The Napa Chamber supports the
SC21 vision ounded in and unded by thecommunity in order to give all students thecritical 21st century skills needed or successin todays interconnected and ast-changingworld. The SC21 initiative provides studentswith classrooms where 21st Century skills- critical thinking, collaboration, creativeproblem-solving, and eective communication- are developed even as students meet Statecurriculum standards. Students becomeresponsible or their own learning andmastery, and grow in condence, maturity andability as they do so.
SC21 classes are given using an
instructional strategy o project-based learningacilitated by real-world use o technology(PeBL). The model entails studentsworking in groups on issues that requireintegration o inormation and skills acrossseveral disciplines and rom multiple sources,including the Internet. Teachers model

NVUSDSuperintendent and Chamber board memberJohn Glaser is working with teachers,community leaders, parents and all whosupport this vision to ulll this mission opromoting twenty-rst century skills at alllevels throughout the district - particularly
in the three comprehensive high schools orwhich current und-raising eorts, includingthose o the R. E. Schuler Foundation andAuction Napa Valley, are concentrated.
When complete, SC21 will signicantlyimpact over 5,000 high school students eachyear, in addition to many younger ones in thelower grades whose teachers are already beingtrained in similar approaches.
The magnicent new American CanyonHigh School has been designed as a 21stcentury high school. Napa and VintageHigh Schools are undergoing renovations,while lead teachers have been trained in
SC21 teaching techniques, and as one-to-one computing has been added to the SC21classrooms.
SC21 teachers report signicantlyincreased engagement, improved perormance,and richer understanding o both the materialsand the problem-solving process. And haventwe all seen the increased sel-condence thatallows a sophomore to articulate how such anexperience enhances her education to a room
ull o Rotarians, Kiwanians, city councilmembers and others?
Our Congressmen are impressed andsupportive. Foundations are interested. Butlocal action speaks louder than words.
The Chamber was a key partner increating the rst New Technology HighSchool in 1995-7. That original model hassince been replicated in 41 schools nationally.Twenty-ve more will open in the next twoyears in Florida, Hawaii, Indiana, Texas,
Louisiana and elsewhere. Other stateshope to be recognized as the cradle o 21stcentury education. But Napa has the clearestopportunity to take inspirational learning tothe next level.
National policy or unding educationwith Race to the Top and Innovation grants,dened by the Obama Administration,ocuses on just such examples o educationaltransormation as the Napa communitycreated teen years ago then a blueprintor what a 21st century school should looklike. Partnering with teachers, administrators,students and community members, we
are now positioned to create the blueprintor what a 21st century school districtshould look like. That leadership is ours toclaim. And with it comes the opportunityor signicant outside unding. Again, thedemonstration o local commitment andinvestment will be key.

NEO incentives oten oset the higherupront costs o these technologies. Cashincentives equal $0.07 per kilowatt-hour(kWh) plus $140 per peak kilowatt (kW)saved, which can cover nearly 30 percento the installation costs and help reduce thepayback period o a new lighting system.
In addition, PG&E provides NEO
participants ree expert consultation withproessionals who are versed in state-o-the-art technologies. They will provideparticipants with written specications
customized or their acilities. Theexperts will also walk them through the
entire process so they understand theprogram and capture available savings.
Eligible NEO participantsinclude PG&E non-residential electricdistribution customers who pay thepublic purpose surcharge ound on mostcommercial electric accounts, and have20,000 square eet or more o businessspace. Projects must also be innovativein their design.

What employers aremissing from the youthin the workforce today.
A ew Saturdays ago, I was at theGym watching my son nish up his leagueplay in the City o Napa Parks league. I wassitting next to an old high school riend whohappened to be a teacher. We got to talkingabout the SC21 project that the school
district is working on implementing. I wasvery enthusiastic while she was skeptical othe program thinking it is just another adprogram and will dropped ater a couple oyears, so why get behind it.
While she elt the program worked orNew Tech High, the other schools have verydierent populations. I asked her i she hadever been on a tour o New Tech High and shehad not. I gave her a quick overview about theway project-based learning worked, primarilyhow the process teaches them to be betterprepared or college and the workorce.

