Dear IBS CAC Members:

On the behalf of IBS-China, we would like to submit a formal bid proposal to host the 2020 International Biometric Conference (IBC) in Beijing, China. The proposed conference venue is China National Convention Center, and the proposed conference days are July 3-7, 2020.

Our bid proposal is being supported by major statistics societies in China, including Chinese Association for Applied Statistics, Chinese Society of Probability and Statistics, Section on Statistical Method and Theory, Chinese Health Information Association, Section on Health Statistics Education, Chinese Preventive Medicine Association, and Beijing Biostatistics Association. The presidents and chairs of these statistics societies are part of the bid committee.

We believe that IBS-China, along with the five major Chinese statistics societies, can successfully host the 2020 IBC in Beijing and that having the 2020 IBC to be held in China will benefit both IBS and IBS-China in the following ways:

1. Beijing is a capital of China and political, cultural and educational center of China. Beijing hosted the 2008 Summer Olympics and was chosen to host the 2022 Winter Olympics. These qualities make Beijing an idea choice to host the 2020 IBC.

2. The proposed conference venue, China National Convention Center, is an idea place to hold the 2020 IBC. The China National Convention Center was the venue for many international scientific conferences and a venue for the Olympic Summer Games in 2008. It is only 25 minutes from Beijing Capital International Airport and is close to many well-known universities and research institutes. It is located on a landmark site adjacent to the National Stadium (Bird’s Nest) and National Aquatics Center on the Olympic Green Boulevard.

3. Within the city, transportation is made very convenient with the subway, light rail, public buses and taxis, which form a network reaching every part of the city. There is an efficient transport system linking the China National Convention Center to hotels and tourist attractions.

4. There are over 30 three, four, and five-star hotels with more than 10,000 hotel rooms within 5 km of the China National Convention Center

5. The local agency of the meeting management China International Conference Center for Science and Technology (CICCST), was selected, based on a competitive procedure. As a national conference organizer and professional exhibition organizer under China Association for Science and Technology, CICCST has organized hundreds of meetings in nearly 30 years and provides a solid support for the best technical organisation.

6. IBS-China is one of the fast growth regions within IBS. Since its establishment in 2013, its membership has grown to 143. Given the number of statisticians and biostatisticians in China, there is great potential for growth for IBS-China. Having the 2020 IBC in Beijing will greatly help the growth of IBS in China.

Introducing China

The People’s Republic of China is the third largest country in the world in terms of area and the largest in terms of population. Introducing Beijing

Beijing city is located at the northwestern part of North China Plain and surrounded by mountains on the west, north and northeastern part of the city. Mountainous areas has covered about 62% of the total area of Beijing which is about 10.4 thousand square kilometers whereas the rest 38% of the area is plain area. Beijing's weather can be categorized as a monsoon-influenced humid continental climate with very distinct four seasons. An extremely hot and humid summer as well as a very cold and dry winter is very common in Beijing. Over 80% of the rain falls occurs on June, July and August. Linked to over 60 cities in the world, Beijing is one of transportation hubs in the world. About 5000 international flights arrive and depart Beijing every week. Beijing is also connected to Europe and other Asian countries by railway. In addition, around 1000 domestic flights cover 140 cities with Beijing in the center. Beijing Capital International Airport is located in northeast of Beijing. It is 25.35 km from the Tiananmen Square, center of Beijing city. It is not only an aviation gateway of Beijing and a window for international communication, but also a radial center for China civil aviation network. More than 5,000 scheduled flights are available to 88 cities in China and 69 cities abroad. The Beijing Capital International Airport is under the administrative control of Civil Aviation Administration of China (CAAC), officially opened on March 02nd 1958. By High-speed Railways

The construction of high-speed railways in China began with the building of the Qinhuangdao–Shenyang High-Speed Railway in 1999. Now the high-speed rail network in China is the largest in the world. As of the end of 2012, there are about 17,000 kilometers of high-speed rail in service, accommodating trains of an average speed of 200 km/h or higher.

By Subway

Beijing's Subway has 15 lines including the airport express. Trains run from 05:30 in the morning until 23:00 in the late evening. Average waiting time is less than 3 minutes between 2 trains. A ticket can be bought at the ticket office at each station or at an automatic ticketing machine. Subway stops are announced over the train's speaker system in Chinese and English.

By Buses

City public buses run from 5:30 till 23:00 daily. Taking buses in Beijing is cheap, but less comfortable than a taxi or the subway. The flat rate for a tram or ordinary public bus is 2 yuan. Buses equipped with air-conditioning or of a special line are charged according to the distance. Few foreigners like getting around by bus, because it is always crowded, especially during rush hours (6:30-9:00 and 17:00-19:00). Some recorded announcements give the stop's name in English. Having your destination in Chinese characters will help. When squeezing onto a crowded bus take care of your wallet, etc.

