End of an EraThe saddest task in preparing thisissue of Teifed was having to write anO b i t u a r y t o i t h e l a t e J u d g eJoseph Herbstein

Synonymous with the Fed, "the Judge",as he was affectionately called by all whoknew him, though slight in stature, was agiant on the Jewish scene both in SouthAfrica and in Israel, to the very last daysof his life. The loss to both communitiesi s i m m e a s u r a b l e .

Born in South Africa eighty-six yearsago. Joseph Herbstein devoted his life tot w o l o v e s , Z i o n i s m a n d t h e l a w, H estudied law at Cape Town University,becoming King's Counsel in 1939. andwas the first Jew to be raised to the Benchin the Cape Division. At the same timethat he was making his indelible mark onthe legal life of the Cape Province, he wascontinuously active in South Africa'sZionist Movement. He started byfounding the first Student Z ionis tSociety in South Africa and completedhis activities there as Honorary Presidento f Cape Town 's p r inc ipa l Z ion is torganisation and by holding importanto f fi c e i n t h e N a t i o n a l Z i o n i s tF e d e r a t i o n .

Immediately upon his retirement fromthe Bench and true to his convictions, theJudge immigrated to Israel and enteredthe life on the Israel side of the SouthAfrican Zionist Federation with an evenrenewed zeal. He soon became Chairmanof the Executive in Tel-Aviv and the largecommunity of South Africans in Israelresponded with renewed vigour to hisirresistable lead. No-one could say "no"to the Judge.

At the heart of his concerns was always adeep interest in education and his belieft ha t ou r ch i l d ren a re ou r f u t u re . Heinitiated the unique SAZF Bursaries &

Scholarships Committee in Israel, usinghis vast knowledge of law and the Jews inSouth Africa to ensure their continuouscontributions. He gave his time andstrength unstintingly to help Jews inIsrael, from all over, not only formerSouth Africans, and was responsible forinaugurating and heading the work ofthe Special Assistance Fund at the SAZFfor over twenty years. He was also aPatron of the South African TechnionSociety, served with distinction as aGovernor of both the Technion and theHebrew University, being made anHonorary Fellow in January, this year.Joseph Herbstein devoted his life to thecause of justice, the dignity of man andthe needs of the Jewish people.Independent, innovative and alwaysoutspoken, and emanating a warmththat made him loved by everybody, hispassing will leave a void in all ourh e a r t s . Other countries have Arches of Triumph andVictory. At Tel Hai, on the northern tip ofIsrael, almost a stone's throw from the borderwith Lebanon, David Fine's impressivem o n u m e n t o f G a l i l e e B a s a l t r o c k s e a c h

weighing over ten tbns, overlooking KiryatShmonah and on the road to the Good Fence,

symbolizes the historical connection with itsnorthern neighbours and the hope for peace.

Tel Hai became part of Jewish History as thesite where Joseph Trumpeldor fell "for thesakeof his people" in 1928. In recent years themonument to Trumpeldor has seen a new typeof activity take place around it with theconception, execution and institution of Tel Hai80, a completely new form of Art Festival thatwon immediate international artistic actaim asthe most important event in art to come out ofIsrael . Supported by the twenty sevenkibbutzim in Upper Galilee, Tel Hai 80 gave theleading sculptors and artists of Israel, Europeand America the Galilee Landscape as theirmuseum, and they in turn used the rocks, treesand earth as their materials in exhibiting thebond between man and his land.

This year, between 31st August and 3rdSeptember, Tel Hai 83 will bring together artistssuch as Kadishman. Buky Shwariz, MichaUlman. Dani Karavan, Yechiel Shemi, ZionaShimshi, among others from Israel and abroadto participate in what is easier to describe as an"art happening" as opposed to an exhibition.One of the prime movers of Tel Hai 83 is formerSouth African and founder of Kibbutz MaayanBaruch. Sculptor David Fine, who's arch ofpeace will be revealed rather than unveiled, tothe public, during the Festival.

