Dear Colleagues and Friends,

On behalf of the National Alliance for Partnerships in Equity (NAPE), representing state, affiliate, individual members, and a multitude of industry and organization partnerships, it is my pleasure to welcome you to our nation’s capital for the 2018 National Summit for Educational Equity. Building on NAPE’s rich history and strong commitment to equity in education, this year’s summit reflects our mission and vision themed—Building Bridges to Strengthen Access, Equity, and Diversity.

I firmly believe that you will leave this summit, 4 days from now, with a wealth of ideas to bring to staff and colleagues to ensure that the bridges are built for access and equity for the diverse student population we serve in this country. I also believe that a professional development opportunity is just that, an opportunity. It is an opportunity to network and to learn. I encourage you to meet new colleagues from the many states and territories attending this year’s Summit. These 4 days will go by very quickly, so be sure to exchange business cards, share ideas, and make connections so that you can continue your conversations. Also, join the larger group dialog on the web across the various social media platforms by using the hashtag #NSEE18.

NAPE is exicted to bring three dynamic keynote speakers to this year’s summit—Lisa Williams, EdD, Adolf Brown III, PhD, and Randi Weingarten. These three dynamite speakers will bring their message about improving outcomes and ensuring equity for marginalized student populations in our efforts to prepare a diverse workforce. They will inspire and challenge us to think differently and most importantly to ACT!

On Wednesday morning, we will travel to Capitol Hill for Public Policy Day. Led by NAPE Senior Policy Advisor Lisa R. Ransom, along with Public Policy Committee Co-chairs Lou Ann Hargrave, EdD and Debra Huber and NAPE Executive Committee Liaison Kimberly Ellis, the morning begins with breakfast and features welcome remarks from Congresswoman Virginia Foxx (R-NC), Chairwoman of the House Committee on Education and the Workforce, and Congresswoman Alma Adams (D-NC), also a member of the House Committee on Education and the Workforce and Co-Chair of the HBCU Caucus, about pertinent House and Senate legislation related to access, equity, and diversity in education and the workplace. In addition, we will formally announce this year’s Public Policy Award Winners—Senator Orrin Hatch (R-UT), President pro tempore of the U.S. Senate, and Congressman Raja Krishnamoorthi (D-IL), co-sponsor of the House Perkins reauthorization bill. The

morning session will wrap with a conversation with OCTAE’s new Assistant Secretary, Michael Eric Wooten, EdD, as moderated by NAPEEF Board member, Norman Fortenberry, ScD, Executive Director of the American Society for Engineering Education (ASEE). We encourage Summit attendees to meet with their local congressional leaders and their staff after the morning session.

The National Summit for Educational Equity does not just happen; it required the dedication of a group of individuals with a vision to bring together dynamic presenters and to organize the numerous events associated with the Summit. Therefore, I would like to take this opportunity to thank this year’s Professional Development Committee chaired by President-Elect Adrian San Miguel, NAPE CEO Mimi Lufkin, along with NAPE’s dedicated staff, and our conference planners, The Balcom Group.

We hope that your experience at this year’s NSEE will be exciting and fruitful and that you depart feeling rejuvenated to continue this crucially important work when you return to your respective institutions and organizations. Speakers

Adolph “Doc” Brown III, PhD, is Founder, President, and CEO of The Leadership & Learning Institute. Dr. Brown’s extensive career includes serving as a public school educator, credentialed administrator, tenured university professor, university dean, and businessman.

Dr. Brown’s remarkable story of overcoming extreme poverty and other challenges has inspired audiences across the country and propelled him to become one of the world’s most popular speakers. His unique ability to inform as well as entertain has captivated leaders in business and education, and he credits his success to hard work, faith, a positive attitude, and a caring village. He is noted for his ability to blend humorous stories with truisms or “REAL TALK” and research to challenge his audiences to take a more positive approach to their lives and work.Dr. Brown has shared his inspiring and powerful messages with audiences through his books, recordings, television programs, and radio talk shows. He has spoken to more than 900,000 people internationally and throughout the continental United States. His audiences have ranged from surgeons, gang members, business executives, school superintendents, armed forces, lawyers, realtors, college professors, K-12 students, federal prison workers, sales representatives, mental health specialists, faith communities, politicians, law enforcement officials, K-12 educators, professional sports teams, and more.

OPENING SESSION

Lisa Williams, EdD, is Executive Director of Equity and Cultural Proficiency for the Baltimore County Public School System. Dr. Williams has held the position of teacher, mentor, university professor, and Title I director over her career in education. She has bachelor’s degrees in biology

and psychology, a master’s in psychology, and a doctorate in Urban Educational Leadership with an emphasis in social policy. She has presented at the local, state, and national levels on topics related to improving outcomes for marginalized student populations. Her career in public education spans nearly 20 years. Her dissertation study examined Response to Intervention (RtI) and the performance of students attending Title I schools.Dr. Williams is a consultant with NAPE as well as with her independent company, EMCS. In her consulting work, she has provided guidance for schools and school systems in the areas of racial equity, gender equity in STEM, leading for equity, school transformation, and culturally responsive practices. Dr. Williams serves as a Subject Matter Expert with the U.S. Department of Education Office of Career, Technical, and Adult Education related to equitable access in STEM/CTE.In her current role, she is responsible for all educational equity and access initiatives implemented in the Baltimore County Public School System. Under her direction and leadership, the Office of Equity and Cultural Proficiency expanded to a team of seven and provides systemic support to the organization. In addition to providing training and support, she has created two certificate programs in educational equity and cultural proficiency with McDaniel College and Notre Dame University. Her first book, When Treating all the Kids the Same is the Real Problem: Educational Leadership and the 21st Century Dilemma of Difference (co-authored with Dr. Kendra Johnson, Esq.), was published by Corwin Press in October 2014. She is presently codifying evaluation findings related to her work in the implementation of systemic equity training across the Baltimore County Public School System.