The benets o project-based learning can
be compared to our kids basketball programs.All the kids participate, they learn to listen to aleader, they hold their teammates accountableand they share in the success o doing a goodjob. This is exactly the reason why I make(yes, I do make) my son play basketball eventhough he whines, he does really like to play andhe is building lie-long skills.She ound this analogyinteresting and began askingmore questions about theprogram.
Here are a ew reasonswhy I like the SC21 program
as a parent and as anemployer: Thekidsworkacrosssocio-economic
boundaries. This gives them a boost up whenthey leave their high schools and move on tocollege or the workorce. Being comortablecommunicating and working on a team areimportant skills that employers look orwhether the kids are looking or their rst jobor beginning their career.
Ascomparedtotraditionalclassroomswherethe students are constantly being remindedto get their work in. Project-based learning
I would like to discuss two importantissues this month. First o all, I want tocongratulate The Napa Valley DestinationCouncil (NVDC) or getting Napa Countyto agree on the ormation o the TouristBusiness Investment District (TBID). Kudosto Clay Gregory, CEO o NVDC, or all hishard work to bring about this much neededmarketing money to Napa County. The hardwork is not over yet, while the Cities o
Napa, American Canyon and St. Helena haveagreed to be part o the TBID, Calistoga andYountville still have to agree. Those meetingswill happen on April 6th in each respectiveCity. We ask i you have a business or live inthose cities and agree that Napa Valley wouldbenet rom these dollars to publicize Napaas the destination it is to the world and bringmore business to the County that you will

Secondly, in my last newsletter I touchedon the conversion o Napas one-way streetsraised in ITT Committee in February. Asyou may recall, this is an issue that has beenvoiced to the City o Napa multiple times bythe Napa Chamber on
behal o our membersover the past 24 years.In a recent meetingwith past Presidents/Chairmans o the NapaChamber o Commercewe discussed this issueand they unanimouslysigned a petition insupport o the Chamberpressing this issue orward again. Landownersin Downtown Napa have been repeatedly toldby prospective businesses they will not leaseproperty until the streets are converted back to
two-way. In a time when Napa is strugglingthrough a slow economy, we think it isimperative the City take action immediatelyand make this happen as soon as possible.Visitors oten dont see the real downtownuntil they exit the City.
We understand the complexity o theinterchange rom Hwy 29 and First Streetexit. Rough estimates by competent engineers
have shown a cost o about $5 million tomake the necessary changes to keep tracfowing on Caliornia Blvd., and convert thinterchange so trac can enter Downtownon First Street. We believe this is a low-cost when compared to the more than $500million invested in Downtown Napa by theCity and independent developers over the lten years while much o Downtown spaceremains vacant o businesses that will attra
dollars to the City o
Napa.We believe the tim
to act is now - whileNapa is going throughits Downtown SpeciPlan, and get thisproject moved to a higpriority on that list. Iencourage our Chambemembers to write to ou
Mayor and City Council to reinorce theurgency o this project. We would like tosee a plan o action as soon as possible romthe City with comment and discussion rom
businesses and community members in 20and a goal o completion in late 2011.

get your project done, pretty much any wayyou want? Yes, was the answer and I like tother way better! To me that was a huge fathat the project-based learner or the SC21 kiis no-doubt going to be better prepared to enthe workorce or college and be prepared toexcel in both.

The Napa oce o Alkar HumanResources opened in May o 1985; thebusiness has been thriving in the NorthBay or 25 years. In 1985, Al Habergerwas getting ready to retire and had theidea o opening a Personnel business. Herecruited his daughter Elizabeth LizDavis, along with a consultant namedMargaret Semrad to open Alkar PersonnelServices. With nancial support romher ather Al, and Margarets expertise,Liz had the tools and passion to ulllher athers dream. Alkar was openednot only as a personnel service providingull-time and temporary stang, but alsoas a business-to-business service providerwith an extra personal touch. Their goalhas always been to work closely withlocal businesses ullling their stangneeds and providing them with thepersonnel that will help them to improveproductivity, quality and bottom lineresults.
As the wine industry in the NorthBay began to grow, Alkar recognized theneed or experienced winery personnel.

Alkar Human Resources Celebrates 25 Years
In 1992 under Lizs direction, Alkarcreated its winery division and was oneo only two North Bay stang companyto provide skilled and sorely neededproduction labor to local wineries. Alkarnow supplies wineries throughout theNorth Bay with qualied bottling, cellar,hospitality, administrative, nance andmanagement sta. 1992 also saw anupdating to the current logo and a namechange to Alkar Human Resources.
In 1996 Alkar opened its secondoce in Suisun, CA, to be more readilyavailable to their growing Solano clientbase. Between the two oce Alkar servesover 30 dierent industries. The primaryindustries represented are wineries,hospitality, manuacturing and health care.