Environmental sculpture will continue to formthe basis of the events taking place during theFestival, as well as other original forms givingexpress ion to the t ies between man an h isnatural surroundings including performancesby music and dance groups. Artists will be onhand to explain their work and there will bescreenings of artistic films and other artistice v e n t s .

Tel Hai 83 will be open to the public and promises to be an unforgettable experience forthose who take part, artists and spectators alike.

David Fine — Kibbutznik, sculptor, artist andteacher at the Tel Hai Art Institute — began hiscareer sculpting figures of Herzl out of soap as a

boy in Johannesburg. Today he expresses his loveof Israel and love of art in figures of Galilee basaltr o c k . □

U n l i k e t h e o t h e r B i b l i c a l f e s t i v a l s , R o s hHashana and Yom Kippur do not commemorate any historical events. They are days ofreckoning, not in the material but in thespiritual sphere. The same principles, however,apply to both. We are enjoined to make ourspiritual Balance Sheet of the past year, takingespecially into account the debit side, asking forforgiveness, and what is more important,resolving that in the coming year the creditbalance will be larger. This applies both to theindividual as to the world as a whole, with therealization that the moral state of the world isbut the sum total of that of the individuals whomake it up.

B e t w e e n t h e s e t w o , h o w e v e r, t h e r e i s a nintermediate state, as in our liturgy, "concerning the different States in the world it shall bedecided which is for war and which for peace,

which for hunger and which for plenty".

F o r t h o s e o f u s w h o h a v e w i t n e s s e d t h e

emergence of the independent State of Israel,a n d w h o h a v e b e c o m e c i t i z e n s o f i t , t h e

Medinah which is uppermost in our thoughtsand prayers is, of course. Medinat Israel, andw i t h i t t h e s a m e r e a l i z a t i o n t h a t t h e m o r a l a n d

ethical standing of the State is determined bythose members who cons t i t u te i t . Thus I wan t to

direct our thoughts to what has occured in the

year which has come to a close. Has it been ayear of spiritual advance or retreat, of Aliyah orYe r i d a h ?

On the second day of Rosh Hashana we read ofthe supreme act of faith on the part of thePatriarch Abraham, in unquestioningly andunhesitatingly obeying the Divine behest tosacrifice his one and only son. The Bible tell ushowever that it was only on the third day that hereached the place where the fell act was to takeplace. The famous Kolzer Rebbe gives afascinating explanation of the importance ofthat delay. It is comparatively easy, hecommented, to succumb to the initial burst ofenthusiasm in reponse to an emotional appeal.As time passes, however, the enthusiasm tendsto wane and one's resolution to live up to theideals which prompted us to take the first steprelaxes with the passage of time.

It is from that point of view that I wish toconsider not the year which lies ahead, but thatw h i c h h a s j u s t c o m e t o a n e n d . H a s t h eenthusiasm, the noble idealism which laybehind our resolve to identify ourselves withM e d i n a t I s r a e l b e e n m a i n t a i n e d a t t h e l e v e l o f

the first step, when we "rose up early in themorning" like Abraham, in response to it,remained unimpaired, or has it been waning areatreat to less worthy ideals?

Alas, there are only too many evident signs ofthe la t te r. The love and the fa i th wh ich was ours

in previous years are less evident when the"third day" dawns. It is my earnest hope and

prayer that the Jewish Year 5744 will be one ofpeace and prosperity for the Medina with whichwe have lied our fortunes in love. It is not byprayer, however, that this will be fulfilled, butby action, by the determination of every one ofus to add his contr ibut ion to make Israel a

better place to live in — a reality which can onlybe realised if every one of us will highly resolveto become a better citizen. A Shana Tova to youa l l . □

How canyou be indifferent when you see a young soldieron a bus whisper to the driver that he doesn'thave the fare, and a little old lady gets up andspontaneously collects a few hundred shekelsfrom all the passengers to press into hisunwilling hand?Israel must be the craziest country in the world.A country where the State is practicallypenniless, yet keeps an overload of Ministerswho refuse to cut back; whose Torah states

explicity that Jews are forbidden to deal inusury yet whose banks charge the highesti n t e r e s t r a t e s i n t h e w o r l d a n d w h e r e t h e e v e r -

richer residents are hooked on gambling in theStock Market whi le they gather together on

Friday nights complaining how hard it is tom a k e e n d s m e e t .

