Background Information

We are delighted that you are considering applying for the post of Deputy Principal.

Runshaw College first opened in 1974 as a small Sixth Form College with just 450 learners. Forty six years later, it is now a hugely successful comprehensive Tertiary College with over 6200 learners, supported by c. 700 staff. The College has been rated ‘Outstanding’ by Ofsted for well over 20 years and it has a national reputation for

educational excellence. The College is a very popular destination for school leavers in Chorley and South Ribble and, despite strong competition from other local Colleges, we also attract more than 2500 students each year from our surrounding areas, namely Bolton, Blackburn, Preston, West Lancashire, Southport and Wigan.

All curriculum provision and student support functions sit within one of two faculties. The College operates over two main sites, a Sixth Form Campus in Leyland and a second campus in Chorley which hosts a range of apprenticeships, Adult FE and HE courses in addition to housing some of our specialist facilities in Science and Engineering. In September 2016, the College opened a state-of-the-art Science and Engineering Innovation Centre to support the Local Enterprise Partnership’s priorities for growth in this area.

The Corporation Board consists of 14 Governors: the Principal, nine members with private or public sector strategic management experience, two staff members and two student members. Governance is strong and robust, providing a highly effective balance of challenge and support to the senior leadership team.

In 2019/20 the College has approximately 6200 learners, including:

• 5000 full-time 16-19 students (c.50% A Level, c.40 % Advanced Vocational, c.10% Entry/L1/L2)

• 800 Adult FE students

• 300 Apprentices

• 100 Higher Education students

Overall income was c. £27 million in 2018/19 and our current (and forecasted) financial health rating is ‘good’.

The enduring success of Runshaw College is founded on a very strong ethical, high-performance and supportive organisational culture. Stakeholder satisfaction levels are very high and have risen to even higher levels during the last 10 years for both students and staff. Employer satisfaction levels are also very high.

There are 2 Deputy Principals, who each act as Head of Faculty for all curriculum provision and student support services, along with responsibility for various cross-College functions. One currently has responsibility for Vocational and Apprenticeship provision, whilst the other has responsibility for A Level, Adult FE and Higher Education provision. Both Deputy Principal posts are designated senior post-holders as defined in the College’s Instrument and Articles of Government.

Initial responsibilities for this post will be agreed with the successful candidate depending on their skills and experiences to date.

MANAGEMENT OF STAFF

• Deploy the agreed personnel procedures in the management and wellbeing of staff

• Lead and demonstrate a College culture which sets high standards and in which staff feel empowered and recognised

• Formulate and implement the College’s Strategic Plan in liaison with other College managers

• Be responsible for appraisal of those staff you directly line manage including their training, coaching and development

• Develop and maintain the College ethos of scholarship, high expectations, mutual support and care for students

• Ensure professional development strategies are formulated and effectively implemented

MANAGEMENT OF RESOURCES

• Ensure appropriate use of management information to meet College requirements

• Manage Faculty and Programme budgets effectively to achieve best value

• Ensure Faculty and Programme staff are deployed effectively

• Conduct effective Curriculum and Business Planning

STUDENT RESPONSIBILITIES

• Manage the pastoral and disciplinary processes on your Programmes

• Manage the behaviour of students and arrange appropriate liaison with their parents/guardians

• Ensure that the individual academic and support needs of students are met so they can maximise added value and progression potential

QUALITY

• Be actively involved in the College’s continuous improvement culture

• Ensure that agreed Key Performance Indicator targets are met

• Participate in the planning, organising and implementation of lesson observation and Curriculum Reviews across College

• Implement the College’s quality management / quality assurance framework

• Manage the effective operation of Schools, Programmes and Services within your Faculty

ROLE SPECIFIC

• Advise and inform Senior Managers and Governors on all matters relating to your area(s) of responsibility

• Represent the College internally and externally developing and facilitating strong links with appropriate organisations such as employers, councils and high schools

• Facilitate links with Partner High Schools to maximise progression and achievement on all 16-19 programmes

• Develop and monitor the Curriculum Plan for your Programmes

• Lead the Faculty in the planning and preparation of cross College events and other marketing activities

• Lead where appropriate cross College teams in the development and implementation of cross-faculty processes, e.g. timetabling, enrolment

• Lead curriculum planning in your Faculty

• Undertake safeguarding duties as a senior manager to support the College’s safeguarding team.

• Deputise for other senior managers (including the Principal) and undertake any such other roles as may be required at a senior management level for the effective management of the College

Up to £85,000 (initially) per annum dependent upon qualifications, track record and competencies. As a designated senior post-holder, performance and pay will be reviewed on an annual basis by Governors.

August 2020 or sooner if available.

You will be required to work such hours as are reasonable for the proper performance of your duties and responsibilities, normally 37 hours per week.

You will be entitled to join either the Teachers’ Pension Scheme. You will receive 35 days holiday in each holiday year in addition to normal remuneration for all Bank and Public Holidays.

In order to check an individual’s suitability to work in an educational environment, the successful applicant will require a DBS (Disclosure and Barring Service) Certificate.

The vision statement below was created in Feb 2015 to provide a 10 year descriptive “road-map” for the College. During the last 4 years, good progress has been made in all four sub-sections of the vision statement, but, due to recent changes in government policy, progress has been slower than we would have liked in relation to Bii; nevertheless, we have seen some recent growth in enrolments to Access to HE courses and we are anticipating a modest increase in recruitment to our apprenticeship programmes in the next 2-3 years. The future prospects for HE are less certain; the Augar report has been published, but the government have not yet committed to implementing its recommendations. In relation to Di, most of our classrooms are now in good/excellent condition, but a small number are not. We will therefore continue to look for ways in which we can provide good/excellent facilities in all curriculum areas within the next 5 years.
