Bray Pump Stormwater Storage Tank

A new 5000m3 storm water storage facility near to Bray Pumping Station, a 900mm diameter storm water transfer main and a 600mm nominal diameter (5.6km long) foul transfer main to Shanganagh wilt be provided by others under Contract 2.

The Contractor shall provide all MEICA ptant and equipment for the new storm water storage tank as part of this Contract, including

lntedace with the 900mm nominal diameter stormwater transfer main. Pipework valves. Penstocks and actuators. Resuspension pumps. Stormwater return pumps. Odour control. Ffow rnonitorlng. Access equlpment and faciliiies, including any lifting arrangements. Plpework including interface pipework and werflow connection to the return flow system.

The resuspension pumps shall ensure that settled solids are mixed wlth the stored stormwater prior to return to Bray Pumping Station.

The stormwater shall be returned to the Bray Pumping Statlon when the inlet conditions allow. Flows shall return via a submersible pumping station at the outlet from the Stopwater Storage Tank to allow the tank to be drained to the Corke Abbey sewer via a 750mm diameter stormwater return/ overflow -pipe. The control system shall allow the stormwater to be emptied at a rate of 90 Us, equivalent to 8 hours constant flow, should the downstream conditions permit. Outy and standby pumps shalt be provided.

The odour control unit shall be a dry chemical scrubber incorporating activated carbon or other appropriate adsorption media. It shall be capable of treating all air displaced by the introductlon of stormwater flows to the storage tank. The stormwater storage tank has been subject to Part 8 of the Planning and Development Regulations 2001 and the Contractor shall comply with the general arrangement, lead dimensions and elevations shown on the planning drawings included in Volume 4 af these documents. Emissions from the OCU shall comply with Sectlon 2.2.8 of this Volume.

Actuated penstocks shall be utilised to ensure that individual cells of the Bray Water Storm Water Tank are emptied and returned to the pumping station in sequence.

Shanganagh WWTW

The design of the inlet pumping station shall be such that the flows passed on to downstream units are balanced to prevent peak flows affecting performance.

In the event that the outfall pumping station plant is retained, the Contractor shall be responsible for refurbishing, modifying or upgrading this equipment and associated plant and infrastructure such that its design life, retiability and efficiency is equal to that of any new plant and complies with current regulations.

Odour Control

The Contractor shall consider in his mechanical and hydraulk design the fundamental requirement of avoiding odour nuisance during the operation and maintenance of the Wastewater Treatment Works. Cascading wastewater or sludge shall be eliminated, or where unavoidable, shall be contained and odour controlled with full treatment of ventilated air. Where maintenance activities are such that there is a potential for odour release, units shatl include double containment. Self-cleansing sumps and chambers shall be incorporated in the design and facilkies for hosing down shall be provided at each point of potential spillage.

Requirements for odour control are set out in Sections 2.2 and 2.4 of this Volume.

Lfftlng Plant

The Contractor shall be responsible for the provision and certaicatlon of all mechanical lifting mechanisms used at the Wastewater Treatment Plant, Bray Pumping Station and Bray Stormwater Storage Tank.

The Contractor shall, as part of his inspection of Bray Pumping Station, review the existing liftlng arrangement for plant items and make any necessary modifications.

The Contractor shall ensure that all lifting mechanisms are arranged as to allow a direct vertical lift for all plant and equipment items that require lifting gear.

Tanks and Silos

Sludge storage tanks shall be designed for a rninlrnum capacity of 1 day at peak production rate. This in addition to operational storage for mixing and process.

Sludge tanks shall Incorporate a pumped mixing system, with the mixing pump and discharge pumps located outside the tank and pmvlding sufficient energy to prevent settlement and to homogenise the stored sludge, without excessive turbulence.

All sludge tanks shall be cwared and vented through an appropriate odour treatment facility and provided wlth drain/ degritting facilities, guard valves and a means of measurement of the contents.

Silos shall incorporate an agitation device to facilitate removal of their contents and ensure that bridging of the material does not occur.

Hazardous Area Classiflcation

The selection and installation of equipment in a potentially explosive atmosphere (as deflned in S.I. No. 258 of 2003) shall comply with the requirements of S.1. No. 83 of I 999 Equipment and Protective Systems tntended for Use in Potentially Explosive Atmospheres. The equipment shall carry all necessary Ex, CE and ATEX markings and shall be accompanied by the relevant certification for inclusion in the Explosion Protection Document (EPR) and Safety file. The Employer has prepared EPDs for both the Existing Works. These include an Appendix of compliance works and are included in Volume 7.

Energy Recovery

The Works shall, where practicable, be designed to recover, recycle and/ OF reprocess by-product energy sources arising from the operation of the Treatment Works.

Consideration shall be given to total thermal process cycles and the opportunities for the re-use of recovered thermal energy across the Works.

If the Contractor specifies the use of digesters within his design, then CHP units shall be provided for efficient operation and to produce electrical energy to power or supplement the electricity requirements of the Wastewater Treatment Works.

Excess electricity generated from a CHP process shall be exported as 'green energy' to the electricity network. An interface shall be provided under the Contract to allow for this facility. The flaring of excess biogas should only occur under abnormal emergency situations or during maintenance works, so that the bio-gas energy usage is maxfmised.

Heat produced as a by-product from CHP engines shall be efficiently re-used to supplement other thermal processes at the Wastewater Treatment Works.

Weather Station

The Contractor shall install, at a suitable location on the Shanganagh W W W site, a weather station capable of continuously monitorlng and recording.

Signals from the weather station shall be transmitted for recording on the Work's SCADA system.

Electrical Power Supply and System Design

The electrical power supply at the existing wastewater treatment works is understood to be a three phase 400V, 600 kVA supply provided by the €33. It is understood that infrastructure limitations restrict a further suppty capacity increase, up to a maximum capacity of 1100kVA at 400V from the ESB until December 2008. Any further supply capacity increase above 1 lOOkVA is anticipated to be available from the ESB following the reinforcement of the ESB MV electrical infrastructure, programmed for completion December 2008.

The electrical power supply at Bray Pumplng Station is understood to be a three phase 400V, 500 kVA supply provided by the ESB.

It should be noted that ESB overhead distributlon cables cross the existlng wastewater treatment works site. As part of the design requirements for the Works, the Contractor may requlre the relocation of the existing overhead electrical power distribution cables to suit his design and access requirements.

The Contractor shall be responsible for carrying out surveys of any existing assets and determining the required electrical capacity of the Bray Pumping Statlon, the Bray Storm Water Storage Tank and Shanganagh Treatment Works and for the preparation of an application to the ESB (Electtical Supply Board) for a revision to the electrical supply capacity if deemed necessary by the Contractor. It is envisaged that the Contractor may need to arrange for the following:-

a} an increase in the electrical supply capacity to the existing Bray Pumping Station,

b) a new electrical supply for the Bray Stormwater Storage Tank,

c) a new electrical supply for the Shanganagh WWTW, and

d) the relocation of overhead electrlcal power distribution cables at the existing wastewater treatment works.

e) temporary construction site electrical supplies

The Contractor shall advise the ESB within four months from Contract Award of any proposals intended for a formal request for an alteration to the electrical supply capacity of the Works. It shall be the Contractor's responslbillty to ensure that any revlsion to the electrical supply capacity for the Works does not impede completion of the Design-Build Works.

It is anticipated that alterations to the ES8 electrical infrastructure will have a long lead time. The Contractor shall be responsible for the alteratlon of these services and shall provide the ES8 with early notification of the electrical service alteration to enable the ESB to plan their work activities in advance af the Design-Build Works requirements.

The provision of electrical power required by the Contractor during the construction of the Design-Build Works shall be the Contractor's responsibility. The Contractor shall advise the ESB of his requirements for temporary sewlcces and site construction services in advance of site commencement activities.

The Contractor shall be responsible for the complete electrical power system design and development and all protection system grading and testing for each of the sites.

This shall include the provision of an ES8 MV substatlon on the site of the WWTW at Shanganagh. Oetails and specification for ESB MV substation are included in Volume 4.

2.6.3.9 The Contractor shall provide switchgear, transformers, motor control centres, distribution switchboards and the appropriate protection systems in accordance with current electrical engineering legislation and harmonised standards.

2.6.3.10 The Contractor shall design the electrical power distribution system to match the ratings and load duties af the prucess plant and auxiliary systems provided as part of these Works.

2.6.3.1 1 The Employer has entered into preliminary discussions with the ESB in respect of the revised requirements at Bray PS, Bray Stormwater Tank and Shanganagh W W W . The provisional load schedules are Included in Volume 4. The ES8 have advised that they will not be able to deal with different tender options. Therefore the Employer has estimated the infrastructure costs and these have been included as a Provisianal Sum in Volume IO, Sectlon 16.0. The Contractor shall prepare similar schedules based an the proposed Works design to accompany the revised applications for supply and shall in association with the Employer's Representative agree the particular requirements of the Works with the ESB. Payment for the infrastructure costs will be in accordance with the Contract.

2.6.3.12 The Contractor shall provide all the necessary works for the integratlon of new and existing MICA plant and equipment at the Bray Pumping Station. The pumping station electrical infrastructure shall be modified and upgraded as part of these works.

i 2.8.3.13 The Contractor shall provide an appropriate level of automatic emergency on-site

standby power generation to support essential service requlrements and critlcal process @ant in the event of a loss of the ESB supply at the WWTW and Bray Pumping Station sites,

2.6.3.14 The Contractor shall pay all costs relating to the diversion and supply of ESB Infrastructure for the Works and include for the same in the Schedule of Payments for the Oesign-Build Wwhs.

2.6.5 Co-ordf na tion

2.6.5.1 The Contractor shall ensure that the design of the Works power system protection is fully co-ordinated. The Contractor shall also ensure that co-cwdination is provided with the ESB power system and shall provide the ES8 with power system protection interface data, and any additional protection plant facilities required by the ESB.

2.6.6 Power System Energy Meterlng I Interface Substation

2.6.6.1 The Contractor shall provide appropriate electrlcal power supply metering facilities at the ESB interface substation and at each primary load centre of the Works. The facilities shall include, but not limited to, current transformers and voltage transformers, 1 1 OV secondary circuits together with multi-function energy meters providing kWh, kVArh, kW, kVA, maximum demand functions and for generation monitoring and Import /export recording facilities. Full visual local displays, analogue outputs and volt-free digltal signal facilities fw remote SCADA monitoring and recording purposes are required from each metering unit.

2.6.7 Plant Hatlngs

2.6.7.1 All electrical plant, whether specified for indoor or outdoor mounting, shall be suitably rated for continuous operation at the maximum specified duty load, and at an ambient temperature not less than the maximum site amblent temperature conditions.

