PERSONNEL

John Nickels

CSC's first Director of Chaplaincy died of cancer in Ottawa in September. The Rev. John Nickels was brought to Ottawa from Kingston where he had been chaplain at Kingston Penitentiary from 1963 to 1968, to head Social Development and Chaplaincy. In 1972 the two responsibilities were separated, and he became Chaplain General, serving until retirment in 1979.

Prior to joining the Penitentiary Service, he had been a Chpalain in the Royal Canadian Navy, resuming a career he had had in England 1941-46 after ordination. His previous prison experience had been in Maidstone Prison 1953-55, followed by private pursuite of an interest in prison issues.

A Memorial Service was conducted in Ottawa on September 18 by Canon Tom James, assisted by Fr. Murray Tardiff, Dr. Pierre Allard, and Rev. Ron Nash.

Canon Tom James

Canon Tom James contract has been extended for one month to enable him to pursue research into the hisotry of chaplaincy in CSC. In reading the annual reports of the Inspector of Penitentiaries over the past 150 years, he finds surprises - and no surprises.

Surprise - It was not until 1933 that "convicts [were allowed] to converse in a conversational tone before proceeding to work in the morning, during lunch hour, and up to 7 p.m. while confined in cells".

No surprise - Wardens observed during the first year of the new rule that "the average conversation is of no reformative value to those taking prt."

Surprise? - The next year a Chaplain complains that the number of confessions has dropped to 6,800 and informs the Warden that he considers "This downward tendency in piety is due to the

. privilege of conversation".

ORIENTATION TRAINING A NEW PLAN

A new plan for the orientation and training of new chaplains has been prepared at NHQ and is now in the process of being applied in the regions. It is in some ways the successor to the 9-month residency programme which ended in the spring of 1986 when the Rev. Don Misener moved from Kingston Penitentiary to become executive director of the Saskatoon Pastoral Institute.

The new plan is prepared for all new chaplains. It is not designed as a stepping stone leading up to chaplaincy. Rather it aims to help those do the work assigned to them more effectively.

It is also applicable in each region using regional resources - both within CSC and within the networks of the faith communities.

The final major feature of the plan is that it begins a process of learning that should continue after the orientation phase is completed.

There are four phases to the Plan: Phase 1 is a process of formal accompaniment in which some serving chaplains (of CSC where possible), chosen by the Regional Chaplain and prepared in a national training series, meet regularly with new chaplains

to discuss the ministerial issues the newcomer is meeting. This phase will last up to 6 months. Phase 2 is a two-week orientation held nationally for all new chaplains. Phase 3 is a learning and/or specific ministerial project identified during Phase 1. Phase 4 is a regional meeting to go . over the whole orientation process and to identify priorities in ministry for the next year for the new chaplain.

INTERFAITH COMMITTEE

The Interfaith Committee normally meets three times per year. In September it held a two-day business session in Montreal, with finalization of the Memorandum of Understanding with CSC as its main business. Having reached substantial agreement, CSC and IFC have now agreed that the new Memorandum rather than the old is now the operative document. IFC representatives were charged with getting whatever formal approval is necessary from their churches and other faith groups. Plans are being made to have a formal signing of the Memorandum by the Commissioner, the Solicitor General and the IFC Chairman.

IFC hosted Quebec Region chaplains for dinner and an evening of dialogue and socialization, to enhance mutual understanding between the field and

-5-. the church representatives. The Executive will

hold its next meeting in the Pacific Region, to get to know the chaplain there, and the next general meeting will be in Kingston in February, to meet Ontario chaplains.

IFC has one position for a serving chaplain. The Altantic Region previously supplied the chaplain, in the person of Pierre Allard. Now, Quebec Region will select a representative for two years.

The Rev. Raymond Marie Tardif, who has served as one of five representatives for the Canadian Conference of Catholic Bishops since the IFC was organized some 18 years ago, has announced his resignation, in keeping with the new IFC Constitution which asks member bodies not to appoint serving chaplains, to avoid conflict of interest.

Al Anon is a self-help recovery program for families and close frineds of alcoholics. "You do not have to drink to suffer from alcoholism". People involved with alcoholics almost always have "something" about them that does not seem quite right

even if sometimes the "something" is difficult to to pinpoint. Al Anon exists to help these people.

