outcomes
