NOTICE OF APPLICATION FOR CONSENT TO DEVELOPMENT

Notice is hereby given that an application has been made by Huawei Technologies Australia Pty Ltd for consent to undertake the construction of a telecommunications facility, comprising a 40m high monopole with attached head frame and panel antennas, and associated equipment shelter and perimeter fence. Development Number: 010/U059/16.

The subject land is situated at 2252 Eyre Highway, Lincoln Gap (Section 2, HP 540400: Handyside; Certificate of Title, Volume 6138 Folio 388), approximately 21.5km south-west of Port Augusta.

The development site is located within the Pastoral Zone of the Land Not Within a Council Area (Flinders) Development Plan (Consolidated 29 November 2012).

The proposal by Huawei is to establish a telecommunications facility, in the form of a mobile telephone base station, on Section 2 Hundred of Handyside (also known as 2252 Eyre Highway) Lincoln Gap. The proposed facility will form part of the Optus mobile network. The site is located within the Pastoral Zone pursuant to the ‘Land Not within a Council Area (Flinders) Development Plan (consolidated 29 November 2012). The proposal is an ‘on merit’ kind of development as it is neither complying nor non-complying pursuant to the zone provisions. The proposal is category 3 for the purposes of public notification pursuant. However, given the remote nature of the site and the size of the subject land, the proposal should be able to be treated as a category 1 application pursuant to Schedule 9, Clause 2(g) of the Development Regulations 2008, will not unreasonably impact on the owners or occupiers of land in the locality and it would not be the subject of reasonable objection. Attached are the Development Application Form, proposal drawings (1 set at A4 size) and a copy of the Certificate of Title. DA: 010/U059/16 As you are aware, S K Planning acts on behalf of Huawei Technologies Australia Pty Ltd (‘Huawei’) in respect of this application. The proposal by Huawei is to establish a telecommunications facility, in the form of a mobile telephone base station, at 2252 Eyre Highway, Lincoln Gap. The proposed facility will form part of the Optus mobile network. The objective of the facility is to provide and/or improve Optus network coverage in this area, including along the nearby sections of the Eyre and Lincoln Highways. The site is located within the Pastoral Zone pursuant to the ‘Land Not within a Council Area (Flinders) Development Plan (consolidated 29 November 2012). The proposal is an ‘on merit’ kind of development as it is neither complying nor non-complying pursuant to the zone provisions. I am in receipt of your advice that the proposal will be categorised as category 3 for the purposes of public notification. A brief cover letter was provided at the time of lodgement. This letter constitutes a detailed planning statement as to the merits of the proposal to assist you in determining the application. All fees requested to date have been paid. The Subject Land The subject land is a remote location situated on land north of the junction of the Eyre and Lincoln Highways at Lincoln Gap, approximately 21 kilometres south-west of Port Augusta. The formal description of the land is Section 2 Hundred of Handyside. A copy of the Certificate of Title has already been supplied. A shared Telstra/Vodafone 70m-tall guyed mast facility and an ARTC repeater site are located to the south-east of the proposed location of the Optus facility. There are no encumbrances or easements affecting the land. The site is located within the Pastoral Zone pursuant to the Council Area (Flinders) Development Plan (consolidated 29 November 2012).

The Locality The locality is a remote area of land between Port Augusta and Whyalla. There are no dwellings or buildings of any note in the surrounding area. The Port Augusta-Whyalla rail line runs along the eastern side highway at this location towards Whyalla. The Eyre Highway in this area runs across a fairly flat area with high, rocky outcrops on either side. Past the Lincoln Highway junction, the land is much flatter to the west. The selected location is atop an area roughly 150 metres higher than the highway, with two existing towers already in the same area. The location selected is approximately 2.3 kilometres from the junction of the two highways. The selected location will enable the new facility to provide Optus network coverage to this part of the Eyre and Lincoln Highways, the railway line and surrounding areas and provides the opportunity for continuous coverage between Port Augusta and Whyalla. The Proposal The proposal is to establish a telecommunications facility on the site. The proposal will accommodate the requirements for the Optus 3G and 4G mobile network and will provide network coverage to the surrounding area. The installation will improve access to the full suite of services from the Optus network, including improved voice call quality, high speed broadband internet access, video calling and other data services. More particularly, the proposal consists of the following elements:

➢ a 40-metre tall monopole; ➢ two (2) panel antennas (each 2.53m in length) mounted to a new headframe on the top of

the proposed monopole. The headframe has provision to accommodate additional panel antennas as they become required in the future;

➢ Six (6) remote radio units (RRUs) mounted on the proposed headframe, with provision to accommodate additional RRUs should they be required in the future;

➢ A 1200mm diameter radiocommunications dish located at the 20-metre height on the

proposed monopole; ➢ A two-bay outdoor equipment cabinet (approximately 2.2m high and 1.5m wide) located at

the base of the monopole; ➢ Fencing and access gates;

➢ Cabling and other necessary connections and ancillary equipment.

Whilst not a relevant planning issue, it is worthy of note that the maximum levels of electromagnetic energy from the proposed facility is estimated at 0.17% of the exposure limits mandated by the Commonwealth Government. A standard form EME report is attached for DAC’s information.

