Custodial history: The “Rosenberg Files” were originally assembled by the International Military Tribunal at Nuremberg from the archives of the organizations Rosenberg had headed in preparation for the Trial of Major War Criminals. Those documents considered important for the purposes of the trial were selected from the collection, but the remainder was not accessioned into the archives of the Nuremberg Tribunal. Following the trial, the CDJC was authorized to select those materials relevant to its work from the remainder. These thousands of documents, most of them not included the official collections of the tribunal, formed the basis of the Rosenberg Collection of the CDJC. In 1956, all or part of the CDJC’s Rosenberg Collection was filmed for Yad Vashem. In 1998, a microfilm reproduction of all or part of the CDJC’s copies of the Yad Vashem film was made for USHMM which accessioned them in several parts with this being the largest. Biographical note and administrative history Alfred Rosenberg was a prominent figure in the Third Reich who held a variety of party and government positions. He was particularly known for his contributions to Nazi ideology, most notably in his 1930 work Der Mythus des 20. Jahrhunderts (The Myth of the 20th Century). Accordingly, most of his positions related to ideological work as one of the party’s Reichsleiter, although after 1941 he also held a formal, government, post, as Reichsminister of the occupied eastern territories. VB (1923‐1938) One of Rosenberg’s first major positions was as editor of the main organ of the Nazi Party, the Völkischer Beobachter (VB). A post he held from 1923 to 1938. This was also the period during which most of his writings were published. His work on the VB put him in connection with its publisher, the Franz‐Eher‐Verlag. The official publisher of the NSDAP, it published Rosenberg’s books directly and through subsidiaries. KfdK (1928‐1937) In 1928 Rosenberg also became leader of the Kampfbund für deutsche Kultur (KfdK). Initially called the Nationalsozialistische Gesellschaft für deutsche Kultur (NGDK), it was dedicated to purging German culture and society of Jewish influence. In 1934 the KfdK merged with the Deutschen Bühne (German Stage) to become the Nationalsozialistischen Kulturgemeinde (NSKG). Rosenberg’s involvement with the organization largely ended in July 1937 when it was incorporated into Kraft durch Freude (KdF) under Robert Ley’s Deutschen Arbeitsfront (DAF). Ley’s position as Reichsorganisationsleiter der NSDAP (Reich Organization Leader) gave him some authority over all party organizations, including Rosenberg’s. APA (1933‐1943) In 1933 Rosenberg was also chosen to head the Außenpolitisches Amt der NSDAP (APA), the party’s foreign policy office. An organization operating parallel to the Foreign Office, the APA worked to develop political and economic influence and promote anti‐Semitism in foreign countries. Of particular importance to Rosenberg were the “Nordic” countries (Britain and Scandinavia). The war rendered much of this activity moot; even as Rosenberg became preoccupied with other things. Around the time of Rosenberg’s appointment as a minister in early 1941, the APA’s personnel and operations began to be shifted to the ministry and other organizations under his control, paving the way for the dissolution of the APA in 1943. DBFU (1934‐1945) In 1934 Rosenberg was named Beauftragter des Führers für die Überwachung der gesamten geistigen und weltanschaulichen Schulung und Erziehung der NSDAP (Representative of the Fuhrer for the supervision of the entire spiritual and ideological training and education of the NSDAP) leading to the establishment of the Dienststelle des Beauftragten des Führers für die Überwachung der gesamten geistigen und weltanschaulichen Schulung und Erziehung der NSDAP (DBFU).



