• Archives

• Pre-1994 there were archives repositories in the four former ‘white’ provinces

• Very little capacity in the former homelands (only KwaZulu and Transkei had noteworthy facilities)

• Now there are nine provinces – six without archival capacity

Constitutional Problems

• Libraries:• Pre-1994 public/community libraries were

funded and operated in partnership between the former provinces and local authorities

• Libraries not mentioned in section (b) of schedule 5 meaning that local authorities no longer have responsibility for library services
