During the year 2009-10 the exports of marine products from the country stood at over 678436 MT, with a value of US$ 2132.84 million. Shrimp continued to be the mainstay of seafood exports, contributing more than 41.40% in terms of value. The MPEDA has been instrumental in promoting coastal aquaculture in India. With saturation in the sea catch, aquaculture is the need of the hour for the fisheries sector. MPEDA has a number of projects under RGCA for development of aquaculture and a number of schemes under MPEDA for providing assistance to farmers. The aquaculture event plays a big role in motivating the farmers to perform better. It also provides forum for dissemination of the latest technologies to the farmers. The export of ornamental fish is minuscule from India (with a contribution of less than 0.3% in the international trade). However, there is a huge potential. Most of India’s ornamental fish production is used for Aqua Aquaria India 2011 to be held at Chennai from 6-8, February 2011 domestic sales. With the series of development plans initiated by MPEDA with the Commerce Ministry funding as well as funding from NFDB, MPEDA is hoping to improve the export performance of ornamental fish. In order to motivate people to do better aquaculture and aquariculture (culture of ornamental fishes) practices and to educate the entrepreneurs in the latest trends and developments taking place in the world over in these sectors and to invite interested overseas entrepreneurs to invest in India, MPEDA is regularly organizing INDAQUA, an aquaculture event every alternate year and INDAQUARIA, an ornamental fish show every year. As both the events have to be organized this year, both are being organized together under a common name “AQUA AQUARIA INDIA” from 6 th to 8 th February 2011 at Chennai Trade Centre, Chennai. The event this year is being redefined to be of a truly international scale and quality. It is proposed to give the show a different hue and focus from the earlier editions. The show shall project the recent developments in the aquaculture sector as well as in the International market scenario. Black Tiger shrimp is the theme of the event since the strength of Indian seafood trade is Black Tiger Shrimp. Green Certification is the theme in the Ornamental fish sector. The three day event is intended to attract a large number of delegates and exhibitors to ensure the reach of the objectives. The event is envisioned to effectively showcase the infinite promise and potential of the Indian Aquaculture & Ornamental Fish industries under one roof. The three day event comprises of an exhibition which will showcase aquaculture and aquariculture activities and related accessories and technical sessions by international experts in the subject matters. It is expected that 200 exhibitors and more than 1000 delegates from India and abroad will participate in the event. The Exhibition will be an opportunity to showcase the Fisheries and Aquaculture developments in India thereby bringing greater trade benefits to Indian industry. India’s contribution to world’saquaculture production is

Indaqua 2009 held at BhubaneswarFarmers honoured: The farmers

of Kuttanad Organic Scampi farming

group, Alappuzha, the first to obtain

the certificate of registration from the

Naturland, an association for organic

aquaculture for conducting organic

scampi farming in India was honoured

in the function.

Export Awards distributed:

MPEDA Export Awards for

outstanding export performance in

marine products was instituted during

1990. The awarads were given to top

manufacturer exporters of marine

products under various categories.

Exhibitors: There were 44

Exhibitors comprising of aqua

farmers, entrepreneurs, farmers

associations, aqua clubs and societies,

aquaculture producers, technicians

and technocrats from the hatcheries,

farms, feed mills, processing plants,

quality control laboratories and input

suppliers, agents and service sectors

exhibiting aquaculture accessories,

ancillary equipments, machinery

products, inputs, ingredients and

additives.

Technical Sessions: The technical

sessions conducted on 21st and 22nd

January 2009 at Hotel Swosti Plaza was

attended by 388 delegates of which

296 were farmers. The first Technical

session was chaired by Shri G. Mohan

Kumar IAS, Chairman MPEDA and

Shri V. Venkatasan, former Director,

MPEDA was the Panelist for the

session. In the second technical

session Shri B. Vishnu Bhat, Director,

MPEDA was on the Chair with Dr.

M C Nandeesha as the Panelist. The

third session in the afternoon of 22nd

January 2009, was chaired by Shri

Kuruvilla Thomas, Director (M) and

Dr. C. Vasudevappa, Senior Executive

Director, NFDB.

An interactive translation of the

presentations were provided in

vernacular languages such as Oriya,

Bengali, Telegu and Hindi to the

delegates. The translated version of

the presentation in the said languages

also was arranged and distributed.

The farmers/entrepreneur deletgates

used the facility well as it was noted

by active discussion held after each

presentation. The cultural programme

conducted in the after noon of 21st

and 22nd January added colour to the

show.

Ornamental Fish International

(OFI) has organised INDAQUARIA-

2010 from 8th to 10th January 2010 at

YMCA-Vepery, Chennai, Tamil Nadu.

Most of the ornamental fish breeders/

farmers, exporters, researchers,

students and aquarium hobbyists in

India participated in the technical

sessions as well as the exhibition.

Experts and importers from Israel,

Indaquaria 2010 held at ChennaiItaly, The Netherlands, Belgium and

Indonesia attended the event.

inaugural function, the 4 OFI books

reprinted in India by MPEDA were

released by Shri K.S. Sripathi, Chief

Secretary, Govt. of Tamil Nadu by

handing over the copies to Shri K.P.P.

Samy, Hon’lble Minister for Fisheries,

Tamil Nadu. The exhibition of

ornamental fishes and accessories was

also inaugurated by Prof. K.V.

Thomas, Hon’ble Minister of State for

Agriculture, Consumer affairs, Food

and Public Distribution.

The INDAQUARIA 2010 was a

three-day event comprising of

technical sessions conducted by

international ornamental fish experts,

business sessions with reputed

overseas importers and experts, buyer-

seller meet and exhibition of fresh

water and marine ornamental fishes

as well as the aquarium related

accessories. More than 400 delegates

from Kerala, Karnataka, Tamil Nadu,

West Bengal, Maharashtra, Goa,

Andhra Pradesh etc., participated in

the technical sessions and there was

an overseas delegate from Srilanka. 50

stalls were put up for exhibition by

entrepreneurs from all segments of the

ornamental fish sector as well as by

Central and State Government

institutions such as Central Institute

of Fisheries Education (ICAR), Tamil

Nadu Fisheries Development

Corporation (TNFDC) etc.

Simultaneous translations of the

technical sessions in to 5 languages

(Tamil, Kannada, Bengali, Hindi and

Malayalam) were also arranged for

Indaquaria 2010. Competitions were

conducted in 3 categories, viz., a) Best

Stall b) Best Aquarium c) Best Fish

and the prizes were distributed to the

winners during the inaugural function

by Prof. K.V. Thomas.

The event provided an exciting

platform for evolving joint ventures

and business tie-ups amongst those

who are involved in this business. 11

experts including 8 from abroad and

3 from India presented papers on

various technical aspects such as

collection, breeding and management

of ornamental fishes, ornamental fish

culture practices, global trends, issues

and prospects in marketing of ornamental

fish etc. MPEDA had also arranged a

meeting of the ornamental fish

farmers and traders who had come

from all over India for Indaquaria 2010

to form a national level federation for the

ornamental fish traders.

By the turn of the new Millennium,the global seafood trade was worth

about US $ 50 billion and it was thesecond largest commodity afterpetroleum in the international trade.The closing decades of the 20th

century witnessed the contribution ofaquatic food products to annualprotein supply gradually increasing to16.6%, indicating a steady increase ofaquatic food in human diet.According the latest FAO statistics theseafood export trade has exceeded US$ 100 billion, registering a growth ofabout 100% in less than 10 years time,which augurs well for the globalfishery and aquaculture. Withincreasing health consciousness andabout the positive effects of fish onhuman health the demand for aquaticfoods is expected to increase manyfolds in the decades to come. Thereare several forecasts of demand foraquatic foods, one or two decadesdown the line. According to oneforecast, the world demand for fishand fishery products would be 183million tonnes by 2030. As the globalcapture fishery production isstagnating at around 90 milliontonnes, aquaculture sector is lookedupon as the only alternative source tobridge the widening gap in demandand supply in the 21st Century.

Aquaculture continues to be thefastest growing animal food-producingsector with an average annual growthrate of about 7 per cent per annum,the growth of which outpaces thepopulation growth. WorldAquaculture is heavily dominated bythe Asia-Pacific Region, whichaccounts for 89 % of production interms of quantity and 77 % in termsof value. The Asia-Pacific regionaccounts for 98 % of carp, 95 %Oyster production and 88 % of

shrimps and prawns. Over the lastdecade some Asian countries havebeen making stupendous progress intheir fisheries exports (Fig.1). Chineseexports have more than doubled incomparison to its exports of about US$ 4 Billion during the year 2000 andreached over US $ 10billion in 2008.Thai fisheries exports, which washovering at about US $ 4 billion sincethe mid nineties till 2004 is alsoshowing signs of exponential growthsince 2005. Vietnam is the other Asian

country exhibiting exponential trendin growth of seafood exports, fastcatching up with Thailand, with itsexports doubling in six years time andstands at US $ 4.5 in 2008.

Growth in aquaculture productionhas played a very significant role inachieving these exponential growthsof exports of these countries.

Fisheries production of IndiaWith a production of 7.58 Million

tons of fish, India has become the

second largest producer of fish in2008. Blessed with vast potential fordevelopment of aquaculture, Indiacontinues to be a “Sleeping Giant” ofaquaculture. In order to boost fishproduction, more efforts are needed

to optimize the yields from the capturefishery as well as augment productionfrom culture fisheries in a sustainablemanner. Although the availableresources in the deep-sea zone areunder-exploited, the production from

the traditional fishing area is ratherstagnating, despite increased fishingefforts. Therefore, aquaculture isbeing looked upon as the bestalternative to augment fishproduction, as this could also reduceover exploitation of natural resourcesand serve to protect the naturalbiodiversity. Table given below showsthe increasing contribution ofaquaculture in the total fisheriesproduction of India since 1970.

Export-oriented aquacultureduring the first decade of the21st Century

Fisheries exports from the country,in terms of quantity showed widevariations despite the totalaquaculture production exhibitingconsistent increase over the last threedecades (Fig. 5). This is a clearindication that our exports stilldepends mainly on capture fisheries.Coastal aquaculture, dominated byTiger shrimp culture, continues to bethe mainstay of export-orientedaquaculture in India. While theclosing decade of the 20th century wasmarked with the stupendous rise oftiger shrimp culture during its firsthalf and stabilization of productionduring the latter half of it, the firstdecade of the 21st Century broughtdifficulties of other kinds to theshrimp farming community.

The increased production ofshrimp propelled by the spread ofLitopenaus vannameii culture in theAsian region resulted in glut in theglobal shrimp markets, resulting pricedecline since 2001. The impositionof anti-dumping duties by the USadministration on the supplies fromthe selected Asian countries, includingIndia, was another significant eventthat influenced the farm gate prices.Farmers, already experiencingincreasing cost of production due tofactors such as increasing feed cost,propelled by the increasing fishmealprices in the international markets,and due to the additional inputs used

by the farmers supposedly forprevention and control of diseaseproblems, have started feeling theaggravation in the pinch from thereduction in the farm gate prices.Under the circumstances farmersdepending on the external finances fortheir crops have become mostvulnerable to credit traps, particularlybecause they are not getting theneeded support from the Nationalizedbanks and Insurance sector.Optimization of the use of resourcesand adoption of measures for reducingthe cost of production has become thesurvival necessities for the shrimpfarming community. Fig. 6 shows the

relationship between cultured shrimpproduction and shrimp exports of thecountry. The correlation between thecultured shrimp production andshrimp exports clearly shows thedependence of the latter onaquaculture.

