BoardDiscussion:LatitudeProject(formerlyreferredtoastheTerminalOneProject)(Pre-Application).BoardChairBorcherdtannounced:WehadanovervieworintroductiontothisprojectatameetingonJune7,2016,whichwasajointmeetingbetweentheECRBandtheDesignCriteriaReviewBoard.SowiththatsaidIwillturnitovertotheApplicant.
Mr.LivingstonaddressedtheBoard:Welookforwardtogettingyourinputandguidanceontheengineeringcriteriaissuesthatwearedealingwithonthisproject.
ThisisaprojectthatwillinvolvetherepurposingoftheTerminalOnewharfthatisover100yearsold.ThatrepurposedwharfwillserveasthecenterpieceforawaterfrontparkthatwillextendthelengthoftheshorelineoftheTerminalOneProject.

ThestructuralengineeringissuesthatwillberaisedbythisrepurposingofthewharfwillbeaddressedbySimpsonGumpertz&HegerandwehavetworepresentativesfromSGHheretoday,SamYaoandMaxArgo.Theywillbepresentingadiscussionabouttheconditionassessmentthattheyperformedonthewharfandtheshorelineprotectionandinadditiontheywillbesharingtheirthoughtsregardingtheresultsofthestructuralanalysisthattheyhaveperformedonthewharf.
TheyhavebeenworkingverycloselywithourgeotechengineerENGEO.HeretodayfromENGEOwehaveJeffFippin,PedroEspinosaandToddBradford.Jeffwillbesharingwithyousomethoughtsaboutthegeotechnicalanalysisthattheyperformedonthesiteandwillalsobediscussingthedeep-soilmixingtechnologythatwewillbeusingtostabilizetheshoreline.
Inaddition,ENGEOandSGHhavebeenworkingwithourcivilengineeringteamthatisfromBKFtodotheanalysisthatisgoingtobecriticaltotheimprovementofthesite.WehaveheretodayfromBKFJasonWhitewhowillbesharingwithyousomethoughtsthatwehaveregardinghowwearegoingtobedealingwiththefloodriskthatisassociatedwiththedevelopmentofthesiteaswellaswithsealevelrise.
AndthenfinallywehavewithustodayJustinAfffromCMG.CMGisthelandscapearchitectontheprojectandIthinkitisfairtosaythatthesuccessofthisprojectwilllargelydependuponthecreativityofCMGintermsofcomingupwithimprovementsthatwillsignificantlyanddramaticallyenhancethepublicaccesstotheshoreline.
Iwouldliketorunthroughsomeslidesthatwillgiveyousomehistoricalcontextforthisprojectandalsowillsetthelanduseplanningstageforthediscussionofengineeringcriteriathatwillfollow.
ThisfirstimageisarepresentationanditshowsthelocationoftheprojectsiteinRichmond.Thesiteislocatedona13-acreportionoflandthatextendsintotheBay.Itisaveryunusualsite,auniquesite,becauseitprovidesnotonlypanoramicviewsoftheentiretheBaybutitalsoprovidesdirectandintimateopportunityforconnectingwiththeshorelineenvironment.
ThisistheRichmondBridge.OverontheeastoftheprojectsiteistheRosietheRivetermuseumandthereconditionedFordplant.Thisiswherethenewferryterminalwillgo.Sothepropertyisextremelywell-situatedintermsoftheregionaltransportationgrid.
Thisisanaerialviewwiththelandplanthatweareproposingsuperimposedupontheadjacentpropertyareas.Again,thisprojectsiteishighlyunusualinthesensethatitissurroundedonthreesidesbynaturalelements.
Theportfacilitythatexistedonthesitewasoriginallyconstructedin1915.Thereisa94,000-square-footwarehousethatstillexistsonthesite.ThispropertyisallbuiltonfillandthereweresomeadditionalindustrialrelatedusesalongtheshorelinebutBrickyardCovewasundevelopedatthetime.

TheYachtClubhasbeenbuiltimmediatelyadjacenttotheTerminalOnesiteandthentheCovehasbeendevelopedintoaresidentialenclavetotheeastoftheRichmondYachtClub.
