The JNET Facial Recognition System, already an internationally recognized and award winning software product, is a completely web-based application that allows authorized JNET users to compare unknown suspect images against over 3.5 million criminal mug -shots contained within the Commonwealth Photo Imagining Network (CPIN). Now, in collaboration with PennDOT, JFRS automatically submits suspect images for comparison against the PennDOT driver license and photo identification database. JFRS has already been used to solve numerous crimes; including robberies, fraud, thefts, and even homicides. Now, with the addition of PennDOT results, investigators have a greater likelihood of identifying criminal suspects.  Access to JFRS is available to any JNET user with an active Criminal Justice (CJ ) or Criminal History (CH) account that performs criminal investigations as part of their job duties. Typical JFRS users include: police officers, detectives, investigators, and troopers. Users must complete a one-day instructor-led course before being provided access to the JFRS system.  A current list of JFRS instru ctor-led classes is available on the JNET Learning Management System (LMS). JNET Internet (www.jnet.pa.gov) JNET has deployed the Federated Photo Search, JNET Notification Service, and the Domestic Relations Warrant Search to the JNET internet site (www.jnet.pa.gov). In addition, under Justice Data, users can now access the Pennsylvania Commission on Crime and Delinquency (PCCD) Constable Query and Deputy Sheriff Query. The JNET internet site can be accessed without a secure VPN connection to a Commonwealth or County network. However, users must have a valid JNET user name and password in order to access applications over the internet. Other applications on the internet site include PennDOT applications, cNET and WebCPIN. Additional applications are currently in the process of being migrated to this new portal site. PSP CLEAN PortalXL The PSP CLEAN system is in the process of upgrading to a new web browser interface, referred to as the "PSP CLEAN PortalXL". This will change how existing JNET Criminal History users access CLEAN/NCIC through JNET CLEAN. Only the agencies which have been approved by PSP and have completed the transition packet

    JNET Facial Recognition

    PSP CLEAN PortalXL

    The PSP CLEAN system is in the process of upgrading to a new web browser

    interface, referred to as the "PSP CLEAN PortalXL". This will change how existing

    JNET Criminal History users access CLEAN/NCIC through JNET CLEAN. Only the

    agencies which have been approved by PSP and have completed the transition packet

  • will have access to the new PSP CLEAN PortalXL link through JNET. Your agency will not be able to access

    CLEAN via this new link until it has been transitioned to the new CLEAN portal. If you have not completed

    the transition packet, your agency will be contacted in the near future regarding training and transition.

    JNET CLEAN will remain available until each agency has completed the conversion process to the PSP

    CLEAN PortalXL. There will be no loss in service to CLEAN/NCIC. The Pennsylvania State Police have

    posted the training and transition schedule on the JNET secure portal. Please check the PSP CLEAN

    community and click on PSP CLEAN PortalXL Documentation.

    LPR Files Available

    The Pennsylvania Department of Transportation (PennDOT) is now making expired license plate and

    suspended registration information available through JNET for use by police departments with license plate

    readers (LPR). The file is available for download Monday through Saturday at 6:30 AM.

    Agencies wishing to access the PennDOT LPR file through JNET should contact the JNET help desk.

    Authorized users will be asked to complete an acknowledgement form and then will be provided the URL to

    access the file.

    PennDOT Vehicle Inspection and Emissions Information Now Available

    The PennDOT Vehicle Inspection and Emissions query allows officers or investigators the ability to quickly

    obtain inspection and emissions station information. The application can be found by clicking on the

    PennDOT Records community on either the secure or internet JNET portals.

    The application will return information regarding the station that performed the inspection or emission test;

    including station name, station address, station owner, or manager information. Your results will also include

    the sequence of valid stickers issued by PennDOT to that station. If any sticker appears fraudulent, the

    application will assist officers in determining the status of inspection or emissions stickers. It will not provide

    vehicle ownership information or information regarding which sticker was issued to a particular make or

    model of a vehicle. The application is accessible to Criminal Justice or Criminal History users with the

    PennDOT Vehicle Registration application role. For more information, a user quick reference card and a

    user guide are located on the JNET website.

    Internet Explorer Support

    Effective April 30, 2013 JNET will no longer support Internet Explorer 7 (IE7). This version is being phased

    out in order to streamline JNET development and testing efforts, as well as to ensure that end-users internet

    browsers remain compatible with supported technologies.

    Users with IE7 must upgrade to Internet Explorer 8 (IE8) by using the following URL: http://

    windows.microsoft.com/en-US/internet-explorer/downloads/ie-8. IE8 and IE9 are also supported. JNET is

    currently testing IE10. At this time there are known issues with IE10 which we are working to remediate. A

    quick reference card to assist users in determining which version of Internet Explorer they are using has

    been posted on JNET in the User Reference Cards section of the User Info tab as well as in the

    Configuration Materials section of the IT tab.