Challenges and OpportunitiesQuality control and Traceability:

Increased aquaculture production andthe consequent increase in share ofaquacultured products in fishery tradehave also coincided with increasingrequirements on quality and foodsafety by consumers and regulators.Thousands of tonnes of imported fish

and seafood products are beingdetained, rejected or destroyed eachyear at the national borders of manyimporting regions resulting in hugelosses to exporters concerned. Oneof the most serious difficulties forfishery exports today is that they facestandards and regimes of safety andquality requirements that vary frommarket to market. The consumers andthe importing country governmentsare demanding quality and food safetyand each of the demands are passedon back to the producer, through thedifferent stages of the supply chain.Therefore, in order to get marketaccess for the food products, it isimperative to take all necessary stepsto ensure quality and food safety.

Many countries are having specialquality assurance programmes inresponse to perceived risks, potentialfor getting premium price andconsumer demands. Absence of anysuch quality assurance programmeswill work increasingly as barriers toaccess to various export markets. Indiahas also taken several steps to ensurequality assurance at all levels of thesupply chains right from productionto exports.

Government of India issuedNotification No.792 (E) dated 17th

August 2001 clearly specifying thelimits for various antibiotics, pesticidesand heavy metal residues in seafoodproducts. Government of India issuedanother Notification dated 10th July2002 banning the use of antibioticsand other pharmacologically activesubstances in the culture in hatcheryfor producing the juveniles or larvaeor nauplii, in any unit manufacturingfeed, in any unit, pre-processing orprocessing shrimp, prawns or anyother variety of fish and fisheryproducts. MPEDA has beenimplementing annual NationalResidue Control Plan (NRCP) fortesting and monitoring samplessourced from farms and hatcheries forthe presence of antibiotic andpesticide residues.

The requirement of traceability asan integral part of HACCP and thefood safety system of the buyers hasalso put strain on the export ofcultured products. While India haswelcomed the introduction oftraceability and has taken steps tointroduce the system in its processingplants, the enormous problems facedby the traceability system on accountof the structure of India’s aquaculturesector has often not been given theattention it deserves. Traceability,which can be readily implemented inintegrated production and processingunits faces serious challenges whenapplied to thousands of small andmarginal farms, which often sell theirproducts to intermediaries and ruralmarkets. In order to ensure traceabilitythe Government of India has issued anotification (No. SO. 2714 E dated28.10.2009) under section 17 of theExport (Quality Control & InspectionAct 1963) making it mandatory forprocessing establishments to procurefarm produce for exports only fromregistered farms. All shrimp farmslocated in the Coastal area arerequired to be registered with theCoastal Aquaculture Authority and allother farms are to be registered withthe agencies designated by therespective state governments.

Pre-harvest testing: MPEDA hasestablished 16 ELISA screening labsin various maritime states and handedover to approved agencies for carryingout pre-harvest testing of shrimps/scampi meant for export. Pre-harvesttesting of shrimps and scampi samplesis mandatory requirement for exportof aquaculture produce. The samplesof shrimp/prawns (@ 1 sample perpond) should be tested in thedesignated ELISA lab 15 days prior tothe probable date of harvest. Theprocessing establishments can receivethe harvested shrimp only if it isaccompanied with the test report.This testing means an additional costto the farmers. However, ensuring thatthe harvested shrimp/prawn is residue

free is so important for improving theimage of the culture produce of thecountry that a small additionalexpenditure can be considered as aninvestment for sustaining the demandfor Indian cultured shrimp. If a sampleis tested positive in the ELISAscreening, the reference sample will besubjected to confirmatory test in theEIC approved lab/MPEDA QualityControl Lab using LC MS MS. Iffound positive in the confirmatory testalso, the same will be brought to thenotice of the concerned authorities fortaking appropriate action against thefarmer under the relevant provisions.The measures taken by the MarineProducts Export DevelopmentAuthority in improving the quality ofproducts for exports has started payingdividends in the form of improvedacceptability of products. However,this needs to be strengthened furtherto improve the image of Indianseafood products. Implementationof the Logo scheme for qualitymarking of Indian products willfarther our efforts in improving themarket access of the products.

Development of database on aqua

farms: The primary requirement toachieve traceability at the farm level isa comprehensive database usinginformation technology. AGeographical Information System(GIS) with the use of Satellite Imageryis being attempted by MPEDA inassociation with the Remote SensingAgencies of various maritime stateswith the technical support of theNational Remote Sensing Centre(NRSC). The GIS database of theshrimp and scampi farms of all thesestates is nearing completion. Thisdatabase will provide the preliminaryrequirement for ensuring a traceabilitysystem in the country.

Measures for ensuring

sustainability: The twin challenges ofensuring environmental sustainabilityand social acceptability of theproduction systems as demanded bythe consumer demands have also to

be contended with. Consumers andbuyers have started asking questionsabout the sustainability of the processby which seafood is produced inaquaculture systems. The impact oftrade on environment has always beena matter of concern. Under itsinfluence, retailers and supermarketshave sought to differentiate thecultured products by giving eco-labelsto the products. Sustainability issought to be attained through marketforce. The challenge of environmentalsustainability, the problem ofantibiotic residue and the need toreduce cost of production for sheersurvival has led to some innovativethinking in India, which hasculminated in the introduction of thesystem of Participatory Farming. Theexperiment which began with theepidemiological survey conducted asa part of the MPEDA-NACAprogramme in the year 2000, led tothe development of BetterManagement Practices for shrimpfarms and the Code of Practices forsustainable shrimp culture based onthe FAO Code of Conduct forSustainable Aquaculture Practices.MPEDA has set up a separateextension arm in the form of society,The National Centre for SustainableAquaculture (NaCSA), forencouraging farmers to come togetheras Aqua farmers societies, theirinstitutionalization throughregistration with the state agencies forRegistration of Societies etc. andencouraging them to adopt the Codeof Practices for sustainableaquaculture through an incentivescheme implemented by MPEDA forsetting up common infrastructurefacilities. From a small beginning, withjust 5 farmers in a village of AndhraPradesh in the year 2002 (covering 7ha in one state) it has grown to 11993farmers in 533 societies (covering11903 ha) in 2009-10 in six coastalstates. responsibility.Organic farming: Promotion of

organic farming has also been takenup in the country, particularly forshrimp and scampi. For this,agreement have been executed withSIPPO, a Swedish agency and farmsmeeting the standards are getting“Naturland” certification forproducing organic shrimp andScampi. India has the distinction ofproducing the Oraganic Scampi forthe first time in the world in the year2008. Since then a few farms inAndhra Pradesh and Kerala have beenproducing Organic scampi for exportpurpose. In the year 2008-09 about50 ha have been developed underorganic farming with a production of16 MT of scampi which was producedand exported from the country. Theimmediate target is to achieve aproduction and export of 1200 MTby 2012.

Diversification: Diversification ofcultured species and aquaculturesystems is envisaged as the majorthrust for achieving the targetsenvisioned in MPEDA’s visiondocument for the seafood exportsector. In order to diversifyaquaculture product base for exports,aquaculture of a few more candidatespecies of export demand have been

given attention. Among theindigenous species, the Crab (Scyllasp.), Seabass (Lates calcarifer),Groupers and Cobia are givenattention. Among these, the hatcherytechnology and farming of the firsttwo species have been standardizedand demonstration programmes arebeing carried out in different maritimestates for popularizing the culture ofthe species. The demonstrationprogrammes conducted by MPEDAand other agencies has generated verygood awareness about the feasibilityof commercial aquaculture of thesespecies in the country. Diversificationto soft shell crab production is anotheropportunity available to entrepreneursas the hatchery technology availablein the country offers scope forproducing required quantity of seeds.As for the other two species R & Dprogrammes are underway forstandardization of the hatchery andfarming technology in various projectsundertaken through the Rajiv GandhiCentre for Aquaculture (RGCA).

Litopenaeus vannamei, HybridTilapia and Pangassius sp. are the otherexotic species that are beingintroduced in the aquaculturespectrum of the country. Culture ofL. vannamei, has caught theimagination of shrimp farmersstruggling to survive the various crisesposed by decreasing margins, diseaseproblems and increasing marketingissues. The estimated production ofL. vannamei during 2009-10 wasabout 10, 370 MT. The estimatedproduction of the species during theApril-November 2010 period of thefinancial year 2010-11 was about14000 MT. The interest in L.vannameiis likely to affect tiger shrimp culturein the country as the former is believedto have more farmer-friendly featuressuch as tolerant to wider range ofsalinity conditions, faster growth andcan grow with low protein diets.Being an exotic species, culture ispermitted only in farms with bio-security facilities and eff luent

treatment system is mandatory as perthe CAA regulations. It would be inthe interest of long-term sustainabilityof shrimp culture in the country, ifthe farmers carry out L. vannameiculture without giving a go-bye to thenative species. From the Thaiexperience some experts are of theopinion that, switching over toL.vannamei from that of P. monodonis easy, but return to the native speciesfrom L. vannamei culture would benext to impossibility.

Culture system diversification isanother area to be explored along withthe species diversification in order toachieve the increased production withsustainability. Adoption of biofloctechnology of farming is one area thatcan be beneficially utilized. Use ofbiofloc technology is reported to bebecoming common in aquaculture ofshrimps and finfishes. The productionrate achievable in these systems isreported to be about 20 MT/ha and200-300 MT/ha for finfishes likeTilapia.

India has the resources and therequired manpower that are essentialfor development of export-orientedaquaculture. The first decade of the21st century has presented a bag ofexperiences to the seafood sector,seafood exports achieving the highestever level both in terms of volumesand value while the export-orientedaquaculture production sector wasbeset with several adversities.However, the year 2010-11 has shownall signs of a recovery of aquacultureproduction for export. Diversificationefforts both in species and productionsystems will pave way for furtheraugmenting aquaculture production.Proper quality assurance, suitablemarket propaganda and developingnew brands or acquiring alreadyexisting brands for developing brandimage for Indian products are alsoopportunities for Indian exporters toutilize for taking our seafood exportsto new heights.

Seafood from India is relishedworldwide, for its supreme quality.

The country exports fish and shellfishto the major markets of Europe, USA,Japan, China etc. The export ofmarine products from India crossedover two billion US dollars during2009-10. Shrimp is the major valueearner for the country, with a share ofabout 41% of the export turn-over.Aquaculture has become the mainsource of shrimp / scampi for exportfrom the country. However, theproduction sector is yet to benefitfully, due to the limited scale of valueaddition of the seafood products. It isthe need of the hour to augment valueaddition of this sector to derive theadvantages of the increasing consumerdemands. Production of seafoodthrough organic methods is one suchinitiation, which addresses thesustainability aspects, as well.

