On behalf of the Asia-Pacific Satellite Communications Council (“APSCC”), I am
pleased to welcome you to the Asia-Pacific Satellite Conference & Exhibition in
Tokyo, Japan: ようこそ東京へ (Welcome to Tokyo) for our 20th annual conference
and exhibition and our second held in Tokyo.
This year’s theme: #SATECHexplorer is an apt reminder that APSCC has grown
from a relatively small organization to the leading Asia-Pacific Satellite
Association. This, in turn, is reflected in our expanded NewSpace focus, which
extends our conference and organization’s program to encompass a wide range of
new space-based technologies and ecosystems.
We are an industry facing major technological changes and business challenges,
and we gather together to better understand and explore the upcoming opportuni-
ties that will drive our industry in the decades to come. These include new, lower
cost, more agile satellites, launch and ground systems, broader geographic reach,
mission extension services and next generation applications. To discuss the oppor-
tunities and threats from these changes, and the new paradigm in which we need
to operate to continue to grow and prosper, APSCC has gathered panelists from all
the major industry sectors and from across the value chain.
But the value of this conference extends beyond the program itself. As such, I
warmly encourage you to strengthen existing relationships and build new ones in
pursuit of your continued success.
In addition to an exciting conference agenda APSCC continues its program offering
a Youth Workshop to increase awareness of the satellite and space industry among
university students and young professionals. Co-organized with the International
Space University, our Youth Workshop is becoming a key feature of the conference
and a gateway for our industry to attract some of the best young minds into our
exciting and dynamic sector.
This year we initiate a new Young Talent Awards program for young professionals
under 35, working in the satellite/space industries in Asia-Pacific. This award pro-
gram is intended to recognize talented young people who are making significant
contributions not only to their companies and our industry but also to the broader
Asia-Pacific community. And by this we not only reward our winners but also the
companies that have mentored them to make these contributions.
Finally, I would like to thank and acknowledge all of our sponsors. Their generous
support has enabled the APSCC, a non-profit association, to once again organize
this annual conference.

Dear Participants,
On behalf of the Program Committee, I would like to welcome you to Tokyo and the
20th APSCC Satellite Conference and Exhibition. Since the original APSCC confer-
ence was held in 1994, our industry has undergone enormous changes and the
pace of change is only accelerating. At that time more than 20 years ago, the use
of Ku-band was still facing resistance from many quarters in Asia where C-band
reigned supreme and the biggest FSS and MSS operators were still intergovern-
mental agencies. The changes in last two decades have been incredible!
Based on the theme #SATECHexplorer, the Program Committee has made a con-
certed effort to incorporate industry veterans and new players into the conference
program in order to reach out to a wide-ranging audience. The first day of the pro-
gram is focused on the “classics” of the geostationary communications market and
the rapid changes this market is undergoing. The second day makes a concerted
effort to highlight the newer players in the industry not only for telecommunica-
tions services, but emerging constellations of small and cubesat seeking to create
new businesses be it for AIS monitoring, weather data, tracking and an multitude
of other developing opportunities. The final day of the conference dives deep into
specialized sessions that have a broad impact on all players in the Asia-Pacific
region. Be it the lead up to WRC 19, cybersecurity or debris monitoring and remov-
al, any one of these issues has the potential to fundamentally alter how we do
business in the future.
At the directive of the APSCC Board of Directors, the Program Committee has also
worked diligently to help grow awareness of the space and satellite sector among
the younger generation in the Asia-Pacific region who are the future of our indus-
try. In close collaboration with the International Space University, the second Youth
Development Workshop will be offered free of charge to Japanese university stu-
dents. Additionally, the Program Committee has cooperated with the APSCC Award
Committee members in order to highlight the first ever series of APSCC Young
Talent Awards.
Finally, I would like to thank each member of the Program Committee for their
efforts over the last year to assemble the best conference program yet. I encourage
the attendees of APSCC 2017 to offer their feedback on this year’s program so we
can make 2018 even better!

APSCC 2017 badges must be worn at all times for admittance to all conference

APSCC reserves the right to refuse entry or escort out any delegate without the
appropriate badge. All badges are non-transferable and transferring and sharing of
badges will result in confiscation of the badge and revocation of registration.

Effective Fleet Maintenance
The ability to cost-effectively extend the economic life of GEO satellites while
in orbit is finally here. With at least four companies offering a variety of solu-
tions, operators now have a feasible alternative to spending capex to replace
a satellite at the end of its normal fuel-life. The initial solutions fall into two
categories: either a space “tow-truck” that docks to the client and takes over
the stationkeeping role, or a space refueler that tops up the tanks on the client
spacecraft. So far, only one contract has been publicly announced, between
Space Logistics / Orbital ATK and Intelsat, to whom the benefits of deferred
capex are clearly understood. However, future plans for in-orbit servicing
include the capability to perform repairs, reconfigurations, switch-out anten-
nas or even whole payloads. In this session we will explore all these develop-
ments, both current and future, and discuss the potential benefits of these
capabilities, to operators, end-customers, investors and lenders.

Thomas Choi is the CEO of ABS and has over 25 years of experience in the Satellite and Aerospace indus-try. Operating seven satellites in orbit, ABS serves customers from the Americas to Asia Pacific. Prior to ABS, Tom was the founder and CEO of Speedcast. He also worked at Hughes Communications International and Rockwell International. He has a MBA and B.S. in Aerospace Engineering both from the University of Southern California. Tom was indoctrinated into the Satellite Hall of Fame by the Society of Satellite Professionals International in 2017. He was the Satellite Executive of the year for Via Satellite and APSCC in 2012.

Khodadad (Ken) BetaharonCTO ABS
With over 40 years of experience in the satellite industry, Ken has been involved in virtually all satellite communications-related activities, including the procurement, program management, launch, and operation of over 45 satellites. His experience also includes extensive research and development efforts, ITU filings, and establishing terrestrial infrastructure. Ken began his career at Comsat Labs, right after graduating from University of Maryland. This was followed by a long career at Intelsat. Ken has been with ABS since 2008. Ken graduated from the University of Maryland with a BSEE degree in 1969 and an MSEE degree in 1971. He is a member of Eta Kappa Nu and Tau Beta Pi.

Col (Res.) of the IAF, has over 20 years of experience in management, R&D and opera-tion of state-of-the-art projects in Space Systems and Unmanned Aerial Systems, among those acting as a deputy sq. commander and leading the MEIDEX experiment on Space Shuttle Columbia (STS-107) as the project manager for Israel’s first astronaut flight, managing Israel’s satellite projects (such as Ofeq, Tecsar) and more. Atsushi AyutaEngineer
Atsushi Ayuta is an engineer of the Spectrum Monitoring team, Service Operations Division at SKY Perfect JSAT Corporation and is responsible for constructing and maintaining JSAT’s worldwide satellite network monitoring systems. He joined JSAT for managed services in April 2010. He moved to JSAT International, JSAT’s subsidiary based in Washington DC in 2013 and began working as a communication engineer. In April 2015, he came back to Japan and re-joined Service Operations to work on reducing interference issues. He directed new monitoring site construction projects in Hawaii, Kuala Lumpur, Perth and Papua New Guinea and is now managing JSAT’s geolocation system replacement project.
