fruitful and effective interaction with the staff of the Organization the ability to organize work and investment to optimize the capacity of workers

And we can not talk about reform andor development without taking into consideration the choice of leaders who have the qualities and characteristics which qualify them to lead their organization in an era of rapid changes and global competition and varying expectations of workers and citizens