With the concern over health andenvironment, the demand for organicproducts is increasing in the globalmarket. It is estimated that the globaldemand for organic food products isabout 50 billion US dollars. Hence,organic fish products have a hugedemand in the Western Markets.Consumer demand for organicproducts is concentrated in NorthAmerica and Europe; these tworegions comprise 97 percent of globalrevenues. Regions like Asia, Latin

America and Australia are importantproducers and exporters of organicfoods. The global market has beenexpanding by over five billion USDollars a year. Fish is considered as asafe and healthy food and doublesafety is ensured by the organic fishproducts. Organic aquacultureessentially protect the health ofconsumers by reducing the over allexposure to harmful chemicals andantibiotics. It is an accepted methodof production in a sustainable and eco-friendly manner.

certification, which are as follows:a. A group of farmers sets up an ICS

(Internal Control System) and alsoorganizes joint buying andmarketing for their certifiedproduce. The group owns a singlecertificate.

b. A processor and/or exportercontracts small farmers to producecertified shrimps for the company.The Processor or Exporter is theICS operator and organizes allinternal control procedures. Thecompany owns the certificates.

c. If an individual big farmer followsthe standards of the certifyingagency or comply with thestandards and inspection report,the certificate is issued in the nameof the individual (Singlecertification)An Internal Control System (ICS)

is a documented quality assurancesystem that allows an externalcertification body to delegate the

annual inspection of individual groupmembers to an identified body/unitwithin the certified operator.

It indicates that a grower groupbasically controls all farmers forcompliance with organic productionrules according to defined procedures.The organic certification body thenmainly evaluates whether the InternalControl System is working well andefficiently. The evaluation is done bychecking the ICS documentationsystem and staff qualifications and re-inspecting some farmers. The detailsof such a quality assurance system aredescribed in detail in a preparedmanual named as ICS Manual.

The basic steps for preparing theICS Manual are as follows:-a. To find qualified personnel and

ensure that they receive thenecessary training in organicproduction and ICS development.

b. To identify farmers.c. Start developing adapted and

suitable ICS forms and procedures.It is very important that theprocedures are actuallyimplemented and understood byall staff.

d. To help selecting a very minimumICS requirement that shouldalready be implemented before thefirst inspection.

e. Either before or during the firstinspection, the organiccertification body must screen andassess the ICS document and ifrequired some comments orconditions may be suggested.

f. Gradually improve the ICSdocument, which includeprocedures, forms etc., and itsimplementation by the ICS staff.It is very important that ICS

policies and procedures are madeaware to all involved, including thefarmers. Therefore the internal ICSManual is always made up to date andall relevant parts are made availableto all. Each registered organic farmeris inspected by the Internal Controlat least once a year by qualifiedinternal inspectors.

Each internal inspector shouldundergo training at least once a yearby a competent person. An ICSoperator must have an internalstandard which is applicable to thelocal situation and which can be easilyunderstood by all.

India Organic AquacultureProject (IOAP)

Considering the growing marketfor organic products, the MarineProduct Export DevelopmentAuthority (MPEDA) has identifiedorganic aquaculture as one of thepotential thrust areas fordevelopment. In order to implementthe programme, MPEDA initiated theIndia Organic Aquaculture Project

(IOAP) during 2007, with the supportof the Swiss Import PromotionProgramme (SIPPO), Switzerland..Under the IOAP, the farmers areadopting standards prescribed by M/

s. Naturland, Germany. The proposedlocations for organic farming are pre-evaluated by M/s Naturland for thesite suitability. Organic certification ofthe farms is subsequently carried out,after the mandatory inspections by thelocal inspection agency, viz, M/sIndocert, Aluva. The IOAP projectwas successful in developing certifiedstake holders such as (1) certifiedorganic shrimp/scampi hatchery (2)certified organic feed mill (3) certifiedorganic shrimp / scampi farm and (4)certified organic seafood processors.During the first phase of IOAP, thecertified hatchery for production oforganic scampi and shrimp seeds(Rosen Fisheries, Marathakara andQueens Hatchery Kodungallorrespectively), organic feed mill for theproduction of organic feed (The Waterbase Ltd Chennai), organic processor(M/s. Baby Marine, Cochin and M/s.Jagadeesh Marine, Bhimavaram) havebeen established. It is a proudachievement of the IOAP that theorganic scampi farmers from Kuttanad(Kerala) were the first producers oforganic scampi in the World (2008).This was followed by the successfuldemonstration of organic scampifarming by the farming clusters in

West Godavari District of AndhraPradesh. The National Centre forSustainable Aquaculture (NaCSA), anextension arm promoted by MPEDAcoordinated the project in AndhraPradesh in association with MPEDAField Centers.

Organic Black Tiger productionwas also initiated in India, by theIOAP. The European Union (EU) hasmade it mandatory for organicaquaculture products imported in toits member countries to follow the EUStandards from July, 2009. Therefore,framing country standards would bea more viable option, to equate thesame with EU standards. In thisconnection, the National Standardsfor Organic Aquaculture are beingfinalized by National Programme forOrganic Products (NPOP) underGovernment of India in consultationwith various organizations, includingMPEDA.

Organic Culture PracticesThe species initially selected for

organic aquaculture under the IOAPare:1. Macrobrachium rosenbergii (Scampi)

in fresh water areaand

2. Penaeus monodon (Black Tiger

Shrimp)in brackish water areaThe culture practice remains

mostly similar to conventionalmethod. However, the followingaspects are to be taken intoconsideration:i) Pollution free locations for farmsii) Seed and feed from certified

organic supplieriii) Moderate stocking densities.iv) Follow prescribed organic

standards for farming.v) No usage of chemicals, hormones

or antibiotics.vi) Adopt sustainable and eco-friendly

practices.vii)Ensure bio-security.viii)Proper records and documentation.

Financial Assistance underIOAP

MPEDA grants subsidy assistanceof Rs.25, 000/ha. or 50% of the totalcost of certification and organic feedwhich ever is less to organic farmersunder IOAP. One beneficiary can availsubsidy for a maximum area of 6 ha,subject to the financial ceiling ofRs.1.5 lakh per beneficiary. In the caseof clusters or groups, the upper limitwill be Rs.7.5 lakh for 30 ha. or more.

Smt. Ponnamma K. K, RegionalExecutive, ADAK inaugurated theworkshop and stressed the need foradopting Better ManagementPractices in aquaculture farms andhatcheries. She reminded that suchkind of workshops and Farmers/Hatchery Operators’ Meets will surelybring awareness among the farmingcommunity for sustainability of thissector in India.

impact of use of antibiotics in bothhatchery and farming sector and askedthe farmers and all others in this sectorto unite and contribute their partthrough adoption of BMPs.

officials spoke on recentDevelopments in Aquaculturecovering topics such as potential areas,prospects, market trends and scope fordevelopment of aquaculture. Classeswere also taken on group farming andformation of Aqua Societies.

The Quality Control subject wastaught by MPEDA officials byspecicying the consequences of the

use of antibiotics and the diagnosticand analytic procedures for thedetection of antibiotic residues incultured products

RGCA officials took a class on‘Diversification of Aquaculture’ whichcovered cage, open water and pondculture methods of Seabass and Crabculture.

On 30-11-2010, Dr. K. G.Padmakumar, Associate Director ofResearch, Kerala AgriculturalUniversity, Kumarakom, Kottayamtook class on ‘Captive Breeding &farming of Pearl Spot in Open waterCages’ by covering habitats, breedingand rearing of Pearl Spot.

In the afternoon MPEDA officialstook classes on ‘Organic Aquaculture’covering the need, scope andprocedures for certification of organicaquaculture, and society formation.Later, Code of Practices for Shrimpand Scampi hatcheries was briefed toeliminate the risk of disease occurancein hatchery seeds. Importance of GISMapping and its applications inaquaculture traceability were alsodiscussed.

Shri Syamlal, President, HatcheryOperators’ Association and Mrs.Beena, Queens Hatchery also tookawareness classes on practical issues inhatchery operations and the seedproduction techniques in hatcheries.

Group discussion was carried outafter the technical session. Variousqueries, opinions andrecommendations were made by theparticipants of the workshop.

Officials of MPEDA gave a briefaccount on the present status ofshrimp culture in the country andMPEDA’s promotional activities forthe development of aquaculture. Thedangers involved in over-stocking ofnon-tested hatchery and wild seedsthat cause disease were explained. Thefarmers were advised to make use ofthe three ELISA Labs installed atdifferent places in West Bengal foranalysis of antibiotics in culturedshrimp and scampi. The proceduresfor obtaining CAA registration andWest Bengal Fish Producers’ licencewere also explained.

Dr. Utpal Kumar Sar, DeputyDirector of Fisheries delivered lectureon the topic entitled: “Deleteriouseffects of Antibiotics in aquaculture”and discussed the effects of antibioticsin human health through fish foodand cautioned the farmers on the riskfactors in the export market of seafoodon this account. He said that it ismandatory that the farmers have totest their product samples at theELISA labs set up in different parts ofthe country for the presence ofantyibiotic residues.

Other topics discussed in the

campaign were Code of practices forshrimp hatchery, MPEDA’s financialassistance for establishment of newshrimp hatchery, sustainable scampiand shrimp farming through bettermanagement practices andimportance of site selection, selectionof disease free seeds, environmnentalparameters and diversifiedaquaculture such as mud crab farmingand seabass culture.

NaCSA officials delivered lectureon the “Role of NaCSA towardsSustainable Aquaculture” andrequested the farmers to form aquasociety. The meeting was concludedwith group discussion, evaluation andvote of thanks.

Officials from NETFISH specifiedthe problem of Muddy-Mouldy smellin shrimp culture and suggestedremoval of the black soil from thepond bottom as early as possible afterthe harvest and fill the ponds quicklyto avoid the development of benthicblue green algae, filamentous algaeand aquatic weeds which are likely tospoil the pond bottom and inducemuddy smell.

Officials of NaCSA requested thefarmers to form aqua society & availMPEDA scheme for aqua societywhich will help the farmer for propercrop planning, building up contactsand mutual trust among variousservice providers.

MPEDA officials taught thesubjects on crab culture and seabasscage culture in detail. Marine foodfishes like groupers, snappers,siganida, pompano, cobia andornamental fishes have great potentialfor domestic and export trade. Amongthe species for diversification, Sea bass(Lates calcarifer) has been establishedas a promising finfish species foraquaculture production oncommercial scale because of its fastgrowth and wide tolerance of salinity.The meeting came to an end with thevote of thanks proposed by ShriSibasish Mohanty, JTO, SRC,Kolkata, MPEDA.