Israelis must be the craziest people in the worldto live here. My sister in England, my cousin inSouth Africa, my friends in the U.S., all have

their problems. Such as where to go on holidaynext year? Israel is far from being at the top oftheir vacation list. It's too expensive, they say.And one can't deny the service in Florida ismuch better than in Netanya. And if they don'tc e l e b r a t e S h a v u o t a n d S u c c o t a n d e a t b r e a d o n

Pesach, they have TWO Seder nights, and lightcandles every Friday. And if it's tax deductable

they'll donate to Israel. But not so much asbefore — after all, they ask, how many cars doeseach Israeli family need? And if their kids dointer-marry, well, so long as its to a nicep e r s o n . . .

As one of the crazies who wouldn't exchangethe excitement of tuning into the 7.00 o'clocknews in the morning to find out the new price ofbread, eggs and petrol for the utter boredom ofbeing able to balance one's budget for at leastsix months in advance; yet who is still naivelyoptimistic enough to hope that a smiling"Shalom" may change a snarling clerk into ahelpful civil servant, I have only one thing to sayto ai l my fel low crazies. . . SHANA TOVA TOYOU ALL. May the ominously soundingTashmad turn into a year that confounds ourenemies, destroys our doubts and crushes ourcritics, and brings us Peace on our borders, ono u r r o a d s a n d i n o u r h e a r t s . □

The Joys of ViewingI am a television addict. Some people arehooked on alcohol, some on hashish, some on

money-making, some on power. I am a slave toa 26 i nch sc reen .

I can, however, still distinguish between oneprogramme and another, and I have very strongpreferences. I prefer fiction: comedies, thrillers,serials, dramas and,old films, to Judaism, theIngathering, discussions, documentaries andpop music. But I will view anything andeverything. If pushed to the wall, I will watchchildren's programmes, Educational T.V.,Arabic films and even, if my reception ofJordan's Channel Six is too bad, discussionf o r u m s .

My affliction exposes me to the contempt of myc u l t u r a l b e t t e r s w h o s n e e r a t t h e i d i o t b o x a n d

can spend an entire evening in conversation!They may be right. There is a considerablea m o u n t o f e v i d e n c e t h a t s o m e T V s h o w s a r e

produced by 14 year old cretins for 10 year oldmorons. But there is a lot of snobbery in thescorn for television. Nowadays the snobs ared o w n o n c o l o u r T . V . B l a c k a n d w h i t e h a s

become the cherished art form. Prior to colour,

only cinema was art. Before that Hollywoodwas the vulgarian, the stage a cultural must. Intheir time, theatre, ballet, opera and novels havea l l been he ld up t o r i d i cu l e because t heyentertain the hoi polloi.

There is nothing intrinsically wrong with anymedium for providing entertainment. It is whatis presented that should excite our admirationor fury. I have seen many a stage play on as lowa level as Dallas; I have read many a novel asstupid as Peyton Place.

Snobbery was largely responsible for the delayin introducing television into Israel. TheLabour Zionists, who ran the country in theforties, fifties and sixties, had clear ideas as to

what constituted Culture: painting, music,dancing the Hora, plays with a message and,best of all, discussions that went on into thesmall hours of the morning. Silting supine in anarmchair, eyes glued to a small screen— this was clearly opiate for the masses. DavidBen-Gurion saw a TV film when he was in En

gland, and, like Queen Victoria, declared: "Weare not amused." So the fiat went forth: no TVf o r I s r a e l i s .

Orthodox politicians, determined to turn Israelinto God's own country according to Halacha,also res is ted the invasion of te lev is ion. Yet

despite the opposition of puritans, three thingssaved us. One was the fact that enterprisingpioneers discovered we could get our T.V. needssupplied by Jordan, Lebanon and Egypt. Thesecond was the Rothschilds' decision to provideI s r a e l w i t h E d u c a t i o n a l Te l e v i s i o n w i t h £ 6million of their own money. This was an offereven B-G could not refuse. And last, but not

least, we won the Six Days War. Havingdominated Middle Eastern air-space in a matterof hours, we now had to conquer the air wavest o o .