There is also a related program for teenagers, "Alateen". Because of frequent contact with families, this program could be a useful resource for chaplains to offer some people.

"The Introduction to Theodrama with Prisoners" is the latest book by Dr. Charles Taylor of Acadia University.

Theodrama is an holistic approach to spiritual growth. It reflects a very old tradition in the history of the church's approach to the study of Scripture in that it involves the participant in active imagination on a biblical story.

In dramatizing the experience the Director of the theodrama draws on the methods of Gestalt Therapy and the drama of spontaneity.

This book sets forth the methodology and gives verbatim transcripts of theodrama sessions as well as the feedback of the participating prisoners.

Ways of using the verbatin transcripts are also suggested.

One young prisoner who participated in a theodrama session observed, "I'd like to say I got so much out of this that it might make a big change in my life. I think this is what I have been looking for these -last three or four months in prison."

In addition to events mentioned in regional news, 20 chaplains from Quebec and Ontario gathered in Ottawa on 12 November 87 to attend a conference by Prof. David Augsburger entitled "Anger and Agression: A Pastoral Perspective".

Alf Bell (Atlantic) André Durand (Québec), Fred Gehrs (Ontario), Mike McDonald (Prairies), and Arne Jensen (Pacific) are doing their best to stimulate chaplains to fulfill their responsibility for Faith Education in creative and lively ways. Several events have happened in the regions. Be sure to get in touch with them for suggestions or ideas.

Last August I was delegated to represent CSC at congres of the International Commission of Prison Chaplains General (RC) meeting in Vienna 14-18 September 87. It was a great experience.

The Commisison was established about 15 years ago. In its earlier days it held an annual meeting for the European Chaplains General only. This year ther invitation was extended to wall interested countries. Quickly 25 countries applied to attend. For me this is a clear indication of the need that chaplains have to discuss their hopes and difficulties that arise in ministry to those in prison.

Such a conference opens many new learnings, that are not so much practical details to be applied the next day in one institution, but a wider perspective ofthe nature and goals of chaplaincy.

The spirit of fellowship was strong. Everyone taught and everyone learned. All communications were prepared in 4 languages German, French, Spanish and English.

The overall theme of the Congress was " Crime and Sentence". Dr. Erwin Riget, psychoanalust and professor at the University of Vienna spoke to theme from the perspective of depth, psychology, without attempting to summarize his presentation here, (given in German) 'I will respect one of his remakrs freely translated "Justice without love is revenge. It is necessa .ry to introduce love into the penal code. It follows that the attitude of the oastor must be one of mercy. The other keynote speawker, Cardinal C.M. Mawrtini (Archibishop of Milan) spoke from the perspective of the Holy Scriptures. It was a technical speech of enidite, if somewhat dry, but nonetheless intersting. I have copies of the text in French and English for those who would like one.

In summary, I was impressed how similar pastoral problems were the world overe. Conditions vary, of course but the concerns are identical. It was a stimulating experience to overcome the sense of isolation, that, one day or another, invades the chaplain in his ministry. The sense of my pastoral work received a great morawl boost becawuse of the many encounters in Vienna, and for that I thank God!

Personnel

The Rev. Alf Bell, formerly Protestant Chaplain at Dorchester, was appointed Acting Regional Chaplain, effective 8 September 1987.

rihe Rev. John Tanks has been appointed Protestant Chaplain at Springhill Institution effective 1 January 1988. John is affiliated with the Atlantic United Baptist Convention, and has been interested in prison ministry for a number of years, participating in Kairos marathon sessions at Springhill many times. He is married to Sharon and they have 3 children. Welcome!

The Rev. Karl Uhrstrom has been appointed to a term position as Protestant Chaplain at Dorchester Institution to back up the Rev. Alf Bell who has moved to Region. He is a member of the United Baptist Convention of the Atlantic Provinces. He is married to Miriam. Welcome!

News Springhouse, a projected home for families visiting inmates and Springhill plans to build a new home. CSC and private donations are continuing to realize this humanitarian project, initiated by the Rev. Pierre Allard, former Regional Chaplain. The house

is staffed by two sisters of St. Martha of PEI.