The Regional Centre(Aquaculture), Kochi has

conducted the inaugural-harvest of theMud crabs cultured in thedemonstration farm of Shri. A.M.Nizar, Kovilakathumkadavu,Pallippuram (Vypin Island),Ernakulam District on 19.11.2010.The programme was attended by 50

farmers and officials. MPEDARegional Centre, Kochi welcomed thegathering and emphasised the need fordiversification in aquaculture andparticularly the importance of mudcrab culture in Kerala region.

various doubts regarding crab cultureand the officials present during thefunction clarified them. This is thefirst attempt in Kerala by MPEDA onMud Crab culture by stocking the crabseeds in culture ponds.

The details of the demonstrationare:

1)The demonstration culturestarted on 19-3-2010.

2) The crab seeds for stocking werebrought from RGCA in Tamil Naduand 2077 crablets were stocked inscientifically prepared 0.4 ha. pond.

3) Proper fencing was given withHDPE net and Silpaulin sheet toprevent the escape of crabs from thepond.

4) The water quality parameterswere maintained in the optimum levelto enhance the production.

5) Chopped trash fish and wastes(Squid, Cuttle fish,etc.)from theprocessing plants were given as feedfor the crabs.

6) Regular monitoring of the waterquality parameters, feeding & growthassessments were carried out andconcerned details were recordedduring the culture period.

7) The crab attained 500-650gm.size within a culture period of 8months. The estimated standing cropwas around 133 kgs.

The demonstration culture was agreat success and it is hoped that infuture more farmers will come forwardto take up mud crab culture in theState.

Awareness campaigns against use of antibiotics in WestBengal1) Programme at Itinda-Panitor Gram Panchayat,North 24 Paragnas Dist. ,(W.B.)

MPEDA, SRC (Aq), Kolkataorganised a campaign at Itinda-

Panitor Panchayat, North 24 ParagnasDist. on 25.11.2010 which wasattended by 46 farmers of the nearbyareas. Shri Rajjak Baidya, Sabhapati,Itinda-Panitor Gram Panchayat &Sattarnri Adak, Member of ATMAgroup participated in the campaign.

Mr. Manirul Gazi, leading farmerof Panitor village of Gopalpur No.2Panchayat thanked MPEDA on behalfof the farmers of the area fororganizing the event and gave a briefaccount on the present status ofshrimp culture in Gopalpur village &presented some major issues faced bythe farmers, mainly white spot diseasesand non-availability of quality shrimpseeds.

Issues such as concern of thebuyers on food safety, human rightsand environment protection were

discussed in detail in the meeting. Thefarmers were also cautioned that ifthey were not maintaininginternational quality standards of theshrimp and also if they do not obtainlicense either from State FisheriesDept. or CAA, they would not be ableto sell their shrimp for export after31st December 2010. It was suggestedto form Aqua Society in each farmingcluster to follow community farmingfor each water source so that theycould deal effectively againsthorizontal transmission of shrimpdisease. The farmers were also advisedto take up scientific farming with lowstocking of hatchery produced PCRtested seeds and disease managementby using suitable probiotics instead ofantibiotics.

MPEDA officials discussed aboutthe scenario of Organic aquacultureand how it is developing rapidly andis now practised in more than 120countries in the world. OrganicAquaculture is a process of developinga sustainable aqua system with organicQuality Control. Topics such asMPEDA schemes for IOAP,organizations associated withcertification and also formation ofsociety were discussed.A view of the audience

and banned chemicals.The officials of MPEDA also

conveyed the recent trends inaquaculture and spoke about theconcern of buyers on food safety andnon-use of banned drugs.

MPEDA, SRC, Karwar organizeda 5-day Training Programme on

“Eco-Friendly & Sustainable ShrimpFarming” at Haldipur village inHonavar taluk from 22-26, Oct. 2010for the benefit of shrimp farmers.Twenty candidates participated in thetraining programme.

The main objective of the trainingprogramme was to train thebeneficiaries on Eco-friendly shrimpfarming and to motivate the traineesto take up shrimp farming by adoptingBetter Management Practices (BMPs).Literature on BMP, use of antibioticsin aquaculture, farm management anddiversification in aquaculture invernacular were distributed to theparticipants.

The training programme wasinaugurated on 22-11-2010 at 10.00AM by Shri. Damodar G. Naik,President, Gram Panchayat,Haladipur, Honavar. He in his

inaugural speech appreciated MPEDAfor conducting such short term villagelevel training programme for thebenefit of shrimp farmers. He alsomentioned that “Haldipur village isgifted with vast brackishwater areas &there is scope for employmentopportunities in shrimp farming”. Heappealed the trainees to make use ofthe opportunity and assured that allpossible assistance from panchayat willbe provided to the farming.

SRC, Karwar officials advised thefarmers to go for farming of speciesother than shrimp, considering thevast potential in Haldipur area. Hediscussed the scope of crab farming/fattening and fin fish farming. Theyalso discussed various promotionalschemes of MPEDA.

The function was presided over byShri. K.H.Gouda, President, SharavatiShigadi Krishikar Sangh, Haldipur,Honavar and a very successful farmer

doing farming in a systematic way forthe last decade. He in his presidentialaddress explained different steps to beadopted in pond preparation and theimportance of pond preparation. Hethanked MPEDA for organising thistraining programme in Haldipur.

Shri. Nagaraj Sannabhadthi, Feeddealer delivered a lecture on “Feedmanagement in shrimp farming.”NaCSA officials explained aboutSociety formation in shrimpaquaculture.

Participants were trained on thevarious aspects of shrimp farming suchas site selection, pond construction,pond preparation, seed stocking, waterquality management, feedmanagement, disease management,harvest and post harvest techniques,seabass culture techniques and othertopics related to aquaculture byMPEDA officials and resourcepersons.

As part of training programme, afield trip was arranged for the traineeson 26-11-2010. Trainees were taken toMr. K.H.Gouda’s shrimp farm atHaldipur. Techniques involved inshrimp farming, farm management,feed management, water managementetc. were explained to the traineesduring field trip.

On 26.11.2010 evening avaledictory function was conducted.Sri. Damodar G.Naik was the ChiefGuest who distributed certificates tothe trainees. Sri. K.H.Gouda was alsopresent. The programme concludedwith vote of thanks.

A campaign on abuse of antibiotic

in aquaculture funded by United

Nations Conference on Trade and

Development (UNCTAD), was

organised by MPEDA, SRC(Aq),

Karwar on 29-30, November 2010, at

Kumta, Uttar Kannada District to

create awareness among aqua farmers

against the use of antibiotics in

aquaculture and to educate the shrimp

farmers on Eco-Friendly and

Sustainable Shrimp Farming without

using any antibiotics. Thirty-five

farmers participated for the two-day

programme.

They also discussed about the

procedures adopted by MPEDA to

monitor the use of antibiotics in

aquaculture.

Shri. V.K. Dhulked, C.E.O.,

BFDA, Karwar inaugurated the

function by lighting the lamp. In his

inaugural speech he warned that a few

farmers were misusing the antibiotics

in aquaculture for their own benefits

without knowing the adverse effects.

He explained the two main

consequences of use of antibiotics in

aquaculture ie., presence of high

residue levels of antibiotics or their

metabolites in shrimp/fish tissue and

second one is development of

antibiotic resistant strains of microbial

pathogens in the environment.

Report on UNCTAD awareness campaign on abuse ofantibiotics in aquaculture

Controller, Karwar delivered lecturer

on the Acts and regulations of use and

selling of antibiotics/Drugs. He listed

out the few chemicals/antibiotics used

in aquaculture. Also explained about

“Prevention of Food additive Acts”.

He also informed that the food items

with residues of antibiotics, if

consumed, may cause direct health

problems. For example cause of

aplastic anaemia is associated with

chloromphenicol. Similarly

nitrofurans (metabolites) can cause

cancer and genetic disorders.

Department of Marine Biology,

Karnataka University addressed the

farmers about basic needs for

regulations. He explained the farmers

that the presence of antibiotics in

aquaculture products is a major

hindrance for meeting the stringent

export quality standards of EU and

other countries. Detection of

antibiotics or antibiotic residues is a

serious concern not only to the

particular brand of export or to the

exporter but it also adversely affects

the image of the Nation. He also

explained the side effects of antibiotics

in human body.

In second day’s session, Sri. K. H.

Gouda, President Sharavati Shigadi

Krishikar Sangha,Haldipur, Honavar,

shared his experience with farmers

and also asked them to maintain

records of their farms activity. He

revealed the secret behind his success,

which is nothing but “Better

Management Practice”.

Officials of SRC, Karwar

elucidated to aqua farmers who use

chemicals in their field has to regulate

the usage and if at all necessary use

only approved permitted chemicals

with proper product labels regarding

the chemical composition, dosage,

withdrawal period and other

constraints including environmental

and human safety precautions. It was

stressed that the farmers should

maintain proper record of the

chemicals used in the farm diary

regarding date, dosage and type of

chemical used. Pre harvest test of the

aquaculture product has to be

conducted and make sure the product

sold to the processor is free from any

antibiotics or pharmacologically active

substances.

explained about domestication of

Tiger prawn and technology

farms. It requires lot of changes infarm design, water depth, etc. He alsoexplained the sensitiveness ofvannamei to WSSV disease andproblems of culturing L. vannamei intiger shrimp farms. He also advised thefarmers not to use any bannedantibiotics directly or indirectly. Headvised the farmers not to use theformulation of herbicides/sanitizers

containing Pendinethalin as thepresence of above chemical in shrimpis not acceptable in importingcountries. He also explained varioussubsidy schemes available fromMPEDA for the benefit of shrimpfarmers and explained about societyformation, scheme for registration ofAquaculture societies for adoption ofcode of practices for sustainableshrimp farming.

Annual China Fisheries & SeafoodExposition – Aquaculture China,2010, held during 2-4th November,2010 at Dalian, China. This is thelargest seafood exposition in Asia,organized by the Sea Fare Expositions.Inc U.S.A, in association with theMinistry of Agriculture China. Thevenue of the exposition was DalianWorld Expo Center Dalian XinghaiSquare, Dalian China. MPEDA wasrepresented in the Expo by Mr.C.R.Rajan, Dy. Director, RegionalOffice, Chennai, and Mr. P.N.Vinod,Assistant Director (AQ), HO, Cochin.Apart from MPEDA, M/s. SoniaFisheries, Mumbai and M/s Aqua SeaFoods (India) Pvt. Ltd, Cochin alsoparticipated in the exposition toshowcase their products.

