Empower LA Civic Engagement – Like Mission Viejo HOA The City of Los Angeles since 1999 adopted a new City Charter and created the Department of Neighborhood Empowerment which has grown into the nation’s largest and most innovative initiative in civic engagement and citizen-based government. Los Angles created a number of neigh-borhood associations (called neighborhood councils) where they did not exist before or that existed but lacked funding and support. The goal continues to increase citizen participa-tion and enable residents to have a voice in City affairs at a local level. Since its inception, these neighborhoods are now experiencing new business growth and redevelopment. Each neighborhood council is given a small budget from their City of around $20,000 - $30,000 a year (very similar to our Mission Viejo HOA’s yearly budget) as well as city support and train-ing. A unique aspect of the program is the ability of each of the neighborhoods to submit what are called Community Impact Statements (CIS) on projects or issues of concern that the City proposes or has issue with in their local area. This allows L.A.’s City Council to truly be fully accountable to local concerns. The L.A. neighborhood council system is now considered a successful model for other cities. While the Mission Viejo HOA acts in a somewhat different manner, it is important to consider that cities like Los Angeles and others have gone to great lengths to foster community voices within a neighbor-hood. Stay Healthy With These Simple Tips A healthy lifestyle isn’t that hard to achieve. Start with these basic tips for getting into good shape and staying there: • Energy. For more energy that lasts longer, avoid sugar and

eat foods like lentils, soybeans, couscous, and dried fruits. • Water. Make sure that you drink plenty of water every day

Pesky Woodpeckers Have you been jolted out of sleep at sunrise by a metallic blast on your gutters or chimney? Fear not, that’s a northern flicker singing songs of love and war to the other woodpeckers in the neighborhood. This time of year, however, it’s a slower, duller thudding sound that might make your stomach knot. After flickers have secured a territory with their loud and harm-less drumming, they are notorious for excavating nest cavities in the sides of our homes. Wood and stucco are particularly vulnerable, though they may work on widening natural open-ings too. Once they have created some damage to the siding, you must completely replace or repair and repaint the area or they keep returning to work it. Woodpeckers are protected by law, so as much as you might want to wring its little neck, the most you can do is scare it away. Don’t fall for the fake owl method, because the flickers won’t! It requires something moving and unpredictable – a pinwheel that spins in the wind, pie tins dangling under the eave, or a motion activated, drop-down Halloween spider.

Don’t want that clutter on your home? Try a wildlife-friendly approach of building or buying a flicker-specific nestbox and mounting it over the area they were work-ing (dozens of designs are available on the internet). You protect your siding, keep bats and rodents from finding a way into your home, and provide a home for the flickers to raise their babies. In return, the flickers will protect their nesting territory from other birds, so you don’t have to worry about other flickers moving in on another part of your home! P A simple fall can begin a complex series of lifestyle changes and health problems for seniors and their families. The most common causes of falling are slipping, tripping, or stumbling. Most spills occur in the home or just outside of it. Of the older adults who fall, 60 percent make trips to the emergency room, and almost a third of them subsequently require help with daily living activities. Whether you care for an elderly family member, or worry about falling yourself, here are some safety tips for avoiding stumbles and tumbles: • Survey your home. Do you have furniture blocking peo-

ple’s way? Do you have slippery throw rugs on the floor? Do you have books, papers, or shoes on the stairs? Keep all pathways clutter-free and easily maneuverable.