Spring House is more than an overnight stopping place. It as offerning an opportunity for a caring ministry with families. Many parents as well as the wives and children of prisoners come with great anxiety to visit at the prison. The prison itself is threatening to them. Added to this there may be strained relations with the one in prison. In this situation the warmth and genuine concern of the Spring House staff speak of God's unconditional love. Through this ministry we believe that we can contibute to the strengthening of family ties, and to the prisoner's re-establishment.

The Little Lighthouse, a Community Chaplaincy operated by Christian Council for Reconciliation, has relocated to 60 Gordon Street in Moncton. The work has decided to focus strongly on creating a family atmosphere and to work more clearly with ex-of fenders.

The chaplains of the Region met in November to work on their responsibility as religious educators. The leaders were Dr. Andrew MacRae and Dr. Charles Taylor. The chaplains shared specific experiences of religious education that were helpful to them, they reviewed what was actually happening in the region, they listened to lectures, and they planned and enacted a specific event in Faith Education.

Personnel

The Rev. Glen Stone, Anglican, was appointed to serve as Protestant Chaplain at Donnacona, 12 hours per week, beginning 1 Sep 87.

L'abbé Pierre Gonneville is temporarily filling in as RC Chaplain at Montée St-François until a permanent appointment is made. He began 1 August 1987.

L'abbé Gabriel Savignac, regional chaplain, Québec, represented Catholic Chaplaincy in CSC at a conference of Catholic Chaplains General in Vienna, September 87. A description of this event is given elsewhere.

Sr. Fernande de Grâce and the Rev. Gordon McKibbin were interviewed on Second Regard of Radio Canada concerning their work as chaplaincy team at Etablissement La Macaza.

Mgr. Gérard Tremblay, assistant bishop of Montreal, visited inmates in protection at Laval Institution the evening of 30 September 1987.

Mgr. Louis Gonzales Langevin, Bishop of St-Hyacinthe, visited Cowansville Institution 14 October 1987. It was a great success and he plans to return.

The chaplains of the regions had supper with the Interfaith Committee meeting in Montreal 23-24 September 1987.

ONTARIO REGION

Personnel

Fr. John Huht, has been hired on a term basis to backfill the position vacated by Norm Barton at Joyceville. John is bilingual and his services may be used elsewhere in the region as well.

Fr. Andrew Deptula has been appointed (part time) RC Chaplain at Bath Institution, succeeding Fr. Jim Esper, and working with the Rev. John Downs.

Rabbi Jules Solzback has succeeded Rabbi Herb Basser as the rabbi for the penitentiaries of the Kingston area.

News

The chaplains of the region met at Fr. Joe Ainsley's cottage on 24 September 1987 for a day's reflection led by Oakley Dyer, former head of Kingston Institute for Pastoral Care. There was an excellent turnout (17) including representation from Project Reconciliation. Oakley led people in opportunities for both corporate and personal reflection.

Fred Gehrs, Protestant chaplain at Warkworth, led a discussion on the role of the chaplain as Faith Educator at the monthly meeting on 29 October 1987.

On November 12 almost all chaplains of the region attended a conference in Ottawa by Dr. David Augsburger on "Anger and Agression. A Pastoral Perspective".

Many of the chaplains were able to attend presentations by Matthew Fox (on earthly spirituality) and Dr. Samuelson (on criminal personality) during October.

PRAIRIE REGION

Personnel:

The Rev. Mel Kornfeld was appointedProtestant Chaplain at Edmonton Institution effective 28 September 87. Mel has had an active ministry in the Evangelical Lutheran Church in Canada, most recently being assistant director of development at Camrose Lutheran College which followed 8 years in the pastorale. He is• married to Margaret and they have 3 children, all young adults. Welcome!

The Rev. David Price was appointed Protestant Chaplain at Bowden Institution effective 1 November 1987. David is a priest in the Anglican Church of Canada and leaves a position in the Diocese of Ottawa where he was Youth Ministries Co-ordinator. Prior to that David was parish priest in Nova Scotia for 3 years. Welcome!