The show was featured byapproximately 750 exhibitingcompanies from 35 countries. Thecountries such as UK, USA, Peru,Equador, Chile, Korea, Canada,Iceland, Malaysia, Norway, Papua NewGuinea, Spain, Taiwan and Vietnam,opened their National Pavilions toattract investment in to theircountries, as well as to market theirproducts. The range of productsdisplayed included, right from theproduction base to the procuredproducts. The latest machinery andequipments used in aquacultureprojects as well as the processingindustry were also displayed, attractinga large number of visitors. Theorganizers indicated that about 19,750visitors from 79 countries turned upto this largest seafood display in Asia,

AM on 2nd November, 2010 by Mr.Zhang Yanxi, the Hon. Vice Ministerof Agriculture, Peoples’ Republic ofChina. At the opening ceremony, MrPeter Redmayne, President, SeafareExpositions, USA delivered thepresidential speech. He stated that theInternational Seafood Trade of Chinais currently worth more than US$ 17billion. It is likely that China willovertake the United States to becomethe largest seafood trading nation. Therapidly increasing demand for seafoodin China attracted a large number of

business houses in to Dalian this year.The sea food consumption pattern inChina has undergone changes inrecent years, from live seafood tofrozen fish which appears to be morereliable, less expensive and veryconvenient. The growing domesticmarket of China is the largest in theworld, which is attracting attention ofthe trade partners, across the globe.The Chinese market is becomingstronger, as the country is becomingmore prosperous to afford thedomestic and imported seafood. It wasnote-worthy to cite that the Chineseaquaculture producers are rapidlyupgrading their technology to producespecies such as abalone shell, shrimp,seabass, turbot, scallops, snapper,tilapia, sea bream, crab, turtles, clams,catfish, f lounder, trout, mussels,salmon and so many other species.

of MPEDA were also well received.Different video films on the country’sseafood products and aquacultureresources were also screened in theMPEDA Stall. There wereconsiderable interactions with thevisitors on the variety of seafoodavailable from India. The demands ofthe Chinese buyers mostly focused onRibbon fish, cuttle fish, squids,octopus, crabs, lobster and shrimps.About 146 trade enquiries werereceived during the show. Over all, theChinese buyers expressed greatsatisfaction on the quality of IndianSeafood Products. It is suggested thatmore number of free publications andliterature to be provided in the stallfor distribution to the visitors.

The 16th Annual China Fisheries& Sea Food Expo- Aquaculture Chinawill be held at Qingdao InternationalConvention Centre during 1-3,November, 2011. As China Fisheries& Seafood Expo is being organizedevery year, it is the best opportunityfor India to introduce more Indianexporters to enter into the internationaltrade. Moreover, Chinese importersseem to be very keen of importingIndian Seafood products.

US Govt selectstwo firms foranti-dumpingfifth review

The US Department ofCommerce (DoC) has selected

two Indian seafood exportcompanies, Falcon Marine andApex Exports as mandatoryrespondents for the fifthadministrative review (AR) of theanti-dumping duty on import ofshrimp from India.

This is the first time that ApexExports is selected as mandatoryrespondent while Falcon wasincluded in all the ARs so far. TheDoC had issued notice for the fifthAR in this April according to apetition filed by the two US shrimpproducers, the Southern ShrimpAlliance (SSA) and LousianaShrimpers Association (LSA). Theyhad requested to review the exportsof 203 Indian companies, but DoCselected two Indian companies fordetailed examination.

The anti-dumping duty onfrozen shrimp imports to the USwas imposed provisionally witheffect from August 4, 2004 and thelevy was confirmed through theAnti-dumping Duty Order datedFebruary 1, 2005.

According to the order in 2005,the average duty imposed on Indiancompanies was 10.17 per cent andin the first AR it was reduced to7.22 per cent. This was furtherreduced to 1.69 per cent in thesecond AR and to 0.79 per cent inthe third review. But to the dismayof Indian exporters, the duty washiked to 2.67 per cent in the nextround. The Indian seafood exportsector was actually hoping for zeroduty. The Indian seafood exporters,led by the Seafood ExportersAssociation of India, presentedtheir case promptly, but the USauthorities hiked the duty. So the5th AR is crucial for the sector.

MPEDA put up a stall of size 9sq.m and could showcase the variousdevelopmental initiatives with morethrust on ornamental fish sector.Various publications, brochures,posters etc related to Ornamental fishsector were displayed in the stallincluding four OFI book series andthe books on ornamental fish diseasesin English & Hindi. The OFD schemebrochure translated to Hindi wasdistributed to entrepreneurs / farmersduring their visit to the stall besidesattending to their queries andexplaining the various activities ofMPEDA. Nearly 60 people hadexpressed their interest in ourschemes.

The general economic recovery ledto brisk shrimp trading in the first

half of 2010. Generally demandexceeded supply, and prices moved upsharply. Shrimp importers and tradersin the main markets were unable tobuild up inventories, as the productmoved quickly, reports Globefish, aunit of the FAO Fisheries Departmentresponsible for information oninternational fish trade.

Shrimp prices recoveredstrongly

All main markets reportedincreased imports in the first quarterof 2010. The weakening of the EURimpacted the world shrimp market inthe second quarter, and more shrimpwas aimed at the US and the Japanesemarket instead. The Gulf of Mexicooil spill resulted in very low US shrimpproduction, leading to more demandfor imported shrimp. The news onlower supplies from Viet Nam,Indonesia and Bangladesh also madeprices move upwards. Prices are likelyto increase to some extent in thecoming months to stabilize at a highlevel during the last part of the year.

Supply situation continuestight

Some major cultured shrimpproducers reported decliningproduction in 2010, following thenegative trend experienced in 2009.Viet Nam reported lower shrimpproduction in 2010. Strong offerprices from packers in the MekongDelta indicate persistently reducedsupply of black tiger shrimp in thatcountry. Vannamei farms in centralprovinces and black tiger shrimp farmsin southern provinces were hit by theextremely hot weather (38° C), whichhas affected growth rates and causeddisease problems.

Bangladesh will probably produceless shrimp in 2010 than in 2009, as

supply shortage for black tiger shrimpis reported. Farms in several areas areaffected by mass mortality of shrimplinked with inadequate pondpreparation prior to pond stocking.

Indonesia’s vannamei farmingsector is yet to recover fully from thedisease crisis experienced in 2009;hence supplies remain low from thissource. Supplies of black tiger shrimpare also lower than expected keepingraw material prices high in the placeof origin.

Thailand seems to be the onlymain player with a good productionoutlook. This country will thus be ableto expand its dominant position in theUS market and become the mainsupplier also to the Japanese market.

Japanese demand for shrimpis strong

The inventory situation in Japanwas very tight for large sized shrimpin the second quarter of the year. Thestrong yen also supported the market.

This year, supermarkets in Japanwere the major buyers of head-onblack tiger shrimp during Spring sales.Demand was basically focused on twosizes: 30 and 35 pieces/kg. Japaneseconsumers preferred to eat at homerather than expensive dining out, thus

restaurant demand was very limited. Imports during January-March

2010 increased by 1.7 per centcompared with the correspondingperiod of last year. With a 68 per centmarket share, Thailand, Viet Nam,Indonesia and China were the topshrimp suppliers to the Japanesemarket. Compared with the sameperiod in last year, overall supply fromThailand also increased significantlyto 17 600 tonnes (+31.5 per cent)followed by Viet Nam at 9 900 tonnes(+7.4 per cent). Imports fromIndonesia and China fell.

US shrimp prices soar due tooil spill

The Gulf of Mexico oil spillproblem is overshadowing the USshrimp market. In normal years, USdomestic shrimp production isrelatively limited with regard to totalUS shrimp consumption,contributing about 10 per cent of totalsupply. The area affected by the oilspill represents some 6 per cent of totalUS shrimp consumption. However,domestic US shrimp productionnormally influences the price level insummer months, the main productionperiod for US shrimp from the Gulfof Mexico. As a result of the oil spill,

important fishing areas for shrimphave been closed, which means longerfishing trips for shrimp trawlers toreach areas where shrimp catching ispermitted. Production will probablydecline sharply. As a result, traders arevery cautious with existing inventories.

In addition to lower domesticproduction, imports are also lowerthan in 2009. As a result of limitedsupply, prices are going up veryquickly. US shrimp imports declinedby 4 per cent in the first quarter of2010, mainly owing to limitedproduction in the main supplyingcountries, as mentioned above. ThusThailand managed to expand itsexports to the US market by 7 percent, now representing 35 per cent oftotal US shrimp imports. In contrast,Indonesian shrimp exports declinedby 30 per cent as a result of the diseaseproblems experienced in this country.

Growth in all Europeanmarkets

All EU markets reported strongtrade in the first half of 2010, withimports increasing in all mainmarkets. The economic crisis seems tobe declining and all indicators showan improved shrimp trade, both forsupermarkets and restaurant sales.

Spain continues to be the mainimporter of shrimp in the EU. Despitethe economic crisis last year, importswere strong and continued to increaseduring the first half of 2010 by 10 percent. Main suppliers to the Spanishmarket continued to be China andArgentina, while Thailand isincreasing supply to this market. Pricesoffered by Spanish traders aregenerally competitive, making thiscountry a good market for all shrimpproducers world-wide. It is surprising,however, that coldwater shrimp is notplaying any important role in thismarket.

UK shrimp imports grew by fiveper cent in 2009, with the cooked andpeeled sector (C&P) being mainlyresponsible for the increase. In the

first quarter of 2010, generally an offseason for shrimp trade, UK shrimpimports grew further by a significant10 per cent. In the C&P tropical sectorsuppliers increased their presencewhile the traditional coldwater shrimpsuppliers lost ground.

The German shrimp market grewsubstantially in 2009. Total importsreached a record high of 56, 700tonnes in 2009, 8,400 tonnes morethan in 2008. The increase in shrimpimports by Germany is not surprisingas the big supermarket chains are allnow offering shrimp products, and thediscount chains have also recentlyincluded shrimp in their product

range. The upward trend continuedin the first quarter of 2010, whenimports increased by 17 per cent.Thailand followed by Viet Nam andBangladesh are the major suppliers tothe German Market.

French shrimp imports were stableduring the past seven years at between101 000 to 108 000 tonnes. Frozenshimp are by far the main form ofimports and in this category, frozenwarmwater shrimp are most popular.The supply comes from LatinAmerica, India (strong growth in2009) and Madagascar. The Frenchmarket pays a premium for highquality shrimp, for exampleMadagascan shrimp is priced at EUR8.28/kg, while the Indian shrimpprice is around EUR 4.69/kg. Overall,the unit value of shrimp imports byFrance declined from EUR 5.09/kgin 2008 to EUR 4.84/kg in 2009.During the present year, however,prices have started to move up quite

substantially.

Further price increases likelyIn June, the appreciation of the yen

helped Japanese importers toconclude some solid deals even athigher prices. Price increases in theinternational market, however, are notpositive for Japanese traders as theyare afraid to pass on the higher priceto end consumers. Under the tightsupply situation, Japanese importersare not in a position to dictate marketprices either. Therefore, depending onthe strength of the yen, sporadicimport deals are expected to replenishstocks, at least for summer holidaysales.

The US shrimp market, which forsuch a long time had been driven bybuyers’ interest, has now become a“sellers’ market”. Larger sizes ofshrimp are in very short supply, withprices reaching the highest levels intwo years. Importers and sellers ofdomestic shrimp, holding larger sizes,are expecting a further rise in price.

Countries of the EUR zone willhave problems to stay competitive inthe world market, in view of thedeclining value of the EUR withregard to the USD and the YEN. Theimpact might be strongest in theSpanish market, where the economiccrisis is declining, but unemploymentlevels are extremely high now, andshrimp consumption is likely to beimpacted. In addition, fewer touristsgoing to the Spanish resorts will resultin lower demand for shrimp products.