ThisisapictureofthesiteaftertheRichmondRedevelopmentAgencytookstepstopreparethesiteforredevelopment.In2002theRichmondRedevelopmentAgencyremovedthestoragetanksyousawinthepriorpictureandtheytookstepstoremediatetheexistingcontaminationonthesite.Thoseactivitiescontinueduntil2008andthesitehasremainedrelativelyunchangedfrom2008.
Althoughthestoragetankshavebeenremovedthesiteislargelystillcoveredbyhardscapeelements,foundationsforthetanksandothermaterialsthatwillneedtoberemovedasthepropertyisredeveloped.
Therearereallytwomajorelementsofthisproject.Oneisaresidentialdevelopmentthatconsistsof316residentialunits.
Therewillbe295condominiumflatsandthoseflatswillbelocatedinfivefour-andfive-storybuildingsthatarespreadacrossthesite.
ThesecondmajorcomponentoftheprojectisthewaterfrontparkandthatparkwillextendfromtheintersectionofDornanDriveandBrickyardCoveRoaddowntothesouthandwraparoundtheresidentialportionofthesiteandcomebackinandreconnectwithBrickyardCoveRoad.
Itincludesacoupleofveryimportantfeatures:
One,anextensionoftheBayTrail,whichwillpickupBrickyardCoveRoadhereandrunalongtheoutsideofthelooproadwaythatwewillbeconstructingtoprovideautomobileaccesstothewaterfront.TheBayTrailwillrunalongtheoutsideofthatlooproadrepurposingthewharfintoapublicparkfeaturethatwillbethecenterpieceofthiswaterfrontpark.
Allofthedevelopmentwithinthe100-footshorelinezoneisintendedtoaccommodatethepublicandpublicaccess.
Wearecurrentlyworkingonimprovementsforthewharf.Wewouldliketohaveawooddeckhereanditwillprovideanelevatedplatformforviewingandperhapssomepicnicactivities.
Wewillhavealittle,informalamphitheaterhere.Itisjustasmall,informalareawhereyoucouldhaveaweddingorsomethingofthatnature.
Wewillhaveaturfareawhichwillsupportsomeinformalactivitiesandagardensectionofthedeckthatwillprovidesomealmost-nativehabitatforviewingandsitting.
SowiththatwhatIwouldliketodoisturnthepodiumovertoSamYao.Samwillintroducethevariouselementsoftheprojectthatweareheretodaytodiscuss.

CMGisgoingtotalkalittleaboutthelandscaping,that'saworkinprogress.
ThenthegeotechENGEOisgoingtopresentthegeotechnicalexplorationfindingsandIwilltalkaboutthestructuralconditionofthewharf.
ThenJasonWhiteisgoingtodiscussthefloodingandsealevelriseissues.
Iwillthenpickitupwiththeshorelineprotectionassessment.
Justin,doyouwanttosaysomethingaboutit?
Mr.Affreplied:ThelandscapedesignforthewharfisagreatamenityforprovidingpublicaccesstothewaterfrontaswellasavarietyofotheramenitiesthatClevedescribed.
Themainprogramspacessitwithinthehistoricfootprintofthewarehouseanditisplannedtoraisethatupbetween18and24inchestoacceptsoil,structuralelementsforthedeckanddrainage.ThisdesignwaspresentedtotheBCDCDRBapproximatelyoneyearagoandwearecurrentlyrevisingthedesignaswecoordinatewiththestructuralandgeotechnicalengineersandwewillbecomingbacktotheBCDCDesignReviewBoardwithinthenextfewmonthstopresentthereviseddesign.
Mr.Fippincommented:IamJeffwithENGEOandIwilltalkaboutthegeotechnicalaspectsoftheproject.
ENGEOhascompletedreportsatthesitein2003,2014and2016andanothergeotechnicalengineerworkedonthesiteinthelate'90s.
Somostrecentlyweperformedthreedeepborings,onebehindthewharf,oneinthemiddleofthewharfthrougharockdikeandoneoutnearthewater'sedgeaswellassomeCPTstobetterinformtheshorelineconditionsfromageotechperspective.