The Rev. Neil De Haan has retired as Protestant Chaplain at Rockwood Institution. Neil began ministry at Rockwood on a part-time basis in 1974. By 1976 he was full time. He participated in three of the SPE units offered by Dr. Taylor at Springhill. His ministry has been marked by those experience in many ways. His wife and several

volunteers join him in leading the Kairos Marathon group regularly. Neil is a great traveller, so do not be surprised if he drops in May God grant you a beautiful retirement!

Orville Andres at Saskatchewan Pen, has been able to build up a Friday evening - Saturday event in which 15 inmates and a similar number of volunteers come together quarterly to experience practical Christian living. The event begins in the chapel, and the faith dimension is always present as people practice giving and receiving understanding and healing. A unique contribution of this program is that the inmates each contribute which totally covers all cost. A person trained in drama, helps facilitate the expression of feelings through drama.

Fr. Mike McDonald, CSC, RC Chaplain at RPC (Prairies), is doing an extended CPE unit with Don Misener, former CSC trainer, now Chaplain at the Provincial Detention Centre in Saskatoon (as well as being Executive Director of the Saskatoon Pastoral Institute). He is also enrolled in an advanced French class.

The chaplains of the region met in Saskatoon for 3 days, 19-21 October. The feature of the event was the second presentation by Sr. Margaret Dick on the Emmeagrm, this time on the spiritual use of it.

Arne Jensen, Protestant Chaplain at Kent and Mountain, convened a meeting of resource people in Religious Education. The Regional Chaplain Tom Speed attended as did Joanne Pepper of Western Pentecostal Bible College, a representative of parish life in the Lutheran Church, and several others.

Arne is also making extensive use of a video series a teaching tool, both with inmates and

weekly at noon-hour with staff.

Tom Speed, Regional Chaplain is Chairman of the Programme Committee of the American Correctional Chaplains Association, N.W. Region. They are planning a conference in the spring of 1988.

William Taylor, Protestant Chaplain at William Head, led a 3 days retreat for the men in early September. 5 or 6 representatives from the Laren House Group (RC) also attended. Bill also reports that there is a new Salvation Army person ministering at William Head, Mr. George Baker. He comes twice weekly as well as doing court work.

Art Therapy in Pastoral Care

The use of Art Therapy as modality in Pastoral Care was the subject of a presentation made by Sister Teresa Currie at the fall retreat for chapel volunteers sponsored by the Christian Council for Reconciliation Prison Ministry, at Camp Wildwood, Buctouche, N.B.

The program was developed in connection with her certification as an Institutional Chaplain with the Canadian Association for Pastoral Education.

Arrising out of a concern over the years with the experience of prisoners who are sentenced to the "hole", Art Therapy was designed to try to understand the experience better.

5 prisoners who had experienced the "hole" agreed to the project.

Each person was asked to draw pictures representing how he felt before, during and after going to the hole. He was further asked to write several paragraphs describing each drawing. The drawings then became the basis for personal pastoral care.

An example of one prisoner's experience while in the hole is reproduced below:

An excerpt or his comments reads: "I know why that animal in the cage paces back and forth... Everything is cold in the hole, even under the covers of the wam bed. Bitterness bites your heart and sends twisted thoughts through your mind. The hours are days, the days weeks.

In summarizing the project it was noted in part that: before solitary confinement there were feelings of isolation, hopelessness and loss of self-worth. Common feelings were bitterness, frustration and rage which were deeper than their frustrations with imprisonment.

During solitary confinement feelings of being degraded were expressed, producing more bitterness, rage and depression. On the other hand, with one prisoner the experience brought about self-examination and a sense of repentance.

After solitary confinement there was a sense of release and relief. For one prisoner it caused him to put his walls up higher, for another it encouraged him to ssek counseling help from the chaplain.

Sister Teresa plans to continue to make use of this counselling modality in her ministry of pastoral care. It is anticipated that the project may be .published as a monograph by the Christian Council of Reconciliation.

This report is an overview of the issue around chaplaincy in minimum security institutions. The full report is edited for inclusion in News and Views to stimulate thinking about this issue.

Some of the reasons underlying this study were the following: - projected increases in capacity of some Minimum

institutions - requirement for more chaplaincy hours with increased populations - increased use of minimum security for long-term

inmates - need for improved facilities for expanded

chaplaincy delivery - concern about applicability of standard Chaplaincy job description to differing

chaplaincy needs in Minimums - questions about models for chaplaincy in small

population settings.