On the other hand, the outlook forthe UK shrimp market is quite positivethis year. Higher prices are likely, andhave materialized already during theopening months of 2010. The EURcrisis led to a stronger GBP, whichshould attract some additional supply,at least from Asian production. Thepromotion of coldwater shrimpproducts, tailored to meet customerdemand, should encourage continuedmomentum in this important market.

Concerns for mother nature isincreasingly becoming evident in

the recent past, thanks to the hue andcry of pro environmental groups.Perhaps sustainability of any trade, inthe long run can be assured only if itis carried out without harming thenature. The trade inornamental fish has evolvedover the years into an everexpanding industry. Thevarious segments of theornamental fish sectorinclude collection from thewild, holding centres,breeding and rearing farms,export centres, retailers,hobbyists etc. In order toensure the sustainability ofthe trade, social andenvironmental concernshave to be addressed. Wehave to create awarenessamong local communitiesand stakeholders to desistfrom unlawful and illegalpractices of catchingornamental fishes from thewild. The trade should also encourageprotection of the habitat with an eco-friendly approach. Unregulated/illegalintroduction of exotic species andcontrol or elimination of invasive alienspecies are other important issues tobe addressed with due importance.Unlike other sectors, the ornamentalfish sector is comparatively unorgansied especially in developingcountries like India. Policyinterventions seems imperative to takecare of the social and environmentalconcerns of the trade. An efficientcertification system implemented in asystematic manner can cater to theserequirements and the MAC (MarineAquarium Council) certification formarine ornamental fish sector is an

example for this. It was in this contextthat the Marine Products ExportDevelopment Authority (MPEDA)organized an “InternationalWorkshop on Green Certification ofOrnamental Fish” in association withUNCTAD (United Nations

international organizations weresought and incorporated. Thus the“Guidelines for Green Certificationof Freshwater Ornamental Fishes”brought out by MPEDA would be amilestone in the ornamental fishsector considering the fact that till date

we do not have any properguidelines or code ofpractices for the freshwaterornamental fishes similar tomarine ornamental fishesdeveloped by MAC. Thesuccess of any product in themarket is its consumeracceptance and assuringcertain standards to it by acertification system addsvalue to the product andenhances its consumerpreference. In this contextthe concept of GreenCertification assumesimportance as it takes careof the environmentalconcerns as well as ensuresa value chain system linkingall segments of the sector

from collector / producer to theconsumer. The following aspects suchas collection from the wild, handling,transport, holding, breeding andculture facilities, conditioning forexport, infrastructure andmaintenance of records etc have beendealt in detail in the guidelines. It alsogives the implementation proceduresand standards for assessment of thefacilities with the proforma for scorecards for each segment of the chain ofactivities. A Green Certification logois also given which certifies thatproduct and process conforms to thestipulated standards of GreenCertification.

NETFISH participated in International Beach CleaningDay celebration

NETFISH in association with itsmember NGO, Jan Shikshan

Sanathan, Sindhudurg and College ofFisheries, Ratnagiri organized theInternational beach cleaning daycelebration at Ratnagiri harbour on20th September, 2010 with a view tocreate awareness among fisher folkregarding conservation of marineresources, to provide a platform to thefisher folk who are interested tocontribute to maintain cleanliness ofbeaches and conservation of marineresources, to maintain hygienicconditions at the harbour premisesand to develop systematic linkagesbetween institutions of excellence inthe field of extension.

The programme was started at2.00pm with the inaugural speech byDr. Kulkarni, Associate Professor,College of Fisheries, Ratnagiri. Heexplained the importance of maintaininghygienic conditions in harbourpremises and to keep beaches clean.

A rally was started after theinaugural speech in which 35 studentsfrom College of Fisheries Ratnagiri

participated. Slogans were preparedlike “Keep beaches clean”, “savemarine environment”, “maintainhygiene at harbour premises”,“maintain hygiene and sanitation”,“fetch good price for fish”, “useinsulated fish boxes”, “don’t transportfish openly” “do not throw fish wastein open space” etc. by students andwere raised in the rally.

Dr. Kulkarni has directed studentsto communicate with different stakeholders like fishermen, net makers,retailers and try to find out what arethe difficulties in maintaininghygienic conditions in the harbor.According to stakeholder groups lackof proper infrastructure facilities wasthe main reason for the unhygieniccondition of the harbour.

Students advised them not to usedirty harbor water to clean fishingvessels as this water containspathogenic bacteria load which willmake fish unfit for consumption.Fishermen agreed with the studentsand promised to stop this unhygienicpractice. Retailers throw the fish waste

in the harbour premises. Studentsconvinced the fisherwomen to keepthe fish in insulated fish boxes ratherthan keeping it openly without ice sothat flies will not be attracted to fish.This will maintain the freshness of fishand fetch good price. StateCoordinator explained them thesubsidy scheme of MPEDA forinsulated fish boxes to solve thisproblem. Fisherwomen agreed withthe students and showed interest topurchase insulated fish boxes to makepositive changes in their daily routineactivities.

After conducting this masscommunication program allparticipants gathered at White Seabeach nearby Ratnagiri harbour forthe beach cleaning programmebetween 4 to 6pm. Participants havecollected the non-biodegradablematerial like plastic wastes, polythenebags; thermacol pieces, mineral waterbottles etc. and disposed off all thesematerials.

agricultural festival, flower exhibition

and fish mela in Karwar during 9 –

11, October 2010.

This exhibition and mela was

organized with a view to creating

awareness among the farmers and

fishermen of Uttara Kannada district

on various agricultural and veterinary

subjects. Farmers and fishers also got

an opportunity to interact with the

done in the stall. Eminent Professors

/ scientists and senior fishery officials

visited the NETFISH stall.

United Sates (US) consumers enjoythe benefit of imported foods

from more than 150 countries.Center for Disease Control andPrevention (CDC) recently reportedthat one in six people in the UnitedStates suffers from food-borne illnesseach year. In continuation of that USFood and Drug Administration (USFDA) noticed that the diseaseoutbreaks due to food infection arefrequently reported in US in the pastfew years. As a result of this, US FDAinitiated to make continuousimprovements in food safety andformulated the Food SafetyModernization Act. After severalscrutinies by experts, finally PresidentBarrack Obama signed the FoodSafety Modernization Act into law inJanuary 2011. For the first time, USFDA has a legislative mandate torequire comprehensive, prevention-based controls across the food supply.Safer food and more accountabilityfrom food companies are the goals ofthe FDA Food Safety ModernizationAct (FSMA).

Food safety bill has given thrust tothe maximum safety of Americanconsumer and the major parts of thelaw are as follows:● Improving Capacity to Prevent

Food Safety Problems orprevention-based controls acrossthe food supply.

● Improving competence to detectand Respond to Food SafetyProblems. The legislationrecognizes that inspection is animportant means of holdingindustry accountable for itsresponsibility to produce safefood; thus, the law specifies howoften US FDA should inspect foodproducers.

● Improving the Safety of Importedfood through US FDA accrediting

the qualified third party auditorsto certify that foreign food facilitiesare complying with U.S. food safetystandards.

● US FDA will have mandatory recallauthority for all food products.

● The law includes miscellaneousProvisions such as guidance to takeinto account advances intechnology and monitor thedistribution of safe food, packingprovisions etc.

decrease the time between inspections,(currently a facility might be inspectedonce a decade) and mandate yearlyinspections of high-risk companies.Apart from that, when implementingthe bill, which calls for thestrengthening of existing collaborationamong all food safety agencies whetherthey are Federal, state, local, territorial,tribal, or foreign.

In terms of thenew stiffer import regulations, if aproduct — for example, seafood — isrejected by a port, it would be stamped“Refused Entry by the United StatesGovernment” and the FederalGovernment would then notify allother ports of the refused product andshipment number.

Of course the Food SafetyModernization Act will reinforce thecurrent safety regulations andprojected public health benefits. Thisbill would give US FDA moreauthority to recall tainted products,increase inspections of foodprocessors and require producers tofollow stricter standards for keepingfood safe in the wake of outbreaks ofcontaminated products. In fact, thelaw will help US FDA to focus onprevention instead of getting infectedand help to remove contaminatedfood from the market.

US Food Safety Modernization Act- Focusing preventionAbhilash EC, QC Lab, MPEDA, Cochin

The US Food SafetyModernization Act bill would increasethe quality of food that is importedinto United States of America. Theexport chain to US would be managedbetter than earlier when the new billis implemented. The bill definitelychanges the current status of foodsafety aspects by increasing thenumber of inspections at foodfacilities; require hazard analysis andpreventive control requirements. Thebill gives importance todocumentation and identificationfood born outbreak and that can makebetter changes in the present foodsafety monitoring system. Anotherimportant thing is this law will directre-inspection according to disease outbreaks. Therefore US FDA canidentify the food companies as well assources of outbreaks more tactfullythan earlier. Further more, the newbill will give the US FDA power to

production globally, says SandraAdams from the Aquatic VaccineUnit, Institute of Aquaculture,University of Stirling, which is whymore research is required. Research inthe Aquatic Vaccine Unit focuses onfish disease control through thedevelopment of novel rapid diagnostictests (both molecular and antibodybased) and vaccines for both freshwater and marine cultured fish

species. In addition, basic researchfocuses on the elucidation of hostpathogen interactions and theimmune system of fish.

Control of disease in aquacultureproduction is complex and reliesheavily on a combination of pathogendetection, disease diagnosis,treatment, prevention and generalhealth management. Rapid diseasediagnosis and vaccination play a

crucial part in this and and the teamled by Professor Sandra Adams havemade a significant contribution inthese areas over the last twenty years.Numerous vaccines, antibodies andkits have been/are beingcommercialised from research projectsperformed at Stirling. The AquaticVaccine Unit is also an active partnerin the Scottish Fish ImmunologyCentre with partners in Aberdeen(Aberdeen University and MarineScotland immunology laboratories),

promoting the training ofimmunologists.

Fish VaccinesVaccination has made a huge

impact in reducing the risk of salmonfurunculosis in Scotland and Norway.Vaccines developed in the AquaticVaccine Unit are part of this successwith a furunculosis vaccine beingdeveloped in a joint programme

between Aberdeen and StirlingUniversities. Other vaccinesdeveloped at Stirling in the late 1980’sand 1990’s include Enteric RedMouth (ERM) Vibriosis andPasteurella vaccines, with many othersin the pipeline over recent years.

Vaccination has been extremelysuccessful in reducing the disease riskin fish, however, biological, scientificand technical restrictions still preventthe production of commercialvaccines for most economicallysignificant fish diseases. Knowledge ofthe sequence of pathogen genomes,gene function and derived productsnow allows innovative approaches forvaccine development using genetic,immunology and chemistry/physiology-based technologies.

In Sterling novel vaccine antigenidentification methods are beingdevised using combinations of varioustechniques such as genomics,proteomics, knockout technologiesand epitope mapping. In other wordsfish vaccine development has becomemuch more sophisticated in recentyears.