By Taxis

Taxi in Beijing does suffer from congestion, but taxi drivers will find the fastest way to your destination. Bring the name of your destination in Chinese characters if your spoken Chinese is not good. The cost from the airport to the conference venue is about RMB100-120 including the extra highway fee RMB10. Please do ask for the receipt from the driver.

By Bicycle

Bicycle China used to be called the sea of bicycles and in Beijing today the bike is still a convenient vehicle for most people. Renting a bike may be a better way for you to see this city at your own pace. Bikes can be hired from many hotels for 20–30 yuan/day. A deposit will be required. You can also rent bikes at some bicycle shops for repairing bikes and inflating tires. Their charge for renting bikes there is lower as the bikes are not as new. When needed, you park your bike in a bike park, which can be easily identified by the large amount of bikes on roadsides. The charge is about 1 yuan.

Currency Exchange In China, only RMB is used. However, exchange centers can be found at airports, most hotels and large shopping centers. The exchange rate is due to the official rate (Bank of China). When exchanging money, please keep your receipt by which you can change any remaining RMB back to foreign currency when leaving China. Visa, Master, American Express, Diners Club and JCB are accepted in many department stores and hotels. Some ATMs may be able to allow you to withdraw RMB on your credit cards.

The Bank of China and most hotels can cash travelers’ cheque issued by any foreign bank or financial institution. Participants will need to show a passport and pay a 0.75 percent commission. Travelers’ cheque signed over to a third party cannot be cashed in China, but can be presented for collection through the Bank of China.

Local TimeGMT+8, Beijing Time is the benchmark time for all the regions and cities across the country, which actually covers four geographic time zones.

Electric PowerThe electric current in China is 220=V, 50 Hz. Most hotels have built-in converters in bathrooms for shavers and hair dryers. Please note that a variety of plug types are used in China, and adaptors may be necessary. Two types of sockets are used in China: three-pin socket (a grounding pin and two flat prongs forming a V-shape) and two-pin socket (two flat parallel prongs without grounding). Please see the photo attached.

Passports and VisasPassports, valid for at least six months from the entry into China, and entry visas are required to visit China, except for those from Japan and Singapore if they stay for less than 15 days. Participants are advised to consult the nearest Chinese diplomatic mission for details. A single entry visa is valid for three months, and can be extended for an additional month at the Foreigners Section of the Local Public Security Bureau if necessary. Once in China, the participants are advised to carry their passports on them at all times because the passports may be needed to check into hotels, book airline tickets, and change money. Visa application should be made preferably at least one month before departure for China.

About USCICCST is a national organization under China Association for Science and Technology. Its objective is to promote scientific and technological exchanges between Chinese and foreign professionals and scholars in the fields of science, technology, medical science, agricultural science and engineering. Five “Must-Sees” in Beijing for Local Tours

The Great Wall

The construction began on the wall about 2500 years ago, and it transects mountains and deserts, stretching for 6700 kilometers. It is said to be the only man-made structure visible from the moon.

The Ming Tombs

These are the tombs of thirteen emperors of the Ming Dynasty. Of the thirteen tombs, only one has been excavated-Dingling Tomb, built for Emperor Wan Li in 1584, and excavated in 1959. The underground construction covers 1195 square meters, and inside some 3000 ancient relics including gold crowns and imperial robes are on display.

The Imperial Palace

For the 491 years between 1420 and 1911, these buildings served as the residence of 24 emperors of the Ming and Qing Dynasties. Built from 1406 to 1420, the Palace, also known as the Forbidden City, is one of the largest remaining and best-preserved examples of ancient architecture. The “city” has an area of 720,000 square meters, of which the remaining 9,000-plus rooms and halls make up 150,000 square meters.

The Summer Palace

The summer Palace is the most completely preserved imperial garden in China. The park has some 3000 rooms and halls in buildings, which were used as residences, reception halls and temples. There are also many lovely paths around the lake and among the pavilions and temples on Longevity Hill.

The Temple of Heaven (Tiantan)

A masterpiece of Ming architecture, the Temple of Heaven is one of the most popular sites in Beijing. Emperors of the Ming and Qing Dynasties used the temples of this park to perform sacrificial ceremonies in worship of the heavens. The main structures of the temple complex include the Hall of Prayer for Good Harvests, the Round Alter, Echo Wall, and the Hall of Abstinence.

You can have a chance to enjoy China’s beautiful landscapes and its ancient cultural heritage around the different parts of China.

