[1] You might say these officials didn't know, but what if that was not true? Especially when that very building was the center of attention after a fire that could have become an endangerment to lives and resources?

Would it be outrageous to you that this 8,640ft commercial building that was built in 2009, then sold in 2012, located by the Payson airport was previously filled with RV's, Boats, Vehicles, and piles of insulation next to not one, but TWO valuable

resources? They are two of the three propane companies that service Payson and the surrounding Rim Areas. If you know the area, you also know that a bullet manufacturer also runs a business across the street from both of those Propane Companies. If you didn’t know, you do now. [2] [3] [4] [5]

ISSUE 17 PAYSON, ARIZONA June 26, 2020space inside that very building beside the other renters.[7] Payson Fire Department contacted Barbara Underwood, the owner of the building who stated in the Fire Report that "they had no insurance on the building but that the folks storing things inside the building had insurance on their vehicles and materials". As a note, this commercial building was a stand-alone structure and was not supplied with water or electricity.

Not only was this business run without purchasing proper permits and fees to the Town, but Barbara Underwood also has never disclosed this building in her Annual Financial Disclosures as an Elected Official.[8] [9] [10] To summarize, Four months after the fire on May 11th, the Underwoods then sold the fire-damaged building to the previous subletting company who now own, operate, and store much of the same materials still inside the building with no business or occupancy permits currently.[11] The sale and transfer of ownership were on or about September 01, 2018. [12] (business started 3/22/2017 Not listed with the AZ CC as a registered business.)

WHY after the fire on May 11, 2018, did neither the Town’s Fire or Building Officials notify anyone about the misuse by a Town Official? Even when this fire was discussed in a Town Council meeting dated January 23, 2020? Who works for who? During this filmed Town Hall meeting, Chief Staubs brings up this building and says, “If we had one sprinkler in the building, it would have helped.” In the same conversation he states, “I had to risk the life of one of his fireman to enter the (Barbara Underwood’s) building.[13] The signpost up ahead says "safety", but who is really in charge of your safety in Payson when it comes to building safety? Well, that is not a mystery, it's between the Town’s Fire Marshal and the Chief Building Official that “should be working” alongside each other sharing information about building safety and enforcement. [14] [15] A c c o rd i n g t o t h e P a y s o n F i re Department History, July 1, 2013, the Payson Fire Department position of Fire Marshal was eliminated. Fire prevention and code enforcement responsibilities were spread out to operat ions personnel, the Town of Payson Building Department, and outside contractors. Let's break that down.[16]

Specifically stated, from Ray LaHaye's job description duties as the Towns Building Official and Enforcement Officer "Detects unauthorized building activities and takes appropriate steps to remedy", "Works with other Town Departments to ensure proper implementation of building policies", and "Develops a professional staff with a high degree of competence and sound judgment in code enforcement" to name only a few. [14] In the January 9th, 2020 Common Town Council Meeting, Ray LaHaye was asked by the Vice Mayor, "How often do you go through the town, drive through the town, to check on new construction, permits, and the contractors doing their job and being up to standard" Ray LaHaye stated to the Council from the podium that "We're in the community daily, daily constantly". [15] Let's step back again through another doorway. On January 23, 2020, a common council meeting of the Town of Payson, under agenda item F. (RESOLUTIONS AND ORDINANCES) 1. the Second Public Hearing re: 2018 International Building and Fire Code.[16] [17] In this meeting, Vice Mayor Janell Sterner is firmly aware that the Town has had no Fire Marshal, and for some time. The Vice Mayor (speaking to Chief Staubs) states that the required inspections have not, and are not being done because the Town lacks the role of a Fire Marshal.

