April 6, 2009 As a result of Report CS-08-24 - Status on the Outdoor Sport Facility Study and Improving Communication to User Groups, it was identified that in an effort to improve communication with the User Groups that their minutes be forwarded to the Community Service Committee and Council. As a result of Report CS-08-24 - Status on the Outdoor Sport Facility Study and Improving Communication to User Groups, it was identified that in an effort to improve communication with the User Groups that their minutes be forwarded to the Community Service Committee and Council.

3. Minutes of Last Meeting: errors/omissions: Pat Durack had thanked everyone for their support the past 3 years and wished everyone a Merry Xmas & Happy New Year. Motion: By Kathy BabidTheresa Doyle to accept the December 02, 2008 minutes as amended. Carried.

4. Correspondence: Xmas card from Mayor John Gray & family 5. Treasurer's Report: None due to Ado's Abse.nce.

6. Assistant Treasurer's Report: See Attachments. Motion by Donna KharsIPeter Drake to accept the Assistant Treasurers report. Carried.

7. Fundraising & Bingo Report: Everything is running OK even with them changing the format. Licensing fees are the same.

8. Recreation & Culture Services Report: There were issues re snow removal. North Oshawa would like to see more of the old North Oshawa arena parking lot ploughed a lot more. Lake Vista and Harmon/Cordova say that when their lots are done they plough the snow into the Handicap parking spaces and cannot be used. Derek to relay this message forward.

9. Parks & Facilities Maintenance Report: None.

10.Executive Report: No report. Next Meeting is Jan. 22,2009.

11. Awards & Special Events Report: The Awards night is April 25, 2009 and tickets at $30. Each is available from Ada Musgrave 905- 723-9734. Nominations for awards are due no later than March 4, 2009. Parks are asked to design a Mardi gras center piece. Next meeting is Jan. 28/09 at 7pm.

Notice of Motion: For all Parks to decide on 1 out of the 4 proposals to chan~e the award in^ of points. This Motion was withdrawn.

The meeting began atg 7 p.m.

There was confussion as to i f the elections where belng held but according to the P&P1s NASC holds their elections in April and that is what will be upheld.

Ron was not sure how the meetings have been run and Patrick stated that what has bGen done is the first half hour is open to the parks and the next half hour is for executive members only to deal with any issues. Patrick stated that i t is very hard to get people out to the meetings and that this format seems to work at this time.

It was brought up by Ron that all positions should be elected at the OCCNA elections. But at this time this cannot happen. I f this change is to be made it must be presented as a change to the NASC P&P's. Any changes should be submitted by the March meeting, this gives everyone time to look them over before the April General Meeting and Elections.

Ron asked i f the NASC minutes could be run with the OCCNA minutes and Les felt that this should not be a problem.

Softball and Soccer fees have been approved and are set.

Olga stated that the increases where not approved at the ball level and could not understand why they passed. Ball did not need an increase. Olga felf that the numbers are low and any increase would cause further decline.

Patrick informed Olga it was approved prior that fees would be consistent across the board. I f Soccer increases then so does ball. Olga's issue was that this was not presented to the Softball committee and was never passed at their level so how can i t get passed. Patrick stated that i f it is passed for one then it goes across the board.

Olga was also concerned that numbers are falling off at the meetings and it is hard to get quorums. When Brian Howells was in the OCCNA postion he gave permission for them to go ahead and deal with business. Patrick stated that he was not aware of this and that the OCCNA has nothing in writing to confirm this. Olga also stated that their P&P's for ball has to be looked at for i t has been a long time. Changes have to be made. Softball has only seven active parks.

8. Recreation & Culture Services Report: The City of Oshawa will be hosting the Olympic torch run thru downtown Oshawa on Dec. 16, 2009 at 6pm. They will also be hosting the Sr. Games in August 2010. February 12 is make noise day.

9. Parks & Facilities Maintenance Report: None.

12.Community Centres Report: Lake Vista got a new furnace, ThorntodDundee a new floor and Storie a new siding and rails. FernhiliNipigon asked to speak with Ian after meeting re their requests. Ian going to check to see if all Community centres have to be Handicap accessible by 20 10.

14.Screening Report: June 30109 is the screening deadline for Summer Sports. Anyone not screened after this date will not be allowed to participate. April 30,2009 is the date for all coaches, assistants or trainers lists for summer sports to be in. Next meeting is May 5/09.

15.01d Business: 16.New Business: Motion to allow the amalgamation of

FernhillNipigon and Brookside Parks Neighbourhood Associations. Carried. Motion by Pat DuracWKevin Thompson that the OCCNA Executive strike up a committee to look at the concerns of this amalgamation between the 2 above parties with all parks that border the 2 Neighbourhood Associations and that this report be brought back to June's OCCNA meeting for consideration. If more time is needed then the committee can bring them later. Carried. Amendment by Kathy HooverIKathy Babin that because of Registration in just 2 days that the status quo of 2008 remain in force for 2009 sports until the boundaries report due in June or after is received and dealt with. Defeated.

5. SOCCER: Need treasurer's report done. Summer Sports Registration Feb. 6th. & Mar. 6th. 7-9

tournament & playoff dates.

Peter, NASC Soccer Chairs and Presidents of Parks will be having a meeting with City

Council members at Valleyview on a Wednesday night to discuss usage of fields.

All summer sports packages have gone out except Stories which Peter is holding.

6. SOFTBALL: Need to elect new executive and Policies & Procedures need to be updated.

John McCracken has stepped down as Chairperson at this time due to other commitments.

Playoffs and Tournament schedules need to be brought in. St i l l have 3 summer sports

packages for Fernhill, Kedron & Storie.

7. HOCKEY: Children's Arena had a crack in the floor but has since been fixed. Looking at a

projected increase of 5-15% in ice time. Increase of about $10.00 so rate would be $146.00-

$156.00 per hour. Wonder why our summer sports don't pay user fees.

Finals are March 28, 2009 except 4,5&6 year olds which are on March 21%.

Next year's Hockey Registration is May 1,2009 from 5-9pm & May 2,2009 from 9am-

l p m all at the Legends Centre. Friendship Tournament to be held at the Legends Centre.

Special Hockey Meeting to be held at Valleyview on Tuesday February 17,2009 7pm.

and regular meeting to follow. The following items to be discussed at 7pm meeting.

Do we go non contact in Hockey? People not showing up for clinics, Motion for Parks to

pay for no shows. At player sign ups undesirables or parents that cause problems will

not be allowed to play.

8. NEW BUSINESS: 10 parks represented tonight.

Steve Lines, Chairperson of the OCCNA would like to set up workshops with all executive

members of the different sports committees to discuss the following.

Brainstorming, advertising, web site, P&P1s ,costs to run leagues, auditing,

communication with City problems and communication with parents. Will submit

agenda to the 3 chairs for approval and give date a t later time of meetings.

Hockey's books are to be done by Ada Musgrave and Donna Kahrs.

Soccer's books won't be done until April when treasurer is available. Soccer has signed

affiliation with Turuls.