In order to develop an effectivevaccine the protective antigens needto be identified and their protectiveresponse confirmed in the hostspecies. Research in the AquaticVaccine Unit has been focusing onimproving methods to identify whichserotypes to include in traditionalwhole cell vaccines, as well asdeveloping new methods to identifypotential vaccine antigens. Fourexamples are presented here wherevaccine antigens have been sucessfullyidentified at Stirling using differenttechnologies: Rainbow Trout FrySyndrome (RTFS), Cod vibriosis,Aeromonas hydrophila in carp andBetanodavirus in sea bass. Suchmethods can be used for thedevelopment of many othervaccines.

RTFS vaccine development - atraditional whole cellapproach

Thus, a new serotypingsystem was developed forFlavobacterium psychrophilum so thatrepresentative isolates could beselected from each serotype. The F.psychrophilum vaccine developed byDr Alison Morgan, Dr. KimThompson and Dr. Sandra Adams iscurrently on field trial with a view tocommercialisation.

Farmers have found it difficult totreat A. hydrophila infections in fishdue to the resistance of this pathogento a number of antibiotics. Thus,researchers have been trying todevelop a vaccine but this has provendifficult, mainly because of thedifferences in the antigenic (bacterialcomponents) expression betweenstrains of A. hydrophila. A newapproach using immunoproteomicswas used to develop a recombinantvaccine that would protect against awide range of A. hydrophila strains.

Salmon vaccines from the past arebased on inactivated (whole cell)cultures of the pathogenic organismgrown in vitro. Some of the vaccinesgave good protection, however, manypathogens have been shown to ‘switchoff’ important protective antigenswhen cultured in vitro and so manyof these vaccines failed. In such casesalternative methods of culture (e.g. theinclusion of iron chelating agents)were required so that expression of theimportant ‘protective’ antigens wereinduced (e.g. in the development of afurunculosis vaccine).

This was accomplished by Dr.Saravananne Poobalane, Dr. KimThompson and Dr. Sandra Adamswho implanted live A. hydrophila intofish (enclosed in sealed chambers), i.e.IVET. Application of sera from fish(that had been infected with A.hydrophila and then recovered) inWestern blot analysis on one and two-

dimensional gel electrophoresis(immunoproteomics) pinpointedpotential vaccine candidates and arecombinant vaccine against Ahydrophila was produced and shownto be protective in carp (Cyprinuscarpio). This vaccine will be takenforward to commercialisation.Recombinant and DNA vaccinetechnologies are powerful tools forvaccine development as these enablethe isolation of potential protectiveantigens from suppressive ones.

Promptaction in the early stages of any diseaseproblem can have an enormousimpact on the scale of the outbreaks.Rapid diagnostic methods thereforeprovide powerful tools duringemergency management.

The Aquatic Vaccine Unit wasinstrumental in developing a widerange of monoclonal antibodies(mAbs) for this purpose and a spin-out company, Aquatic Diagnostics Ltd(www.aquaticdiagnostics.com) was setup in 2001 by Dr. Kim Thompson andDr. Sandra Adams following aSMART Biotechnology award tomarket these reagents worldwide.

The Marine Products ExportDevelopment Authority

(MPEDA) is operating an insurancescheme to safeguard the welfare of theworkers employed in seafoodprocessing and pre-processing industrysince 2005 based on the direction ofthe Govt. of India. The scheme isoperated in association with M/s.United India Insurance Co. Ltd.,Kochi. M/s. United India InsuranceCo. Ltd., Kochi has accepted to revisethe benefits of the scheme based on aproposal by MPEDA.

Under the revised scheme, theaccidental death benefits have beenincreased to Rs. 1 lakh and the coverhas been extended to disabilitiescaused by accident under certainconditions. The medical benefits alsohave been revised to Rs.20000/- forthe workers and their dependents.Besides, benefits upto Rs.10000/-could be availed to loss/damage of

MPEDA revises seafood workersinsurance scheme

property/dwellings and a coverageupto Rs.2000/- for emergency medicalevacuation. The annual premium ofthe scheme remains the same ie.,Rs.200/-, of which 25% each is beingcontributed by the MPEDA and theinsured worker, while the remaining50% is contributed by the employer.The revised benefits will be effectivefor polices taken on or after 1st January2011. The MoU on the same wassigned at MPEDA Head Quarters on30th December 2010 by Shri J Ramesh,Secretary, MPEDA and Shri KB Suresh,Regional Manager, M/s. United IndiaInsurance Co. Ltd., Kochi, Kerala.The upper age limit for coverage alsostands revised to 60 years.

About 40000 workers between 18to 60 years of age, employed inMPEDA registered seafood pre-processing / processing establishmentsacross the country will get the benefitsof the scheme.

KOCHI: The country’s tunaprocessing and export sector is

facing an uncertain future with thecatch witnessing a decline in the lasttwo seasons. Exporters are,however, hopeful that the tidemight change in their favour in thecoming months.

Though the tuna season startsin August, the landings so far thisyear have been negligible. “Due tothe uncertain catch situation,fishermen are reluctant to go forfishing,” said George Korah, chiefproject manager of Moon Fisheries,a company that specialises in tunaprocessing and exports. Tuna catchfrom the country’s exclusiveeconomic zone (EEZ) has seen adecline of close to 32% last year andstood at 21,000 tonne. The catchhas been generally poor this yearthough there are reports of a slightimprovement in landings in thepast few weeks from the Vizag coast.“We are hopeful that things mightimprove from mid-December,” saidMr Korah.

The processing companies havebuilt up huge capacities to producesashimi grade tuna, which is ingood demand in Japan, Europe andthe US. However, the calculationsof major players in the sector havebeen upset due to the declining catch.

“We are facing a fluctuating catchsituation as far as tuna is concerned,”Leena Nair, Chairman of MPEDA, toldET earlier. Meanwhile, a FisheriesResource Revalidation Committee ,appointed by the Ministry ofAgriculture, has completed its sittingsand would submit its report soon. Thecommittee has observed that the IndianEEZ might be having more of thesurface swimming variety of tuna.

It is imperative for farmers to takeup alternative jobs, along with

farming to increase their income, saidKarnataka Veterinary, Animal andFisheries Sciences University(KVAFSU) Administrative BoardMember Monappa Karkerainaugurating the ‘Small tank andpond fish culture’ workshop atFisheries College on Monday.

Advising farmers to focus onpisciculture, piggery, apiary, poultryfarming etc, Karkera said that thesejobs help farmers to becomefinancially stable.

“In Dakshina Kannada many focuson sea fishing and very less interest istaken in Inland fishing. If farmers puta bit of effort it can help in a big way,especially during rainy season whensea fishing is prohibited, said FisheriesDepartment Assistant DirectorParshwanath.

THE West has restarted the practiceof spending money on

ornamental fish as the developedeconomies are slowly recovering fromglobal slowdown. This, in turn, hasgiven a fillip to the ornamental fishindustry in the Northeast, whichcontributes 85% of ornamental fishexports from India.

The diversified Indian aquaticenvironment harbours about 2,118species of fish of which at least 600have the potential as ornamental fish.Of these, the Northeastern region ishome to 300 native ornamental fish

out of the 806freshwater fishfound in India.

The globalo r n a m e n t a lfish trade isestimated ataround $9billion withthe US being

the major importer, followed by theEU and Japan. The Asian countriesexport more than 50% of theaquarium fishes globally. Singapore isthe epicentre of Asian trade and is thelargest exporter of ornamental fish inthe world. Chinmoy Kataky, who runsa firm dealing with ornamental fish,told ET: “The returns from thebusiness is really good and theimporters are ready to pay for qualityornamental fish. Progress made on protectingsharks, say groups

An international conservationconference in Paris made progress

on November 27 on protecting sharksbut didn’t do anything to save theAtlantic bluefin tuna, which has beenseverely overfished to feed the marketfor sushi in Japan, environmentalgroups said.

Delegates from 48 nations spent 11days in Paris haggling over fishingquotas for the Atlantic andMediterranean, poring over scientificdata and pitting the demands ofenvironmentalists against those of thefishing industry.

Conservation groups said delegatestook steps in the right direction withmoves to protect oceanic whitetipsharks and many hammerheads in theAtlantic, though they had hoped formore. Sharks were once an accidentalcatch for fishermen but have beenincreasingly targeted because of thegrowing market in Asia for their fins,an expensive delicacy used in soup.

WWF, Greenpeace, Oceana andthe Pew Environment Group allstrongly criticised the 2011 bluefinquotas set by the International

Commission for the Conservation ofAtlantic Tunas, or ICCAT, whichmanages tuna in the Atlantic andMediterranean as well as species thathave traditionally been accidentalcatches for tuna fishermen.

Fishing quotaThe commission agreed to cut the

bluefin fishing quota in the easternAtlantic and Mediterranean from13,500 to 12,900 metric tons annually,about a four per cent reduction. It alsoagreed on measures to try to improveenforcement of quotas on bluefin,prized for its tender red meat.

Japan buys nearly 80 per cent ofthe annual Atlantic bluefin catch. Top-grade sushi with fatty bluefin can gofor as much as ¥2,000 ($24) a piece inhigh-end Tokyo restaurants.

While the focus of the Parismeeting was tuna, sharks have becomea growing concern. Environmentalistssay there are disastrously inadequaterules on shark capture.

Although there are elaborateinternational fishing regulations andquotas for other types of fish, sharkshave long been an afterthought, even

though some species havedeclined by 99 per cent,Oceana said.

The internationalcommission bannedfishermen from catchingand retaining oceanicwhitetip sharks. It voted tolimit the catch of severaltypes of hammerheadsharks and to requirecountries to keep data onshortfin mako sharks.

Delegates also decidedthat Atlantic fishermenwill now be required tocarry special gear toremove hooks from seaturtles.

HA NOI — Viet Nam’s seafoodproducts were shipped to over

160 countries worldwide this year,helping the country become one ofthe world’s top 10 seafood exporters,said Deputy Minister of Agricultureand Rural Development Vu Van Tam.

However, the development of theseafood processing industry had notgone exactly according to plan,resulting in a number of practicaldifficulties such as an imbalance ofsupply and demand and an unstablemarket. The industry needed to carryout research to assess the market andmake predictions for the future in amove to ensure sustainable development,he said.

The fishing industry aimed toincrease production by 8-10 per centper year and to export 6.5-7 milliontonnes of seafood worth US$8-9billion by 2020, following adevelopment strategy approvedrecently by the Prime Minister. Underthe plan, which would require anestimated VND57.4 trillion ($2.9billion), the industry would beindustrialised and developed toincrease output, improve quality, andenhance its competitiveness.

Top priority would be given todeveloping the cultivation offreshwater fish, molluscs, sea fish,shrimp and crab sectors in the Hong(Red) River Delta and improving thetra fish and shrimp sectors in the EastSea and the country’s southern regionso that the products were congruentwith Global GAP standards.

Plants would also be built incentral Viet Nam to produce feed thatwould be sold domestically andthroughout ASEAN.