2.6.7.2 Where plant is installed in buildings subject to internal heat pain due to plant power losses, the plant shall be rated for maximum output and continuous operation at the maximum permitted internal ambient temperature. The maximum per itted ambient

Power Factor Correction

In order to comply with the electrical power supply authority (ESB) requirements, the electrical power system for the works shall be designed to operate at a minimum power factor lagging at all load conditions as agreed between the Contractor and the ES8.

Switchgear Plant General

All electrical switchgear and control gear shall be suitably protected from exposure to H2S through, construction, containment, ventilation and location with due regards being made to the provision of filtered cooling systems for the electrical plant and equipment when the electrical equipment is enclosed.

Cable Segregation

2.6.10.1 Power systems that operate at different voltages shall be run in separate cables as shall control, protection and instrumentation systems.

2.6.10.2 Adequate segregation shall be maintained between all power, ICA and control cables.

Cabling Withln Buildings

In all locations of the Works affected by wastewater effluent, H2S or chemicals creating a chemically corrosive condition, cable tray systems shall be suitably selected to resist the long term corrosive actions associated with these conditions without deterioration.

Containment systems shall be selected suitable for internal building applications given due regard to their location and aesthetic requiremenls.

External Cabling

In all locations of the works affected by proximity to seawater, wastewater effluent, H2S or chemicals creating a chemically corrosive conditlan, cable tray systems shall be suitably selected to resist the long term cormsive actions associated with these conditions without any deterioration.

Cable containment systems shall be used for all cables not otherwise ducted.

Earthlng

General Requlrements

The syst8m shall be designed to comply with current legislative engineering standards:

a) Under normal and abnormal electrical operating conditions, there shall be no danger to persons in any place to which they have access.

\ b) fhe maximum current from any point of fault shall be conducted back to the

electricity system neutral without giving rise to dangerous potential gradients either in the ground or between pieces of apparatus or a person who could be in simultaneous contact.

c) The passage of fault current shall not resun in any thermal or mechanical damage to the electrical system or associated plant items.

Earth Electrode Systems

Each electrode system shall be designed to achieve a soil contact resistance not greater than 0.7m and In compliance with legislative engineering standards.

Each earth electrode system shall be connected to a bolted earth link assembly with removable test links.

Impressed earth voltages from the electrified railway system may be present. The Works electrical earthing system shal be designed to prevent a voltage gradient rise from these impressed voltages.

Standby Electrkal Power Generallon

The standby generation facilities at the WWTW and Bray Pumping Station shall be capable of automatic self-maintained operation under mains failure and mains restoration conditions. Automatic synchronisation and protection facilities shall enable paralleting with the ES8 supply.

Bulldlng and Slte Servlces

The minimum building and site senrice that are to be provided by the Contractor shall include.

a) Distribution boards, conduit and wiring providing a complete and adequate electrkal services installation far all of the Design-Build Works' buildings and service areas.

* Interior lighting for all plant rooms and associated buildings. Small power socket outlets and heating services for each plant room and associated buildings. External lighting for each building structure. Ventflation for each building.

c) Site Services comprising: -

Area f ld l iht lng. Access lighting. Portable site de-watering pump outlet sockets for the main treatment plant and structures.

b) Building Services comprising:-

Site roadway lighting in compliance wlth IEC598.

d) Portable extra low voltage equipment. e) Intruder Alarm(s). f) Site Surveillance CCTV. g) Secure access security system. h) Fire detection and Alarm System. i) Gas Detection and Alarm System. j) Radio Paging System.

Lighting Design

Illumination levels to which the lighting installation shall be designed are to be in accordance with the MElCA Standards set out in these documents. The Contractor shall ensure that all external lighting is suitably designed to minimise and limit spill !lght interference to adjacent properties.

The Contractor shall note the requirements of the certification of the EIS by An Bord Pleanala relating to site lighting.

Emergency Llghdng

Emergency lighting shall be provided for all areas of the Works and shall comprise exit and escape route luminaries to facilitate the safe evacuation of personnel from all buildings and structures in the event of power failure.

Telephone System

The Contractor shall supply a complete telephone system for the Works to enable landline communication within all buildings, control rooms and plant moms of the Wastewater Treatment Works and Bray Pumping Station.

PLC Control System

A distributed PLC system shall be installed at the Wastewater Treatment Works, Bray Pumping Station and the Bray Stormwater Storage Tank utilising a robust communication network. The local PLC system shall monitor the operatlon and autonomously carry out interactive control functions between the plant and instalbtlons within its sphere of operation. Any process safety or plant critical alarmshrips or controls shall be hardwired beben plant installations.

The PLCs shall communicate with each other and with the SCADA system master stations and have a facility for Industry standard serial and ethernet network communication interfaces to control centres and intelligent electronic devices. If a fieldbus system is employed it shall conform to 8s EN 61 158:2004

PLCs shall be from one manufacturer and of a common model type. Where existing retained plant or proprietary equipment utilises a different tvpe of PLC to that proposed by the Contractor, or where equipment or instrumentation bas no local PLC, then the Contractor shall make a value engineered decision on how best the different control systems shall communicate. This may involve remote I D and fteldbus options.

Associated with each PLC shall be a graphical human machine interface (HMI] panel. This panel shall facilitate the control of local plant by pmvidlng displays of plant and process status and allowing set-point changes.

Under abnormal operating conditions, or a control system failure, each plant installation shall be capable of being switched to manual control from local control panels and associated motor contraf and plant switchboards.

The PLC system shall be capable of expansion, in terms of hardware and software configuration, in order to incorporate future planned expansion to the Works without the requirement to update software or replace operating licences.

The Contractor shall provide all PLC proprietary software and application specific software and licenses. All PLC software shall be developed within the IEC61131-3 environment.

If the control system performs a safety-related function then that system shall comply with the relevant sections of 6s EN 81508 and IEC 6151 1.

At Bray Pumping Station there exists no PLC system. Control is predominantly through ultrasonic controllers and other relay logic. The Contractor shall upgrade all systems to meet the reliability, control and monitoring requirements of this specification.

SCADA

The Contractor shall design and install a SCAOA package that affords continuous real- time monitoring, control and data acquisition of all plant associated with Shanganagh Wastewater Treatment Works. It shall further provide a compatible monitoring facility of Bray Pumping Station and Bray Storm Water Tank.

At Bray Pumping Station the existing telemetry system also acts as a SCADA system. This system shall be modified or replaced to accommodate the changes arising from the upgrading of the station.

The SCADA system shall employ a modern and robust operating system with a stable, well-proven SCADA software package with significant Installed base and future expansion capability. The cumputers shall be to the latest Internationally known industry standard. me computer hardware shall be suitable for industrial environmental applications. i

The SCADA system shall be capable of expansion, in terms of hardware and software configuration, in order to incorporate future planned expansion to the Works without the requirement to update software or replace operating licences.

The SCADA system shall employ an easily extended system bus or other mechanism to allow future expansion.

The SCADA system shall be located In a dedicated control room. One SCADA station, with 'view only' capabijity shall be provided for the exclusive use of the Employer at County Hall, Dun Laoghalrs and one SCADA station with dynamic view only capability shall be provided in the Employer's Engineers office at the WWTW. The Employer shall require a facility to configure trends and examine and print mimic displays, trends, alarms and reports. An A3 colour printer and consumables shall be provided for the Employer's use only, to print hard copies of this information.

Remote access facilities inclusive of all hardware (laptop PC), soflware and licences shall be provided to enable the Employer to remotely access the SCADA system.

The local PLC systems shall pass all the plant information to the SCADA system master station. The SCAOA system master station shall not directly control the plant, but shall have the ability to select modes of operation, i.e. duty rotation of pumps, when the plant is under automatic control of the local PLC system.

Where more than one SCADA station is employed, the Contractor shall ensure that all databases are synchronised. Failure of any SCADA equipment shall not affect the automatic control of the Works.

Telern etry

The Contractor shall install a telemetry outstation($) and shall configure it io allow serial interfacing with the Works PLC system and with the Employer's telemetry system by use of any necessary comrnunlcation protocol conversion.

The outstation shall be connected into the Employer's telemetry system. The system provided by the Contractor shall be sufficiently flexible to communicate with any future change to the Employer's system with protocol conversion changes only.

The Contractor shall providB all telemetry equipment. PWSCADA interface equipment, data communication networks, dedicated land-lines, radio communication links or microwave links, modems, software programmes, software configuration, operating licences and operational costs for the complete installation.

All instrumentation installed into potentially explosive atmospheres (as defined in S. 1. No. 258 of 2003) shall comply with the requirements of SI. No. 83/1999 Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres. The instrumentation shall carry JI necessary Ex, CE and ATEX markings and shall be accompanied by the relevant certification.

The Contractor shall provide sufficient monitoring instrumentation as required for the effective operatlon of the Wastewater Treatment Works, Bray Pumping Staflon and the Bray Storm Water Tank.

Instrumentation used for the continuous monitoring of flow and odorous discharges as part of the Contract schedule of payments shall be auditable a5 part of the MIS proceeding.

The associated instrumentation controllers and transmitters shall be located in the local ICA panel except where field mounted controllers are necessary for commissioning and subsequent safe operation of the plant.

Flow instrumentation shall be installed to measure, where relevant, the following Wows, as a minimum:

The Contractor shall determine the method of flow measuremant. The installed accuracy of flow measurement shall allow the Works performance requirements to be confidently assessed. Where electrornagnetlc flowmeters are employed the expected installed accuracy is to be better than 4-1.W. Where flumes arid ukrasonic sensors are employed the installed accuracy shalt be better than +/-8% (of total daily volume). Flows measured for charging purposes shall be +/-0.1%.

Electromagnetic flowmeter installations shall conform to the manufacturers recommendations and meet the requirements of 6s EN IS0 681 7:1997 as a minimum. Note that special installation methods are necessary where cathodic protection is employed for the Works.

2.7.6.9 Open channel flow measurement technlques shall comply with 8s 3680.

2.7.6.10 The Contractor shall design and install gas detection systems in areas of the Works where potentially explosive and toxic atmospheres may exist. The detectors shall conform to the relevant sections of BS EN 61 779:ZOOO.

2.7.7 Cabllng and Earthing

2.7.7.1 The Contractor shall supply, install, terminate, test, commission and identify all instrumentation and control systems cabling and earthing including the removal of redundant cabling, earthing systems and control equipment.

Civil and Bulldfng Deslgn Requlrementil

General

The Contractor's design shell fully take info account the requirements of the certified Environmental Impact Statement, with its modifications, including visual impact and effects on the local environment. An area south of the existlng site boundary has been acquired for provision to extend the site and temporarily facilitate the Contractor's works compound for the duration of the construction period. The Contractor shall select forms, shapes, mass, colaurs and materials that are sympathetic and complimentary to the location. The Contractor shall take into account the importance of distant views of the Site as well as close up views from neighbouring housing estates. The Contractor shall adapt an environmentally friendly approach to his design and hls selection and use of materials. A good standard of architectural and landscape design is required and outline requirements are contained in the following sections of this document.

