RECOMMENDATION
That you approve:
the declared gifts and benefits for Quarter 4 of 2018-19 (Attachment 1), in accordance with Treasury’s Miscellaneous Delegations;
publication of the reportable gifts and benefits for Quarter 4 of 2018-19 (Attachment 2) on Treasury’s website, in accordance with Directive 22/09, Gifts and Benefits and Treasury’s Miscellaneous Delegations;
gift as outlined in Attachment 3, to be included for reporting purposes, but reported after
the closing date, for Quarter 3 of 2018-19; and
KEY POINTS
Reportable items from the Register of Gifts and Benefits have been identified for publishing on Treasury’s website (Attachment 2), in accordance with Section 7.4.2 of Directive 22/09. R

Description: We spent 6 nights staying with Nicole and Paul Scurrah at their home in Whistler, Canada as one part of a family holiday we undertook to Canada and the USA. Ms Scurrah is a personal friend of some 15-years standing and the invitation to stay with them was extended to me for this reason.
During this part of the holiday:
• We stayed at the Scurrah’s residence in Whistler, Canada as one part of a longer family holiday to Canada and the USA.
• The Scurrah’s were in residence during the visit, and other members of the Scurrah family / friends stayed at this time also.
• We shared meals at the house, and supplied groceries towards this.
• We dined-out together on one occasion during this trip, for which we paid for the group’s dinner.
• At the end of this trip, my partner and I provided a gift to the Scurrah’s to thank them for their hospitality in the form of a gift voucher for a local restaurant.
• All related costs such as airfares, transfers, equipment hire and lift passes were paid at my own expense.

Hi Graham
As we discussed, in January this year I spent 6 nights staying with Nicole and Paul Scurrah at their home in Whistler, Canada aspart of a holiday I undertook.
As I advised, Ms Scurrah is a close personal friend of some 15 years standing, and the invitation was extended to me entirely onthis basis.
At the time, I concluded this invitation did not require disclosure under the Gifts and Benefits Policy, as the policy very clearlyrefers to “items given and received in the course of official duties”. There is no doubt this was a personal invitation which Ireceived as a long-standing friend and in no other capacity whatsoever.
However, following the discussions I initiated yesterday with Treasury’s General Counsel, I have concluded it would be prudentto formally disclose this hospitality out of an abundance of caution and to avoid any possible perception of a conflict of interest.
I will therefore update the gifts and benefits register accordingly.

I agree that it is appropriate to update the gifts and benefits register.
As your email notes, while this travel was not undertaken in the course of official duties, there are principles outlined in the giftsand benefits policy that warrant consideration of this matter for inclusion in the register.

As we discussed, in January this year I spent 6 nights staying with Nicole and Paul Scurrah at their home in Whistler, Canada aspart of a holiday I undertook.
As I advised, Ms Scurrah is a close personal friend of some 15 years standing, and the invitation was extended to me entirely onthis basis.
At the time, I concluded this invitation did not require disclosure under the Gifts and Benefits Policy, as the policy very clearlyrefers to “items given and received in the course of official duties”. There is no doubt this was a personal invitation which I

received as a long-standing friend and in no other capacity whatsoever.
However, following the discussions I initiated yesterday with Treasury’s General Counsel, I have concluded it would be prudentto formally disclose this hospitality out of an abundance of caution and to avoid any possible perception of a conflict of interest.
I will therefore update the gifts and benefits register accordingly.
