Not only do his supervisorspraise him for handling hisnormal duties proficiently, buthe also is commended fortaking on additional dutieswhen needed. For example, hehas stepped in to act as officerin charge; re-written orupdated policies; conductedinternal investigations; andcoordinated drug testing at thefacility. He also has createdPowerPoint presentations forspecial events at the prison.

“His skills set him apart inhis unique ability to handle justabout any task given to him,”said Assistant SuperintendentTimothy Kimble.

“He is a trusted individualwho handles each task withtactfulness and diplomacy,”Kimble said. “He does thesetasks in a humble andprofessional manner at alltimes, maintaining the respectof his supervisors and peers.”

Callicutt started his careerin corrections as a correctionalofficer in May 1989. He movedthrough the ranks holdingsuch positions as sergeant,assistant unit manager andinstitution classificationcoordinator before beingpromoted to captain in April2004.

Despite 20years in theDepartmentof Correction,Harris wascited in the award more for hiscommunication skills than hisconsiderable experience. Theapplication of those skills hascontributed greatly to thesafety and security of NeuseCorrectional Institution nearGoldsboro, said SuperintendentJohn Crawford.

“He readily handlesdifficult inmates to de-escalatesituations that could becomemore volatile,” Crawford said.“If an inmate starts creatingproblems, Sgt. Harris most ofthe time can get the inmatecalmed down before it gets outof hand.”

Harris constantly has apositive, helpful, hard-workingattitude, and conducts himselfprofessionally at all times,Crawford said. His demeanoraffects both staff and inmates.

“They have developedrespect for Sgt. Harris, becausehe has built a foundation ofdependability and reliabilitythrough his work ethic andactions,” the superintendentsaid. “He sets the example forhis staff and others.”

Harris first worked in theDepartment of Correction as acorrectional officer at CentralPrison 1985-95. He has sincebeen a correctional sergeant atNeuse Correctional Institution.

Holland is acorrectionalfood serviceofficer whosupervises first shift inmatesworking in the kitchen atJohnston CorrectionalInstitution.

She was cited for heractions at two separateaccidents along US 70 inJohnston County.

On Nov. 23, 2004, Hollandaided two women after theircar hit a guardrail. She en-sured the ladies were okay, andwaited with them for police andparamedics.

On Jan. 10 this year,Holland was driving to workwhen she witnessed anexplosion as she approachedInterstate 95. She saw a fueltanker burning and a womandragging a man to safety.Holland ran to help, and foundthe man badly burned, butalert and responsive. Shehelped keep him calm andconscious until paramedicsarrived. However, the manlater died at a hospital.

“For the burned man, hervoice may have been the lastone he heard,” said Karl Lee,Holland’s supervisor whonominated her. “OfficerHolland exhibited an act ofheroism that was above andbeyond the call of duty. Sheexhibits these same traits in herdaily work at JohnstonCorrectional Institution whendealing with inmates andstaff.”

Holland, a resident of PineLevel, has been a correctionalofficer since 2003, and is aformer volunteer rescue squadmember in Johnston County.

Higgins wasrecognized foran act ofheroism thattook place on Sept. 8, 2004.

With the help of a friend,Higgins saved a 68-year-oldwoman he found crouched in apickup truck that was strandedin raging flood water near thetown of Biltmore.

Higgins called on a fellowGuard retiree to bring his boat,which they used to try to getclose in the four to 10 feet ofrapid water. After getting asclose as they could, Higginsjumped out of the boat andplucked the woman from thetruck, ending her nine-hourordeal.

Flood waters had flippedher car that morning, but shemanaged her way to a tractortrailer, where she held on for atleast six hours before recedingwaters allowed her to climbonto the roof of a pickup, thendown to its bed.

In corrections since 1989,Higgins joined the departmentas a correctional officer atCraggy Correctional Center. Heserves on the Prison EmergencyResponse Team (PERT) inaddition to his lead officerduties.

Assistant SuperintendentWade Hatley said he is notsurprised that his lead officerput himself in harm’s way tohelp someone. He said Higginstakes the same attitude in hisPERT duties: “When you callhim, he’ll be there.”

Massenburg’s concern forthe welfare of his staff and theinmate population is demon-strated in both his loyalty andmanagement skills, Townessaid.

“In one instance, Lt.Massenburg volunteered on aday off to transport staffduring inclement weather,” shesaid. “He has served as shiftcommander in the extendedabsence of the captain, and hashelped reduce overtime despitea staff shortage.