Chief Staub then states, "Its not actually an accurate statement you don't have a Fire Marshal, you do, it's me". [18] If Staubs is the Fire Chief and he delegates the role of the Fire Marshal to himself which has not been implemented for some time, who do we hold accountable? Chief Staubs is a department head, his boss who should be holding him accountable in his duties is none other than the old Town Manager. When it comes to accountability of Ray LaHaye, that would be Doni Wilbanks at Community Development. Who holds Doni Wilbanks accountable for her staff performance you ask? That would be again our old Town Manager. However, our acting town manager is just as responsible f o r i n v e s t i g a t i n g a n d d e m a n d i n g accountability since she is now aware of the situation.

These words, with or without the classic, eerie Twilight Zone theme music, should make you wonder what the heck is going on in Payson. Why are we paying all of these individuals more than an average of $90,000 PLUS in salaries and benefits which in turn become pens ions in the i r retirements which only leave the citizens of Payson in more debt and without relief or

general safety in expectation of their roles and duties?

Now it's clear why so much time and effort are being spent currently looking for an experienced Town Manager. I hope we are able to get a new town manager who is not associated with the Good ‘ol Boys in town. Let’s all keep our eye on the process of hiring our new town manager to assure it doesn’t fall into the hands of the Good ‘ol Boys. It is a conflict of interest to allow our acting town manager to have anything to do with putting on or postponing the agenda items associated with this process is it not??? Because in the current state of back-scratching, there is no accountability, no rules, and therefore the twilight zone of repeated offenses will continue until we demand accountability and transparency of those in our Town Department Heads. It’s really up to us if we want to allow this type of favoritism and corrupt practices to continue. Let’s Be Proactive…and demand answers from Barb Underwood regarding these events and her financials before the early ballots are mailed on July 8, 2020. Here in the U.S., Governors across the country are enacting “contact tracing” p o l i c i e s w i t h o u t t h e i r s t a t e representatives or state senates voting on it! The problem once again starts with the network news media outlets (the propaganda arm of globalists) that are spinning “contact tracing” to be a good thing. They’re purposely ignoring the fact that these policies will severely restrict our inalienable rights. If Americans value their freedoms, they must recognize contact tracing as a gross violation of liberty and say, “STOP.” What is contact tracing? The State of Washington is one of the first states in the nation that has their “contact tracing” program ready to go. The team consists of 351 National Guard Members, (military uniform and a gun = intimidation), 390 people with the state Depart of Licensing, and 630 s t a t e a n d l o c a l “ h e a l t h c a r e professionals.” Here’s how they say their program will work:[19]

1) Quarantine: Upon First Symptoms: anyone showing signs of a coronavirus infection is first asked to stay isolated until they can get tested for the virus.

2) Test widely: test both the individual with symptoms and all members of their immediate household.

3) Isolate Quickly: place any patients who have the v i rus and the i r households in isolation to prevent further spreading.

4) Identify Contacts: identify everyone the sick patient may have recently been in contact with.

5) Quarantine Contacts: place those individuals who have been in contact with a coronavirus patient under quarantine.

It seems simple at first glance, but let’s see how it plays out. Let’s say your neighbor tests positive for Covid. Over the past three days he spent his time at work (a fitness center), he went shopping at the local health food store, and he went shopping for a new car. He also borrowed some tools from you two days ago, and you talked with him for 10 minutes about his project.

Do you see item #5 above? “Place those individuals who have been in contact with a coronavirus patient under quarantine?” Using tracking apps and interviews, contact tracers wil l f ind everyone this guy encountered during the three days prior to him getting a positive test, and those folks will also get quarantined. That means because you talked with your neighbor for 10 minutes two days ago, you will need to self-quarantine in your house for 10-14 days. And not just you. Your entire family will need to stay in the house [20] with you. Let me repeat that:  Your entire family will need to stay IN THE HOUSE with you. Even your spouse. Even your kids. No going out ANYWHERE. Your contact tracer will set you up with social services to bring you food. Your tracer will call every day [21] and ask you your body temperature and you must report it, and you must comply. This protocol would apply to you, to everyone who interacted with, too.Them, AND their spouses AND their children. And what happens if you actually show symptoms of Covid? Total isolation. You won’t even be allowed to share a bathroom with anyone. In fact, you won’t even be