The contemporary shorthand was DBFU‐Dienststelle or simply Amt Rosenberg, which in post‐war historiography has also been used more loosely to include the previously mentioned organizations as well, although historians tend to exclude Rosenberg’s ministry from that category. Although functionally disparate in theory, in practice personnel employed in one organization were often sent to another or even simultaneously employed in two of them. The DBFU produced ideological educational materials, organized conferences, supported German culture, and promoted the publication of ideologically appropriate works. It also published a number of periodicals including the Nationalsozialistische Monatshefte, Die Kunst im Dritten Reich, Die Bücherkunde, Die Musik, and Germanenerbe, as well as the Weltkampf and later also the Weltdienst. HS (1939‐1945) In 1939, Hitler approved the establishment of the Hohe Schule der NSDAP (HS). The “High School,” sometimes translated as “Advanced School” to denote its intended role as a form of tertiary education rather than secondary education as the other term implies in American usage, was to serve as a party university to educate its future leaders and host research institutes in ideologically important areas. Rosenberg had primary responsibility for the educational and research tasks of the HS, although Robert Ley and Franz Xaver Schwartz (Reich Treasurer of the NSDAP) were also actively involved. This network of schools was not to be fully implemented until after the war, but extensive preparations were made and some of the planned research institutes were ultimately created. The most prominent of these was the Institut zur Erforschung der Judenfrage (Institute for Research on the Jewish Question), which was created in the city of Frankfurt along with what was to be the Central Library of the Hohe Schule. The institute opened in March 1941 as an official branch of the HS, the library already filling with material about Jews and other groups seized from the occupied territories in addition to the pre‐existing collections in Frankfurt am Main. In addition to the library, The Institute held international conferences and published Der Weltkampf as a “scientific” journal on the Jewish Question. It was also placed in control of the Welt‐Dienst (World‐Service/Service‐Mondiale), a more low‐brow anti‐Semitic publication that had been wrested from Ulrich Fleischhauer in 1938 and was eventually printed in over a dozen languages. It had initially been assigned to the APA, but was shifted to The Institute after its founding. ERR (1940‐1945) In the summer of 1940 the Einsatzstab Reichsleiter Rosenberg (ERR) was established to safeguard (i.e. seize) Jewish owned cultural treasures in the occupied territories as well as libraries and archives relating to Jews, Freemasons, and churches for the library of the Hohe Schule. Operating initially in the West, and particularly France, the ERR was expanded to operate to a lesser extent in the Balkans and the Soviet Union as Germany occupied new territories. At first managed under the auspices of the APA through Georg Ebert in France, around the time of the creation of The Institute the ERR was placed under the control of the HS under Gerhard Utikal in Berlin.



The ERR operated in cooperation with the Wehrmacht as well as the SD, which was permitted to make selections from the seized records for its own use. Artistic treasures were also a matter of contention, particularly with Hermann Goering. In early 1942 planning began for what became known as Möbel‐Aktion (furniture action). M‐Aktion entailed the seizure of all “abandoned” movable Jewish property belonging to Jews who had fled, been arrested, or been deported. “Möbel” was interpreted more broadly than the English “furniture” might suggest, including even minor furnishings like towels and musical instruments like pianos. The purpose of the seizures was initially to provide furnishings for the occupied eastern territories (over which Rosenberg had, not coincidentally, recently become minister), but as the first shipments were being made there in the spring of 1942 the RAF began undertaking major air raids. In response, M‐Aktion was redirected from furnishing the occupied eastern territories to replacing furniture in bomb‐damaged areas of Germany. This remained its primary purpose for the remainder of the war. Administratively, the Einsatzstab was divided into individual Sonderstäbe by area of specialization, although it had a central office in Berlin. RMfdbO (1941‐1945) In April 1941 as part of the planning for the upcoming invasion of the Soviet Union, Rosenberg was named Beauftragter für die zentrale Bearbeitung der Fragen des osteuropäischen Raumes (Representative for the Central Processing of Questions of Eastern European Space). After the invasion, that position was clarified in July by the new title Reichsminister für die besetzten Ostgebiete (Reichsminister for the Occupied Eastern Territories). This put Rosenberg in charge of the German civil administration in the occupied Soviet Union. Despite the name, “the occupied eastern territories” included neither Poland, nor regions near the front administered by the military. The administrative structure of the RMfdbO was a hierarchy based on territory, with the largest unit being the Reichskommissariat.