The Contractor shall include for all aspects of the temporary and permanent design and construction of the civil engineering and building works required for the complete Works. This must include for the erection, installation, operation and maintenance of all the mechanical and electrical process and control plant comprising the Wastewater Treatment Works and the associated Sludge Treatment Plant. It must also include for the associated buildings and infrastructure required for the operation and

administration of the Wastewater Treatment Works. The permanent design shall also allow for the introduction of effluent for treatment from the Bray catchment. This flow will be delivered to Shanganagh via a newly constructed transfer pipeline to be constructed by another contractor under Contract 2 of the overall scheme. The route of the transfer pipeline is shown on Drawing 827/01/c101 and plans and longitudinal sections are provided in Volume 4 of these documents

2.8.1.3 The layout of the Treatment Works shall be such that all operation and maintenance activities are carried out safely and that provision is made for appropriate vehicle access where this may be required. No less that 1.2m shall be allowed between buildings, structures and the perimeter fences. The main items of work to be expected are:

a) Earthworks, which may include but not be limited to :

i) Excavation for temporary and permanent works and associated dewaterlng and temporary supports.

11) Planning and management of all excavations in conjunction with an earthworks balance for the Works.

ill) Retention and reuse on-site or disposal off-site in accordance with alr relevant regulations.

iv) Piling or other foundations to structures. v) Demolition of existing concrete structures including any piles, retaining walls,

culverts, pipes, pavements and other obstructions on the site of the Works which are not required.

Na public vehicle access shall be allowed beyond the traffic control barrier. The eastern boundary of the site will remain a means of public access to the coastline and the Contractor shall not store any materials or vehicles outside of the designated site boundary that may hinder public access. On completion of the Contract the Contractor shall replace the security fencing with a permanent boundary wall and fence as outlined in the EIS and In accordance with the architectural and landscaping requirements set out in Sectlon 2.8.12 and 2.8.13 of this volume.

Accesg to the New Wastewater Treatment Works

2.8.2.1 Access shall be provided to all operational heas of the Wastewater Treatment Works. Conventional, fully kerbed, concrete paved roads with an enclosed drainage system shall be used for the main access road on the Wastewater Treatment Works and in other areas of high usage or heavy loading. Alternative methods of construction may be used to minimise lifetime costs of mad8 where lower usage makes this appropriate.

The types of vehicles to be used now and in the future should be assessed with consideration given to the following:

Administration and supervision traffic. Deliveries - chemicals, consumable, diesel, etc. Removal of waste products - screenings, grit, and biosolids. Sludge tankers, delivering or collecting. The Contractor shall provide a safe means of access to all parts of the Site for construction equipment and personnel. The Contractor shall be responsible for obtaining any associated consents. approvals, permits and licences.

Certified Environmental Impact Statement

An Environmental impact Statement (€E) was published in April 2001 and certified by An Bord Pleanala in October 2001.

The Contractor shall comply with the requirements of the EIS as well as the Employer's Requirements for the Design-Build Works.

A copy of the EIS is included in Volume 7.

Site lnvestlgatlon

Earthworks and Foundatlons Design

The Employer has arranged for geotechnical investigations of the Wastewater Treatment Works Site. These investigations include exploratory boreholes, trial pits, in- situ tests and laboratory tests. The location of the boreholes and the results of the investigation are presented in Volume 4 of these documents.

While the information is glven in the Ground Investigation Factual Report, any record drawing and the recorded construction details are believed to have been recorded with all reasonable care and diligence, the Contractor's attention is drawn to Clauso 4.9 of the Conditions of Contract. The Employer Is not in a position to guarantee that the information provided in VolurneM of these dOCUmentS will satisfy the full requirements

., of the specific designs of the Conpactor. The information contained in Volume 4 and drawings is intended to supplement the information to be obtained by the Contractor as required below and does not in any way relieve the Contractor of his obligation to obtain his own informatlon regarding details of the Site.

The Contractor shall examine the Ground Investigation Factual Report and other data, make his own Interpretation of the results and shall arrange and carry out any additional investigations that may be necessary to obtain design parameters for geotechnical calculations and design of the foundations to all structures, building, roadways, footpaths and hard standing areas.

The Employer has arranged to keep the site investigation Contract open during the Tender period and the Employer, at the request of the Contractor, will exceed to any reasonable request from the Contractor for further investigations and testing and will arrange the same. In addition the Contractor may carry out investigations of his own subject to agreement with the,Ernployer.

The calculations shall take into consideration the worst conditians that may occur during construction and the life of the Works. Design calculations shall be made in accordance with the following British Standard and relevant Codes of Practice, or equivalent:

Bulldings

General Architectural Oesign

The design life of the permanent works shall not be less than 40 years in the case of all buildings and concrete structures. All non-concrete tanks arid building elements and finishes shall have a minimum of 10 years residual design life at the end of the Opwatlon and Maint8nanCe Works. All other plant shall have a residual design life of a minimum of five years at the end of the Operation and Maintenance Works.

The Buildings must be deslgned and constructed to be fully in accordance with the Building Regulations I997 to 2002.

The shape, form and height of all buildings shall be sympathetic to the Site and conform to the requlrements of the Environmental Impact Statement as certified in October 2001.

The height and bulk of buildings and structures may be subordinated to the landscape, or atternathely be treated as a landmark feature, depending on the overall design, but the views from variobs points shall be kept in mind at alt times, whichever approach is u s d . #

The Contractor shall allow for flexibility and extendibility to suit future extensions to the Works and re-arrangements and changes to working conditions.

All materials and workmanship shall comply with Volume 8 of the documents.

Amh~tectural Design

The brief for architectural design is developed to give the Contractor the fkxibility to determine his design philosophy within a clear and unambiguous set of parameters.

Site Planning

i) Cluster zoning may be used as a mass reducing technique but excessive density should be avoided. Spaces between buildlngs should relate to a 360degree viewing potential.

Courtyard planning may be used but care should be taken in considering the rhythm of varying heights when viewed from outside the site. Radial or random scattered planning should be avoided.

In lower short span buildings load bearing masonry or equivalent structure is acceptable. In larger, tatler buildings, steel or concrete frame can be considered provided they are not exposed to the elements. In this instance the chosen weather skin should be completely external to the frame with proper detailing to permit the differential movement between structure and skin.

Building Mass

i) The proportion of the height to plan slre of all buildings should be carefully considered in order to ensure that the desired overall built form articulated in Buildlng Form below is to be achieved. Normal de-massing techniques should be considered when horizontal layering of berm, plinth, setvice zone and roof. These wilt if properly articulated or detailed, have the desired effect of reducing the building mass. This mainly applies to the taller buildings such as the inlet works and outfall pumping station.

i) The acceptable building heights vary across the site. A grid of the site is included in Figure A3 of this volume showing maximum acceptable building heights at various locations on the Shanganagh WWW site.

Materials

In principle, all materials should be chosen with majntenance free longevity In mind. There is a strong preference for natural material in all external envelope cladding to all structures. Stone, slate, stainless steel, cast aluminium should be considered as acceptable. Synthetlc material such as exposed concrete, man-made fibrous cement cladding systems, coloured renders, all plastics and gafvanised steel should be avoided. All detailing must be carried out with great care to protect against staining both on vertical, horizontal and sloped surfaces. Great care must be taken in detailing all junctions between different forms, diff went material and horizontal and vertical surfaces to ensure against moisture ingress. Please note the extreme exposure of site and its seaboard location.

All materials chosen for the external envelopes must be capable of being cleaned in the event of a graffiti attack. No porous finishes are acceptable.

Finishes to all buildings shall provMe a high quality appearance. be durable, with good weathering and low maintenance. The choice of alt exposed materials and finishes shall take account of the exposure of the Site and any structures on it, to the sea, and safine wind conditions and the possible sff ects of pollutants.

2.8.6.2 All cladding, facings, textures and colours shafl be complimentary to the building shapes and the Site. The performance of cladding, plus window and door elements, shall be to suit severe exposure grading in relation to air and rain percolation. The Contractor shall use colour to define andlor reduce the visual Impact as far as possible. The Contractor shall provide dacurnentaq evldence and insured guarantees in relation to materials, elements and fittings. Proven and well-tried materials are preferred. Weatherproof details shall not be dependent only on mastic pointing.

2.8.6.3 Raw, fairfaced in-situ concrete shall not be acceptable except in limited areas as an external finish. Pre-cast concrete may be used externally dependhg on the finish, and the way it is used. Faidaced blockwork shall be dense concrete masonry lype. Faidaced brickwork shall be subject to documentation and tests in relation to water absorption and resistance to saline wetting. Colour clad steel sheeting shall be subject to guarantees by the Installer particularly where sheets are cut or perforated. Manufacturer, type and grade must be described in the outline specificalion. Stainless steel shall be descrlbed and guaranteed for suitability for intended use. Aluminium sheets, extrusions and fitting shall also be described and guaranteed for the intended use. Mill finish aluminium will not be accepted.

Roofing materials will require a guarantee of 25 years. Colaur coatings and paints shall be suitable tor the exposure and site conditions. Estimated life span, backed by evidence and performance test certificates will be required.

Windows shall be of materials and coatings suitable for the intended use and exposure. Assemblies must be designed for severe exposure grading. Test certificates will be requested. Opening lights and sashes shall be easily operational, with remote controls fitted as may be necessary. Open windows must resist closure by the wind. All relevant standards and codes of practice must he complied with Including glazing. Solar control blinds as and where necessary will be acceptable.

External doors must be fitted with safety devices to avoid operation by the wind. Pedestrian doors will, if hinged, require anti-slam hydraulic limiters on door closures. Large doors such as for vehicles must not be of hinged type but must be power operated roller shutter or slMing doors, whether up and over or slide aside. All gear, track and fittings shall be of robust design and easily malntained.

Externat steel is required to be galvanised or similarly protected.

Exposed pipework shall be treated as an integral part of the design and treated in form, shape, position and colour wlth that in mind.

The U values adopted shall as a minimum be those included In the Building Regulation 1997 to 2002.

Building Form

The building forms selected should be mitigated by the inltial concept response to all the above. This should be provided within the Tender submission.

It is acceptable to intrduce elements of verticality into any concept to act as a visual connector or link between horizontal planes.

Buildings should be ground hugglng to accentuate their horizoniality and the conneetlon and articulation of planes should be clearly defined by detail, material and colour.

The form, texture and reflectivity should reflect the forms and colours of a seasonally changing background. The &uildings should meld with their backgrounds and not impose themselves on them.

As the majority of buildings will have an absence of fenestration to act as a normal scaling device, alternative methods of design should be considered to maintain the alt- important human scale.

As it is the nature of these buildings to be heavily serviced, a large requirement for inlet and exhaust grills is prominent.

All grills, flues etc. must be carefully designed to integrate them with the overall design and form of the buildings,

AdmlnlstratlonlControl Building

The Contractor shall provide a control building of sufficient size and fitted out in such a way that the Contractar can complete his duties under the Employer's Requirements for the Operation and Maintenance of the Woks.