They’ve partnered with multiple organizations [23] to create apps that will tell contact tracers when you’ve been near someone who’s tested positive for Covid. The DHS could force companies [24] to install tracking software on your mobile devices, and even make it i l legal for you to deactivate it. It doesn’t matter that someone’s Covid test might be a false positive. If an app says you were in contact with someone who tested positive, you and your w h o l e f a m i l y g e t a 1 0 - 1 4 - d a y quarantine. And if you don’t voluntarily quarantine for 14 days, they make it mandatory. In other words, it’s not exactly voluntary. Kiss liberty goodbye. I f t h e C o v i d p a n d e m i c w a s a guaranteed death sentence for 50 percent of the people who caught it, we might need contact tracing. But Covid has a recovery rate of better than 99.4 percent, and 80 percent of all Covid deaths occur in people over the age of 75. Facts are facts: 1) The Hydroxychloroquine / Zinc /

Azithromycin protocol is powerful in combating Covid. [25]

2) A study in The Lancet “debunking” Hydroxychloroquine was itself debunked as a fraud. [26]

3) The World Health Organization tells us asymptomatic spread of Covid is “extremely rare.” [27]

S p e c i f i c a l l y , t h e W H O s a y s , “Coronavirus patients who don’t show symptoms aren’t driving the spread of the virus.” Still, the global medical establishment insists [28] that contact tracing is needed to combat a second wave of Covid-19 infections. This makes no sense. Contact tracing is unnecessary overkill, and it serves only to restrict our liberties. How did Contact Tracing start in the United States? It was part of Nancy Pelosi’s Coronavirus Relief Bill that was rushed through Congress! [29] We must see through the smoke screen of the riots and look several months into the future. Contact tracing is clearly an attack on America from the news media and domestic enemies under the guise

of “public safety.” This policy must be reversed. Do we have enough patriots brave enough to stand up and fight back right here on our own soil to defend our liberty?

Owner of Payson Physical Therapy for the past 26 years. Town of Payson Parks and Rec Board. Elder Board of my church. Board member of Payson Christian Clinic. Why are you running for Town Council? Mostly out of a sense of civic duty, and to be an example for my kids and grandkids. Have you run for or held this or another office before? No What is it you would like a voter to know about you? That I am a passionate learner and seeker of common ground. What makes you the best candidate? I believe my experiences in this town as a health care provider, small business owner, educator, coach and board member has given me a unique and varied opportunity to interact with, and

g e t t o k n o w p e o p l e f r o m e v e r y demographic represented in this town. What is your #1 goal while in office? To be a part of moving Payson forward and bringing the best ideas and plans to fruition from all sources. What would you do differently than current officials? I would not be disparaging past councils, leaders and volunteers on committees for their work and service to this town. I would focus my energy on moving forward, not spending precious resources on past accomplishments and efforts of previous councils. Do you see the benefit in the Town being a part of the SLE? Short answer, yes. The SLE provides the town ownership and entitlement to tax revenue from whatever entity is on the property, without any financial contribution or liability. As I understand the complex arrangement, if the town pulls out of the SLE, all tax revenue would go to the state instead of the town. While the MHA controls the list of who the town can pick from to be on the board, it seems to me the town can do a good job of vetting the list to assure those who serve on the SLE understand they are representing the town, and serving the town's best interests in their role on the SLE. I believe there are many individuals who would be satisfactory to both the MHA and the Town of Payson to serve on the SLE