Sobasedonallthatdatawecreatedthiscross-section,whichisveryrepresentativeofwhatweseeacrossthesite.Thesitewasbuiltabout1915;sowhentheyfirstdevelopedthesitetheyreclaimedtheland.Allofthesiteatthewharfandthebacklandsareallreclaimedland;filloverwhatusedtobetheBay.
Tofirstreclaimthesiteadredgingprocesswasperformed;aslotcutwasmadeandthenitwasbackfilledwitharockdike.Thereisanas-builtthatshowsyoungBaymudbelowthebottomoftherockdike.Toconfirmthatwedrilledthroughtherockdikeandconfirmedthattherewas10feetofsoilbelowtherockdike,whichmatchesverywellwithwhattheas-builtdocumentsshow.Sotheyplacedtherockdikeandthenputfillbehindit,whichisamixreallyclosetotherockdike,itisamixofBaymuddredgedfromhereandrockfromthehillsidecut.Asyoumovefurtherinlanditismostlyrockcut.
Inthiscrosssectiontheoriginalshorelineis1,000feetbeyondtheedgetotheright.BedrockatthesiteisprimarilyrocksassociatedwiththeFranciscancomplex.

Wedidsomeslopestabilityanalysis.Underastaticconditionthisslopeisplentystablebutunderseismicloading,underthedesignearthquakeunderthecurrentCaliforniaBuildingCodeweidentifiedbothwithcircularandnon-circularfailuresurfacesafailuresurfacethatwantstotravelalongtheyoungBaymudandgowellbackintothesitehundredsoffeetandcouldperhapsdisplaceontheorderoffeet,whichwouldbeunacceptableforboththewharfaswellasthestructuresthatwewanttobuildbehind;soourmitigationforthatistobuildabuttressinthegroundbydoingdeep-soilmixingbehindtherockdike.Therockdikeessentiallywrapsaroundtheentireshoreline.
Itisrelativelyofsimilarconfiguration.Soitessentiallyformstheentireshorelineandthenriprapwasplacedatopit.Sotherockdikeitselfisamix.Itisamixofsandandgravel.
Weknowfromtheas-builtthattheycutaslotthatlookedlikethis.Thebathymetryshowsthatthereissoiltheresowehavejustputinsoilthathasverylowstrengthandatinybitofweightinourmodelingbecauseweknowthatitwasin-filledprobablythroughaccretion.Inourstrengthmodelingthathasverylowstrength.Andwedrovethroughittoo;wehaveaboringthatwasoverhereandencounteredverylowstrength,verylowdensitysoil.
Sobecauseoftheextremelysoftsoilatthesiteandthecomplexityofhavingrelativelyshallow,relativelyhardbedrock,wedidasiteresponseanalysistodetermineifthesoftsoilwouldaffectthegroundshakingatthesiteforstructuralanalysis.
WefollowedASCE7-10procedureswherewecameupwithatargetspectrumthatrepresentedbedrockbasedonthedesignspectrumfromtheBuildingCode,selectedfiverepresentativegroundmotionsthatarecommonlyusedinthearea,matchedthemtothetargetspectrumandthendidone-dimensionallinearequivalentsiteresponseanalysisandcameupwithdifferenttimehistoriesatthegroundsurfaceastheytraveledthroughthesoilcolumn;andthencomparedthoseperthebuildingCodetothe80percentmappeddesignresponsespectrumandcameupwiththeenvelopingcurvethatdoesn'tgobelowthe80percent.
SowhatweseeisthatifyouweretocomparethesiteclassE;atthereallylowperiodsthepeakgroundaccelerationisslightlybelowthetargetspectrum.Intheperiodsofinterestofthestructure,somewherearound0.75ofasecondouttoabout2secondstheaveragespectrumisgreaterthantheCode.ThenatreallylongperiodsitwantstobelowerthantheCodeandwejustmatchittotheCode.
Ithinkitissoftsoiloverstiffrock.ItcomesupwithsomethingthatintheperiodofinterestofthisstructureishigherthanwhattheBuildingCodewouldtellyou.WethinkwegotthespectrumdialedinreallywellandthenSGHusedthatfortheirstructuralanalysis.