Viet Nam expects to earn $4.5billion from seafood exports this year.The country earned $3.98 billionfrom seafood exports during the first10 months of the year, up 14.46 percent compared to 2009. — VNS

spatial expansion of global

It has revealed that fisheries

expanded at a rate of one million

sq. kilometres per year from the

1950s to the end of the 1970s. The

rate of expansion more than

tripled in the 1980s and early

1990s - to roughly the size of

Brazil’s Amazon rain forest every

year.

Between 1950 and 2005, the

spatial expansion of fisheries

started from the coastal waters off

the North Atlantic and Northwest

Pacific, reached into the high seas

and southward into the Southern

Hemisphere at a rate of almost one-

degree latitude per year.

It was accompanied by a nearly

five-fold increase in catch, from 19

million tonnes in 1950, to a peak

of 90 million tonnes in the late

1980s, and dropping to 87 million

tonnes in 2005, according to the

study.

“The decline of spatial

expansion since the mid-1990s is

not a ref lection of successful

conservation efforts but rather an

indication that we’ve simply run

out of room to expand fisheries,”

said Wilf Swartz, lead author of the

study.

Meanwhile, less than 0.1 per

cent of the world’s oceans are

designated as marine reserves that

are closed to fishing.

“If people in Japan, Europe,

and North America find

themselves wondering how the

markets are still filled with seafood,

it’s in part because spatial

expansion and trade makes up for

overfishing and ‘fishing down the

food chain’ in local waters,” said

Swartz.

“While many people still view

fisheries as a romantic, localized

activity pursued by rugged

individuals, the reality is that for

decades now, numerous fisheries

are corporate operations that take

a mostly no-fish-left-behind

approach to our oceans until

there’s nowhere left to go,” said

Daniel Pauly, co-author and

principal investigator of the Sea

Around Us Project at UBC

Fisheries Centre.

The researchers used a newly

created measurement for the

ecological footprint of fisheries

that allows them to determine the

combined impact of all marine

fisheries and their rate of

expansion. Known as

SeafoodPrint, it quantifies the

amount of “primary production” -

the microscopic organisms and

plants at the bottom of the marine

food chain - required to produce

any given amount of fish.

“The era of great expansion has

come to an end, and maintaining

the current supply of wild fish

sustainably is not possible,” said

Enric Sala, co-author of the study.

FAO urged towork onworldwide illegalfishing

In a bid to shed new light on the

shadowy world of illegal, unreported

and unregulated (IUU) fishing, an

FAO Technical Consultation has

agreed to identify a structure and

strategy for the development and

implementation of the Global Record

of Fishing Vessels, Refrigerated

Transport Vessels and Supply Vessels,

FAO said. The recommendations will

be presented to the January 2011

meeting of FAO’s Committee on

Fisheries for approval.

IUU fishing remains one of the

greatest threats to sustainable fisheries

and the millions of people whose

livelihoods depend on them. While

no exact figures are known, it is widely

accepted that the scale of illegal fishing

is huge – one recent study estimated

that it could be worth an estimated

$10-23 billion annually.

Lack of information a major

challenge

One of the greatest obstacles faced

by fisheries authorities and regional

fisheries management organisations as

they seek to detect and eradicate IUU

fishing, is lack of access to even basic

information on fishing vessel

identification, ownership, control and

activity.

This provides easy passage for the

criminals backing IUU fishing

because their vessels can move about

at will, change flag and identity, and

vary the owner and operator details

so that legitimate authorities find it

virtually impossible to track them.

Omega-3 in seafood protects eyes

A new study has revealed that omega-3 fatty acids in fish

and other seafood have eye-protective effects.

Researchers at Wilmer Eye

Institute, Johns Hopkins School

of Medicine, wanted to know how the

risk of age-related macular

degeneration (AMD) would be

affected in a population of older

people who regularly ate fish and

seafood.

High concentrations of omega-3s

have been found in the eye’s retina

and evidence is mounting that the

nutrient may be essential to eye health.

In the advanced AMD group, the

macular area of the retina exhibited

either neovascularization (abnormal

blood vessel growth and bleeding) or

a condition called geographic atrophy.

Both conditions can result in

blindness or severe vision loss.

”Our study corroborates earlier

findings that eating omega-3-rich fish

and shellfish may protect against

advanced AMD,” said Sheila K. West.

“While participants in all groups,

including controls, averaged at least

one serving of fish or shellfish per

week, those who had advanced AMD

were significantly less likely to

consume high omega-3 fish and

seafood,” she said.

The study also looked at whether

dietary zinc from crab and oyster

consumption impacted advanced

AMD risk, but no significant

relationship was found – probably

because the levels of zinc obtained

from seafood/fish were low compared

to supplement levels, West said.

Another study at University of

Miami Miller School of Medicine has

shown that a test that measures the

functionality of the eye’s retinal nerve

cells may be a key to early detection of

glaucoma.

The research, led by Mitra Sehi and

David Greenfield was based on the

knowledge that retinal ganglion cells

(RGCs) become dysfunctional as

glaucoma progresses

and that such changes

can be measured using

the pattern

e l e c t r o r e t i n o g r a m

optimized for glaucoma

screening (PERGLA).

PERGLA measures

the electrical activity of

a patient’s retina as he

or she views an

alternating pattern of

black and white lines.

PERGLA results

showed that RGC

dysfunction was

reversed and IOP was reduced in all

patients following surgery. The

patients’ central visual field tests

improved, as well.

Sehi says these results should be

interpreted cautiously until confirmed

by larger studies. She calls for

longitudinal studies to clarify the

relationship between reduced IOP and

increased RGC response and to

further investigate PERGLA

assessment of RGC dysfunction as a

biomarker for glaucoma.

The study appears in December’s

Ophthalmology journal.

fishing by providing a single web-based

portal through which information

such as vessel identification, capability,

capacity, history, ownership and

activity can be easily accessed.

A stepwise approach

FAO member countries suggest the

Global Record should be established

as soon as possible incorporating

f lexibility and a phased

implementation approach so that all

states can develop their capacity to

participate. The needs of developing

countries were specifically recognised

and FAO is requested to work closely

with them and to improve capacity

where needed and coordinate their

full participation.

Market demands

Many large-scale seafood retailers

are asking that their providers certify

that their products have come from

responsibly-managed fisheries.

In January 2010 new EU

regulations came into effect requiring

fish exporters to show that their

products were harvested legally as a

condition of entry to the European

market. The Global Record will

provide a useful reference point in that

certification process and provide end-

users with an ability to check the

identity of the vessel.

The idea of a Global Record of

fishing vessels first emerged in the late

1990s and fisheries management

experts have promoted the concept

ever since. In 2005, fisheries ministers

from around the world met at FAO

and collectively called for such a

comprehensive Global Record to be

established.

The US Department of Commerce(DOC) has announced that it will

continue to levy anti-dumping taxeson frozen warm-water shrimpsimported from Vietnam.

According to the DOC’s ‘sunset’review at the end of November,Vietnamese businesses will pay taxesranging from 4.3 or 5.24 percent to asmuch as 25.76 percent.

US imposes anti-dumping taxeson Vietnameseshrimp

The reason for the DOC’s move isthat the removal of anti-dumping taxeson Vietnamese frozen shrimp maylead to a recurrence of dumping.

The World Trade Organization(WTO) stipulates that after every fiveyears of anti-dumping taxes, theauthorities of the importing countrymust conduct a sunset review in orderto check if the abolishment of anti-dumping taxes on imports couldimpact or cause losses to domesticmanufacturing industries.

According to the WTO’sregulations, if no impact is found orif the losses are insignificant, then theanti-dumping taxes must be abolished.

With this decision from the DOC,Vietnam will need another five yearsto be able to have these anti-dumpingtaxes removed while it continues tosue the US through the WTO.

and Gene Mining” commenced from9th November, 2010 for a period of 21days at Central Institute of FisheriesTechnology, Cochin. The WinterSchool is sponsored by ICAR, NewDelhi.

About 30 participants fromvarious Central Institutes, StateAgricultural Universities and othercolleges from different parts of thecountry participated in the WinterSchool. The purpose of theprogramme was to provide theoreticaland hands on practical training onvarious aspects of microbialbiotechnology to the teachers,researchers another professionalsassociated with microbiology andbiotechnology in fisheries, animal,agricultural and basic sciences. Dr.Toms C. Joseph, Scientist (SG),Microbiology, Fermentation andBiotechnology Division was theCourse Director of the Winter School.

The Winter School will gaveparticipants the opportunity to learnand experience the various facets ofmicrobial biotechnology. The frontiermolecular topics such as recombinantDNA technology, real-time PCR,

Apart from theoryand practical classes, there were fieldtrips to Kinfra Biotechnology Park andGenome Lab at Cochin SpecialEconomic Zone, Kakkanad.

Pawar asks Maharashtra to take steps to boost fishproduction

Agriculture Minister Sharad Pawaron Sunday lamented that

Maharashtra has registered negativegrowth in the aquaculture sector andasked the State government toundertake policy initiatives to rectifythe situation.

“The national growth rate in fishproduction was 6 per cent. WestBengal, Gujarat, Andhra Pradesh,Kerala and Tamil Nadu had surgedahead of Maharashtra, which postednegative growth,” he said at theinauguration of the three-day NationalFish Festival at the Bandra-KurlaComplex here. These States hadsubmitted several proposals to theHyderabad-based National FisheriesDevelopment Board (NFDB) to availthe benefits announced by the Centrefor fish cultivation, but that was notenough, Mr. Pawar said. “Merelywriting letters was not enough, onehas to submit detailed projectreports,” he said.

The Maharashtra governmentshould take up repair andconstruction of fishing jetties and alsomodernise the Sassoon Dock fish

market in Mumbai, the former CMsaid. He asked the State to provideland for the aquaculture business andwanted the Maharashtra governmentto address the housing problems offishermen along the coast. Fishexports from India rake in an annualrevenue of around Rs. 9,000 crore forthe country, out of which Rs. 2,000crore comes from Maharashtra andGujarat.

Industry Minister Narayan Rane,who hails from coastal Konkan, said,“Even though Maharashtra’s share infish exports was more than Rs. 1,600crore, it is necessary to evaluate if the

fishing community had actuallybenefited. The Konkan region had nofacilities for marketing, processing offish and even cold storage.” Accordingto Mr. Rane, Malaysia had 400 centresof ornamental fish-keeping andbreeding, an area which is not givenmuch importance in India, eventhough it has a vast coastline.

Mr. Rane criticised environmentalactivists for opposing infrastructuredevelopment in the Konkan region ongrounds that the environment wouldbe harmed. “How can we harm theenvironment when we also have to livein there? Development is alsoimportant,” he said.

Chief Minister Prithviraj Chavansaid, “The concerns of the fisher-folkcommunity regarding security post the26/11 terror attacks are being lookedinto. The process of providing identitycards to fishermen is underway.” Heexpressed confidence that initiativeslike the National Fish Festival wouldboost the prospects of the fishingcommunity and usher in a ‘BlueRevolution’ in the country.
