INTRODUCTION

Subsequent to the Arlington Career Center Feasibility Study (February 1, 2013) – which concentrated on the total site transformation of the ACC site into a K-14 campus with various public programs – Arlington Public Schools (APS) sought to update the study with a focus on an expanded, capacity building CTE high school. The context in which this update is created remains the same, both with an emphasis on thoughtful integration of expanded facilities into an urban neighborhood and an engaged community, and with the vision of creating a dynamic learning experience for Arlington students.

ASSUMPTIONS + PARAMETERS

This update to the Arlington Career Center Feasibility Study (February 1, 2013) was undertaken by Arlington Public Schools to investigate the opportunities associated with increasing the development potential of the Arlington Career Center (ACC) site, and to address the following concerns:

• Explore the appropriate density for an expanded high school facility, maximizing the

potential under the ‘Columbia Pike Form Based Code’ (Article 11.1. Appendix A of

the Zoning Ordinance).

• Anticipate the transformation of the neighborhood to an urban, pedestrian friendly

zone.

• Use below-grade parking to increase development opportunities, help green the site,

and consolidate vehicular circulation and storage.

• Patrick Henry Elementary School and the Fenwick Center to remain in operation,

along with the Columbia Pike Library in the ACC.

• The ACC and Arlington Mill high school (within the ACC building) to remain operational

during construction.

• Pursue a phased approach to a fully developed high school of 1800 students. Phase I

is to accommodate 1000 students, with an addition of 800 students in Phase II.

• Explore the potential of shared use community spaces (fi tness, library, etc.), with an

option for a swimming pool for use by the school and the community.

• Embody a high school program that is relevant and an exciting mix of career training

and college-track courses.

Please refer also to the full site analysis in the Arlington Career Center Feasibility Study (February 2013). The Arlington Career Center (ACC) is situated on the south side of a two-block campus north of Columbia Pike, along Walter Reed Drive. Currently, the main entrance to the ACC faces north towards the campus, and the back of the building faces the more public and commercial south side bordered by Walter Reed Drive and 9th Street. The west, north, and east edges of the site blend into the surrounding single and multi-family residential neighborhoods.