Access shall be provided for visitors with reduced mobility via lift and/or ramps. Appropriate emergency egress shall be provided for all visitars.

The offices must be designed to at least satisfy the minimum requirements of all current legislation retating to the welfare, health and safety provisions applicable to the working environment. The offices shall be carpeted and decorated throughout and equipped with new, modern furniture and fittings appropriate to the users.

Ceilings in the administration and control buildings shall be plastered and painted. All laboratory, shower, toilet arid locker room areas shall have ceramic wall tiles and anti- skid ceramic floor tiles. Heavy-duty flexible washable masonry paint is to be applied to fair faced blockwork with chemical resistance in appropriate areas.

The following facilities shall be provided:

a) €ntrance hall with draught lobby. b) Reception desk with store close by.

c) Static display area wlth display panels, models, photographs and history. d] SCADNcontrol room. The main control room shall provide for the main control

console, the SCADA system, the plant mimic and the equipment control panels. The location and orientation of the control room shall be such as to provide a view of the entire treatment works through suitable glazing.

e) The Contractor's Plant manager's office. f) General office 15rn*.

g) Canteenkitchen area. The canteen shall be equipped to modern standards with cooking, eating, refrigeration and washing facilities including a sink unit.

h) Meeting room. A meeting room with a table and twelve chairs shall be provided. The room shall have a floor area of not less than 20m2. The room shall be provided with a projector suitable for use with a computer and a display board.

i) Changing rooms. Separate male/female changing rooms shall be provided. Each will be equipped with showers, toilets and wash hand basin. Lockers and furnishings shall also be provided.

j) Employer's Representative's office of at least 1 5mZ.

, The Contractor shall provide within the buildings at the Site a laboratory for his use for analyses during the Pedomance Testing, commissioning and operation and maintenance programmes as specified in Section 4 of this volume and Volume 10 of these documents respectively. The Employer shall have access to this laboratory but it is not envisaged that the Employer will carry out analyses in this laboratory. Accreditation of the laboratory, according to the requirements of Irish Law and the National Accreditation Board (NAB), will be required within the initial twelve months of the Operation and Maintenance Works and will be the responsibility of the Contractor.

The laboratory shall be fully equipp6d with all the glassware, chemicals, reagents and apparatus necessary to carry out regularly and reliably all the analyses and testing required for the OperatIan and Malntenance of the Works as described in the Employer's Requirements. Sufficient spares of all equipment shall be kept in stock to ensure that at no time shall the programme of sampling and analysis fail to be fully carried out. Appropriate reliable equipment for automatic analyses should be provided. A suitable fume cupboard and alr mnditioninglextractiun system shall be provided to avoid maloflours within the laboratory and to comply with Heath and Safety Standards.

Laboratory design will be based upon the requirement to sample at the locations

Work surfaces should &e impenrious and resistant to acids and 'alkalis. The floor should be coved to ensure that spilt chemicals do not accumulate at the edges. The floors, walls and ceilings should be impervious and resistant to acids and alkalis. The Contractor shall submit to the Ernployer's Representatlve a detailed laboratory layout that shall meet the requirements of accreditation for all the specified analyses.

The properties of an ideal working surtace include :

A secure storage area for chemicals and equipment will be required. This wilt also incfude a facility for gas bottles. There will also be a requirement for a cold store for sample holding and a constant temperature facility for BOD determinations.

2.8.9.14 The Contractor shall provide all furnishing and equipment for the Employer’s Representatke in accordance with a schedule to be agreed with the Employer’s Representative. Payments for furnishing and equipment wilt be made from the Provisional Sum Included in the Contract.

Process Bulldlngs

The Contractor shall provide a suitable workshop for plant maintenance which shall be fully equipped in a suitable manner so that all Plant items and vehicles can be provided with planned rnalntenance requirements on the Site. Any vehlcle garaging and storage requirements shall also be provided on the Site.

2.8.10.2 Buildings shall be sited and fitted out to allow for comfortable and safe access to all mechanical and electrical equipment for operation, maintenance and removal purposes.

2.8.10.3 AH floors shall be treated with protective nan-slip coatings suitable for normal and emergency operating conditions. Floors in areas where routine washing is to be carded out shall have appropriate falls to surface drains. Walls and ceilings shall be provided with protectlve finishes suitable for normal operating conditions.

2.8.12 Site Infrastructure

2.8.12.1 Site Roads and Footpaths

2.8.12.1.1 Site roads and footpaths shall be concrete.

2.8.12.1.2 The Contractor shall provide at the treatment works, parking spaces for a minimum 1 2 vehicles and a single coach. Adequate provision shall be made for turnlng of vehicles within the site and parking shall be as close as practical to the administration and control buildings.

2.8.12.2 Slte Lighting

2.8.12.2.1 The Contractor shalf provide site lighting to roads, car parking and all process areas in accordance with the general requirement of BS5489 Part 1, Part 2 and Part 8 and the ClBSE Code for Interior Lighting and Lighting guide for the Industrial Environment. The design shall provide for an average 15-lux, rnlnimurn 5 lux and overall uniformity of 20% around buildings and work areas. Design of lighting to site roads shall provide an average 10 lux, minimum 3 lux. In addition, security lighting shal be provided to meet basic security requirements.

2.8.12.2 Lighting shall be installed at tow level and shall be designed to minimise its impact on the adjacent housing estates as required in the certified Environmentat Impact Statement by An 6ord Pleanala included in Volume 7 of these documents.

Sits Fendng

All areas of sites shal be completely enclosed with fencing to prevent unauthorised access. Permanent security fencing a minimum of 2.4m high shall be erected around the Site boundary and shall fully comply with the requirements of the EIS. A granite faced boundary wall is to be constructed along the southern and part of the eastern boundary. Leinster granite shall be used throughout, and the gatedsupports, security lighting and signage shall be well cansidered and the overall appearance should achieve the civic irnpartance that the development deserves.

Security fencing shall be appropriate to the hostile salt-laden environment and shall be complete with supports and concrete foundation.

The site boundary fencing at the Existing Works shall be of an equivalent standard ta that required for the' Design 6uM Works and shall he upgraded or replaced as necessary.

Gates shall match the fencing in appearance and shall &e of the same construction. The security of the gates shall be equivakmt to the security of fencing provided. The gates for the treatment works site shall have a minlmum clear opening width of 6m.

The Contractor shall be rasponsible for the design and Installatian of the permanent fencing including setting out and erection. The fencing shall be erected in straight lines with the tops of posts following the profile of the ground. The Contractor shall erect five (5) control samples of all of the fenclng for agreement with the Employer's Representative. This shall be programmed such that the find erection of fencing is completed prior to the commencement of the Tests cp Completion.

Public Ulllty and Other Servlces I

The Contractor shall provide all necessary reasonable access to the Site and across the area available for construction purposes for the representatives of the Public Utilities to execute their wurk where required, and shall permit such work to proceed without unreasonable obstruction or delay.

The Contractor shall promptly inform the Employer's Representative in writing of all arrangements he makes with representatives of !he Public Utilities. He shal provide the Employer's Representativer with copies of all correspondetice between himself and the Public Utilities, shall give the frnployer's Representative adequate notice of all meetings he has with their representatives so that the Employer's Representative may attend and shdl pravide the Employer's Representative with copies of all minutes of meetings held.

The Contractor shall take all practicable steps to avoid damage to services andlor appafatus owned by the Public Utilfties. He shall give the Empfoyer's Representative at Least three days notice of his intention to undertake work involving the exposure of such services and apparatus.

A11 services shown to be affected by the Works shall be exposed by hand excavation prior to any machine excavation being undertaken and shall be programmed sufficiently in advance of construction work to allow public utility diversion where necessary.

Permanent Power

The Contractor shall bo responsible for arranging and paying for a permanent power supply to the Works in accordance with the Works design. The Contractor shall also be responsible for arranging and paying for upgrading of the existing power supplies at the existing treatment works if required.

The Contractor shall include for the cost of the transfonerlswitchroom buildings and all switchgear where required. The buildings and swltchgear layout and specification shall fully comply with the requirements of the ESB. The Contractor shall make the application for such supplies in his own name. Typical ESB substation layout drawings, for guidance only, are contained in Volume 4.

The Contractor shall be liable for all electricity charges from the take over of the Existing Works until the end of the per id of the Operation and Maintenance Works.

Refer to Section 4.5.1 of this Volume for ESB constraints.

Water and Washwatw

The Contractor shdl be responsible for providing a suitable supply of washwater for operation of the Works and cleaning of the Works as required for the new wastewater treatment plants.

The Contractor shall be responsible for ensuring that the existing water supply at the existing wastewater treatment plant is sufficient for operation and cleaning of mechanical plant equipment including q y additional equipment which shall be provided. Where an Upgraded water supply is required, the Contractor shall be responsible tor provision of the upgraded water supply.

Where a new mains suppfy is being installed or where the amount of washwater required is to be increased, a break tank with 8 minimum of 2 hours storage capacity at maximum potable water use shall be provided. A water meter 3hdl be installed at each of the sites and the Contractor shall be charged by the locaf authority for potable water usage. For the new wastewater treatment plant, a water meter shall be installed prior to the mmrnisslaning of the plant.

The Contractor shall be liable for all water charges from the take over of the Existing Works until the end of the Operation and Maintenance Perlod.

Malns Gas

The Contractor shall be responsible for arranging and paying for a mains gas supply to the Works in accordance with the Works design. The Contractor shall also be responsible for arranging and paying for upgrading of the existing gas supplies to the existlng treatment works as part of the Contract includlng the provision of a meter chamber fully compliant with the requirements of Bord Gais.

2.8.18 Demolltlon and Protection of Works

2.8.18.1 General

2.8.18.1 . I The demolition works to be carried out under thts Contract on the Site for constructing the Design-Bulld Works may comprise of concrete structures, buildings, roads, paths and services.

2.8.18.1.2 Details of the buildings and structures to be demolished by the Contractor shall be ascertained during the Design-Build Works and shall be reviewed by the Employer's Representative. The Contractor shall make the necessary allowance in his Contract programme for the demolition works.

2.8.18.1.3 No demolition of any existlng building or structure shall be carried out until the methodology for demolition has been reviewed by the Employer's Representative.

2.8.18.1.4 The demolition carried out shall include the foundations unless accepted otherwise by the Employer's Representative.

2.8.18.2 Dlsposal of Demolition Materlals

2.8.18.2.1 All materials arising from the demolition and clearance of the buildings, structures and other objects mentioned above shall be recovered and re-used or disposed of ofl-site, provided that the disposal complies with all relevant regulations.