Mr.Livingstoncommented:IthinkwhatwesaidattheJune7thpresentationswerethatwehadnotfoundtheas-builts.BKFwentthroughtheirfilesandfoundas-builtplans.

Thewharfifabout550feetby91feetandrightnowthereisawarehouseontopofthat.
Thestructureisaverythinconcretedeck,about5inches,supportedonbeamsandgirdersandsupportedbyover500piles.
Thisisageneraloverviewcross-sectionofthewharf.Thosepilesareessentiallyona10feetgrid.Therearesometimberpiles,batteredtimberpiles.Essentiallyit'smeanttobedesignedfortakingtheberthingloads.Itusedtobeberthingalotofshipsandbarges.
Thebackofthestructureseismicdesignisacolumnsupportingapilecapandsupportingatimberpile.
Onthelandsideofthewharfthereisabulkheadwall,aconcretebulkheadwalldividedbythe20inchby20inchsquarecolumns.
Thisisthetypicalbandsinthemiddle.Thosebeamsarerunningtransverseandlongitudinalandhaveacoverconnectedwiththepileunderneathandthatisthepilecaprunning.
Ifyoulookatthespiralsonthosepiles;thoseareverymuchclosetoourmoderndesigns100yearslater.Backthentherewasnoconceptofhinge.
Sowehaveallthedetails.Weknowthewharfverywell.
Wedidacorethroughthedeck,throughthepileandthroughthebeam.Thepilesstartingfromthemeanlowwateruptotheundersideofthedeck,includingsomeofthebeams,hadshotcreteforprotection.
Youseesomeofthecoreswehavetakenarefromtheconcretepiles.Herewefoundtherebarandwearecoringbetweentherebar.Thatistherealconcretepile.
Thisisthecorethroughtheback.Wehaveasphaltonthetopandtheconcreteonthedeck.
Thestrengthisnotrealhighbutitisprettycommonbythestandardof1915,3,000/4,000psi.
WeratedeachpileaccordingtotheAmericanSocietyofCivilEngineersManualofPracticeforratingthepiles.Asyoulookatthis,thosearethestandardsoftheindustry.
Ifweratedthepileasmoderatedeteriorationitmeansthatyouwouldseecracksoverit.
Butifitismajoritmeansthatyouseespalls,youhaveverylargecrackscomingupbutitdoesnotshowtherebar.
Onceyouhaveamajorspallexposingtherebarwecallitsevere.Severeisawiderange.Youcanshowthattheconcretespallexposedtheoldrebaruptothewholesection.Asweshowherethewholesectionofconcreteisgone.

Soitisaverywiderangebuttheratingsfollowthestandard.Thisisthesummaryofthepileratingswefound.
Thisistheshotcrete,hereistheshotcrete.Butrightinthefrontthereisnoshotcrete.Myguessisbythetimetheydidtheshotcreteitwasalreadybroken,essentiallybroken.Butthispartisvery,veryneartothewharf,therewasnotshotcrete.Iwouldsay60to70percentofthepilesinthetidalzonewereshotcretedtoprotecttheconcretebecausethetidewentupanddown.Butthisiswayabovethetide.
Wedidnotcuttherebar.Butbasedonthecoreswehavetaken,passingthroughtheshotcretetogettothereinforcedconcrete,thestrengthisgood,theconcretewasnotdeteriorated.Wedidnotlookattherebar.Butatthispointthemajorityofthepileshad4to7inchesofshotcreteprotectingthem.Iftheshotcretestayedaroundfor10,15yearsthereisasignificantcorrosionoftherebar,thatshotcreteisnotgoingtobeabletocontainexpansionofthecorrosion,itisgoingtocrack.
Wecannotsaythatpartiallycorrodedrebarwasprotectedfromfurthercorrosiononcetheyputtheshotcretein.However,theconcretetestingshowsthatthechlorides,thesaltintrudingintothepilesexceededthethresholdforthestartingofcorrosionwithinthosepiles.
Thetestingreportwegotbacksaidthatthereisnothingirregularintheoriginalconcretepile.