EXCURSION ONE: The Silk Road

The excursion will begin from Xi’an with a visit to the terra-cotta warrior and horses of the First Qin Emperor’tomb and Hukou Gorge of the Yellow River, then examine modern processes of soil loss and verities of landforms in the Loess Plateau and Hexi Corridor, then examine modern processes and features of sand dunes and oases in the desert, then examine Dunhuang Grottoes, cultural and agricultural remains in the Turpan Basin.

EXCURSION TWO: Three Gorges of the Yangtze River

You will sail down the Yangtze River from Chongqing on a luxury liner to pass through the breath-taking Three Gorges. There are several stops on the way, including Little Three Gorges at Wushan County, magic town of Fengdu County, the mountain town of Wanxian County, Three Gorges Dam construction site at Sandouping, and Gezhou Dam at Yichang City. On the way from Yichang to Wuhan, you will also visit the famous changeable river channel of the Jingjiang section at Shashi City.

EXCURSION THREE: Xining - Lhasa

The excursion will examine a diverse range of cold and arid landforms and environments in the Chaidam Basin and Tibetan Plateau along the high way from Xining to Lhasa with emphasis on glacial and permafrost processes and on the summit of earth, and environmental changes featured by internal lakes’ evolution and desertification of grass land in the Chaidam Basin.Some well-known civilization and culture of Zang (Tibetan) people near Xining and Lhasa as well as along the route also be examined.

EXCURSION FOUR: Kunming- Yulong Mt. and Dali City of Yunnan

From Kunming you will go to the areas of northwest and central Yunnan Province where you will experience a great variety of geomorphology and unique ethnic minority cultures. You can observe directly on the monsoon glaciers and glacial landforms of Yulong Mt. (5596m). At Lijiang Old Town, a listed World Cultural Heritage site, you will see the Dongba culture of the Naxi minority. At the end of the excursion, you will visit Erhai Lake (40x9km) at Dali City and a cave system.

Peking Opera is China’s representative of the theatrical art and considered the leader among the prevalent opera styles in china .The painted faces of opera characters are today widely recognized symbols of china, and most visitors find time to take in a performance while in town.

Acrobatic Show

This is one entertainment that must not be missed by the young and the old on a visit to Beijing. China has many world class acrobatic troupes because practically every province and major city will have its own acrobatic troupe, and children are selected to be trained as performers from a young age. In Beijing and Shanghai one can see breath-holding acrobatics, some of which can be so demanding in the timing and balancing skill as to verge on the impossible.

Hutong Tour

Hutong is a typical name of an alley formed by lines of siheyuan in Beijing. Many neighborhoods were formed by joining one siheyuan to another to form a hutong, and then joining one hutong to another. Between the main hutongs, many tiny lanes ran north and south for convenient passage. Rickshaws will be taken to tour the hutongs, Beijing's back lanes lined with authentic courtyard houses, for a glimpse of traditional domestic life.

Also particularly popular are performances by China’s famed folk music and martial arts exhibitions.Various drama groups perform standard Chinese works in many theatres in Beijing, and an experimental theatre scene has developed in the city.

National Centre for the Performing Arts

National Centre for the Performing Arts is an important national iconic cultural infrastructure. It is one of the “New 16 Scenic Spots” in Beijing. The central structure of NCPA is the steel and glass ellipsoid dome with a parameter of more than 600 meters. The construction measures 212.3 m across its longest axis (east-west), 143.64 m across its shortest axis (north-south), 46.68 m high and 32.50 m at the deepest underground. The dome looks immaculate and magnificent, with its surface covered by 18,398 titanium plates and 1,226 pieces of ultra-transparent glass. The egg-shaped shell appears to float in a 355,000 m2 man-made lake full of gleaming water. Surrounding the lake is a 190,000 m2 green belt of trees, which blocks the hustle and bustle noise from Chang’an Avenue, making NCPA a spacious relaxation and leisure complex in the heart of the city.

Food in Beijing

Beijing food takes from a broader category of food known as northern food. This category includes dishes from Hebei, Shandong, the lower Yangzi River, Inner Mongolia and Xinjiang.

Northern methods of cooking include barbecuing, deep-boiling, roasting, smoking and braising. Jiaozi — Chinese Dumplings

There is a lot of myth and mystery surrounding the history of Jiaozi and the dish has long been a part of Chinese folk tradition. Whilst they are popular throughout Asia, a plate of Jiaozi with a soy sauce, vinegar and chilli dip is synonymous with Northern Chinese cuisine.

Traditional recipes contain minced pork, ginger and leek, however you can find restaurants that offer all types of different meat and vegetable fillings.

Jiaozi is another dish that can be found anywhere across Beijing and whilst there are a number of better-known dumpling restaurants and chains, some of the tastiest dumplings (and most interesting experiences) can be found in smaller, less conspicuous family eateries where dumplings are the only thing on the menu. At these restaurants you can often sit and watch the next batch of dumplings being rolled and filled as you eat.
