NEWSLETTER OF THE NANAIMO YACHT CLUB April - 2018 Commodores Report Doug Bell Spring is here and that means boating cant be too far behind. Its nice to see members starting to work on their boats getting ready for another great season. It looks like we are on track with the Nanaimo Port Au- thority and our way-overdue lease. We are hopeful that we will have it finished up by the end of June. We are also hosting representatives from the Port Authority in April for a tour of our facilities and a lunch. Over the next few months, Kathy and I are looking forward to representing NYC at some of the other Clubs opening day ceremonies. A reminder that OUR Sail- Past is on May 6th - see the poster in this logline for all the details. The Club will again will be attending the Nanaimo Boat Show from April 12 to 15th at the Waterfront Suites and Marina, so stop by the booth and say hello. Staff Captain’s Report Gilbert D. Requena The Volunteer Appreciation Night was held on March 16th and over 100 people were in attendance. The catered dinner was excellent and Past Commodore Wiebe did a great job as the MC. After dinner we had two interesting video presentations. The first one highlighted a two and a half month trip to Haida Gwaii with Harvey & Barbara Hall, Ieuan Williamson & Shiela Legg and Howard & Linda Matwich on their respective sailboats. The other presentation was Bill Jones’ adventure in the Vic Maui Race and the return trip home. Approximately 50 people attended the St Patrick’s Day Party and all had a great time. Many photos were taken and prizes were given to several participants. The food for this event was prepared and served by volunteer members. The weather for the Easter Egg Hunt appears promis-ing. Hopefully everyone will have a good time, espe-cially the young ones. Thanks to Sheryl Brooks for chairing this event.

We have had several meetings in preparation for our upcoming Sailpast on May 6th. Our next meeting to finalize the various activities will take place on Tues. April 17th at 5:30 pm. We hope to see you all at the 2018 Sailpast! I attended my second Music Poker Event in the Lounge on Friday. Again, it was lots of fun and every-one had a great time. Between the drinks and the prizes, you can’t lose! The lounge was full and chairs had to be added from the main hall. I would like to thank all the Committee Chairs and vol-unteers who help out in all our various events. They continue to do a fantastic job. Remember it’s our vol-unteers who make NYC a great club.

WOMEN AND THE REALITIES OF VOYAGING BLUEWATER CRUISING ASSOCIATION INVITATION TO NANAIMO YACHT CLUB WOMEN!

Join us for a full day seminar and discussions broaching subjects of particular interest and concern for wom-en who are planning an offshore adventure or to set off for extended cruising. In the morning, Liza Copeland will present a seminar called ‘Voyaging Realities and Routines’ focussing on what it is really like to be at sea, covering sailing, weath-er, safety, health and more. Liza will finish with some open discussion about arriving in a foreign port, boat or-ganization, and how to live with your partner/crew 24 hours a day for extended periods in close quarters! Liza and Andy Copeland did a 6 year circumnavigation with their three children, travelling 124,000 nautical miles to 114 countries. Liza is a best selling author of cruising books and is a well known presenter at major boat shows worldwide. In the afternoon, Agathe Gaulin will lead an interactive discussion and small group work sessions to empower the participants to make the decisions THEY need to prepare for long-term cruising. This seminar helps wom-en identify their areas of comfort and discomfort and to develop individual action plans to better prepare for the Great Adventure. Agathe is an experienced facilitator and consultant in organizational development, with a Master’s degree in Adult Education. She is also an ISPA Yachtmaster Offshore and sailing instructor, plus a BCA “Doner” on the Vic-Maui race and return. Cost is only $35 per person. BCA is offering member pricing to NYC members! Fleet Captain’s Report Leslie Smith

We will be having a guest speaker at our May General Meeting. The presenter will be at 7:00pm. Brandon will be speaking on new technology in regards to security and monitoring our boats. He will also have an in-formation table after the meeting for any questions.

Rear Commodore’s Report Jim Goehringer

Well, the boating season is here! I have been down at the club a lot in the last few weeks, be-tween my duties as Rear Com-modore and my duties re-re-re-powering my boat. Everybody seems to be down there prepar-ing their crafts for the fun boating season coming fast. Recreational boating is the ob-jective and reason for the existence of NYC and judging by the amount of work members put in to their vessels preparing for the summer season, there is no shortage of passion for our pastime.

In addition to the boat preparation, there is always the work involved with keeping the club in good shape. The dock crew will be staring the renovation of the K dock/ shed area this week. This is a big job and there is postings in the clubhouse as to the dates and disruptions expected. Please be mindful if you are moored out there as to the possible detours and water shutoffs etc. I have been looking after all the moorage changes as this time of year many slips are being re assigned due to sublets ending. We have had a lot of movement within the club and Rusty and I are doing our best to accommodate eve-ryone. I would like to thank Tom and Mary Alexander for agreeing to move slips to accommodate another member. That is a perfect example of Club spirit.