Thus Israel Television was created, primarily tosupply propaganda to the Arabs around us. Atthe same time, ITV threw us Jews a few crumbst o o . B u t w e w a n t e d m o r e . T h e G o v e r n m e n t

fought back valiantly to prevent us enjoyingourselves. When they saw this was a losingbattle, they issued a charter which defines the

Broadcasting Authority as:"A State service of overal l educative contentand purpose" providing "educational programmes, entertainment, and political, socialand economic, cul tural , art ist ic and scient ificinformation. The aim is to reflect with fairnessa n d a u t h e n t i c i t y, t h e l i f e o f t h e S t a t e , i t s

Nahariya. Coming to the end of her secondterm of public work, Rosalyn Minster is anexample of all that is best in the South Africancontribution to raising the standards of thequality of life in Israel.Ros was 19 when she came on Aliyah, a yeara f t e r h e r h u s b a n d - t o - b e , P h i l M i n s t e r, h a dcome with a South African Mahal Group. Ros,from Krugersdoorp and Phil from Durban wereboth members of the Habonim South Afr icana n d A u s t r a l i a n G a r i n t h a t w e n t t o K i b b u t zYizreel in 1957, and they married later thatsame year. They had to return to South Africain 1959 when Ros's father died and it was only in1963 that they were able to return to Israel. Bythen their original Garin had disbanded and thelure of Kibbutz life had waned, so they triedtheir luck in several parts of Israel until, in 1966,with Phil working for Tambour in Acre, theyfinally settled in Nahariya.

Why Nahariya? "Because", smiles Ros,"Before we went to Kibbutz Yizreel we had twoweeks' leave to see the country, which we didfrom Dan down to Eilat and the place thatreally appealed to us most was Nahariya. Atthat time we never thought we'd ever leave theKibbutz, but as things turned out, here we are."Ros had trained as a Nursery School Teacher,but she spent her first ten years in Nahariyabringing up her three children — Yarden, now21 and studying Economics at Haifa University.

against these projects and found so much grassroots support that they were persuaded to runas a non-poli t ical l ist for the MunicipalElections in 1973. To their surprise they won 5out of the 15 seats on the Council, and Rosfound herself catapulted into public life.

She became a member of the Town PlanningCommit tee, the Execut ive and the F inancia lComiitee, all key positions from which shecould help to steer the Municipality away fromthe projects she had previously lobbied againstand towards development and expansion toenhance Nahariya's quality of life. She becamem o r e a n d m o r e i n v o l v e d i n t h e w o r k o f t h e

The two-legged game they were aiming for werethe Jewish and general communities. Theyattracted over 7,800 people in fifty-five differentvenues, all in the short space of six weeks. Thename of the game was to bring an InformationPackage on Israel, not only to the largecommunit ies, but to the wild out-back wherethere are few, if any, Jews left today. Based onCaravan Routes already plied successfully inthe U.S., Britain and Europe, the South Africanm o d e l c o l l e c t e d h e a d l i n e s w h e r e v e r i t w e n t .

Founded as a private farming settlement beforethe Second World War by well-to-do Germanimmigrants, Nahariya is known in Israel as the"Yekke" resort. Although demographically nolonger the majority, the mark the foundingfathers left on the town, with its wide tree-lined

avenues, parks and gardens, side-walk cafes andcleanliness, still gives what is now a modernindustrial town, the cosmopolitan charm of asleepy European resort. With its Germanbackground, i t is hardly surprising thatNahariya's two twin cities are Bilefeld andBerlin Tempelhof, both in West Germany, withwhom there are close ties and youth exchanges

every year, as there are with Darmstadt andPadcrborn. Rosalyn herself vets the Nahariyanyoungsters who go abroad as their town'sAmbassadors and says that the criteria to beaccepted are strict, with a knowledge of Englisha must. With her South African backgroundand her deep involvement in tourism.