Speakers

Randi Weingarten is president of the 1.7 million-member American Federation of Teachers, AFL-CIO. Prior to her election as AFT president in 2008, Ms. Weingarten served for 12 years as president of the United Federation of Teachers, AFT Local 2, representing approximately 200,000 educators

in the New York City public school system. Ms. Weingarten has launched major efforts to place real education reform high on the nation’s and her union’s agendas. She created the AFT Innovation Fund, an initiative that supports sustainable, innovative, and collaborative education reform projects developed by members and their local unions. At her direction, the AFT developed a model to transform teacher evaluations from a simple rating system to a tool for continuous improvement and feedback and is using this model to align tenure and due process. Ms. Weingarten led an AFT committee that called for all prospective teachers to meet a high entry standard so that they are prepared the day they enter the classroom. Finally, she oversaw the development of the AFT’s Quality Education Agenda, which advocates for reforms grounded in evidence, equity, scalability, and sustainability.

CLOSING SESSION

Ms. Weingarten has served on an education reform commission convened by New York Gov. Andrew Cuomo, which made a series of recommendations to improve teaching and learning. She was appointed to the Equity and Excellence Commission, a federal advisory committee chartered by Congress to examine and make recommendations concerning the disparities in educational opportunities that give rise to the achievement gap. While President of the UFT, she chaired New York City’s Municipal Labor Committee, an umbrella organization for the city’s 100-plus public-sector unions, including those representing higher education and other public service employees. From 1986 to 1998, she served as counsel to UFT president Sandra Feldman, taking a lead role in contract negotiations and enforcement, and in lawsuits in which the union fought for adequate school funding and building conditions. Weingarten holds degrees from Cornell University’s School of Industrial and Labor Relations and the Cardozo School of Law.

Significant gaps exist in our information about postsecondary education and training. We do not know what students earn after graduating from a program of study or how many become employed. We do not know how these outcomes vary by race/ethnicity, gender, or other student characteristics. This session will discuss the College Transparency Act that would amend the Higher Education Act to provide such information, which would advance efforts to achieve equity.

Becoming a Threat to Educational Inequity: The Equity Literacy Framework

Many diversity frameworks focus on vague notions of culture (such as cultural competence) or detour around inequity. The equity literacy framework helps us maximize integrity of equity initiatives by avoiding detours. Based on the idea that there is no path to equity that does not involve a direct confrontation with inequity, the framework cultivates in educators the ability to be threats to inequity. The workshop presenter will introduce equity literacy and how it helps us focus on rooting injustices out of schools.

Baltimore County Public Schools has been engaging in systemic equity training in response to changes in its student and community demographics, specifically challenging staff to consider how race, gender, socioeconomic status, language, and access to rigor impacts the schooling process. This allows for an analysis of how educator beliefs impact outcomes that promote or detract from students’ access to enrollment in higher level courses that lead to the development of skills needed in STEM careers. This presentation will describe the process, lessons learned, and next steps in this systemic work.

Join the presenters in exploring the first year of a systemic equity transformation process. Changing institutional culture by way of collaborative inquiry, system partnerships, and leadership development will be key areas of discussion. Dual Enrollment and Equity Through a Federal Policy Lens

The Every Student Succeeds Act (ESSA) presents a unique opportunity for states and districts to help more young people enter and complete college by implementing school designs that improve the transition between high school and higher education such as dual enrollment, concurrent enrollment, and early college high school, and explicitly defines and encourages states to use these approaches. As a result, there has been significant growth in the inclusion of dual enrollment and early college in state accountability systems, growing from 14 under previous federal requirements to 33 under ESSA. This session will examine the provisions in ESSA supporting dual enrollment and early college. In addition, the presenter will discuss best practices and how districts can work with states to ensure that equity is a central focus of future work so that low-income and underrepresented students are integral to the expansion of college in high school.

For five years, Theresa Demby consistently worked as a contracted accountant through various staffing firms. She held

a bachelor’s degree in accounting and had completed master’s-level accounting coursework. Despite her education and

work history, however, Demby struggled to find a full-time accountant position.

“At that point in my life, my outlook on my career didn’t appear very promising,” she said. “I wanted to make sure my

current skills were transferable and that a new career didn’t require several years of schooling. Information technology

met those requirements.”

While browsing want ads in her local newspaper, Demby found one that

promised completely free IT training and CompTIA A+ certification within

eight weeks. She found IT-Ready.

Demby now works full-time as an IT specialist associate, providing technical support for PCs, hardware, software and

operating systems.