Covenant Corner: Questions about Neighborhood and City Rules The HOA recently was asked about growing cannabis plants in resident’s backyards. By City of Aurora Ordinance (Sec 22-573), only State registered primary caregivers and State registered medical patients may grow cannabis (marijuana) in the back of their residential property in the City of Aurora! Marijuana plants cannot not be grown in your backyard for recreational purposes of any kind. Obnoxious odors from the growing of plants also are not permissible. Registered patients or caregivers can only grow a maximum of SIX (6) plants on your property within a defined area. The Science of Spring Fever: It’s All In Your Physiology When the weather gets warmer and your boss, teacher, or spouse asks why your mind is wandering, you might try blaming your spring fever on physiology. Spring fever’s symptoms usually appear during the onset of the vernal equinox. In the northern hemisphere, people begin to feel more energetic, enthusiastic, and amorous because of chemi-cal changes in the body in part produced by increased exposure to daylight. Scientist cite a number of factors that contribute to spring fever: • Increased light sends signals to the brain’s pineal gland, which then reduces its production of melatonin, a hormone that regulates our body clock and controls our mood and energy lev-els. As the days grow longer, the chemical disappears and leaves people feeling more energized and confident. • Increased light also affects the hypothala-mus, the section of the brain that regulates eating, sleeping, and sex drive. • Our other senses—sight, smell, and hear-ing—also wake up as blossoms and spring breezes assault them. Such stimuli can trigger strong emo-tions, from euphoria to sadness.

Fun Is The Secret To Getting Kids Active Children who spend all their free time on the com-puter or watching TV may develop health and weight problems as they grow up. As a concerned parent, you can tell them how important exercise is, but getting them up and moving around can be an exercise itself—in frustration. Overcome the challenge with these kid-friendly tactics: • Use the right words. Don’t use the word “exercise.”

Instead, use words like “fun” and “play.” • Collect active toys. Keep a stock of items your child can

get energetic with: beanbags, jump ropes, kickballs, hula hoops, and so forth.

• Plan activities. Suggest a party or get-together for your child and his or her friends during which they can play games like “Red Light, Green Light” and “Simon Says.”

• Target your child’s interests. If your child loves to read, suggest a bike ride to the library. If your child loves surf-ing the Internet, ask him or her to research a topic—gar-dening, for instance; then plant one together.

• Get outside. Plan a nature walk or a day out skating, swimming, or engaging in any other active endeavor your child enjoys.

• Use commercial breaks. If your child is a TV watcher, take advantage of the commercials. Suggest moving around before the show resumes: walking up and down some stairs, seeing who can do more toe touches or jump-ing jacks, or marching in place and counting the steps.

• Enlist your pets. Ask your child to take the dog for a walk or a race, or play (gently) with your cat. • Go shopping. If you need something from the store, ask your child to walk there with you. Play “I Spy” or other such games along the way.

Coffee, Tea, & The Benefits For Better Mental Health A cup of coffee or tea helps many people wake up in the morning, but they may also have health benefits later in life, according to recent research reported in Scientific American. One project by the National Institutes of Health studied the relationship between different kinds of beverages and depression, and found that coffee consumption was associated with slightly lower rates of self-reported depression. A Chinese study found that adults who drink tea on a regular basis had a smaller risk of depression. Other research suggests that caffeine may play a role in pre-venting cognitive decline, but the evidence remains inconclusive.

Tips For Keeping Fruits & Veggies Fresh Each year Americans throw away spoiled fruits and vegeta-bles because we don’t know how to properly store the different types of produce we buy. To prevent your produce from going to waste – and keep your grocery budget in line – follow these rules for cleaning and storage: • Avocados. Don’t refrigerate until fully ripened; premature

chilling will cause the insides to brown. Instead, ripen at room temperature. Afterward you can refrigerate to pre-serve them longer. They should keep about two weeks.

• Bananas. Don’t store near other fruits and vegetables, especially citrus fruits, because bananas produce ethylene gas, which can spoil other produce. Also, don’t refrigerate, as chilling turns their skins black. Simply store at room temperature and they should keep from one to two weeks.

• Berries. Spread them out in a single layer in perforated plastic bags (be sure not to crowd them); then, refrigerate. Most varieties will not last longer than a week to 10 days, as mold develops easily.

• Lettuce. You should first soak the leaves in cold water and then spin them in a salad spinner. Next, wrap the lettuce in paper towels, loosely place the bundle in a plastic bag, and refrigerate. Wrapping in water-absorbing paper discour-ages mold growth and should help the leaves stay fresh for up to three weeks.

• Tomatoes. Don’t refrigerate. Chilling causes a chemi-cal reaction in tomatoes, which leads to a loss of flavor. Depending on how ripe they are when you buy them, tomatoes should last from one to three weeks if kept uncovered in a bowl away from heat.
