The new tracks were opened by an external factor, the Davos Declaration. All EU Culture Ministers were invited by the SwissPresident to sign this document onhighqualityBaukultur, placingboththeissue-andtheGermantermitself–ataEuropeanlevel.MostMinisterswerepresent,and,togetherwithrepresentativesoftheEuropeanCouncilofTownPlanners,EuropaNostraandUNESCO,ACEwasinvitedasaNGO–henceIwasabletoattendtheevent.
Another thread was the EYCH, the European Year of CulturalHeritage,whichofferedpossiblehookstoseveralthematicarease.g.ourconferenceinLeeuwardenontheadaptivere-useoftheculturalheritage.
Thesefactorswereofgreat importance inhelpingus to followthepathleadingtowardsgreatervisibilityforarchitectureintheculturalfieldatEuropeanlevel,andalsotowardstheEUinstitutions,wherewehavebeenoverlyconnectedwiththebuildingsectorandthebuildingindustry.Atfirst,thismightsoundgoodbutitisn’tthathelpfulwhenyoutakeintoaccountthefactthatthebuildingsector-aseconomicforce-isdrivenbyprofitorientatedentities.Theideaofbeingmainlyprofit-orientatedandworkingforourowninterestsmayinfiltrateourdiscussionsinsomeareas,butdoesnotmakeusstronger.
Architectureiscreativeworkandacreativeprofession,workingforthecommoninterest.Incommunicatingthis,wegainadifferentand

betterunderstandingofour role insociety.Thiswillhelpus in thethematicareasof the legal frameworkofourprofession.WemustmakethispubliclyclearandalsotowardstheEUinstitutions.
WehadmeetingswithMichelMagnier,DirectorofDGEACandwithHughesBecquart,PolicyOfficerattheCreativeEuropeprogramme.Ihavetounderlinetheimportanceandhelpfulnessofthisprogramme,whichprovideduswithalotofsupportlastyear.WearegratefultoourSecretaryGeneralfordevelopingtheACEbidforsupportinthisarea. ThemeetingswithDGEACwere very fruitful, in particularfordevelopingourconferenceandourlong-termgoaltoachieveaCouncilRecommendationforarchitecture.
Tothisend,wereceivedanimportantcontributionfromourSpanish colleaguesundertheleadershipofLluisComeron,withthestrongsupport of Rafael Pellicer. Indeed, the Spanish wish for a LegalInstrument on architecture matched with my own aim to achievea Council Recommendation. As we learned from each other, werealisedwewantedthesamethingandshallworktogethertowardsthis.WeestablishedaSteeringGroupandtookfirststepstowardsdevelopingadraft“Legal instrument“whichtheSecretaryGeneralcompileddrawing together thecontributions fromvarioussources.together.IamdelightedtonotethatthisdrafthasreceivedexcellentfeedbackfromtheCOM´sside,andisconsideredtobeagoodbasisforfurtherdebatesandwork.
I was personally involved in the preparation of the Europeanconference on architectural policies held in Vienna in earlySeptember,attendedbyMichelMagnierandHughesBecquart.Theconferencewaspartof theprogrammeof theAustrianPresidencyoftheEUandwasagoodsteptowardsanEuropeanarchitecturalpolicy.

