RSAC ENGINEERING TASK FORCE FOR HIGH SPEED EQUIPMENT

The FRA, industry suppliers working through APTA, labor organizations, and potential project sponsors have completed the technical parameters for high speed rolling stock to operate up to 220 miles per hour. The last meeting of the ETF-2 was in Washington on January 30-31, 2014 to discuss HSR safety appliances. A special working group of industry, labor, and FRA people will meet in July to resolve outstanding safety appliances issues before the next full task force meeting in August.

The FRA plans to issue these guidelines as an amendment to 49CFR Part 238 through formal rulemaking. These guidelines are being used on a voluntary basis in the Amtrak-California joint procurement for high speed trainsets currently on the street (see below).

CALIFORNIA AND AMTRAK TRAINSET PROCUREMENT

Amtrak/CHSRA Trainset RFP documents can be downloaded from Amtrak’s FTP site at the following link:

The initial procurement will be based upon California procurement rules for a small fleet of trainsets to keep the program on a timeline to support the CHSRA effort.

RAILROAD RISK REDUCTION PROGRAMS (RRP)

Section 103 of the 2008 RSIA requires the FRA to issue regulations that establish Railroad Risk Reduction Programs (RRP).

Passenger System Safety Rule; 49 CFR Part 270

We are still awaiting the publishing of the FRA final system safety regulation for all passenger operations on the general system of railroad transportation scheduled for release and publishing around June 1, 2014. The final regulation is expected to closely track the NPRM version published last year. An update will be given at the meeting on June 15. Freight Risk Reduction Rule; 49 CFR Part 271

An RSAC Task Force has prepared a draft rule, presently called Part 271. Full consensus has not been achieved and a Notice of Proposed Rulemaking has not been published. Mike Rush at AAR is the industry coordinator for this activity. [email protected]

AASHTO NEXT GENERATION EQUIPMENT COMMITTEE

The AASHTO Next Generation Equipment Committee (NGEC) established by Section 305 of PRIIA is a joint effort of the state DOTs, FRA, and Amtrak collaborating with the railway equipment suppliers to produce specifications that result in a high level of standardization and interoperability for intercity rolling stock. Work continues to finalize design and approve mock-ups of the two NGEC procurements are underway using ARRA grants;

• the bi-level passenger cars for California, Illinois, Michigan and Missouri being built by Sumitomo/Nippon Sharyo, and

• the diesel locomotive order for the above states plus Washington awarded to Siemens.

Full production of the car base order is slated for July, 2017 as required by the ARRA funding grant. An option for 42 additional cars has been exercised and more options are currently available for other states. Caltrans intends to provide these cars to the intercity joint powers agencies that are assuming responsibility for regional rail services in California. The new fleet is compatible with Surfliners, Superliners, and California Cars. Midwest states will use the new cars to re-equip Chicago Hub services.

Future NGEC work involves a specification for a Diesel Multiple Unit and for dual-mode Locomotive. A grant from the FRA continues the NGEC work until July, 2015. New York State and Metro North are progressing their own dual-mode procurement.

A Structure and Finance Working Group is looking at the interfaces between PRIIA Sections 305 and 209, recently christened as the NGEC 514 Working Group, regarding the future ownership and maintenance responsibility for the new cars and locos. Section 305 proposes an equipment pool arrangement amongst all the participants in the new fleet. This work will also impact the Section 209 methodology as it pertains to rolling stock capital cost allocations.

ADA RULE UPDATE FOR COMMUTER AND INTERCITY RAIL VEHICLES

The DOT Access Board has established an advisory committee to assist in the review and update of its ADA Accessibility Guidelines for Transportation Vehicles. The Rail Vehicles Access Advisory Committee will develop consensus recommendations for the Board's use in updating sections of the regulations and guidelines that cover vehicles of fixed guideway systems, including rapid, light, commuter, intercity, and high speed rail. RVAAC: The four RVAAC subcommittees that have been established are meeting on a monthly basis. The On Board Circulation subcommittee met on May 7. The focus of this group is vertical movement for the disabled community in bi-level and multi-level cars. There is need for technical expert support for this subcommittee. Melissa Shurland from the FRA is asking the industry for volunteers to provide technical support. Anyone who would like to support the efforts of the On Board Circulation subcommittee should contact Blair Slaughter at Amtrak directly. ([email protected]) The next full RVAAC meeting will take place in September, 2014. Meetings of the advisory committee are open to the public and provide opportunities for all interested parties to provide information. ADJACENT TRACK PROTECTION FOR RIGHT OF WAY WORKERS SAFETY RULE The rule provides rail employees working on adjacent tracks, including those of another rail operator in the same corridor, with safety protection. This rule was originally planned to take effect July, 2013 and is now slated for July 1, 2014 unless there is another delay. The High Speed Intercity Passenger Rail (HSIPR) committee will be bringing you four sessions

on a busy Tuesday at this Rail Conference. Our Chair Mr. David Kutrosky will be moderating a

session that brings you an informative update about the High Speed Rail Projects currently active

in North America. We are very pleased to be joined by several international speakers at this

conference notably Mr. Ignacio Barron de Angoiti from UIC in Paris, who will be part of a

fascinating panel which will include Dr. Allen Batteau and Dr. Mimi Sheller in a discussion

about the Future of High Speed Rail and how vision shapes engineering. We also have Phillippe

Citroen the Director General of UNIFE and Marcel Verslype, the Executive Director of the

European Railway Agency joining us and speaking during the conference.