“Because of his positiveattitude and promotion ofprofessionalism, FranklinCorrectional Center is a betterand safer environment for staffand inmates alike.”

Massenburg began workingat Franklin Correctional Centerin 1990 as a correctionalofficer, advancing to sergeantin 1996 and then to lieutenantin 2000. He also served 21years in the North CarolinaNational Guard.

A 19-yearveteran of theDepartmentof Correction,Mooney is known for being aninnovative self-starter,according to Johnny Poteat,super-intendent at RutherfordCorrectional Center.

Mooney was a correctionalofficer at the time of hisnomination. In that capacity,he was facility canteen account-ing supervisor, clothes housemanager, grievance screeningofficer and transportationofficer.

“Officer Mooney imple-mented a computer programthat enhanced the tracking ofvendor receipts and the moni-toring of daily sales, producton.hand.and.product.ordering,”Poteat said. “He also greatlyenhanced cost management inissuing inmate and staffclothing and equipment.”

Mooney voluntarilyassumed the responsibility ofensuring that inmates aretransported to the appropriatelocation on their court dates.

“His attitude, initiative,communication skills anddevotion to the department setan example for all staff toemulate,” the superintendentsaid.

Mooney began workingwith the department in 1986 asa correctional officer at DavieCorrectional Center, latertransferring to Yadkin Correc-tional Center and FoothillsCorrectional Institution. Hearrived at Rutherford in 1997,and became Community WorkProgram officer,.transportationofficer,.clothes.house.supervisor.and.canteen.accounting.supervisor.

Maney, aformer cor-rectional offi-cer at MarionCorrectional Institution, wasnominated for the honor for anact of heroism.

He was off duty, shoppingwith his wife in Asheville, whenhe heard the screams of awoman being mugged. Maneychased the suspect down,eventually subduing him untilpolice arrived.

Police told Maney that theman was suspected in severalarea muggings, and wasbecoming bolder and moreviolent with each attack. Thewoman was thankful to get herbelongings back, and wanted tobuy dinner for Maney and hiswife dinner. The officer politelydeclined.

“His efforts in this particu-lar situation were heroic, eventhough he tries to downplaythe events that occurred thatday,” Harkleroad said.

Maney, now privatelyemployed, had been at Marionsince September 2001, primari-ly working in transportation,taking inmates to court orsupervising them duringmedical visits. In addition tohis regular duties, Maney wasa member of the PrisonEmergency Response Team.

McCallum wasrecognized forhigh produc-tivity andexceptionalwork.

In nominating her for thehonor, one of her sergeantsdescribed her as a benchmarkfor women working in correc-tions because of her steady andfirm attitude. She has earnedthe respect of both the maleinmates she supervises and herco-workers for being fair,dependable and honest.

Since April 2001, she hasmentored newly assignedofficers, who in turn have beencomplimentary of herprofessionalism and jobknowledge. She strives toensure that the new officers arethoroughly trained.

McCallum is proficient onall posts, including operations,which requires accuratecomputer and writing skills,control of inmate movements,tracking vehicles entering andexiting the facility, distributinginmate mail, accountability ofequipment and accuracy ofcounts.

“No matter what task she isdoing, she always maintains apositive attitude,” Sgt.Hughes Oxendine said.“Her high level of productivityand exceptional work signifi-cantly impacts the overalloperation of LumbertonCorrectional Institution.”

Stewart is asecond-shiftofficer whocan work anypost in theprison facility. Since beginningto work at RobesonCorrectional Center in 1999,Stewart has only missed oneday of work.

Sgt. Anthony Gerald, hissupervisor, says Stewart workswell with little or no supervisionand is frequently a fill-in onextra shifts when needed.

“He is willing to listen to aninmate’s problems and try tohelp solve them,” Gerald said.

Stewart also helps train theprison’s new officers.

“He always encouragesother officers to improve,”prison Superintendent SandraThomas said. “He always setsa good example.”

Williams is a15-year veter-an of the De-partment ofCorrection.She is currently the first shiftofficer-in-charge at OrangeCorrectional Center andmanages the prison’s dailyoperations.

She is credited witheffectively implementing thedepartment’s new inmatevisitation system at Orange,ensuring that all visitorapplications are processed andproperly screened for securityconcerns.

