Present: Cherryl Walker, Chair; Keith Heck, Vice-Chair; and Simon Hare, Commissioner; Wendy Watkins, Recorder
These are meeting minutes only. Only text enclosed in quotation marks reports a speaker' s exact words.
Pursuant to notice through the media and in conformance with the Public Meeting Law, Cherryl Walker, Chair, called themeeting to order at 9: 00 a.m.
Items discussed were as follows:
1. PRESENTATION:
a. Crescent and B Street Firewise Communities/ USA Recognition Award
The Board presented the award to Linda Barkey and Rene Barron who are members involved with the Crescent and BStreet Firewise Community.
2. PUBLIC HEARING(S):
a. Second Reading and Adoption of Ordinance No. 2016-006; An Ordinance Amending the Comprehensive Planof Josephine County( Ordinance 81- 11 as Amended), from Forest to Aggregate and Amending the Zoning Mapof Josephine County ( Ordinance 85- 1 as Amended), from Woodlot Resource to Mineral and Aggregate
Resources, and Add to the Inventory of Significant Aggregate Sites for 197.34 Acres of the Property Identifiedas Assessor' s Map T34S, R5W, Section 7, Tax Lots 1200 and 1300; And Map T34S, R5W, Section 8, Tax Lot400. The Property Owners are Andreas and Carole Blech. Also Amending the Comprehensive Plan ofJosephine County ( Ordinance 81- 11 as Amended), from Residential to Aggregate and Amending the ZoningMap of Josephine County ( Ordinance 85- 1 as Amended), from Rural Residential ( RR-5) to Mineral and
Aggregate Resources, and Add to the Inventory of Significant Aggregate Sites for 12. 49 Acres of the PropertyIdentified as Assessor' s Map T34S, R5W, Section 8, Tax Lot 1002. Commissioner Walker open the Public Hearing at 9: 07 a.m.
Commissioner Heck made a motion to read the Ordinance by title only. seconded by Commissioner Hare. Upon roll callvote. motion passed 3- 0. Commissioner Hare—yes. Commissioner Heck— yes and Commissioner Walker— yes.
Commissioner Walker read the Ordinance by title only.
Julie Schmelzer, Community Development Director, discussed this second reading is the final step to amend thecomprehensive plan and agree that the site should be used for aggregate.
REQUESTS/COMMENS FROM CITIZENS: ( Each person will be given three( 3) minutes to speak)
Andrea Blech, Sunny Valley, spoke in support of Ordinance 2016- 006.David Everist, Josephine County, mentioned he has a similar mining claim.Tony Minton, Wolf Creek, spoke in opposition to Ordinance 2016-006.Jon Voyer, Sunny Valley, spoke in opposition to Ordinance 2016-006.Judy Ahrens, Josephine County, spoke about her concern with the applicant and community not working together.

Commissioner Hare made a motion to approve the Second Reading and Adoption ofOrdinance No. 2016-006. seconded byCommissioner Heck. Upon roll call vote. motion passed 3- 0: Commissioner Hare — yes. Commissioner Heck— yes and