Rosenberg’s ministry enjoyed extensive authority in theory, but between the roles of Goering in economic matters and Himmler in security and racial policy it was actually highly constrained. Thus in practice Rosenberg struggled to exercise control, especially over Erich Koch in the Ukraine. This was only compounded by Rosenberg’s advocacy of protectorates and other measures to promote collaboration in preference to the more blatant economic exploitation preferred by Hitler and other leaders, who only moved towards Rosenberg’s position in the later stages of the war. Scope and content of collection

Series A: Letters and Correspondence with Private Individuals (4 parts, 8 nos.)

Many of the letters denounce individuals as being of Jewish ancestry, but others lobby on behalf of

particular people or policies.

Series B: Rosenberg's Writings and Publications (11 parts, 61 nos.)

This series covers correspondence about Rosenberg’s books, the possibility of updating them with new

editions, and related royalties as well as Rosenberg’s correspondence about periodicals edited by him

and his subordinates or published by his organizations.

Some publications were not classified wholly by this series, as records of some publications of the Hohe

Schule and DBFU are filed under those organizations. Thus while the VB was assigned to Series B, there

is material on Weltkampf in Series P and Welt‐Dienst in Series’ F and O (the latter because of the

circumstances of its acquisition).

Series C: Rosenberg’s Speeches, Interviews, and Propaganda (5 parts, 8 nos.)

Series E: Jewish Emigration and Jews in Music (2 parts, 13 nos.)

Series F: The DBFU, the Hohe Schule and the ERR (10 parts, 64 nos.)

This series involves the DBFU and contains substantial information on the activities of the Hohe Schule

and the Institute for Research on the Jewish Question, particularly the latter’s involvement with the ERR.

Series G: Correspondence of Herbert Gerigk (Amt Musik) (1 part, 4 nos.)

This series contains documents on music policy, primarily letters, which were not filed elsewhere.

Gerigk headed Amt Music in the DBFU, overseeing its publications on the subject as well as leading

Sonderstab Musik in the ERR.



Most of the abundant material on Gerigk’s work is filed under series’ M, S, P, F, and E.

Series J: Deputy Führer (Rudolf Hess and Martin Bormann) (10 parts, 64 nos.)

This series covers memoranda from and correspondence with the Stellvertreter des Führers (Deputy

Fuhrer) Rudolf Hess and his private secretary and chief of staff Martin Bormann.

These chiefly involve anti‐Jewish and anti‐church measures, although they also discuss the planning of

the Hohe Schule and the resolution of organizational conflicts.

Series K: Private Letters and Correspondence with Officials (6 parts, 24 nos.)

These letters deal primarily with the management of the DBFU and the APA, but a few address other

areas under Rosenberg’s purview.

Series L: Party Chancellery (Martin Bormann) (5 parts, 26 nos.)

This series covers memoranda from and correspondence with the Parteikanzlei (Party Chancellery)

under Martin Bormann, which replaced the position of Deputy Fuhrer after Hess’ flight. It also covers

the years when Bormann served as Hitler’s private secretary.

It covers the same main subjects as Series J, primarily anti‐Jewish measures and church policy but also

some information on the oversight of the Hohe Schule and its institutes.

Series M: Organizations for the Purification of German Kultur (5 parts, 21 nos.)

Most of this series concerns the work of Amt Musik and Sonderstab Musik, but it also holds the most

detailed information on the KfdK, its predecessor, and its successors.

Series O: Reichsorganizationsleiter (Robert Ley) (15 parts, 58 nos.)

This series contains mainly the correspondence of Ley, who oversaw Nazi party organizations.

The largest portion consists of correspondence with party treasurer Schwartz, chiefly concerning the

Hohe Schule and related subjects. Others contain directives from Ley, usually about general matters of

party organizational policy.