“While other staff membershad been assigned to assistwith the visitation conversion,Sgt. Williams made it herbusiness to ensure that it wasdone promptly and correctly,”said prison SuperintendentMike Thumm.

Williams is also responsiblefor key control and handlesunit disciplinary hearings whenneeded.

Williams is a resident ofApex.

Tyrrell PrisonWork Farm

Woods’dedication toduty makesher stand out, according toAnthony Hathaway,superintendent of Tyrell PrisonWork Farm. She was firstassigned to the Tyrell unit in1995 as a correctional sergeant.

“Shortly after she got here,she was appointed CommunityWork Program sergeant,”Hathaway said. “Then, in 2004,she was promoted to lieu-tenant, but retained her dutiesas a sergeant and added theresponsibilities of beinggrievance coordinator.”

Prior to working at TyrellPrison, Woods was assigned1990-95 to WashingtonCorrectional Center, where shehelped mentor new femaleofficers and ensured theintegrity of the unit’sbenevolent fund.

“She ensured that everystaff member who was sick orwho had a family sickness ordeath, knew that the employeesat Washington CorrectionalCenter cared about them,”Hathaway said.

He said Woods’ work ethicis exemplary.

“Lt. Woods never wouldleave the unit knowing that itwas under-staffed or her worknot completed,” Hathaway said.“She is dedicated to theeffective functioning of TyrellPrison Work Farm and to theoperation of second shift.”

The Minority Pioneers inCorrections gathered April29-30 in Goldsboro fortheir annual reunionweekend.

In addi-tion.to.greatfellowship,membersattendedworkshopsled by dis-tinguishedpublic andprivateofficials.

M. Hayes Award, whichwent to Gloria Upper-man, an educationcoordinator in Raleigh.To qualify, the recipientmust have emulatedprofessionalism, integrityand positive leadership inimproving employmentsystems, enabling otherminority employees toexcell.

Also, Elaine Word,administrative secretaryIII, received a one-timeonly award in recognitionand confirmation of heras “The Mother” of theNorth Carolina Depart-ment of CorrectionMinority PioneersAnnual Reuion Weekend.George Currie,regionaldirector of prisons,presented the awards.

Southeastern correctional chaplainshave annual conference in Raleigh

December, consulting with top government officials aboutNorth Carolina’s initiatives to help ex-inmates stay out ofprison. Guy was a speaker at the New York conference,because North Carolina has a reputation of having a modelcommunity corrections program.

On behalf of Ms. Jamieson, her adviser Scott Ballintyne invitedGuy to take part in a five-day conference titled, “ReducingRe-Offending: Best Practice in the Integrated Management ofSentenced Offenders” in addition to touring Scotland’s prisonsystem and meeting other top government officials.

In the letter of invitation, Ballintyne noted that Scotlandwants community and custodial sentencing better integrated.

“I understand this is an area in which you haveconsiderable experience,” Ballintyne wrote. “We believe yourexperience and expertise would be very helpful to us as weshape our reformed services.”

Guy said that seeing the current state of Scotland’soffender treatment system and hearing Jamieson’s vision forreform was reminiscent of North Carolina’s commitment adecade ago. Jamieson’s mission has been well-publicized inthe media.

In one report, she said, “I am clear that locking upoffenders for short periods of time, and releasing them backinto the community without action to address their behavior,is not the answer. … We know that a person who hascommitted an offense is less likely to re-offend if he or shehas [family for support], stable accommodation, a job or thetraining to help them find one, and assistance with drug,alcohol and other health problems.”

Crime is different in Scotland, Guy noted. Shootings areextremely rare because guns are banned in Scotland. Instead,knives and swords are the weapons of choice.

“They don’t have the crime problems we have,” Guy said.“They don’t have the same violent crime; brawling is a topproblem, whereas we have gangs and guns.

“But some of our troubles are starting to show up there –gangs forming up in the larger cities, and lots of substanceabuse.”

Guy praised Jamieson for her bold approach to seekingholistic reform of the prison system.

Jamieson, in turn, was impressed with what she learnedabout North Carolina, according to a letter of gratitude shewrote to Guy.

“It has been especially valuable to have such a lucidexplanation of the strong connection made in North Carolinabetween sentencing reform and changes to the approach tomanaging offenders,” Jamieson wrote. “To be able to explorein detail how the North Carolina program and reform hasbeen taken forward as a package, with a strong sense ofpurpose and dedication over a decade, has been a privilege.”