Introduction

The Regional Chaplains were consulted and each named a chaplain to participate with the Consultant on chaplaincy management, Tom James, as a Task Force. The members of the Task Force were the following:

issues to consult in their Region with: • other chaplains serving Minimums • chaplains of parent Medium/Maximum

institutions • wardens of Minimums • others deemed appropriate

The Consultant received four written reports, made a field visit with the Regional Chaplain (Prairies) to Rockwood and Stony Mountain for first-hand discussions with chaplains and institutional officials, and discussed the issues with other selected persons.

Staffing

A careful analysis of staffing patterns for chaplaincy in minimums led to the following recommendations:

1. CSC Chaplaincy policy of providing chaplaincy to Minimums by full-time chaplains, shared if necessary with adjacent or other major institutions, provides the best quality chaplaincy in accordance with approved standards both for qualified"chaplains and for quality services and programs. This policy should be followed if possible.

2. Where part-time chaplains from the community must be engaged, care should be taken to ensure that the best-qualified persons are selected.

3. The Regional Chaplain should consult personnel officers of major denominational offices in the area (Dioceses, Conferences, Conventions etc.) about potential candidates,. as well as making a vacancy known through informal channels such as Ministerial Associations.

4. Protestant part-time chaplains should be carefully selected from those available in communities at any reasonable distance from the institution concerned. They should be screened for minimum denominational bias, mindful of their responsibility to meet the needs of inmates of varous faith groups. On the other hand, the potential involvement of their congregations should be assessed as a means of enhancing chaplaincy delivery and of assisting in the reintegration of the inmates into the community.

5. Full participation with Roman Catholic authorities should be sought so that consideration is given not only to the priest of the local parish, but to other priests, Brothers, Sisters, Deacons or laity. Due recognition must be given to the need for a priest for sacramental ministry, and to the fact that under Canon Law a 'chaplain' is a

priest, andcan only be named by the Bishop or the Superior of a Religious Congregation.

6. Ail part-time chaplains should be engaged by contract with their denominational authorities, not with their local congregation or other body, to 'ensure that their ministry is supported by the larger denominational community.

7. The Regional Chaplain should ensure that new part-time chaplains have a thorough orientation to the function of chaplaincy, and should encourage their participation in national orientation and in regional chaplaincy in-service training to the fullest extent that the responsibilities of their major employment permit.

Chaplaincy Services and Programs

While Chaplaincy has a mandate to Providereligious worship, religious education, pastoral counselling, and other services and programs relating to the spiritual needs of inmates, and of staff and inmate families as opportunity permits, the specifics of chaplaincy service and program delivery in Minimums varies somewhat from those in major institutions.

Generally, Minimums do not provide the sanie level of facilities for chaplaincy that are provided in major institutions. Worship space, offices for counselling, and facilities for programs may be minimal and shared with other departments. Increasing commitment to chaplaincy in Minimums is leading to efforts to bring the facilities to an acceptable standard.

Inmate involvement with chaplaincy seems to persist as an inmate moves towards releaSe; this continuity is enhanced if the same chaplain is involved in the Mininum as in the Medium. However, inmates' concerns shift with the approach of release, from personal growth and survival to preparation for re-entry to society. Opportunities for family counselling, and programs relating to life outside are greater, and have been provided successfully by some chaplains in Minimums.

The relatively short time most inmates spend in Minimums dictates the need for programs of shorter duration, and for Chaplains to be flexible in adapting to meet the changing response to worship, counselling, religious education and other programming.

Increased freedom of movement and activity, more leaves, and often more visits, together often with increased day work programs make inmates less available for some chaplaincy activities. Chaplaincy must be available more in the evening hours and weekends, which can place a strain on the chaplain's personal life and/or other occupational commitments.

Smaller populations in Minimums mean that fewer inmates will be participating in programs, and small number deter some from joining in, particularly in activities such as worship. However, the possibilities of involving the inmates'families and other visitors, and more community volunteers, can offset this.