' 2.8.18.2.2 There may be asbestos insulatlon in the buildings at the Existing Works. Removal of this material from the Site and its subsequent dlsposal shall be the responsibility of the Con tractor. \

2.8.18.3 Rellllng and Ffnbhlng

2.8.18.3.1 All voids shall be refilled wlth soil compacted to the same density as the surrounding soil and the surface shall be finished to the existing ground level and to the satisfaction of the Employer's Representative.

2.8.18.4 Perm!sslon

2.8.18.4.1 The Contractor shall apply in writing to the Employer's Representative seeking acceptance to hi5 dans to demolish existing buildings and structures. The application shall be accompanied with a demolition programme.

2.8.18.4.2 No demolition shall take place before obtaining the Employer's Representative's acceptance and the area has been provided with all necessary relevant temporary works andlor diversions which have been either requested or authorised by the E mpfo yer's Representative.

Redundant Structures not used In the Design-Bulld Works 2.8.18.5

2.8.18.5.1 The redundant structures not required as part of the proposed treatment units shall be demolished as part of the Design-Build Works and shalt include the cleaning and backfilling of the redundant structures. This particularly applies lo tanks, sumps and chambers, which may contain waste material. It should be noted that a conduit through the Site will -be required to maintain an outlet for stormwater flow during the Design- Build Works.

2.8.18.6 Protectlon of Exlstlng Structures

2.8.18.6.1 Care should be takan to avoid damage to the boundary wall to the rear of the houses in Shangansgh Cliffs Housing Estate. Should damage occur, the walls shall be reconstructed in keeping with the original, at the Contractor’s cost.

2.8.18.6.2 The existing Palisade fencing denoting the proflle of the railway embankment shall be kept in place at all times. Should damage occur, the fence shall be reconstructed in keeping with the original, at the Contractor’s cost.

Contract 1 and Contract 2 Interfaces

The Contractor shall make connections at predefined interfaces with Contract 2.

Contract 2 includes the provision of 600mm and 900mrn nominal diameter foul and storm rising mains and the construction of a new stonwater storage tank near to Bray P u rn pi ng Statlon . The interfaces betwe n Contract 1 and Contract 2 are shown on the drawings provided in Volume 4 of these !I ocurnents and are described below.

The extent of the temporary working area required for Contract 2 construction and temporary access at Bray Pumping Station is shown on the drawings in Volume 4. The Contractor shall provide unlimited access to the contractor for Contract 2 to this area at all times

On completion of the connettkm at Bray Pumping Station between Contract 1 and Contract 2 the Contractor shall permanently hand back part of the site as shown on the drawings in Volume 4 to the Employer to facilitate construction of a pedestrian/ cycle lane and bridge across the Dargle as pad of new development. Bray Pumplng Statlon Interfaces

The Contract 2 contractor will construct a valve chamber within the Bray Pumping Station site boundary and will terminate the 600mrn and 900mm nominal diameter rising mains at isolation valves within the valve chamber to form the Southern Termination Point. The Contractor shall connect his foul and stormwater transfer pipework from Bray Pumping Station to PN16 ductile iron flanges at the fore mentioned isolation valves.

The Contract 2 contractor will provide air valve chambers on the foul transfer rising main and will provide vertical tees and PNf6 blank flanges for the connectlon of air valves. The Contactor shall determine the size and type of the air valves as a result of his surge analysis on the rising main and supply and install the air valves as part of this Contract.

The Contractor shall retest and commission the main OR completion of the interface connections and installation of the air valves.

Bray Stormwater Storage Tank Interfaces

The Contract 2 contractor will construct the Bray Stormwater Storage Tank structure and the associated stormwater return pumping station, the stormwater transfer plpework and connections from Bray Pumping Station, the gravity sewers, manholes, flowmeter chamber, ductwork and plinths for the odour control unit and control kiosk.

The Cbntract 2 Contractor will test all water retaining structures, manholes, ducts, gravity sewers and pressure pipework in accordance with the Specification including in Volume 4.

The Contractor shall supply.and instalj all of the MElCA plant and equipment to complete the) installatlon at Bray Pumping Station within the structures provided under Contract 2, including the stormwater return pumping station, the stormwater return flowmeter chamber, the storm tank, the penstock chamber and the odour control and control panel installation, including all site cabling in the ducts provided by the Contract 2 contractor.

The Contractor will be responsible for all civil works required to accommodate the installation of MWEICA plant and equipment in the structures built under Contract 2.

Contract 1 end Contract 2 Llalson

It is envisaged that a high level liaison relating to interfacing programming and working arrangements between Contract 1 and Contract 2 will be required and the Contractor shall cooperate fully with the Contractor for Contract 2 and attend all meetings as requested by the Employer's Representative.

CONSTRUCTION DOCUMENTATION FOR REVIEW

Introduction

The Construction Oocuments shall be submitted for the review of the Employer’s Representative In accordance with Sub-Clause 5.2 of the Conditions of Contract and with the Constructton Docurnentation Review Procedures detailed below. The Construction Docurnentatlon Review Procedures sets out the requirements of the Employer for the preparation and submission of the Construction Documents relating to the design, constructlon and operatton and maintenance of the Works.

The Contractor shall employ the designer(s) proposed with the Tender and approved by the Employer’s Representative. All designs shall be certified by the Contractor and his designer(s) before subrnlssion to the fmployets Representative for review.

The Construction Documentation Review Procedures shall be divided into two stages, namely the submission and review of Design Principles packages and Construction Packages.

The terms defined below shall have the meanings assigned to them:

“Construction Documentation R8VieW Procedure“ shall mean the procedure of preparlng and submitting the Construction Documents and component parts For review.

“Design Principles Package- shall mean a package of documents setting out the principle concepts and arrangements to be used in the construction of the Works and manufacture of Plant and Materials for the Works including such calculations and other data required to support the proposed designs that are to be included in the Works.

*Construction Package” shall mean a package of documents including certified drawings, specifications, schedules or calculations from subcontractors and suppliers and other data required to fully describe the proposed Works.

”Statement of No Objection“ shall mean the Employer’s Representative‘s statement Indicating that there are no adverse comments regarding the submitted package of Construction Documents.

“Design Manual” shall mean the manual, to be prepared and submitted as part of the Construction Package, which sets out design concept and details.

“As-Built” shall mean the records and drawings of the Permanent Works as constructed, required to show their full extent and details.

“Operation and Maintenance Manuals” shall mean the instructions and procedures requird for the correct operation and maintenance of the Works, plant and equipment.

Construction Documentatlon Review Procedures

The Contractor shall appoint competent designers to undertake the fufl design of ail parts of the Oesign-Build Works and Operation and Maintenance Works where applicable. The designers shall exercise due skill and care expected of professionally qualified designers experienced in work of a similar nature to the scope of the Works. The designers shall be the designers proposed by the Contractor in his Tender for the Contract, unless otherwise approved by the Employer's Representative.

The design shall comply wlth proven up-to-date good practice and be to the highest standards available at the time of Tender. The Design-Build W o k when completed shall comply in all respects with the Employer's Requirements as approved by the designer and for which a Statement of No Objection has been issued by the Employer's Representative. No materials which are generally known to be deleterious, or othedse not in accordance with prevailing good engineering practice, are to be incorporated into the Design-Build Works. The design must take into account the intended construction, Installation and manufacturing methods as well as the operation and maintenance of the Works.

3.2.3 The design shall comply with the requirements of tho Employer as set out in Sections 2.0 and shall be subject to the Quality Assurance requirements of Section 3.8 of this volume.

3.2.4 Followlng receipt of each Design Prlnciples Package and Construction Package, which will not be accepted by the Employer prior to commencement of the Contract, the Employer's Representative will issue, within the relevant periods set out in the programme to be provided under Section 3.3 of this volume-or as may be otherwise agreed, either;

a) a Statement of No Objection, or b) a statement in accordance with Section 5.2 of the Conditions of Contract indicating

which elements fail to comply with the Employer's Requirements; of P,) a statement Indicating that the contents of the package are in error or are

insufficiently detailed or clear lo enable an adquate review.

3.2.5 If the Employer's Representative considers that revisions to a package are appropriate but that such revisions are of minor design significance, the Employer's Representative may issue a Notice of No Objection *except as noted" and shall be subject to an appended schedule of comments identifying the relevant revisions. The Contractor shall cause such revisions to be made in accordance with such comments but shall not be obliged lo re-submit such Package solely on account of such revisions.

Where statements are issued as outlined In Section 3.2.4 b) or c), the Contractor shall immediately address and rectify such matters, and resubmit the items in their entirely. Any delays arising from such procedures shall be the responsibility of the Contractor. Statements issued in accordance with Section 3.2.4 b) or c) or comment raised under Section 3.2.5 shall not under any circumstances canstitute an Employer's Variation.

The issue of a Statement or Notice of No Objection in relalion to any submission of a Package shall be entirely without prejudice to the review of subsequent submissions and shall not bind or fetter the Employer's Representative in any manner whatsoever when deciding whether or nor to raise objectians in relation to any subsequent submission of a Package.

Programme of Works

Following commencement of the Contract, the Contractor shall submit a Programme of Works, in accordance with Sub-clause 4.14 of the Conditions of Contract, demonstrating compliance with the tendered proposals indicating clearly the strateglc milestones, critical path, periods for Construction Documentation Review, periods for delivery and erection from Contract award. The Contractor shall make due allowance for working simultaneously with and taking over information from the Employer's stafl and other contractors and agents employed by the Employer.

Construction Document Programme

The Contractor shall prepare a programme which shall set out fully the Contractor's anticipattxl programme for the preparation, submission and review of the Design Principles and Construction Packages under Section 3.2.4. The programme shal;

be consistent with the principal features incorporated into the Programme of Works, and show all relevant mllestones and key dates;

be in accordance with the Employer's Requirements;

include the basetine programme;

identify when Construction Documents will be issued for review which shall be not less than 28 days before construction commences:

make adequate allowance for periods of time for review by the Employer's Representative and oiher review bodies according to the volume and complexity of the data presented in each package; I

make adequate allowance for the design and development of specialist works;

include a schedule identifying, describing, crowreferencing and explaining the Design Principles Packages and Construction Packages into which the Contractor intends to divide the Construction Documents;

indicate the appropriate periods of float for at1 of the activities and the critical path;

the up-dated revisions shall indicate progress, delays or advance activities and the effects on the original baseline programme.

The Contractor shall submit the Construction document programme with the Tender and resubmit the programme to the Employer's Representative within twenty-eight days of notification of Contract award. The Contractor shall update the programme at intervals of not more than one month during the execution of the Oesign-Build Works and as necessary during the Operation and Maintenance Period.

The programme shall be subject to the agreement of the Employer's Representative.

Desfgn Prlnclples Packages

During the preparation of the Deslgn Principles, the Contractor shall undertake and complete all site and influent wastewater investigations, surveys and assessment of all plant and materials.

