Statement of Purpose

1. Please provide a brief on your purpose to respond to this RFP

Trained skilled individuals from India will be sent to Japan for on-the-job training for aspecific period, for maximum period of up to 5 years under the program.

The primary objective is to contribute to the fostering of talented individuals who canplay leading roles in the development of our country’ industries and economies

Transferring technical skills, technology and knowledge developed and cultivated inJapan to the respective industries in the technical intern trainees

This also adds to income in foreign currency for the nation as a whole.

2. Please describe your understanding on TITP

The primary objective of TITP is to contribute to the fostering of talented individualswho can play leading roles in the development of their countries’ industries andeconomies by accepting young and middle-aged workers from developing countries asinterns at industries in Japan and thereby transferring technical skills, technology andknowledge developed and cultivated in Japan to the respective industries in thetechnical intern trainees’ home countries.

Technical Intern Training Program allows technical intern trainees to acquire and masterthe skills of the Japanese industries and professions under the employment relationshipfor a maximum period of 5 years. Accepting methods are generally classified to eitherIndividual Enterprise Type or Supervising Organization Type (2 below).

Statement of Purpose

In case of the Supervising Organization Type (Note), technical intern trainees participatein courses (Japanese language education, training program regarding legal protection,etc.) once they arrive in Japan, and then acquire the practical skills under theemployment relationship with the implementing organizations. A maximum of 3 years oftechnical training is possible by obtaining permission for transition to "Technical InternTraining (ii)" (3 below) when they are recognized that their level of mastering the skillshas exceeded a specified level.

There are two types to accept new technical intern trainees.

1. Individual Enterprise Type

2. Supervising Organization Type

Statement of Purpose

1. Individual Enterprise Type:Japanese companies (ImplementingOrganizations) that accept and providetechnical intern training for employees ofoverseas companies, joint venturecompanies and business partners.

2. Supervising Organization Type:Organizations (Supervising Organizations)that accept technical intern trainees andprovide technical intern training at theirmember companies (ImplementingOrganizations) etc., and are not profitorganizations such as chambers ofcommerce and industry.

Statement of Purpose

Furthermore, depending on the content of the activities performed by technical interntrainees, each of these two types can be categorized into activities for acquiring Skills inthe first year and activities for becoming more proficient in acquired Skills in the secondand third years, and the corresponding Status of Residence is categorized into four"Technical Intern Training" categories.

Transition to Technical Intern Training (ii)Technical intern trainees may transfer to Technical Intern Training (ii) after passing the National Trade SkillsTest Basic Grade 2, etc., for the occupational and work type the relevant trainee will perform following thecompletion of Technical Intern Training (i) and obtaining change of Status of Residence approval. In suchcases, technical intern trainees must study the same Skill at the same Implementing Organization where therelevant Skills were acquired at the time of Technical Intern Training (i).

Role and Scope of Implementing Organizations in Japan• Update the Supervising Organizations with the Employment / Training requirement.

• Schedule interviews.

• Selection of right candidates

• Submit applications for Certificates of Eligibility for the Status of Residence at the relevantRegional Immigration Bureau along with the approval or submit notification as anemployment agency business in order to accept Technical Intern Trainees. This certificate isevidence that the relevant applicant Technical Intern Trainee complies with the approvalrequirements prescribed in the immigration laws.

Handholding of the candidate after they arrive in Japan:• Accommodation

• Help the candidate for the National Trade Skills Test Basic Grade 2. So that Technical interntrainees may transfer to Technical Intern Training (ii)

• Help the candidate to obtain Permission to Change Status of Residence

• Permission to Renew the Duration of the Status of Residence etc.

• Candidate will get timely wages etc.

3. Please state the specific skills/ areas of expertise to describe your suitability as aSending Organization for executing TITP

• Bal Bharti Academy have been working in skill development and international recruitment sectorsince past 6+ years and have successfully recruited more than 8000 candidates in various sectorsfor various employers across the middle east countries. Also we have worked with bodies likeAssocham, CII and provided skill development training and jobs to candidates within India invarious industrial sectors. We have the experience of running our own facility of skill developmentthat was inaugurated by Hon’ble Minister of skill development in September 2015. We have anexperienced and trained staff to take care of different peripherals required for this process.

• We have a strong documentation experience as we ensure quality in call for recruitment, thenselection process, proper due diligence of the candidates, detailed and extensive MoU.Agreements & contracts to ensure safety of the whole process by all means. We firmly believe indetailed orientation and ensure the same along with transportation, insurance and do’s & don’tsadvise. We also have procedures to guide the selected candidates about money management whilethey work and earn their salaries in Japan.

• We have a strong network of associates across north and eastern India who work in organizedsector and firmly select and send skill set as required for companies abroad – securing experiencedcandidates and imparting finishing skill training to get them ready for their respective role in Japan.

2. Please elaborate on the prior experience with similar projects undertaken in Japan or othercountries.

Approach and Methodology6. Please elaborate the training details/ methodology envisaged on imparting the following types of training to the candidates under TITP:

a. Japanese LanguageJapanese Language training will include both i.e. practical and theory training in which students are also given insight on themannerism, culture, business etiquettes and corporate manners observed in Japan.

Our training focuses on all aspects of language including vocabulary building (MOJI GOI), reading, listening and grammar. It focuses on strengthening all the sections while learning Japanese Language. Right after completing N5, one is able to attain proficiency in basic level of Japanese language and perform the following:

• Introduce themselves

• Greet people in Japanese

• Learn common phrases

• Learn how to frame basic sentences in Japanese

• Get a basic understanding of grammar practices as well as basic vocabulary

• Understand verbs and their various forms, including past, future and negative forms

• Use basic grammar concepts such as adjectives

Training Methodology

- It employs teaching aids like video presentations, audio tools, and flashcards, as well as populartechniques such as conversation kits, verbal techniques, and lesson explanation material.

- At the commencement of this program, students will:

- Understand the Hiragana, Katakana and Kanji scripts

- Read basic Japanese

- Write simple sentences

- Have a basic understanding of written grammar rules

- Also, the lesson content and aids from part of the course are used alongside script book alphabettables and flash quiz to help memories the script better.

b. Domain Training

- Japanese Language training - we have excellent infrastructure and professionally trained trainers in India as well as in Japan.

- We have tie ups with various domain training centers having infrastructure, specialize trainers Labs and equipment’s to provide quality training.

C. Japanese Culture and Business Etiquettes

- We have the professional trainers from Japan for language training, Japanese culture and business etiquettes – to train our trainers

- Apart from training, our professional trainers help students to get accustom with Japan's daily routine so as to avoid any obstacles that includes how to board the train, explaining students about the garbage system as its very strict, how to buy things at convenience stores etc.

7. Please describe your methodology planned to effectively network withSupervising Organizations to send the trained candidates from India.

• We have registered office and infrastructure in India as well in Japan with dedicated and professional team.

• We will use the online software to share all the details and MIS reports with Supervising Organizations.

• We will make list of kumaies (recruitment agencies of japan) and make association with them.

• Our team in Japan will tie up with Supervising organizations and sign MOU with them to transfer the Interns from India to Japan.

8. Please describe your plans to provide Post Placement support to the candidates once they reach Japan

- We have registered office and infrastructure in Japan with dedicated andprofessional team to support the candidates once they reach Japan. We will supportthe candidates from airport pick up to pre settled accommodation (given byemployer or otherwise). We will give candidates handholding and ensure they settleinitially, making them friendly with new country and atmosphere there, thencontinue giving support – time to time meetings, etc.