Chaplains may be called upon to provide escort or transportation for temporary absences. The administration may have mixed motives in so involving the chaplain; sometimes it is because of shortage of staff and the desire to reduce overtime: Some administration provide the use of an institution vechicle even to contract chaplains; others pay mileage for the chaplains' use of their personal vehicles.

The length of time taken up in escort of a single inmate can severely cut into the relatively few hours more chaplains have available for their work with all the inmates in the Minimum— Some chaplains limit their escorting to those inmates who participate in chapel programs; others to escorting only for pastoral purposes such as participation in outside Church activities or for reconciliation with family. Others justify heavy involvement in escorting of any and all inmates because of the opportunity it affords to interact with inmates who may never have had any significant contact with a representative of the church.

This is a complex question, the answer to which depends to a large extent on the pastoral style of the individual chaplain. The only major policy constraint is that the fundamental services and programs of chaplaincy not be neglected in favour of an activity that is not called for in the chaplain's job description or statement of work to be performed by the contractor, awnd could and maybe should be performed by other CSC staff, aftercare agencies or volunteers.

- 36 - Some Possible Recommendations re Chaplaincy Programs in Minimums

1. The present chaplain job description and the Statement of Work in the standard policy contract do not accurately reflect the differences inherent in ministry in Minimums, particularly if carried out by part-time chaplains. The expectations should be re-written in more generic form, ideally with the selected chaplain and contracting authority specifying the way in which they will undertake to provide the ministry.

2. If worship is to be conducted, Minimums should provide a chapel for worship which can be comfortably accessed and shared with the inmates by their familes and volunteers.

3. Provision should be made as much as possible for seriously interested inmates to attend worship and other activities in the church of their choice in the community, preferrably with family members and escorted there if necessary by volunteers from the congregation.

4. Religious education should focus on topics related to life in the church in the community with a view to encouraging inmates on release to affiliate with a church and to make use of its resources for their rehabilitation and reintegration into society.

5. Minimums should provide adequate permanent office space for two chaplains for counselling and administrative purposes.

6. Pastoral counselling should be extended to, and shared with family members and significant others, to the extent possible.

7. Chaplains should be intentional in their involvement in escorting, being sure that they are not being unduly exploited, and that their absence on escort does not reduce the availability of services and programs for the whole inmate population.

Conclusion

The study did nt proven conclusive with respect to a clear future direction for CSC chaplaincy in Minimums. The responses frm the field in particular were largely a validation of the status quo - and there are a variety of status quos based on situational factors, ministry gifts and personal preferences of incumbents. Notwithstanding, there is no indication of dissatisfaction with any Minimum's chaplaincy on the part of inmates, staff, regions, the Churches, or the Interfaith Committee.

One result could be simply to decide to leave well enough alone. But with NHO obligation to set standards and produce guidelines for operations, and the planning of both program evaluation and personal appraisal, the rather wide variances in the organization and styule of ministry in Minimums needs to be addressed.

The recommendations above have been made to strengthen the present structures and programs, without resolving the critical questions raised by the present facts.

Some . of the questions arising from the current diversity, and opening the way for policy development, are these:

are both Protestant and Roman Catholic chaplains needed or would more hours by one chaplain be more effective?

would the provision of a coordinator of voluntary ministries by community church groups be an effective chaplaincy response to the pastoral needs of inmates?

Should chaplaincy for minimums be shared with CCC's and community aftercare and outreach chaplaincies, rather than with security institutions?

is it adequate to have chaplaincy services and programs basical/y provided by just one chaplain with the chaplain of the other faith group on call?

is socialization escorting a justifiable use of a chaplain's minimal available hours?

should chaplains be ministering to families of inmates so close to release into the community, or should chaplains be facilitating ministry by community churches and agencies?

is it preferrable to have chaplains conducting worship in Minimums, or arranging for community clergy to come in for worship, or arranging for special passes for inmates to attend worship in community churches?

If it is felt that the auestions raised need to be resolved for the sake of standards, then Chaplaincy could seek involvement with the CSC committee studying programming in various security levels, although that group is unlikely to be willing to address the rather detailed and specialized issues of concern to chaplaincy alone.

Chaplaincy might consider bringing together chaplains serving Minimums for round-table sharing and discussion of their ministry, with a view to resolving some of the diverging patterns leading to standards and guidelines.