Some parts relate to non‐party organizations (even if their leaders had party as well as government

titles), most frequently the propaganda ministry in relation to the work of the DBFU and Hohe Schule as

well as the RMfdbO. There is also some correspondence with the Reichskanzlei (Lammers) about the

work of the RMfdbO and a small amount with Himmler and the police about various subjects.

Series P: Records of the DBFU and its Subsidiary Organizations (12 parts, 78 nos.)

This series contains extensive information about the DBFU and the Hohe Schule, as well as smaller

numbers of records on the APA’s foreign policy activities. See also Series F.



Series R: The RMfdbO (20‐32 parts, 87‐168 nos.)

This series on Rosenberg’s work with the Occupied Eastern Territories chiefly concerns debates within

the RMfdbO and the Third Reich over the treatment of the (non‐Jewish) population and related political

issues, particularly in Reichskommissariat Ukraine. Economic policy is another major theme.

Other major topics include the intense conflict with the partisans in Reichskommissariat Ostland

(particularly Belarus), the policies of the military in the areas under its administration, the establishment

of armed pro‐German groups, and the process of “evacuation and salvage” later in the war.

The microfiche covers those last topics as well, but primarily consists of regular “situation reports” from

Generalkommissars in both Reichkommissariats, and occasionally also from the Reichkommissars

themselves or more local officials. Those include both overall reports and sets of economic reports

grouped by industry. There are also regular reports on military administered districts by army group.

Series S: Records of the ERR (and various Sonderstabs) (5‐25 parts, 59‐135 nos.)

System of arrangement This portion of the Rosenberg papers was organized by the CDJC through a cotation system, including Cotes CXXXIX‐CXLVIIb (139‐147b) covering 10 microfilm reels and 3 sleeves containing a total of 23 microfiche. Cotes 139‐145 were grouped together as a single set with 645 numbers. This part of the collection was arranged at Nuremburg according to an alphanumeric system using small descriptive cover sheets which were filmed along with the collection. Consisting of a letter, indicating a series with a general subject, and a number, which subdivides the series into subseries or folders covering a more limited set of dates, subjects, or provenance, each subseries is generally in order and distinct although the larger series are mixed together. The main series are A, B, C, E, F, G, J, K, L, M, O, P, R, and S. Additionally, four numbers are classed as IB, IIB, IIIB, and IVB. Microfiche Sleeve 1 comes in the middle of Reel 1, in between where Cote 139 ends with S1, no. 65, and where Cote 141 begins with S22, no. 142. The subject of the 8 microfiche in Sleeve 1, which contain nos. 66‐141, shows them to be Series S, most likely S2‐S21 (although they are not marked as such). Following Cote 145 is Cote 145a, at which the numbering restarts. But 145a, which covers Reel 9 and half of Reel 10, is identified by handwritten notes and its subject as part of Series R. Cote 146, taking up the remainder of Reel 10, consists mainly of duplicates from Cotes 139‐145, many with notes indicating the series and subseries in which their originals are located. Cote 147 has been arranged as a separate collection (see related materials).



Cotes 147a and 147b are in Sleeves 2‐3 respectively on the remaining 15 microfiche. These would also be considered Series R. In addition to the above features, a number of errors appear to have been introduced when copying the legacy reels (JM/643/1‐24) that were filmed in the 1950s, generally occurring either at breaks between legacy reels or current reels. Nos. 352‐382 were filmed at the start of Reel 3 in between nos. 251 and 252, despite representing the last part of the legacy reel at the end of Reel 4. The entirety of Reel 5 (414‐455) should be in the middle of Reel 6, in between F10, no. 413, and R27, no. 456. In the middle of Reel 7, Cote 145, J10, nos. 550 and 551, there is a break between 2 legacy reels containing incomplete copies of documents from a separate collection, Cote LXXXVIII (88), with no relation to the Rosenberg Papers. See Related Collections for details. Reel 9 and Cote 145a begin at no.27. Nos. 1‐26 were located on a legacy reel (JM/643/17) that was not included in the collection.