After 33 years of careerservice to the State of NorthCarolina, it’s time to playsome golf.

So says Norma Batten,who recently retired as chiefof Program Services in theDivision of Prisons. Havingleft the position on April 1,Norma has since been takingtime to get oriented to hernew life routine.

“Right now, I’m just taking it dayby day, but I plan to travel someinternationally with my daughter,”she said, pausing to add, “and playsome golf, too! I’ll relax, and just takesome personal time.”

Judging from her career, thattime is well-deserved. Norma becamea state employee in 1973, when shewas hired as a program supervisor(later known as case analyst) at the

POLKTON – Herb Jackson has beenpromoted to administrator at BrownCreek Correctional Institution.

Jackson was assistant superintend-ent for custody and operations at BrownCreek since 1996. As administrator, hewill supervise a staff of more than 330employees and manage a yearly budgetof almost $17 million.

“Herb Jackson is a career correctionsprofessional and I’m confident he willlead the staff and inmates at BrownCreek in a fair, effective and efficientmanner,” said Boyd Bennett, directorof the Division of Prisons.

Jackson began his corrections careerin 1981 as a correctional officer atMoore Correctional Center. He ad-vanced through the prison system ranksto serve as superintendent and assistantsuperintendent at Richmond Correc-tional Center and assistant superin-tendent at Hoke Correctional Institu-tion.

Jackson is a third-generation prisonemployee. His grandfather, WilliamHerbert Jackson, was the first superin-tendent of Moore County’s prison unit

Brown Creek CI gets new leader

BUTNER – DennisRowland, an 18-year veteranin the NC Department ofCorrection, has been namedPolk Youth Institutionadministrator. He succeedsGeorge Currie, who wasrecently named CentralRegion director in the division.

As administrator for the close custodyunit, Rowland will oversee the management ofall of the prison’s operations and programs,including approximately 545 employees andmore than 1,000 male inmates. The mainmission of Polk, opened in 1997, is to processnewly admitted youthful offenders ages 19-21.

Polk also houses inmates assigned to maxi-mum control. Its high-security maximumcontrol unit (HCON) is intended for the mostviolent and assaultive offenders.

Rowland had been executive officer for theDivision of Prisons since 2004. He began hiscareer with the Department of Correction in1987 as a program supervisor at CaledoniaCorrectional Institution, and then progressedthrough other positions at Halifax Correction-al Center (now closed), Triangle CorrectionalInstitution (now closed) and Wake Correction-al Center. He was named special assistant tothe Division of Prisons director in 2000.

“Besides his great variety of experience incustody and programs at different prisons,Rowland also has very good administrativeand personal skills,” said Boyd Bennett,Division of Prisons director. “Also, hisdivision-level experience gives him a verybroad perspective of the goals and needs ofprison, all of which leads me to believe thatPolk will be well-served with Dennis at thehelm.”

Rowland is eager for his new assignment.“I have wanted a position like this, so I

have been training myself and acquiring theexperience I need for it,” he said. “Getting tothis point was one of my major life goals, and Iam ready to make sure Polk as an institutionand its staff are the best they can be.”

In addition to his bachelor of sciencedegree in industrial relations from UNC-Chapel Hill, Rowland has completed theCorrectional Leadership Development Programand is a Certified Public Manager.

In spare time, he enjoys travel and sportswith his wife and son, who is in college.

Brown Creek Correctional Institutionis a medium-security prison housingabout 850 male inmates. It opened in1993 and is home to Correction Enter-prises metal products plant, whichproduces a line of stainless steel kitchenequipment and other metal goods forstate and local governments andschools.

The 11-month-old boy and his family were inroutine visitation when Jordan and fellowCO William Snow noted that the childwas in distress and was turning blue.Jordan applied his training in infant CPRto the child, who was determined later tohave stopped breathing due to a seizure.EMS personnel arrived soon afterwardand took the baby to the local hospital,where he was released the same day. Thechild was reported in good conditon, andthe family was deeply grateful to Jordan,expressing their appreciation bothpersonally and in writing.

The second oldest state prison in North Caro-lina, Caledonia Correctional Institution is amedium and close custody facility occupyingapproximately 7,500 acres in Halifax County.

When the land was initially leased in 1890and purchased by the state in 1899, theprison’s purpose was to provide work forinmates. The prison began operating in 1892,and today, Caledonia has about 400 incentivewage positions in unit duty (e.g. kitchen, jani-torial and barber) and Correction Enterprises(predominantly a large farm, and Enterprisecannery).