Common ₵ents ISSUE 17 June 26, 2020board. Payson sells water to the county clubs at a loss to the town for 50 years, what would you do about it? I was not aware the town is selling the water for less then it costs to deliver it. Certainly, if we are operating at a loss every year, I would make every effort to restructure contracts and assure Payson is protected from rate hikes or other infringement on our supply, and to make sure we are profiting from any water we are selling. Do you want Payson to grow? Yes If so, how and where do you think growing would most benefit Payson? Growth in all demographics is critical, and high speed, redundant internet is crucial to attract the work force of the future. If you could see the future, what would Payson be like in 5 years? My hope would be a town that has planned well for the future despite a crippling pandemic. A town that has built on successes of the past, including a comfortable water supply, clean air and taking care of the homeless. A town that came together and rallied around projects like a world class trail system (PATS), a linear park (American Gulch) as an anchor for a revitalized Main St. A town that found a way to attract and retain working families through affordable housing and first class internet service. What is our responsibi l i ty for community sustainability in Payson? For a community that is serious about sustainability, town leadership should provide opportunity for all individuals to participate in, and influence decisions that affect all of us. Accomplishing this by providing an environment of respect for diverse viewpoints, beliefs and values. Would you support more regulation or more enforcement? Not sure these are mutually exclusive. I suspect better enforcement in some areas would decrease the need for further regulation, but some areas might need better regulation. Would you support partnerships with state and federal agencies, or local town and county collaborations? Again, not an either/or proposition in my assessment. I would not rule out

partnership with any entity if it made sense for our town. So, I would support federal, state, county and town partnerships and collaborations in trying to improve Payson. Are we doing enough clean energy production, green building, or promoting ecotourism in Payson? No. Wo u l d y o u s u p p o r t m o re s m a l l businesses or more chain franchises? Both, if they make sense for Payson. Would you support better education or more education? I support better education, and more education. I believe we all need as much education as we can get. Do you think there should be an ethics committee to govern Town employees and officials and hold them accountable for their actions? I would certainly entertain the idea if the current ethics policies are not effective, and it can be shown that forming a committee would improve on our current system.

Israel was the chosen people of God until God sent His one and only Son, Jesus Christ, to make salvation through faith available to the whole world. “For God so loved the world that he gave his only begotten son that whoever believes in him will not perish, but have eternal life. For God did not send his Son into the world to condemn the world, but to save the world through him ” (John 3:16-17 NIV)

How to Become a Child of God Since the fall of man with Adam and Eve, we have earned the penalty of d e a t h t h r o u g h o u r s i n a n d disobedience; God’s law requires the payment of the penalty; God’s love paid it! Jesus, the divine Son of God was born for this purpose. “Yet to all who did receive him, to those who believed in his name, he gave the r i g h t t o b e c o m e c h i l d r e n o f God…..children born not of natural decent, nor of human decision or a husband’s will, but born of God.” (John 1:12-13 NIV) We must turn away from sin, confess our need of forgiveness, and call upon

the Lord to save us. Our prayer can be simple, but it must be honest: “Lord Jesus, I’m truly sorry for all my sins and I ask you to forgive me. Thank you for taking the punishment for my sins by dying in my place. I gladly receive you now as my Savior. Amen.” God calls this act of receiving Christ and His eternal life being “born again.” “Very truly I tell you, no one can see the kingdom of God unless they are born again.” (John 3:3 NIV) Therefore, we become citizens of a New Kingdom as the Bible teaches us when we receive Christ as Savior and Lord and are born again by God’s Spirit. “For He has rescued us out of the darkness and gloom of Satan’s kingdom and brought us into the kingdom of his dear Son, who bought our freedom with his blood and forgives us all our sins.” (Colossians 1:13,14 LB) Jesus intends for his children to obey, grow, learn, stretch and continually be filled with the Holy Spirit to become agents for His Kingdom. The Kingdom…..Now Many people are glued to the news night after night listening to how many more people are becoming greedy, cruel, revolting and mocking Jesus as every opportunity. I just say, “Lord-Do something quick! “ Come and establish your kingdom.