Iwaspersonallyinvitedbyseveralmemberorganisationstoattendassemblies, meetings, debates, and events for the signing of theDavosDeclaration. WhenpresentingACE, IespeciallymakeuseoftheSectorStudyandalwaysreceivedgoodfeedback.IwasalsoinvitedtotheEAAEGeneralAssembly,toajurymeetinginCascais,Portugal,totheGeneralAssemblyoftheAfricanUnionofArchitectsand to the co-signing event of the ACE-CALA agreement. Beingpresent and discussing with our members and architects clearlyshowsonecommonaim:thestruggleforquality,forgoodwork,forabetterstandardoflivingforpeopleandsocieties.There,weareprettysimilar,whereverwecomefrom,andthisisthechallengeforACE:tobetheEuropeanvoiceforallofus.
AsalaststepIwanttoreportaboutthenewWork Plan for Culture,adoptedbytheCouncilattheendofNovember:MichelMagnierhasbeendrawingourattentiontothisearlyintheyearandwearetryingtofollowthetopic.Ofcourseinsuchadevelopmenttherearemanycontributorsandstakeholdersandpeopleengaged,butatleastwecan say, we have been contributing as much as possible, takingadvantageoftheAustrianPresidency,wherearchitectureadvocatesintheMinistryofCulture,aswellasinthePermanentRepresentationtotheEUinBrusselsarealltobethanked.
Inanyevent,wecanbehappytohaveoneoutof17topicsinthiswork programme, called "High-quality architecture and Built Environment for everyone“ for which an Expert Group will becreatedusingtheOpenMethodofCoordination(OMC),followedbyaconferenceinViennaandpossiblecouncilconclusions.
In the rationale for this,we can read: ”The focus will be put on architecture as a discipline that encompasses the right balance between cultural, social, economic, environmental and technical aspects for the common good”.
WearehappytoreadthisinanofficialdocumentoftheEuropeanCouncil!
It is a fundamental step in the right direction to have architectureconnectedtothecommongood:onthiswecanbuildandcontinueourwork.
Thereislotstodoforthecomingyear(s).Letsdoit!
WehadoursecondAssemblyandConferenceinLeeuwarden,withgoodparticipationandexcellentspeakers.Ihavetothankallourstaffmembersfortheireffortsinorganisingthis.Itwasdefinitelynoteasyandstilleverythingwentsmoothlyandaccordingtoplan!
The reason for having the GA and the conference there, was inrecognition of the EU Capital of Culture programme, one of thehighlightsofwhichwasthekeynotespeechgivenbythe2017Miesvan der Rohe prize winner, Dutch colleague Xavier VermeulenWindsant.WeconcludedbyissuingtheLeeuwarden statement on theadaptivere-useoftheindustrial,militaryandreligiousheritage,signedbythe3organisationsinvolvedinthesefieldsandbyEuropaNostra. The statement was well prepared by asking all speakersattheconferencetocontributeandbyseekingfeedbackfromthesignatories. I have to thank especially Pierre Obajtek, our policyofficer,forperfectworkincompilingallthecontributions.
Wealsoachievedanumber of other things,whichwerenot new,butstillneedattention:theSector Studywasupdatedbyhavingadeeperdiscussionwiththeauthorsandsomefine-tuningoftheareaofinquiryandanalysis.Iwanttounderline(again)theimportanceofthisstudy.Ittellsuswhoweare,whomwerepresentandconsequentlywhatareweworkingforandfightingtoachieve.Thisknowledgenotonlyservesourorganisation,butalsoindividualarchitects,membersand theEU institutions by creating a better understanding of theprofession.

CREATIVE EUROPE AND “CONNECT-ARCH”
CreativeEuropeistheEuropeanCommission'sframeworksupportprogrammedesignedtohelptheculturalandcreativesectorsseizethe opportunities of the digital age and globalisation; to enablesectorstoreachtheireconomicpotential,contributingtosustainablegrowth,jobs,andsocialcohesion;andtogiveEurope'scultureandmedia sectors access to new international opportunities,markets,andaudiences.
ACEisinthesecondyearofitsfour-year“Connect-Arch”programmewhichaimstoassistthesectortowardsrecoveryandhelparchitectsto react tocurrentchallengesnotably: intra-EUmobility, increasedextra-EU competition, and up-skilling to adapt to digital and othernewtechnologies.Toreinforcethesector’scapacity,ACEispursuingthefollowingglobalobjectives:
Organisational Development – to strengthen the ACE network and increase collaboration among its Member Organisations (MOs)ACE’s Member Organisations (MOs) include registration bodiesandprofessionalassociationswithdifferentcorporatecultures/statestructures.ToimprovecollaborationamongtthemACEwill• build organisational capacity through knowledge-sharing andpeer-to-peerlearningactivities;
• enhanceMOs’ engagement and that of theirMembers throughworkshops/conferences;
• developmutuallybeneficialschemesbetweenMOs;• buildMOs’capacityandleveragetheirpositionsatnational/EUlevel through collective actions; provide opportunities for ACEMOstoparticipateinEUpolicy/law-making.
Improving the trans-national mobility of European architectsInspiteofEUactionstoprovideformutualrecognitionofqualificationsand facilitate cross-border service provision, obstacles remain –insufficient knowledge of regulations, difficulty finding insurance,partners and practical information. Moreover, EU architects’ highstandardsoftrainingneedtoberecognisedinternationally–asfuturegrowthwilloccurmainlyoutsideEurope.Topromote themobilityofarchitectswithintheEUandhelpthemaccessnewmarketsACEwill:• identifyopportunitiesandpartnershipsintheEUandbeyond;• negotiateMutualRecognitionAgreementswitharchitectsoutsidetheEU.