Approximately 638 male inmates areincarcerated at Caledonia, watched over by a staff of some 380correctional, administrative and management officers.

Caledonia’s main building originally housed men and women.Eight dormitories downstairs held men and two dormitoriesupstairs kept women. Today the dorms house medium custodyadult male inmates.

In 1976, 144 additional close custody cells were built, followedby another 142 cells in 1980 for close custody and segregation. Theprison also has buildings for vocational classes and recreation.Halifax Community College works with the prison to provide suchvocational classes as cooking school, block masonry, facilityservices, small engine repair, and plumbing school. Inmates mayparticipate in classes for adult education and preparation for theGED tests. Inmates may also take part in self-help programs onsubstance abuse, stress, Narcotics Anonymous, AlcoholicsAnonymous, DART aftercare, minimum custody readiness andself-improvement.

About 5,500 acres of farmland are cultivated at Caledonia.Correction Enterprises manages the farm, which contains cattle,chickens and such row crops as corn, wheat, and soybeans. In

addition, the inmatesfarm 700 acres ofvegetables like toma-toes, sweet corn, collardgreens, sweet potatoes,squash, cucumbers andmelons. During the off-season, fresh vegetablesare grown in greenhouses. Approximately200 minimum custodyinmates from nearbyTillery Correctional

Center work on the farm daily.Inmates also work in the prison’s cannery.

The cannery processes and cans crops grownon the farm for distribution to prisonkitchens across the state. At 12,770 squarefeet, the facility has the capability to canabout 500,000 gallons of commodities peryear. Inmates may also work as janitors orkitchen help.

Caledonia houses many long-termoffenders and inmates who have difficultyadjusting to incarceration. The staff main-tains security while preparing inmates fortheir eventual move to another prison.

ManagementAdministrator Randy Lee is responsible for all components

within Caledonia. He is the final approving authority on all mattersregarding the operation of the institution and ensures that allcomponents work within policy.

The components fall within two primary areas, custody/operations and programs. Harold Person is the assistantsuperintendent for custody/operations, and Ricky Duke is theassistant superintendent for programs.

Overall security is one of the responsibilitiesof the operations staff. The security section hastwo 12-hour shifts with a captain in charge ofeach shift, supervising perimeter towers,designated control points and all gates as wellas inmates working the cannery. A thirdresponsibility for operations is inmate trans-portation to and from Caledonia. Caledoniaalso consists of four units which are managedunder the unit management concept.

The programs section manages the institu-tional programs, guiding and supporting eachof the unit’s programs. It also ensures thatprograms are consistent with institutional and

Division of Prisonspolicy. Caledonia hassix major areas ofprograms for inmates:case management,incentive wage,educational, religious,recreational, andspecial programs.

Charles G. Stevens, manager ofpopulation management in theDivision of Prisons, said April 1 wasthe original target date to transferand/or promote inmates in mediumcustody that were housed at thefacility.

“Through the cooperative effortsof our division and region personnel,this task was executed with minimaldisruption to daily operations,”Stevens said. “I thank all thoseinvolved in the successful completionof this endeavor.”

Harry Mitchell takes 2nd in ‘Rumba’Robeson Correctional Center staff not only work hard butrun hard, too. In March, Harry Mitchell, program director,and Eric Locklear, program supervisor, participated in the

“Rumba on the Lumber 5K Run.” Mitchell, center, wonsecond place in his age division.

Sarah Llaguno, case analyst at NC Correctional Institutionfor Women, ran in the Boston Marathon (26.2 miles) in April,finishing as 10th Overall Female Master, a division forwomen at least age 40. This was her fifth run in themarathon, posting a time of 3:03:35 and earning an awardfrom the Boston Athletic Association. In addition toAmericans, Llaguno’s international competition includedathletes from Kenya, Russia, Italy, Japan, Rome, Canada,France, Mexico, Australia and Portugal.

Barry Bridges, personnel analyst III in Personnel, also ranin the Boston Marathon last month, finishing 6,613th out of20,405 runners. His official time was 3:50:46.