But then scripture tells us about God’s kingdom. “ For the kingdom of God is not eating and drinking, but righteousness and peace and joy in the Holy Spirit.” (Romans 14:17 NKJV) There is a far more immediate aspect of God’s kingdom which is the kingdom established within us and through us on the earth….now! Jesus said, “ I must proclaim the good news of the kingdom of God to the other towns also, because that is why I was sent” (Luke 4:43 NIV) Jesus sent his disciples to perform the same ministry as His own. He told them: “ As you go , proclaim the message: “ the kingdom of heaven has come near.” Heal the sick, raise the dead, cleanse those who have leprosy, drive out demons. Freely you have received; freely give.” (Matthew 10:7-8 NIV) The Kingdom of God becomes established in us when the will of God becomes the ruling force in our lives, so that we are no longer ruled by our old sinful nature or by the devil. This is God’s Kingdom in action. Praise be to God forever and ever.

I just read the website “toxictom” and I was just amazed by the authors liberalism and “cronyism” that has plagued thisTown of Payson for years . As a re t i red law enforcement officer with 30 years of experience, Republican nominee for Sheriff in 2004 and former School Board member, I have witnessed the “good oleboy” mentality first hand. They are afraid of change and losing power. Let’s face it the Barbara Underwoods (goofy Barbara) and her entourage which includes Scott Nossek and most likely the Mayor Candidate, Jennifer Smith will keep the Town under the “good ole boy” form of government. I hope you the people of Payson are tired of the same people year after year control l ing our local government. I have worked with Tom Morrissey when I was a Detective Division Commander when he was the number two man in the United States Marshals Service for the District of Arizona. Believe me in a time of crises I want him as my Mayor, he has been there and done that numerous times. As for the editor of “toxictom” who accused him of creating hysteria when BLM was threatening to protest in Payson. Well “knucklehead” the residents of Payson will not allow anyone to riot or destroy property in our town. Continued…

PROPERTY ACCESS: • Address numbers must be visible to responding emergency

service personnel from the roadway. • Roadways more than 150' long must have fuel breaks 10'

wide on each edge of the roadway. • Overhanging obstructions must be cleared to 13'6" above

the roadway.

ZONE 1: Immediate Zone - Start at the house out to 5 feet: • Clean roofs and gutters of dead leaves, debris and pine

needles that could catch embers, • Repair any loose or missing shingles or roof tiles to prevent

ember penetration. •  Install 1/8 inch metal mesh screening on vents to keep

embers out. • Insure an approved chimney cap is installed to reduce

embers, • Trim branches away from chimneys at least 10 feet. • Move any flammable material away from wall exteriors. Stack

firewood outside the Immediate Zone. • Remove anything flammable stored underneath decks or

porches.

ZONE 2:*. Intermediate Zone - From 5 feet to 30 feet from the house - or to the property line, whichever is less

• Clear vegetation 10 feet from stationary propane tanks. • Keep lawns and native grasses mowed to a height of four

inches or less. • Remove ladder fuels (vegetation under trees). Prune trees up

to six feet from the ground. • For trees shorter than 18 feet tall, trim above the ground to

1/3 of the overall tree height. • Space trees to have approximately 10 feet between crowns

or approximately 40 trees per Vz acre. • Tree placement planned so the mature canopy is at least 10

feet from the edge of the structure. • Trees and shrubs in this zone should be limited to clusters

breaking up the continuity of the vegetation across the landscape.

ZONE 3:* Extended Zone - From 30 feet to 100 feet - or to the property line, whichever is less:

• Dispose of heavy accumulations of ground litter/debris. • Keep lawns and native grasses mowed to a height of four

inches or less. • Remove dead plant and tree material. • Remove small conifers growing between mature trees. • Remove vegetation adjacent to storage sheds or other

outbuildings within this area. • Trees 30 to 100 feet from the home should have separation

between the canopy tops.

*A tree removal permit may be required (Payson Code of Ordinances Title XV Ch. 153). "Reference the "native and low water" plant list from the Town of Payson Water Department *Free brush pits and burn permits are available to dispose of yard waste.