We are also very pleased to be joined by Mr. Joe Szabo the Administrator during the conference.

Mr. Szabo will be speaking at the General Session on Monday giving an USDOT update in a

session presided over by Phillip Washington. We hope you have an enjoyable 2014 Rail

Draft Minutes

1. Welcome and Introductions: chair David Kutrosky opened the meeting with a round of introductions. 2. Remarks from the APTA CEO: Michael Melaniphy reported that there is a great line up for this week's Legislative Conference. CSPAN is broadcasting the conference live starting tomorrow. He noted the ROI study that the committee is advancing, and th anked the committee for their hard work, effort and support. He reported on the APTA Governance Review progress and their consideration of the designated committee structure: are they the right mix and representatives on the Board of Directors. And yesterday APTA kicked off it’s five-year strategic planning process. 3. FRA Report: Karen Hedlund, deputy administrator, FRA announced she had three things to talk about today:

Budget

RRIF

Bakken oil Budget: there is a presentation on the FRA website. Every one of the President's budgets have included healthy money for Rail. The budget and reauthorization mirror each other. Reauthorization includes a rail title. $5b for 2015, and 19 billion over 20 years. TIFIA and RRIF are important to form new public private rail partnerships. Need to properly capitalize on private investments. How can we use RIIF to finance rail stations? We can finance railroads, but not urban rapid transit systems: state and local govts, or joint ventures must include at least one railroad. Eligible projects: track improvements, intermodal facilities. FRA is partnering with states to help applicants develop successful applications. But loans alone won't get projects built. Once a project is built it benefits generations. Safe transportation of Bakken crude oil: examining the entire system for crude delivery. Making sure it goes in the right kinds of tank cars. Taking action to further eliminate risks to Bakken transport. The secretary brought in the CEOs of all the class I's and they agreed to a series of immediate safety measures. Those safety measures moving through the RSAC. She noted that the budget request includes 30 new safety personnel. We are long overdue for putting rail on par with other modes. We need a predictable and reliable funding source.

Dan Picket - people in safety-critical roles need proper training. workforce development seems to be the first thing that gets cut. Hedlund: these are good jobs; we have an aging workforce, and we have an opportunity to grow diversity. Karen committed to working with the committee on workforce development. 4. Authorization Task Force report: Art Guzzetti - we are bringing to fruition the APTA policy proposals. The principles were rolled into a booklet that is in the conference packet. Kutrosky thanked the team for getting this committee's principles rolled into the overall program and approved. 5. Legislative Report: Rob Healy reported that there’s lots going on on Capitol Hill. It will be a challenge getting comprehensive tax reform done before the elections. The administration is hoping to address the shortfall in the transportation trust fund. Bakken oil issue may be a vehicle for moving rail legislation. 6. ROI Study Initiative: Art Guzzetti led a discussion on the purpose of the study: to monetize the return on investment; public benefits last far beyond the 35 year repayment period of a federal loan. The benefits that accrue to the public but for the investment in HSR. This is not a redundant effort. It is a groundbreaking effort, and will be a tool to make the case on Capitol Hill. There is a fundraising effort going on to support the study. We are starting with a base of $50K from APTA, $25K from the BMBG, and leadership pledges from a number of others. Kutrosky: we need to focus on the fact that this will be a "seminal" study. This will accompany our legislative principles. Peter Peyser: what we'll get from this study is perhaps more important: What is the economic cost of NOT investing in HSR? 7. Update on California Governor Brown's budget: David Kutrosky reported that for the first time Gov. Brown put cap and trade on the table. $300 million is for HSR and connectivity, with the majority for the initial operating segment of CAHSR. Kutrosky has been working with legislators in the budget committee to say thank you; and to see these amounts grow over time. Kutrosky also noted the formation of a select committee on passenger rail in the CA State Senate. 8. Guest Speaker: Amy Inman, Virginia Department of Rail and Public Transportation, provided an overview presentation on the state’s plans. 9. Project Updates: Steve Morrison of Siemens reported on two procurements for rolling stock diesel electric locomotives. Siemens was selected for the locos. Initial order of 32 - 125 mph capable locomotives. Tier 4 epa compliant; fra compliant; first locomotive delivery in July 2016. Karen Hedlund congratulated Siemens for the commitment they put into domestic content. Kutrosky asked whether they will be PTC enabled. Yes, and they will be manufactured in Sacramento.

10. Amtrak Update : Andrew Wood reported that the weather has had an impact on Amtrak service across the country in the last few months - mud slides due to rain out west; snow cancellations on Acela and NEC. He noted that dry snow gets sucked into the traction motors and causes problems; wetter snow doesn't pose the same problem. Amtrak is working on station master plans in 3 locations on the NEC: DC Union Station; Baltimore; Philadelphia 30th Street Station. Gateway project - two additional tunnels into New York for access into Penn Station. PRIIA funding for the NEC established the NEC commission: a new formula has to be implemented by October 2014. Rolling Stock - first ACS 64 locomotive - new Siemens built Amtrak City Sprinter (covered in the current issue of Speedlines). Next gen trainsets - currently in Q&A with the interested builders; closes 3/17. Amtrak anticipated placing the order for the new trainsets in this calendar year. 11. Form Nominations Subcommittee: Stan Feinsod has agreed to be the chair of the nominating committee. Leonard Parker; Sharon Greene; Doc Hillock, and David Kutrosky. 12. March 15 is the deadline for submitting chapter proposals for a book by Indiana University on emerging challenges to HSR development.