The Design Principles shall be presented to the Employer’s Representative in sections or packages for each significant element of the Design-Buitd Works which can be easily identified and shall set out all the information in a clear and logical manner to facilitate a full appreciation and understanding of the proposals and shall be endorsed by the Contractor’s designer and approved by the Contractor’s Representative as complying with the Employer’s Requirements and suitable for construction.

The procedure of submission of Oesign Principles shall commence immediately upon agreement on the Construction Document Prugramme with the Employer’s Representative in acwrdance with Section 3.4.3 of this Volume.

The Oesign Principles shall inter-alia include the following elements:

Final copies of As-Built drawings and records shall be presented to the Employer's Representaflve in bound volumes and properly indexed and referenced at a point one month prior to the antlclpated date when the Taking-Over Certificate for the Design- 6uiM Works will be issued together with provision for subsequent incorporation of commissioning records and any modifications installed as a result of the commissioning.

3.7.3 As-Built drawings and records shall be subject to the procedures set out in Section 3.8 of this volume.

3.7.4 As soon as he is able to do so, the Contractor shall submit a set of instructions appropriate to the erection, testing, setting to work, Performance Testing, Operation and Maintenance of the whole of the Works required under the Contract. These instructions shall take the form of Draft Manuals which shall be submitted in triplicate to the Employer's Representative.

3.7.5 Prior to issue of the Taking-Over Certificate, the Contractor shall provide a complete inventory and data sheets for each item of plant installed within the Design-Build Works.

Quality Assurance

The Contractor throughout the Contract shall operate an independently accredited Quality Assurance System which shall be in accordance IS EN 1SO 9001 or equivalent. The system procedures shall be demonstrated to control and record an audit of Ihe production of all documents, designs, drawlngs, specifications, record, test certificates and Construction Documents prepared by the Con Wactor.

The Contractor shall clearly demonstrate that the pruposed procedures and programmes are quality assured and how these procedures are audited for the Contract such that;

a) Commercial and technical risks are managed at all stages of projects;

b) Common procedures are established which recognise local differences and Employer's Requ irem en&;

c) Appropriate technical skills are employed and that staff are motivated; and

d) Training and development fs planned to meet their Operational and Maintenance obligations.

The Quality Assurance System shall be designed to control the activities at all stages of the Contract to prevent quality problems and ensure compliance with Contract requirements which shall include; planning and performance monitoring, maintenance of programme and targets, and the timely management of reports and procurement procedures. 1

Document Format and Presentation

Text documents submitted for approval shall be accompanied with electronic copies in Microsoft Offlce format or approved equivalent. All programming shall be undertaken in Open Plan Professional or approved compatible equivalent, as required by the Employer's Representative. All drawings and reinforcement schedules shall be prepared in AutoCAD Release 2000 or compatible equivalent in either a drawing or a DXF format.

A collection of manufacturers' descriptive leaflets, instruction sheets, charts, lists, pamphlets and the llke will not be acceptable In place of the Operation and Maintenance Manual, though they may be accepted as complementary thereto.

The Contractor shall provide and maintain for the duration of the Design-Build Works, for a period of 6 months after the issue of the Taking-Over Certificate or such earlier date as instructed by the Employer's Representative, and to the satisfaction of the Ernployer's Representative for the sole use of the Employer's Representative and his staff, approved offices, fixtures, fittings, equipment and vehicle as specified within these documents. All items specified shall become the property of the Contractor at the end of the Design-Build Works or at a later date instructed by the Employer's Representative.

The accommodation shall be erected, furnished, equipped and serviced before the commencement of the execution of the Design-Bulld Works on the Site, or on an eartier date as directed by the Employer's Representative.

The off ices shall be separate from, but adjacent to,' the Contractor's own accommodation and shoufd be marked with signs showing "Employer's Representative". The final location and layout of the offices shall be agreed with the Employer's Representative.

The following facilities should be provided within the accommodation. All dlmensions quoted are the minimum internal values required.

The accommodation is to be in the form of a one storey temporary building and shall be new or less than one year old, with a maximum of one previous use. The accommodation shall have been newly decorated.

The building should be arranged to insure that all access to the accommodation is via the specifled reception area with the exception of emergency exits.

All rooms shall have adequate ventilation, natural and artificial lighting, including emergency lighting, and heating facilities. All floors shall be finished with heavy-duty linoleum or thermoplastic floor covering material. All doors shall be fitted with locks and sufficient keys provlded, and no spare keys shall be in the possession of anyone

Within the area designated for the accommodatlon, all land shall be covered either by the accommodation or by access tracks, footpaths or hard standings.

The accommodation shall be provided with an adequate and reliable source of electricity. The Contractor shall bear the cost of connection, consumption of electricity and subsequent disconnection of the system. The Contractor should allow for a minimum of one electrfcal socket for each electrical appliance specified. The location of these will be as specifled on site by the Employer's Representative. The fixed electrical installations within all site offices shall be tested prlor to energising of the supply and subsequently possess the necessary certiflcatian for connection to supply. Drains shall be connected to existing sewers, or if this is not practicablelpermissible, an approved cesspit shall be provided, regularly emptied and maintained, and removed on completion of the Design-Build Works. The Contractor shall bear the cost of connection, maintenance and subsequent disconnection, both to be carried out in an approved manner.

The kitchen facility shall be equipped with hot and cold running water, drainage, a sink, 5m2 of work top, 10 high stools, a cupboard, a refrigerator, cooking appliance, a large microwave oven and a large permanent water boiling unit. The Contractor shall ensure that all workmen leave the Site via the designated routes on conclusion of their duties each day.

Co-ordlnatlon of the Works

The Contractor will be required to co-ordinate hls activities with Contract 2 - Stormwater Storage Tank and Transfer Pipeline. The Contractor will on completion of Contract 2, have to Install mechanical and electrical plant into the Stormwater Storage Tank and commission this equipment along with the plant to be installed in the Bray Pumping Station. He wlll also have to provkh and install air valves on the transfer pipeline.

An indicative programme would indicate that the tank and transfer pipeline would be available to facilitate plant installation between month f 2 and month 20 of the Contract programme.

The Contractor will be required to attend meetings with the Contractor for Contract 2 chalred by the Employer's Representative to co-ordinate their programmes and facilitate the transfers of flows from Bray to Shanganagh and the operation of the stormwater storage tank at the earliest possible date.

Odour Control

The Contractor shall co-ordinate his work in such a way to ensure that no treatment or process is brought on stream without the associated odour control plant being available and tested.

Prcrtectfon of the Envlronment

The Contractor shall ensure that construction activities are carried out in such a manner as to protect the environment. Reference shall be made to the certified EIS included in Volume 7 of the documents for specific requirements.

Construction activities shall be carried out such as to rninlrnise the risk of pollution incidents. Where a pollution incident occurs, the Contractor shall notify the Employer's Representative and the Environmental Protection Agency as soon as possible.

The Contractor shall ensure that throughout the period of the Design-Build Works that all effluent is discharged through the tong sea outfall and that the level of preliminary treatment is at no stage less than that at the existing works. In partlcular, screenings shall be macerated or removed and grit shalt be removed prior to discharge. No flows

The Contractor is responsible for the removal and muse I disposal of screening, grit and sludge arising during the period 01 the Design-Build Works. The Contractor shall ensure that these arisings are conditioned and treated in such a manner that they do not pose a threat to the environment. Where disposal is to landfill it shall be to a licensed landfill site. Sludge disposed of on agricultural land shall be treated to comply with Class A sludge in accordance with Section 2.2.5 of thls Volume and be disposed of through facilities which have a nutrlent management plan in place.

The removal and re-use I disposal of screenings, grit and sludge arising will be subject to periodic auditing by the Employer. Where failure of the standard set out in Volume 11 of these documents occurs, the Contractor shalt identify the reason for the fallure and propose measures to prevent future failure. If the reason for failing to meet the standard is due to actions by the Contractor then the required measures to prevent future failures shalf be carried out at the Contractor's expense.

The Contractor shall minimise the emission of rnalodours during the Design-Build Works. The atmospherk hydrogen sulphide concentration at any site boundary shown on Drawing 827/01/002 shall not exceed the level set out in Section 2.2.6.8.

The Contractor shall comply with the noise, dust, vibration and traffic constraints set out in Section 4.5 of this volume.

Site Workfng Area CImlts

The Contractor shall confine himself to the working areas and access ways designated within these documents.

General Facilltles, Temporary Bulldings and Contractor's Equipment

The Contractor shall provide suitable workshops, storage, messing, washing and toilet accommodation and all general facilities necessary for the works and in accordance with the latest legislation.

Before the erection of any temporary site buildings the Contractor shall notify the Employer's Representative of the size, type, location and drainage arrangements thereof and other services.

The Contractor shall submit a drawing showing full detalls of the Work's compounds to the Emplayer's Representative. The drawing shall show the position of all buildings, the location of services and his proposals for dealing with surface water drainage, sewage and lighting. Surface water drainage from the site shall discharge to the Works upstream of the inlet flow measuring devices. No discharge of surface water will be permitted to the adjacent watercourse.

The Contractor shall make, at his own expense, all arrangements for the supply of electricity, water and fuel supplies to his constructional plant, sits offices, workshops and other installations and also fo the Employer's Representative site office. The arrangements shall be notified to the Employer's Representative and the Contractor shall comply with the requirements of all authorities having jurisdiction over such supplies and installations.

Constructfon Personnel Parklng Vehicles

The eontractor shall ensure that his employees or employees of his subcontractors do not park on the roads within the Shanganagh Cliffs, Rathsallagh or Bayview Estates and that they do not utilise the parking spaces to be provided at the Shankilf DART station. The Contractor should refer to the traffic management requirements set out in Section 4.3 of this volume.

Sanitary Conveniences

The Contractor shall provide, maintain and cleanse the required sanitary conveniences for the use of his employees for the duration of the Contract. He shall ensure that his employees make proper use of the conveniences.

Temporary Works

The Contractor shall submit to the Employer‘s Representative for review drawings of Temporary Works, including staging, fencing, formwork and piling etc. at feast 4 weeks prior to such items being erected or brought to the Site. The Employer’s Representative shall retain the right to request further details including calculations and detailed drawings relating to any item of Temporary Works.

Temporary Fencing and Works Compound Relnstatement

The Contractor shall erect temporary fencing to enclose all working areas including the designated dedicated parallel access road on the seaward side of Shanganagh Cliffs estate.

The Contractor shall provide and maintain a temporary plywood hoarding and steel sheeted access gate 2.4m high to all working areas. The plywood hoarding and access gate shall be painted with one prime coat and two coats of gJoss paint to a colour agreed with the Employer’s Representative. Plywood should be marine grade and all timbers should be tanalised. Gate locks and furniture should be galvanised mild steel or better.

The Contractor shall remove all graffiti and bilJ posting immediately and repaint damaged surfaces.

The Contractor shall provide and maintaln 1.2rn hlgh chain-link fencing on both sides of the dedicated site access road. The Contractor shall provide a single pedestrian access across this access road to facilitate pedestrians wishing to cross to the shoreline.

