SAFRAN Objectives (1)
Assist and guide development of safety assessment
for decommissioning, pre-disposal WM (disposal …
?) using internationally agreed methodologies
(SADRWMS, DeSa, ASAM)
Administer all data required (facilities, actitivities,
waste, operations), their time dependency and
interdependency
Perform assessments (normal operation, accidents)
with support by built-in calculation tools
SAFRAN Objectives (2)
Ensure the consistency of data, scenarios,
assessments
Assist the use of SA results to establish OLC‘s, OP‘s,
assess site factors etc.
Assist the communication during the development of
SA and between operator and regulator
Main Functions of SAFRAN (1)
To define facilities for storing or processing
radioactive waste and facilities to be
decommissioned including their design features
To define waste streams including all relevant
radiological and non-radiological properties and their
changes through the waste management activities
To define relevant requirements from the regulatory
framework (criteria, endpoints, other requirements)
To perform safety assessments for all steps of pre-
disposal waste management and decommissioning
activities
Main Functions of SAFRAN (2)
To perform calculations for quantitative analysis
To report the decision path and documenting the
safety assessment justification
To trace changes in the safety assessment and of
review comments to facilitate the development and
review of safety assessments
To support the use of safety assessment results in

TINT Test Case (1)
The Chatuchak waste processing and waste storage
facilities in Bangkok have been chosen as a test
case for the SAFRAN software
Work on the test case was performed between
January and November 2009
Overall goal:
Using SAFRAN, perform a complete safety
assessment for the complete set of facilities and
activities at the TINT site

Work steps:
Defining the assessment context for the safety
assessment
Providing a description of the site, facilities and of
all relevant activities the safety assessment needs
to address
Defining waste streams and provide data
(inventories, throughput rates, activity
concentration etc.) required for the quantitative
assessments

Key elements of the regulatory framework were
entered into SAFRAN
In-depth analysis of the waste management
activities to identify the hazards which arise in
normal operation conditions or which could arise
as a result of anticipated operational occurrences
or accidents
A first screening of the hazards resulting in
excluding PIE’s in general if the respective hazard
was not relevant for the test case site

Development of a complete set of scenarios
Screening of specific scenarios was performed
based on qualitative assessments of the likelihood
and possible impacts
Analysis of the remaining scenarios qualitatively
to identify those for which quantitative
assessments are needed