• developedkeymessagestopromotetheprofessioninternationallyanddidscopingworkforanExportGuide(tobepublishedintheSpringof2019);
• concluded aMutual Recognition Agreement with the CanadianArchitecturalLicensingAuthorityandadvancednegotiationswithMexicoandSouthKorea;
• publishedabookletonbestpracticeprojectsthathelptomitigatethe worst effects of climate change, and another featuringexemplarycompetitionwinningbuildings;
• introduced newweb pages for those seeking partners, offeringcross-borderwork,CPDortraineeshipopportunities;andaflow-chartonhowtoregisterinanotherMemberState;
• conductedscopingstudiesontheimpactofregulationoncross-bordertradeinservicesandthevalueofarchitects;
• expanded the ACE Sector Study, with a view to developing anObservatorytoincreasethedataavailableontheprofessionasanevidence-basetounderpinpolicypositions.
The programme has helped ACE to strengthen its contacts with anumberofDirectoratesattheEuropeanCommission-GROW,ENER,ENV,TRADEandinparticularDGEAC.
NEXT CREATIVE EUROPE PROGRAMMEIn May, the EU Commission published a proposal for a regulationestablishing the next Creative Europe Programme (2021-2027).ACE welcomed the Commission's proposal but recommended adoublingofthebudgettomeetthechallengesfacedbythecultureandcreativesectors,especiallyasarchitectureisunder-representedintheprogramme.
WithreferencetotheDavosDeclaration,whichunderlinesthe“urgentneed[…]todevelopnewapproachestoprotectingandadvancingtheculturalvaluesoftheEuropeanbuiltenvironment”,ACErecommendedthat the next programme support actions to achieve the ambitionssetoutbytheDeclarationandpromotehigh-qualityarchitectureandBaukulturinEurope.
NEW EU AGENDA FOR CULTURE AND FRAMEWORK FOR ACTION ON CULTURAL HERITAGEIn May 2018, the EU Commission presented a New EU Agenda for Culture to support theculturalandcreativesectors,encouragethemobility of professionals, protect and promote Europe's culturalheritageandpromotetheskillsneededbythesectors,includingdigital,entrepreneurial,traditionalandspecialised.ACE welcomed the proposed Agenda, underlining the crucialimportanceofhigh-qualityBaukulturandcallingontheEUCommissionto take actions in the field of architecture to implement the DavosDeclaration.
Infurtheranceofthis,inDecember2018,theCommissionpresentedan EU Framework for Action on Cultural Heritage, aiming tocapturethemomentumcreatedduringtheEuropeanYearofCulturalHeritage(EYCH)andensure thatculturalheritageboostseconomicgrowth,buildsstrongcommunitiesandstrengthensrelationshipswithpartnersacrosstheglobe.
Intheareaofadaptivere-useofthebuiltheritage,theCommissionwillsupportpeer learningactions for local, regionalandnationalpolicy-makersandsetupataskforcetoadviseonfinancingandmanagingre-useprojects.TheCommissionalsomadeacommitmenttodisseminatetheLeeuwardenDeclaration initiatedbytheACE,andtosupport itsimplementationamongrelevantauthoritiesandstakeholders.
MANIFESTO In order to prepare aManifesto for the 2019 European Parliamentelections, ACE organised a Pecha Kucha by means of which theMember Organisations were invited to highlight key issues. TheManifesto - “Achieving Sustainability in the Built Environment” -focusesonAchievingHighQualityArchitecture&Baukultur,SecuringAffordableHousing ofHighQuality andRe-thinking the connectionbetween Climate Change and the Built Environment - supportedby appropriate upskilling and high quality education through theProfessionalQualificationsDirective.
TheManifestowillbedistributedtoMemberOrganisationsforuseinregionaldebateswithelectioncandidates.ACEwillalsouse itasacalling card formeetingswithnewMEPsandorganiseaneventattheParliamentintheautumnof2019tosensitisethemtoACE’smainpreoccupations,aswellasanexhibitiononthecontributionarchitectscanmaketomitigatetheworsteffectsofclimatechange.
MEMBER STATESWhile themain focus of our activity is clearly in Brussels, we alsoachievedvisibilityinanumberofMemberStates,withmeetingshostedby Member Organisations in Austria, Denmark, France, Germany,Ireland,Italy,Lithuania,theNetherlands,SpainandtheUK.