Assessment against the Development Plan As noted above, the subject land and proposal is located in the Pastoral Zone of the Council Area (Flinders) Development Plan. In this zone, a telecommunications facility or transmitting station is not listed as either complying or non-complying and is therefore a consent development. The Pastoral Zone is essentially a large rural zone, envisaging grazing and other similar uses as well as wind farms. The limited zone provisions also seek to maintain the character of the zone. The type of infrastructure proposed is encouraged into rural zones generally and as such the zoning is entirely appropriate. The impact of the proposed facility is limited only to that of visual impact, which is already effectively established by the presence of the other communications structures on the land. Although set on a high piece of land the proposed facility will not look out of place close to other similar infrastructure. Given the positive impacts of the additional service for people passing through the area, particularly tourists, the proposed facility is generally in accordance with the desires of the zone. Further, wind farms, which tend to have much more intrusive structures, are envisaged and encouraged into the zone, even in more prominent locations. The proposed facility has been sited on a part of the land not used for grazing purposes. The development of the facility will not jeopardise or interfere with the continuing use of the subject land or surrounding land for current purposes. More specifically, the proposal will not materially interfere with the stated Objectives for the Pastoral Zone and only occupies a small part of the subject land. As with all Development Plans, greater guidance is given by the Telecommunication Facilities provisions included in the Council-Wide section of the Development Plan. The provisions consist of two Objectives and five Principles of Development Control. With respect to the provisions relating to Telecommunications Facilities, the subject proposal meets the following requirements:

• The facility has been placed within the existing network to better serve the communications needs of the community – in this case the highway, the rail line and the rural surrounds;

• The facility has been placed within what is essentially a rural zone, which is a ‘preferred’ zone in the context of the Development Plan and uses a structure of suitable height to achieve its technical objectives;

• The visual impact of the new facility has been minimised to the extent it can be and the structure is clustered with two existing similar structures, which will minimise any additional visual impact. It is also located several kilometres back from the highway;

• The existing structures have been investigated and are unsuitable due to structural and/or space limitations and there are no other existing structures in the area on which the facility could be co-located and the network objectives for the site met; and

• There are no heritage items, zones or areas affected by the proposal.

Conclusion The proposal at Section 2 Hundred of Handyside will provide new Optus coverage to the surrounding area and ensure reliable delivery of 3G and 4G services including wireless broadband. Having regard to the requirements of the existing network and the provisions of the Development Plan, it is considered the proposal is appropriately located within the Pastoral Zone, has been designed and sited to achieve the desired network objectives whilst minimising the visual impact as much as can reasonably be achieved through the use of a monopole and headframe arrangement. The proposed facility is also adjacent existing, similar infrastructure which will assist in minimising any additional visual impact created, and is well set back from the highway. Importantly, its location and design will not have any material impact on the continuing use of the subject land, surrounding land or the achievement of the Objective and Principles of the Pastoral Zone. The facility is located in a zoning category clearly identified by both the State and the Development Plan as appropriate for such a facility. The proposal represents an orderly placement and development of what is now an essential piece of modern infrastructure. In short, being able to locate such a facility within a remote, rural area is an outcome that is desirable, both from a planning perspective and in terms of community expectations for the siting of such facilities. Accordingly, I consider the subject proposal warrants Development Plan consent. This report provides a summary of Calculated RF EME Levels around the wireless base station

Introduction

The purpose of this report is to provide calculations of EME levels from the existing facilities at the site and any proposed additional facilities.

This report provides a summary of levels of radiofrequency (RF) electromagnetic energy (EME) around the wireless base station at 2252 Eyre Hwy LINCOLN GAP SA 5710. These levels have been calculated by Huawei using methodology developed by the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA).

The maximum EME level calculated for the proposed systems at this site is 0.17% of the public exposure limit.

The ARPANSA Standard

ARPANSA, an Australian Government agency in the Health and Ageing portfolio, has established a Radiation Protection Standard specifying limits for general public exposure to RF transmissions at frequencies used by wireless base stations. The Australian Communications and Media Authority (ACMA) mandates the exposure limits of the ARPANSA Standard.

How the EME is calculated in this report

The procedure used for these calculations is documented in the ARPANSA Technical Report ―Radio Frequency EME Exposure Levels - Prediction Methodologies‖ which is available at http://www.arpansa.gov.au.

RF EME values are calculated at 1.5m above ground at various distances from the base station, assuming level ground.

The estimate is based on worst-case scenario, including:

wireless base station transmitters for mobile and broadband data operating at maximum power

simultaneous telephone calls and data transmission

an unobstructed line of sight view to the antennas.

In practice, exposures are usually lower because:

the presence of buildings, trees and other features of the environment reduces signal strength

the base station automatically adjusts transmit power to the minimum required.

Maximum EME levels are estimated in 360° circular bands out to 500m from the base station.

These levels are cumulative and take into account emissions from all wireless base station antennas at this site. The EME levels are presented in three different units:

volts per metre (V/m) – the electric field component of the RF wave

milliwatts per square metre (mW/m²) – the power density (or rate of flow of RF energy per unit area)

percentage (%) of the ARPANSA Standard public exposure limit (the public exposure limit = 100%).

Results

The maximum EME level calculated for the proposed systems at this site is 1.6 V/m; equivalent to 6.82 mW/m² or 0.17% of the public exposure limit.

The calculated EME levels in this report have been expressed as percentages of the ARPANSA RF Standard and this table shows the actual RF EME limits used for the frequency bands available. At frequencies below 2000 MHz the limits vary across the band and the limit has been determined at the Assessment Frequency indicated. The four exposure limit figures quoted are equivalent values expressed in different units – volts per metre (V/m), watts per square metre (W/m²), microwatts per square centimetre (µ W/cm²) and milliwatts per square metre (mW/m²).