3. ADMINISTRATIVE ACTIONS IN CONSIDERATION OF:

a. Approval of Request for Four Job Description Changes in Community Development ( Motion only — no
documents)
JJ Scofield, Human Resources Director, advised Community Development would like to reinstate the Building Safety Tech1 position and increase it to full time, update Building Safety Permit Tech II to reflect department as CommunityDevelopment, update the Community Development Director' s job description to include overseeing Building Safety,Planning and Economic Development, and Planning Specialist updated to Community Development Operating Manager.
b. Approval of an FTE Change in Building Safety( Motion only—no documents)
JJ Scofield explained Building Safety would like the. 6 position changed to fulltime.
c. Approval of Request for a Job Description Change in Public Health (Motion only— no documents)
JJ Scofield advised of a job description change with the Public Health Healthy Communities Tobacco EducationCoordinator.
d. Approval of Personal Service Contract between Josephine County Parks and Ausland Group for WhitehorsePark Masterplan Engineering ( One original Contract filed with the County Clerk and one original Contractreturned to Parks)
Sarah Wright, Parks Manager, explained Whitehorse Park is in need of a renovation to bring the park facilities up to date toattract and accommodate campers and modern RV' s.
e. Approval of Personal Services Agreement with Maul Foster & Alongi, Inc. for Remedial Plans and
Specifications for County Building on" A" Street( Two original Agreements returned to Legalforfull execution)
Commissioner Hare mentioned Josephine County is the recipient of a Brownfields Redevelopment Fund grant award fromthe State of Oregon Business Development Department for cleanup and preparation for redevelopment of real property at715 NW Dimmick Street.
f. Approval of Proposal to Mitigate Substandard Home/Office at Illinois Valley Airport ( Motion only — no
documents)
Larry Graves, Airport Manager, discussed back in 1958 a Foreman' s Residence was built at the Illinois Valley Airport andhas not been properly maintained and is in a serious state of disrepair. Mr. Graves mentioned he would like to replace thehouse with the lowest cost and the most efficient means possible and recommended Palm Harbor modular homes.
g. Approval of Agreement No. 31578 between Josephine County and ODOT for Operating, Planning 5311 ( Oneoriginal Agreement filed with the County Clerk and one original Agreement returned to Transit)
Commissioner Hare advised the Transit Department was awarded a grant for$ 111, 000 through the state with the idea that
Josephine County will improve the fixed route transit system.
h. Approval of Order No. 2016- 062; In the Matter of Authorization of Execution of Lease Agreement with SunnyValley Applegate Trail Society, Inc.; and Lease Agreement (One original Order and one original Lease Agreementfiled with the County Clerk)
Commissioner Hare mentioned this is a five-year agreement with Sunny Valley Applegate Trail Society, Inc. to leasecounty property for$ 400 a month.
i. Approval of Order No. 2016-061; In the Matter of Initiating the Formation of a Library District Pursuant toORS 357.216 to 357.286; Setting First Public Hearing( One original Order filed with the County Clerk)
Kate Lasky, Executive Director of Josephine Community Libraries, reviewed My Library Works for Me PowerPointExhibit 1). Ms. Lasky asked the Board to support the creation of a Library District and place a funding levy on the May
2017 ballot and testified that the goal of the District is to create a stable funding source for the library branches in GrantsPass, Cave Junction, Williams and Wolf Creek.
j. Approval of Resolution No. 2016-076; In the Matter of Referring to Josephine County Voters at the May 16,2017 Election a Measure for Renewal of Current Local Option Tax for Animal Shelter and Animal Control
One original Resolutionfiled with the County Clerk)
Diane Hoover, Public Health Director, discussed the 8 cents per thousand dollars of assessed valuation levy expires at theend of next June and requests a five-year extension to refer to the voters for the Josephine County Animal Shelter andAnimal Control.

David Everist, Josephine County, read and submitted Twin Cedar Mining Claim( Exhibit 2).Judy Ahrens, Josephine County, spoke about filters being placed on the computers at the Library.Dennis James, Merlin, spoke in support of Resolution No. 2016-076 and Order No. 2016- 061.
Nancy Lindquist, Josephine County, spoke in support of Resolution No. 2016-076.Larry Ford, Grants Pass, thanked the Board for their last four years of service.Mark Seligman, Selma, spoke in support of marijuana.
Larry West, Grants Pass, spoke in support of the five-year animal shelter levy.Richard Emmons, Grants Pass, thanked the outgoing Commissioners for their service and discussed his book" 52 Things todo in Southern Oregon".
Andreas Blech, Grants Pass, thanked the Board for their wonderful service they have provided the last four years.Candy Moran, Grants Pass, spoke in support of Resolution No. 2016-076.