PROFESSIONAL QUALIFICATIONS DIRECTIVE Olga Mihalikova ACE’s long-term policy goal remained unchanged – that theminimumlevelsoftrainingandexperiencesetdownintheDirectiveshould reflect the international standard (“5+2”). InconjunctionwiththeIBMgroup,newweb-pagesweredevelopedtohelpmobileprofessionalsgainworkexperience,traineeshipsandCPDinotherMemberStates,andtofacilitateregistrationinanothercountry.
The CPD report presented in 2017 was written up, printed anddisseminated.
Challenges for 2019 include raising awareness about ‘mixedqualifications’,makingtimelynotificationofformalqualificationsandpreparingforthenextreviewofthePQD.

The economic impact of regulation on cross-border trade in services
A study made by the European Centre for Liberal Professions(EuZFB)oftheUniversityofCologneconcludedthat• differentregulatorysystems,asmeasuredbytheServicesTradeRestrictivenessIndex,donotexplainthelowlevelofcross-bordertradeinarchitecturalservices;
• anytradefrictionbetweenEUMSwith/withoutaChambersystemhasnoimpactontradeflows;
• the influence of different consumer preferences and differentnationalbuildingcodescouldaccountforthelowtradevolumeinarchitecturalservices.
Thefindingsofthis,andtheearlier“Cologne”study,willbeexploitedto underpin ACE policy positions in relation to the the economicimpactofthevariousregulatorymodelsthatexistintheEU.
BREXIT
In the lights of the forthcomingwithdrawal of theUnitedKingdomfrom theEuropeanUnion in2019,ACEhasbeenexaminingwhatmightbelostorchangedasaresultofthatwithdrawal,particularlyasregardsmutualrecognitionofqualifications,professionalmobilityandmutualaccesstoProcurementmarkets.
To this end, ACE established a small ad hoc group to monitordevelopmentsandbeginanearlyreflectiononthestepsthatwouldneedtobetaketo(re-)establishsomekindofmutualrecognitionofdiplomasbetweentheUKandEU27.

The task-force conduct some initial desk-research on the ratio ofmen:womenintheprofessionatvariouslevels(students,graduates,employees,directors),paygapsthatexistandstepstakebyMemberOrganisationstoclosethegaps.

This three-year project focuses on the market up-take in energyefficiency and is based on the prior assumption that non-energyrelated benefits play a key role in the deep renovation of existingbuildings. In particular, actions focus on generating a substantialincrease in the real estate value of buildings through significantenergyandarchitecturaltransformationwithnewvolumeadditions,aimingatachievingNearlyZeroEnergyBuildings(nZEBs).
Thisprojectincludedbi-annualnationalworkshopsinItaly,Greece,Spain, Norway, Bulgaria, Romania, the Netherlands and Latvia,which were open to all interested stakeholders. The meetingsdiscussed technical, regulatory and financial issues to raise therenovation rate of the EU buildings stock. Highlightsof2018werethetwointernationalconferencesinBrusselsand Paris, which focused on the perspectives of private propertyowners and social housing.