Arizona is extremely prone to wild fires and is one of the most active fire zones in North America. Fires can start directly by lightening, or other ignition sources, or indirectly by embers from nearby fires. Wind blown embers can travel miles landing and igniting buildings or other combustibles near your horses. Before a fire breaks out consider the following suggestions.

Minimize Risk: Advance planning can greatly reduce risk.

Create Defensible Space: Using the 1-2-3 Zone Guidelines.

Add Buffers and Firebreaks: Create 30’ to 50’ Buffer Zones around Hay Barns and Structures.

Structures and Fencing: Metal Roofs and Wire Fencing over Synthetic Materials.

Reduce Fuels: Keep wood piles away from structures, mow tall weeds and grass, landscape with plants that have high moisture content and low oil or resin content, and ground covers that are drought resistant.

Remove all Synthetics from horses: Use leather or cotton halters and leads. Windblown embers from fires can melt nylon halters, fly masks, and synthetic blankets and sheets.

Evacuation Planning: The time to plan for an evacuation order is now. Not when the fire is approaching and you have been given “Go” orders. Find out ahead of time where you plan on taking your livestock in the event of a fire from each direction and list your destinations for each case scenario.

Transporting Horses: Decide in advance which horses you will transport and make sure they are suitably trained for transport. If you do not have trailer space for all your horses make arrangements now for additional transportation if needed.

Temporary Holding Areas: Pre-determine possible locations to take your horses to should an evacuation occur. A friends Property safely away from the fire. A Stockyard or Sales Yard, Show Grounds, Fairgrounds, Large Park, or Racetrack.

Fire-safe Areas at Home: If you are unable to transport your animals for some reason, the best chances they will have is to create a fire safe area on your property. Put water and feed in the center of the space you have created in metal (non-

flammable) containers. The fire safe area should be as large as possible and have fire proof fencing. Possibilities include a large dry turnout, an overgrazed field, or a sand arena.

How to respond safely to a barn fire • Immediately call 911 or your local emergency services.

• Do not enter the barn if it is already engulfed in flames.

• If it is safe for you to enter the barn, evacuate animals one at a time, starting with the most accessible ones.

• Never let animals loose in an area where they are able to return to the barn.

• Put a halter and lead rope on each horse when you open the stall door. Be aware that horses tend to run back into burning barns out of fear and confusion.

• Blindfold horses only if absolutely necessary. Many horses will balk at a blindfold, making evacuation more difficult and time consuming.

• Move them to paddocks close enough to reach quickly but far enough from the barn that they won't be affected by the fire and smoke.

• Be sure to have all your horses checked by a veterinarian after the fire. Smoke inhalation can cause serious lung damage and respiratory complications. Horses are prone to stress and may experience colic after a fire.

How to prevent barn fires Most barn fires are preventable, and too often they result from negligence or apathy toward fire prevention.

• Prohibit smoking in or around the barn. A discarded cigarette can ignite dry bedding or hay in seconds.

• Avoid parking tractors and vehicles in or near the barn. Engine heat and backfires can spark a flame.

• Store other machinery and flammable materials outside the barn.

• Inspect electrical systems regularly and immediately correct any problems. Rodents can chew on electrical wiring and cause damage that quickly becomes a fire hazard.

• Keep appliances to a minimum in the barn. Use stall fans, space heaters and radios only when someone is in the barn.

• Be sure hay is dry before storing it. Hay that is too moist may spontaneously combust. Store hay outside the barn in a dry, covered area when possible.

• If you use heat lamps or other electrical machinery, make sure the wiring is safe and that any heat source is clear of flammable debris.

• Label hazardous materials and place them all in the same safe area. Provide local fire and rescue and emergency management authorities with information about the location of any hazardous materials on your property.

• Remove trash, debris and wood piles from structure. ★ ★ ★ ★ ★