Arturo Andino, a sergeantat Central Prison, is anavid bike racer, too, andcompeted in the 2005Salem Lake Off-RoadDuathlon in Winston-Salem in February. Heplaced 3rd in the Police/Military category, repre-senting the department,with a time of 1:26:00.Duathlons consist ofrunning and cycling, thisone having a 2-mile run,a 14-mile mountain biketrek, and then capped withanother 2-mile run.Andino, a member of theSpecial Operations Re-sponse Team (SORT),believes a high level ofphysical fitness is criticalto his job. Also, main-taining such fitness helpscombat a negative publicperception about theconditioning of correc-tional officers. He hopeshis example wil l helpother officers focus moreon fitness. He said hefinds himself in a zonewhen racing: “I can tuneout everyone who ischeering, and can’t evenhear them, except for mylittle boy, baby girl andwife. They are my biggestcheering section. Aftereach race, I thank the Lordfor giving me the strengthphysically and mentally tocomplete in these races.”

Correctional officers areresponsible for the supervisionand housing needs of morethan 35,000 inmates in NorthCarolina prisons. Their primaryduty is the safe, secure andorderly operation of the prisonand effective response to crisissituations. The officers mayalso staff security towers,supervise inmates in dormi-tories or on road squads,transport inmates or traintracking dogs.

AutomatedVictim Notification

On April 14, the Division ofCommunity Correctionsobserved a related anniversaryof its own – its first year ofoperating an automated victimnotification system.

Officer initiatesrelief effort

Four prisons that earlier thisyear kicked off their first pilotclasses of “A New Leash on Life– Prison Dog Training Pro-gram” held their graduationsin March and April.

Twelve dogs were gradu-ated from obedience training:three each from CabarrusCorrectional Center (March 15)Caledonia CorrectionalInstitution (April 8); two fromBladen Correctional Center(March 29); and four fromCraven Correctional Institution(April 13).

All 12 graduates have beenadopted.

Two other prisons, MarionMinimum Security Unit andBlack Mountain CorrectionalCenter for Women, have beenpiloting the program since May2004 with great success. Sincethe program’s inception lastyear, 42 of 44 dogs that haveentered the training at the sixpiloting prisons have beentrained and subsequentlyadopted.

Among the biggest changes she sawin corrections during her career were:the enforcement of Title VII principles to

ensure the hiring of females in allpositions in the department, andchanges in the type of inmates and thusthe population culture.

“The development of transitionservices was really a big change, and itwas a good one,” she said.

Norma said she still cares about theco-workers who are still activelyemployed, urging them to take heed that“balance is important in your life.”

“Know when to separate work andplay,” she said.

“And be true to your friends. They’reimportant.”

DOC display attracts attention at job fair

Fourteen Division of Prisons employees were inthe graduating class (above) who successfullycompleted NC State University’s “EnergyManagement Diploma Course” instruction toearn their “Energy Management Diploma.”Offered through NCSU’s Industrial ExtensionService, the Energy Management DiplomaSeries is a certification that produces energymanagers who can successfully implement anenergy cost-reducing program. Including thislatest group, 23 of the 44 DOP facility mainten-ance supervisors/managers have been desig-

nated to serve as site utility managers at prisonsites across the state. More than 240 employees from 13 prison facilities inthe South Central Region were honored April 28 inrecognition of Administrative Professionals’ Day.The event was held on the grounds of the SouthCentral Regional Office near Raeford.

Music, flowers and a blue sky graced the event,which included fellowship, a catered meal and doorprizes.

The luncheon was coordinated by PatriciaChavis, region director; Ron Jones, operationsmanager; and Janet Ladd, administrative officer.Superintendents and managers from across theregion underwrote the cost of the lunch for theiradministrative staff.

Departmental news about NorthCarolina’s prisons has been publishedfor many years, even as far back asmore than 70 years ago. At that time,The Prison News delivered theinformation.

Here’s a look at some items fromthe September 1932 issue that readerstoday may find interesting:

+++The prisons department budget wasbeing cut in 1932.

+++The “mounting prison population” was2,834.

+++In August, 108 new prisoners enteredthe system and 101 were discharged.

The ‘good old days’?The annual cost to house an inmatewas $150, plus $18 for administrativeand auxiliary expenses.

+++The average cost per meal was 4 cents.

+++A Mr. Ruggles was named the neweducation director. He was willing totake the job “without a penny ofcompensation.”

+++After visting the JH Loftin prisoncamp near Burgaw (now PenderCorrectional Institution), the editor ofThe Prison News commended theprison as “a modern model ofindustry with neatness throughout.”