SoIwanttogiveasummaryoftherating:33pilesareMinor.ThemajorityofthepilesareinModeratecondition.ThenwehavegotMajordeteriorationofabout20percentofthepiles.ThentheSeveredeteriorationislessthan5percent,about30pilesareinSeverecondition.
Itisveryhardtotelltheconditionsofthetimberpiles.Butingeneralouranalysisdoesnotnecessarilydependonthetimberpiles.Weunderstandthosetimberpilesstayaroundfor100years.Wearenotintentionallyassigningasignificantvariancetothosetimberpiles.
Thetimberpileswereputinfortheberthingloads.
WelookedattheSevereconditionofcertainpiles.AmongtheSevereratingofpilesthereisawiderangeofconditions.Aswemoveaheadtofinalizeourdesignwewanttokeepthisinmind.
Wewilldeterminelaterhowmanyneedtobereplaced.Rightnowwearejustpresentingtheconditions.Itwillverymuchdependonwhatwedowiththewharf,howmuchlandscapingisontopofthis.ButingeneralwewouldliketorepairtheSeveredamagedpilestomeetthesafetyrequirementsoftheCaliforniaBuildingCode.
Fromastructuralperspective,withoutinformationfromthegeotech,fromastructuralperspectiveweareworkingwiththelandscapingarchitecttotrytocomeupwitha35percentdesignbutwearenotthereyet.

Mr.Montescommented:MyassessmentisthatitwillcomebacktotheECRBforafullassessmentofthegeotechnicalandstructuralaspects.
Mr.Yaoadded:IwouldsaythatwhatwepresenttotheDesignCriteriaReviewBoardtodayiswhatwearegoingtostickwithfora35percentdesign,75percentdesignanda100percentdesign.Iwillcomebackandpresenttheseismiccriteriaandjustthedesigncriteria.Wearegoingtostickwiththataslongasyouapproveit.Butthe35percentresults,typicallyyouarelookingforacceptance,approval.Wearenotquitethereyetbutwearealmostthere.
Wearelookingforyourinputnowatour35percentdesignstage.
BoardMemberBattalioasked:Forthosepilesthataremoderatelydamagedwouldyouanticipatethattheymayprogresstoamoreseverelevelofdamagethroughspallingorotheractionduringthelifeoftheproject?
Mr.Yaoreplied:Laconiahiredustofinishthedesign.Iwillserveasthestructuralengineerofrecord.IwouldmakeaformalrecommendationtoLaconiathatyouneedtohaveperiodicalinspectionstomonitorthedeteriorationofthepiles.Ofcourseallthepilesdeteriorate,someofthemfaster,someofthemslower.EventheCaliforniaBuildingCode,Chapter31F,doeshavearecommendationbasedontheconditionofthepile,howoftenyouneedtodoapileinspection.SowewillaspartofourdesignpackagegivearecommendationtoLaconiaforinspectionandgivethemallthepileinspectionrecordswemadesoeitherwedoitorsomebodyelsecandoit;that'sthebase.
BoardMemberBattalioclarified:Sotheassumptionthenisthatthemoderatelydeterioratedpileswouldhaveacapacityorwhatever,exceedingwhateverdesignlevelisrequired?
Mr.Yaoagreed:Thatiscorrect.Wethinkthattheshotcrete,thestrengthisreasonablyhigh.Theshotcretecontainedawiremesh.Butourstructuralassessmentignoredtheshotcrete,justassumedtheoriginalconcretepileswith4,000psistrength,sothatisourbase.Buthoweveryoudohaveshotcreteinacertainportionofthepiles;thatisagivenfact.Ithinkthatingeneralthatthepilesthatdonothavesectionloss,theyprobablyhavethecapacitytocarrytheloads.Butyouhaveacertainamountofsectionloss.Youaregoingtoreducethepilecapacity.Thatisthewaywewouldapproachit.
All30pilesoverhereonthistableareratedSevere.ButwithintheSevereratingthereisadegreeofdeteriorationsowedivideditintothreecategorieswithintheSevererating,the30piles.Only3pileshavesectionlossofover50percent,another3pileswithsectionlossof25to50percent,andtherestofthemarelessthan25percent.