Unfortunately, I was away at work and missed the March 8 general meeting. I was deeply disappointed that by all reports it turned into a line brawl. While I understand there are differences of opinion as to the purpose of Nanaimo Yacht Club, I feel the general meetings should be respectful. By all accounts this meeting went horribly sideways. I find it unbelievable how some members treat the VOLUNTEERS that VOLUNTEER to run their club with such disrespect. The Commodore, Executive and Past Commodores put in more hours of volunteer service to NYC than any members I know of and this should be respect-ed. Not agreeing with something that is going on does not give a member the right to attend a general meeting and become abusive. Shame on those that were out of order at the March 8 meeting.

The commuter parking issue once again raised its head. I would like to remind members that this rule was brought in 20 years ago and is the very reason we do not have a widespread parking problem in 2018. Think about that. With 300 residents on near-by Islands, and dozens more in nearby homes and

condominiums the potential for NYC being used as a parking club is very real. Someone could buy an as-sociate membership for $500 and have a parking spot for life for their second or third car. It is certain-ly not fear mongering to suggest that without this rule in place we could have a serious problem right now if the executive in 1997 had not had the fore-sight to limit the parking lot to recreational boating only.

There have been around 20 commodores and 20 years of Bridge Officers that have had this rule in place under their watch and not any of them saw fit to reverse this rule. As for the ridiculous notion that members were towed without warning. FAKE NEWS! All of the commuters were informed 28 ( twenty eight) months in advance as well as having many meetings with past and current executives as well as letters and phone calls. As an example, the commuters met with the executive in January 2018 with the ask of overturning the commuter parking regulation (again) and told the executive they would abide by whatever ruling the executive made that night. There was a vote at that executive meeting that the club study the problem and this motion was defeated as the executive felt there was already vol-umes of meticulous information collected to make an informed decision. Two months later they are back asking for the same thing.

Members may feel that they can pick and choose which rules they want to follow, or what purpose they belong to the club for, but the bottom line is the ex-ecutive will always first and foremost follow the con-stitution in the operation of the club.

“The purposes of this Society shall be to encourage the sport of yachting, to foster seamanship and navi-gation, and to provide and maintain suitable club-house and moorage facilities for the use and recrea-tion of its members.”

Report from the Council of BC Yacht Clubs

At the February 17, 2018 meeting of the Council of BC Yacht Clubs there was one item reported that might be of interest to some NYC members. This was the requirement that any vessels entering Esquimalt Harbour must register and supply fairly detailed information about the vessel and, while in the harbour, comply with some restrictions on anchoring, speed and distance from some vessels. While most of this applies to larger vessels there is one part that refers to licensed vessels as well as regis-tered vessels. There is also a website for registering vessels is:

These regulations appear to have been put in place by the Department of National Defence and likely for se-curity reasons. This requirement to register and check-in would apply to any vessel going to the CFSA docks.

Since the last Council meeting I have also had the opportunity to attend the annual meeting of the Council Ex-ecutive and the Executive of RBAW, the Recreational Boating Association of Washington. This is always an interesting, and informative, meeting where we sometimes get a head’s up on new rules for boaters. This year we received more information on a fee, or permit, that we were first told of in 2017. In addition to discussing this during our meeting I was also invited to participate in a conference call which included the RBAW lobbyist in Olympia and some officials from the WDFW where I had a chance to ask some questions. This new legisla-tion is a fee/permit to fund the fight against aquatic invasive species within Washington State and is adminis-tered by the Washington Department of Fish and Wildlife. This fee/permit applies to all vessels not licensed or registered in Washington. The total cost is $22.00 plus a $2.00 Dealer Fee for a total of $24.00. It can be pur-chased online at:

or at a number of locations listed on the website. This is a state fee and, as a result, the Customs and Border Protection Officers know nothing, or little, about it and are not responsible for informing you of the fee/permit nor will they collect the fee and issue a permit. It is also unlikely that you have seen anything about this fee/permit as there was apparently no advertising done. One year ago I did report at a general meeting that such as fee was being discussed. The legislation for this fee/permit became effective on October 19, 2017 but the formal launch is/was scheduled for April 1, 2018. The enforcement, or checking, of this permit will be done by officers from the Washington Department of Fish and Wildlife. Currently they are the only law enforcement officers fully trained about this permit. For the first year, at least, there will be a grace period and boaters with-out the permit will be given seven days to purchase one. If checked again after that seven day period has ex-pired and still does not have a permit then a citation will be issued and a $150.00 fine will be imposed. A boat-er must be able to produce a copy of the permit when asked. This can be either a paper copy of the permit or an electronic copy.

This fee/permit applies to all boats entering Washington by water and any boats on trailers that will be launched in Washington. An exception is made for trailered boats that will transit through the state without be-ing launched.

Also, at this time it appears that the Washington Department of Ecology may succeed in getting all of Puget Sound designated as a No Discharge Zone. If this does pass it will mean that no discharge from any type of toilet will be permitted. This will include Electrosan or any other type that offers some type of treatment. Ves-sels may be boarded at any time for officers to check that no discharge is possible. The easiest solution, if possible, is to ensure the Y valve causes discharge to go to a holding tank and it is secured in that position with a cable tie or some other method. It would appear that, based on what information was received from RBAW, all that is required is to show that the Y valve cannot be easily moved to allow overboard discharge.

This is the information is the most current I have. If I receive any updates I will circulate it when received.