The Contractor shalt install road signage on all approaches to the site access to notify road users and pedestrians of the access and likely plant movements.

Such fencing shall remain in position for the remaining perlod of the execution of the Oesign-Build Works. The Contractor shall remove the works compound on completion of the works. A11 surfaces shall be reinstated to their existing level and tupsoiled to a depth of 200mm to the approval of the Engineer. All stones shall be removed from the topsoil and the final surface shall be suitable for grassing.

Grass seed shall bo sown, fedilised and watered to reinstate the final sudace to the satisfaction of the Employer’s Representative.

Temporary Dwellings

The Contractor shall be responsible for the prevention of temporary dwetlings baing located on the site of the works or works compounds. This shall apply to temporary dwellings for his own workforce, sub-contractors or dwellings belonging to third parties.

Constructional Plant and Equipment

The Contractor shall be solely responsible for making his own arrangements for all the necessary and required Cansttructian Plant and Equipment includlng supply and storage. All itemsare to be in full working order and conform to all relevant Health and S afoty requirements . The Contractor, when requested by the Employer’s Representative shalt provide details about Constructional Plant and Equipment, whkh he intends to use during construction of the Works. These details shalf include information regarding manufacturer’s specification and item history.

Safety of Construdbnal Plant, Equlpment and Temporary Works

The Contractor shall be solely responsible for the safety, d q u a c y and maintenance of alf Constructional Plant, Equipment and Temporary Works. There are coneerns over public safety given the residential nature of the area and the number of school chlldren which commute to school and play in the localiy. The Employer has entered into discussions with local residents groups and assuranms have been given in relation to management of construction traffii.

The Contractor shall design and construct all traffic management measures as set aut on Drawing 82?/ot/006 to 827/01/1)09 inclusive in advance of the commencement of construction on the site of the Wastewater Treatment Works. These works lnclode both temporary measures which Will removed by the Contractor on completion of the Deslgn-Build Works end permanent works that will be taken in charge by Dun Laoghaire Rathdown County Council OR cornpletlon of the Design-Build Works. The Contractor shall maintain all temporary and permanent traffic measures installed for the duration of the Design-Build Works

A temporary access road running parallel to the existing access road shall be constructed within the green area in the Shanganagh Cliffs housing estate. This road shall be designed to take the construction trafflc and shall be paved in bitumen or other appropriate flexible surfacing. The road shall be drained in a proper manner with appropriate falls and cambers with piped systems discharging to watercourses or soakpits. Discharges to watercourses shall pass through an appropriately sized oil interceptor. Prior to construction of the temporary access road the Contractor shall construct the 600mm OD PE SDI7 pipeline beneath the haul road alignment from valve chamber shown on Drawing 827/01/101 to the treatment works. This is the interface location with Contract 2 The Contractor shall also make provision to route this sewer through his works to the proposed discharge paint for the eray flows.

A second temporary access road shall be provided crossing the open space adjacent to the Shankill DART station and linking Corbawn Lane to the Rathsallagh Estate. The road shall be of similar in deslgn and construction to the access road described in Section 4.3.1.3 above. The road must be sufficiently wide to allow for one-way traffic flow of all the construction vehicle types required by the Contractor and a minimum of three passing bays shall be constructed on the route. Both sides of the temporary access shall be fenced with appropriate security fencing with a minimum height of 1.2m. Designated pedestrian crossing points shall be provided at three locations to allow public access across the amenity area. In addition a pedestrian mute between Corbawn Lane and the DART station which currently runs parallel to the proposed temporary mad shall be maintained Appropriate signage directing pedestrians to the crossing points and the DART access shall be provided. All construction traffic including suppliers of materials, plant and equipment shall enter and leave the Site via this access road. The road shalf be for the Work's traffic only and shall not be used by the general public. Appropriate barrier systems shall be erected where the access road joins the Rathsallagh estate road network and where it joins Carbawn Lane. These barriers shall be locked to prevent access after work hours. General

The Contractor’s attention is drawn to the obligations artsing under the relevant Clauses of the Conditions of Contract consequent upon the Safety, Health and Welfare at Work.

The Contractor must comply at all times during the Contract with all relevant Irish Health and Safety legislation. This legislation includes, but Is not restricted to:-

Safety Responsibility

The Contractor shall be solely responsible for the safe conduct of the Works. He shall ensure that all operations are carried out safely and that any person made responsible for the safe conduct of any part of the operations carries out their duties In a proper manner.

The Contractor shalt be responsible for the safety and awareness training of both his personnel and the Employer’s Representative staff.

The Contractor shall ensure that the duties of those who design, manufacture, import or supply articles fa use at work as defined in the Regulations, are fulfilled in respect of the whole DesQn-Build Works.

Unless otherwise stated In writing by the Employer‘s Representative, any information issued by the Employer’s: Representative shall not be assumed by the Contractor to be a design withln the meaning of the Regulations or to relieve the Contractor of his duties and responsibilitlas as defined in the Regulations,

Accident Reporting

All accidents shall be notified to the Employer’s Representative.

Constralnts

ES6 Constraints

It should be noted that ES6 overhead distribution cables cross the existing wastewater treatment works site. It is anticipated that additions and alterations to the ’E!% electrical infrastructure will have a long lead time. The Contractor shall be responsible for the additions and alteratlons of these services and the consequences lo his project programme, and for the hrmal application to the ESB for senrice relocations and the required increases in electrical supply capacity. The Contractor shall provide the ES8 with early notification of the electrical service alteration, (within four months from Contract Award) to enable the ESB to plan their work activities in advance of the Contractor’s Desig n-Build Works requirements.

ESB infrastructure limitations will restrict Shanganagh Works electrical supply capacity increase, to a maximum capacity of llOOkVA at 400V until December 2008. Supply capacity requirements above 1100kVA is anticipated to be available from the ES8 followlng the reinforcement of the ESB MV electrical infrastructure, programmed for completion December 2008.

Noise Constraints

The Contractor shall employ the best practicable means to minimise noise produced by his executlon of the Design-Build Works, and shall comply with all relevant legislation and standards including the requirements of 835228 ‘Noise and Vibration Control on Construction and Open Sites’. All vehicles and mechanical Contractor’s Equipment used in the execution of Design-Build Works shall be fitted with effective exhaust silencers and shall be maintained in good and efficient working order for the duration of the construction period. Machines in intermittent use shall be shut down when not being used or throttled down to a minimum. The Contractor shall remove from the Site any item of plant and equipment which, in the opinion of the Employer’s Representative

Use of Explosives \

The use of explosives by the Contractor shall not be permitted except hith the sanctidn of the Employer's Representative and the express written permission of the responsible authorities. The Cqntractor shall comply wlth all relevant regulations relating to the storage and use thereof in particular the provision of screens for the protection of the public and adjacent property. Dilapidation surveys will be required for all properties within lOOm of the site. The Contractor will be deemed to have allowed for all extra casts and charges arising from any delays occurn'ng due to implementation of regulations arising from his decision to use explosives or the decision by the Employer's Representatlve to forbid the use of explosives and the Employer will not accept any responsibility far such delays.

Advettlsing

The Contractor shall not, without the approval of the Employer's Representative, exhibit or permit to be exhibited any advertisement on the Site, the Works, the Contractor's Equipment or the Temporary Works. All notices at the Site shall be subject to the approval of the Employer's Representative before they are put up.

Works Hours

The Contractor shall be restricted to work the following normal working hours:

Employer's Representative. This permission, if granted, can be withdrawn at any time should the working regulations be breached.

Emergency work includes the replacement of warning Ilghts, signs and other safety items on public roads, the repair of damaged fences and repair of water supplies and other services which have been interrupted.

Dust Emlssions

The Contractor shall keep dust emissions to a minimum (less than 130rn@m31d) above background levels at the site boundary and boundary of the temporary access road. Permanent dust monitors (2 No.) should be located at the site boundaries to monitor mnissions during the Design-Build Works.

In periods of dry weather, the Contractor shaJl use water sprays to ensure that dust does not cause problems for residents in the area.

Vibration

The Contractor shall take all steps necessary to minimise vibration caused by plant machinery used on site. No machine shall be permitted, which uses a system of dropping a heavy weight, whether power assisted or by gravity, for the purpose of breaking up paving foundations. Vibrations shall be monitored by vibrorneter where instructed by the Employer's Representative. Vibrations associated with mechanical plant shall not exceed 2.5rnmls peak particle velocity in any perpendicular direction at the properly boundary.

Traffic Safety and Conttal

All signs erected far trafflc safety and contrd purposes in rural areas shall be manufactured, installed and maintained in accordance with *The Guidelines for Traffic Control at Rural Road Works" published jointly by the County and City Engineer's Association and An Fo Forbartha Teo - June, 1986, or arty subsequent amendment or more specific rqulafbns in a parlicular area as required by the relevant Traffic Authority. In urban areas, the "Guidelines Signposting Road Works in Urban Areas", published by Roads and Traffic Oepartrnent Dublin Corporation, shall apply.

Where construction work is carried on, crossing, parallel or adjacent to an existing traflic roadway, the Contractor shall erect and maintain 3 No. reilectorised metal signs 600mrn x 600 rnm along the verge on both sides of the road crossing. These signs shall state "Major Road Works Ahead", "Heavy Machinery Crossing", and 'Slow". These signs shall, in all cases, be preceded by the relevant statutory diamond shaped sign. The Contractor shall take particular note of any specified traffic control requirements of the Particular Specification and these shall be strictly adhered to.

ALI lamps which are used to delineate roadworks or temporary obstruction shall show a yellow light. All portable traffic signal units shall be of a type approved by the Employer's Representative. The optical performance of all portable traffic cantrol signals sball comply with the requirements for high-density traffic control signals as specified in BS 505. Traffic signals shall require prior approval of the Employer's Representative, Local Authority Traffic Department and the Gardai.

Dealing with Pubfls Complalnts

Dun Laoghaire-Rafhdown County Council have a formalised complaint procedure a copy of which is included in Volume 7 of the documents. The Contractor shall comply with the requirements of this procedure for the duration of the Contract.

The Contractor shall nominate an Assistant Project Manager to interact with the public, the Engineer, Dun Laoghaire-Rathdown County Council and others for the duration of the Contract.

The nominated person shall be restdent on site and have proven communication skills and previous experience of dealing with public concerns on major civil engineering projects.

The nominated person will be required to:

(i) Attend public meetlngs to infarm the public of the purpose and nature for the Works. These meetings may be after working hours.

(ii) Notifying residents in advance of the Works and, in particular, any works of a sensitive nature following consultation with the Engineer's Representative.

(iii) Establish and maintain a complaints register in database format at the site office and inform the Engineer's Representative of complaints received.

(iv) Liaise with the Engineer's Representative, Employer, Utility Organisations, and tha Gardai and all other concerned parties.

