4259 April 15, 2019 Minutes April 15, 2019 The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at 7:00 P.M. in the Commissioner’s Conference Room located in the County Administration Building with the following Commissioners present: Chairman Sidney E. Dunston, Vice- Chairman Shelley L. Dickerson, Commissioners Michael S. Schriver, David T. Bunn, Mark Speed, Cedric K. Jones and Harry L. Foy, Jr. Chairman Dunston called the meeting to order, then called for a brief recess in order to convene the Board of Equalization and Review. Commissioner Foy made a motion to recess, seconded by Commissioner Bunn. The motion duly carried approval with all present voting “AYE.” Chairman Dunston then convened the 2019 Board of Equalization and Review. Tax Administrator Dan Williams asked the Board to recess the Board of Equalization and Review until April 29, 2019 at 5:00 P.M. At that time, he expects approximately two to four appellants to be in attendance. At 7:02 P.M., Commissioner Foy made a motion to recess the Board of Equalization and Review to April 29, 2019 at 5:00 P.M., seconded by Commissioner Speed. The motion duly carried approval with all present voting “AYE.” Chairman Dunston then reconvened the Board’s regular meeting and asked the Board to consider approval of the consent agenda. Commissioner Bunn made a motion to approve the consent agenda. The motion was seconded by Commissioner Speed and duly carried approval with all present voting “AYE.” The items approved are as follows. 1. CONSENT AGENDA A. March 18, 2019 Minutes B. Releases, Adjustments, Refunds, and Tax Collection Report C. Consider TDA (Tourism Development Authority) request to fund a $2,000 grant for the 9 th Biennial Franklin County Historic Homes Tour on April 27, 2019 D. Consider TDA (Tourism Development Authority) request to fund a $3,000 grant for the Annual Bunn Fun Day on April 27, 2019 E. Consider TDA (Tourism Development Authority) request to fund a $7,500 grant for the Franklin County “Fork to Farmer Marketing Initiative” F. NCDOT Division of Aviation Airport Safety/Maintenance Program G. Franklinton and Youngsville Regional Pump Station Replacement 2. COMMENTS FROM THE PUBLIC This was the time set aside by the Board of Commissioners to allow individuals five minutes to address the Board on issues concerning the county. Logan Harrison, 470 Clubhouse Drive, Youngsville, NC Mr. Harrison again presented his request for the Board to create a Youth Advisory Board. Anson Millard, 190 Fox Run Road, Youngsville, NC Mr. Millard spoke about issues that affect youth in Franklin County and encouraged the Board to create a Youth Advisory Board as requested by Logan Harrison.

    The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at

    7:00 P.M. in the Commissioner’s Conference Room located in the County Administration

    Building with the following Commissioners present: Chairman Sidney E. Dunston, Vice-

    Chairman Shelley L. Dickerson, Commissioners Michael S. Schriver, David T. Bunn, Mark Speed,

    Cedric K. Jones and Harry L. Foy, Jr.

    Chairman Dunston called the meeting to order, then called for a brief recess in order to convene

    the Board of Equalization and Review.

    Commissioner Foy made a motion to recess, seconded by Commissioner Bunn. The motion duly

    carried approval with all present voting “AYE.”

    Chairman Dunston then convened the 2019 Board of Equalization and Review.

    Tax Administrator Dan Williams asked the Board to recess the Board of Equalization and

    Review until April 29, 2019 at 5:00 P.M. At that time, he expects approximately two to four

    Dewey Botts, 675 Howard Tant Road, Zebulon, NC

    Mr. Botts provided a brochure and invited the Board and community to attend the Person Place Historic Homes Tour.

    3. PRESENTATION: GOVERNOR’S AWARD FOR VOLUNTEER SERVICE

    Kim Stewart and Diane Davis were recognized for receiving the Governor’s Volunteer Service Award. Both recipients were recognized with a certificate and a pin. No action was requested or taken.

    4. UPDATE: COMPREHENSIVE PARKS AND RECREATION MASTER PLAN Oliver Greene, Parks and Recreation Director, introduced Jon Wood of Alfred Benesch and Company to present an update on the Franklin County Parks and Recreation Master Plan progress. The presentation reviewed the Planning Objectives and Issues and the Recommended Goals and Objectives. A review of the Parks and Recreation Needs Assessment that resulted from the Citizen Survey was also included. Mr. Wood shared the following PowerPoint presentation.

    No action was requested or taken. 5. FLEMING FOREST SUBDIVISION STREET SPECIAL ASSESSMENT Scott Hammerbacher, Planning & Inspections Director, presented a request and asked the Board to consider adoption of a preliminary assessment resolution to finance street improvements within Fleming Forest Subdivision. After several project delays, Mr. Hammerbacher explained the scope of work had changed since the original request at a cost of an additional $165,000. The information was shared with residents of the Fleming Forest Subdivision and Mr. Hammerbacher stated 66 out of 81 properties were in support of moving forward with the improvements. A public hearing on the request is scheduled for May 6, 2019 during the Board of Commissioner’s next regular meeting. Commissioner Schriver made a motion to adopt a preliminary assessment resolution to finance street improvements within Fleming Forest Subdivision, seconded by Commissioner Foy. The motion duly carried approval with all present voting “AYE.”

    6. APPOINTMENTS Commissioner Jones nominated Laura Fisher to serve as his representative on the Library Board. The motion to appoint Ms. Fisher was made by Commissioner Bunn and seconded by Commissioner Foy. The motion duly carried approval with all present voting “AYE.” 7. OTHER BUSINESS No additional business was discussed. 8. BOARD, MANAGER AND CLERK’S COMMENTS This was the time set aside for the Board of County Commissioners, the County Manager, and the Clerk to the Board to report on various activities. The Board may also discuss other items of interest. County Clerk Kristen G. King: No comments were offered.

    Commissioner Foy: No comments were offered.

    Commissioner Jones: Commissioner Jones commented he recently spoke to a group of Early

    College High School students at the first meeting of their Beta Club.

    Commissioner Dunston: Commissioner Dunston commented on the success of Maria Parham

    Franklin hospital and encouraged the community to utilize the facility as well as the primary

    care doctors and specialty physicians so that healthcare can continue to be extended to the

    citizens of Franklin County.

    Commissioner Schriver: No comments were offered.

    Commissioner Dickerson: No comments were offered.

    Commissioner Speed: No comments were offered.

    County Manager Angela L. Harris:

    Mrs. Harris acknowledged Assistant County Manager Kim Denton’s most recent

    accomplishment as a graduate of the UNC School of Government’s Municipal and

    County Administration Course.

    Mrs. Harris recently attended a session on Medicaid transformation. The shift from fee-

    for-service to a managed care structure represents the most significant change in the

    Medicaid program since its inception, and the impacts will be felt in county

    governments. Because of this change, Mrs. Harris plans to devote an entire budget

    workshop to this topic due to its future impacts.

    Mrs. Harris noted she will again host a meeting April 16, 2019 with managers and

    administrators from the county’s municipalities.

    At approximately 8:00 P.M., Commissioner Bunn then made a motion to adjourn, seconded by

    Commissioner Jones. The motion duly carried approval with all present voting “AYE.”