(v ) Assist in the preparation of all information sheets and questionnaires relating to the project and arrange their delivery.

(vi) Ensure the timely implementation of the Fngineer's InsTuctions relating to public relations.

Odour z #

During the execution of the Oesign-Build Works, odour emissions from the whole of the works shall not exceed the particular requirements of the EIS.

Where process plant is introduced during the Deign-Build Works all associated odour control Plant shall be operational and maintain the adour emission standards specified in Section 2.

Where the Contractor has to cany out construction works such as cleaning of sewers decommissioning of tanks and other equipment which have a high risk of causing short term odour nuisance, he shall notify the fmployer's Representative in advance of these activities and provide a method statement for the operation which clearly sets out his proposals for mitigating the risk of odour nuisance.

General Constructlon Stage Requirements

Plant Delivery

The Contractor shall be responsible for the safe and satisfactory off-loading and erection of all elements of the plant at the Site. This shall include the provision of all craneage and lifting slings etc. and he shall make available at the site copies of current test and inspection certificates for examination.

Erectlon and Liftlng Tackle

The Contractor shall include for all skilled and unskilled labour for unloading on the Site, storage erection, setting to work, testing of the equipment, together with all lifting gear, scaffolding and any other Contractor's Equlpment necessary for the satisfactory and safe erection of the complete installation.

Protectlon Agalnst Damaga

The Contractor shall take all necessary precautions to avoid causing any unwarranted damage to roads, lands, properties. trees and other features and, during the currency of the Contract, shall deal promptly with any complaints by owners or occupiers.

Where any portion of the Works is close to, across or under any existing apparatus of Public Utitjties or other parties, the Contractor shall temporarily support and work round, under or adjacent to all apparatus in a manner deslgned to avoid damage, leakage or danger and to ensure uninterrupted operation.

Should any leakages or damage be discovered, the Contractor shalt at once notify the Employer's Representative and the Statutory Authority or owner concerned, and the Contractor shall afford every facility for the repair or replacement of the apparatus affected.

Laboratory Facilities

The Contractor shdl be responsible for providing or sourcing certified local laboratory facilities capable of testing of materials. Resul of all tests shall be supplied to the Employer's Representatbe when &quested a 3 the laboratory, its equipment, all samples and records shall be open to inspection by the Ernployer's Representatlve during normal working hours.

Clearing of the Slte and Slte Cleanllness

The Contractor shall ensure as far as is reasonably practicable that all aspects of his operation are conducted with a standard of cleanliness and tidiness appropriate to the work involved and the Contractor's Equipment used.

The Contractor shall, at his own expense during the progress of the work, clear up his own arisings and rubbish to the satisfaction of the Employer's AepresentaWe.

On completion of site tests, the Contractor shall remove from the Site all surplus materials supplied by him and ensure that the Site is left tidy to the satisfaction of the Employer's Representative.

Portable Electrical Equlpment

All hand-held portable tools must operate to a voltage not exceeding I10 volts AC and the source of .the voltage must be centre-tapped earth. This does not apply to domestic cleaners etc. and to Glass 2 domestic appliances, and approved test equipment.

All hand lamps must operate at a voltage not exceeding 50 volts AC between conductors and fed from a circuit which is isolated from the supply mains and from earth by means such as an isolating transformer.

Before any new portable electric tool is put into service, it must be examined, tested and certified safe for use by the Contractor. This includes any equipment that may be hired by the Contrat;tor from a specialised tool hire company. Where portable electric tools remain on site far an extended period, they must be inspected on each occasion before use, and they must be tested and marked accordingly at no more than three monthly intervals.

Prior notice shall be given of the intention to use transportabfe equipment on supplies exceeding 110 Volt5 and the use of such equipment shall be at the discretion of the Employer’s Representative. Only trained electrical personnel shall install temporary generators for supplying fixedliernporary installatlons.

Electrical welding equipmect shall not be connected to the Site electricity supply and the Contractor shall provide all of the necessary portable generating equipment as may be required to carry out such electrical welding for the Design-Build Works.

ElectricaMCA Test Equlpment

All test equipment used by the Contractor at the Site to test the EfectricaVlCA work shall comply with the provislons of the ETCl Regulations and should be accompanied by validated certificates of calibration.

Topographic and Site Surveys

The Contractor Is required to verify all drawings provided as part of the tender documents for their accuracy. Where deemed necessary the Contractor shall carry out additional topographic and level surveys of the Site and the Existing Works prior to the work commencing and sfpall supply the results complete with drawings to the Employer’s Representative prior to work commencing.

Facllltfer for Inspection by the Employer’s Representa#ttive

The Contractor shall at all times provide the Employer’s Representative adequate and necessary assistance in the execution of his dutles in checking measurements and levels, carrying out tests and other duties for this purpose. To this end experienced personnel shall be available on request to assist the Employer‘s Representative. The Contractor shall also provide the Employer’s Representative with safe access to any location requiring checking measurements or inspection. If deemed necessary by the Employer’s Representative, work in the relevant areas shall be suspended and pfant, materials and Contractor’s Equipment moved as required to facilitate checking.

The Contractor shall provide and maintain on Site permanent setting out marks and benchmarks the form and positions of which shall be notified to the Employer’s Representative.

Protection Agalnst Inclement Weathet

The Contractor shal protect the whole of the Design-Build Works from damage by inclement or cold weather and if necessary from seawater and wave damage resulting from inclement weather.

43.11 Storage of Plant and Materlab

4.5.ft.l The Contractor shall provide adequate and suitable storage for Plant and Materials to be incorporated into the Design-Build Works and proper protection for the same against the weather.

4.5.1 1.2 The Contractor shall be responsible for the proper accounting, store keeping, care and control of all plant and materials and for ensuring that the recommendatlons of plant and materials manufacturers as to storage and use are complied with.

4.5.1 1.3 Proper records of receipts and issues of plant and materials shall be kept and shall be available for the inspection of the Employer’s Representative at any time.

4.5.12 Photographs

4.5.12.1 Photographs showing the progress of the works shall k taken by a professional photographer every month from positions to be agreed with the Employers Representative.

4.5.12.2 The Contractor shall arrange for such progress photographs to be taken at the Design- Build Works as the Employer’s Representative may from time to time require. All such arrangements shall be to the approval of the Employer’s Representative.

4.5.tZ.3 One proof print of each photograph taken shall be furnished to the Employer’s Representative at the site without delay. Each proof shall bear the negative reference number. The Employer’s Representative shall select from the proofs those photographs which are required for printing. Two mounted copies of each selected photograph 5ha4 be furnished wlthout delay to the Employer‘s Representative. Each photograph shall be prduced gn paper 295rnm x 210mm overall and shall have an enlarged border 16mm wide along the bottom for titling purposes.

4.5.12.4 As soon as practicable after the completion of the Design-Build Works, the Contractor shall take such photographs as the Employer’s Representative may dlrect and shall supply to the Employer’s Representative two sets of suitably mounted copies, full plate size.

4.5.12.5 The negatives of all survey, progress and completed photographs shall be the property of the Employer and shall be handed to the Employer‘s Representative on completion of the Deslgn-Build Works. The copyright of the photographs shall remain wlth the Employer.

Flre Precautions

All work performed by the Contractor that is likely to give rise to flre hazards, such as the use of naked flames in enclosed or restricted areas, shall be carried out in such a way as to ensure the safety and protection of the Design-Build Works and of all personnel and property.

4.5.13.2 Where it Is necessary to use any naked flames or welding equipment and while combustible materials are being used, adequate protection shall be provided to all other adjacent materials and personnel. Suitable fire extinguishers shall be readily available at the positions where such work is proceeding.

Work In Public Roads

The Contractor shall obtain permission from the Local Authority before commencing work In public roads and pay all statutory fees required. He shall provide such traffic control warning notices, lighting and fencing as may be required by the Gardai or Local Authority. In all cases, unless the road is closed by special order, free passage for all vehlcular traffic and pedestrlans along such roads shall be maintained together with vehicular and pedestrian access to all properties fronting such roads along with any other demands made by the relevant authorities.

Damage to Roads

The Contractor shall be responsible for repair of all damage to existing roads caused by his own or his sub-contractor’s or supplier’s transport to and from the Site.

Cleanliness on Slte and Haulage Routes

The Contractor shall take every precaution to prevent dirt and mud or ofher material being dropped or spread by traffic from or associated with the Works on publlc roads. Particular anention shall be paid to the loading of lorries carrying bulk materials to the Site or spoillrnateriak from the Site to ensure that these are not overloaded, nor loaded in such a way that spillage occurs. Any dirt or mud adhering to the tyres or chassis of any vehicle shall be thoroughly cleaned off before the vehicle is permitted to leave the Site. In the case of delivery to the Site, vehicles shall be thoroughly cleaned before they leave the point of collection. The Contractor shall also be responsible for the vehicles of his subcontractors and suppliers.

Whllg the intent ofithis sectlon is to prevent the spilling and spreading of dirt and mud and other materials ,on roadways, nevertheless the Contractor shall also clean the roadwiys of any such dirt, mud and other materials as may be spilled or spread by trafflc travelling to or from the Site in connection with the execution of the Design-Build Works whether such traffic is the Contractor‘s or his Subcontractor’s or his supplier’s. This will include the frequent use of mechanical mad sweepers.

Any cleaning work shall be carried out during hours which will reduce interference with public traffic to a minimum. The Contractor shall be required to maintain a high standard of cleanliness on the haulage routes notwithstanding any road cleaning operations of the Employer or his Agents.

If in the oplnion of the Employer‘s Representative the Contractor fails to keep roads clean the Employer’s Representative may arrange for such cleaning to be carried out by the Employer and the cost shall be deducted from monies due to the Contractor.

Permanent Watchman

The Contractor shall provide a permanent watchman to oversee safety and security of the works outside normal working hours and including weekends and bank holidays.

Report records shall be kept including the times when safety and security Is breached. The reports shall be submitted to the Employer’s Representative on a weekly basis.

Public Ralatlonr & Publicity

The Contractor shall not allow visitors to the Works, photography of the Works or make press or media releases or any statement relating to the Works or any other matter arising from the contract without the written authorisation of the Employer's Representative.

The Employer will be retaining a specialised public relations firm to handle all such matters.

The Contractor shall not undertake or allow any bill posting of any kind upon the Works without the written consent of the hployer's Representative.

Progress Reporta and Meetlngs

The Contractor shall provide a written report at monthly intervals on the progress of the Works. These reports shall comply with Clause 4.15 of the Conditions of Contract.

The Contractor andlor his Representative shall attend monthly progress meetings convened by the Employer's Representative. In addition, the Contractor shall attend any co-ordination meetings that may be convened by the Employer to review progress or to provide any information to him on the programming of the Works.

The Contractor shal attend all liaison meetings required with the Contractor for Contract 2.

The Contractor shall attend all meetings required to inform the public and deal with public cdrnplaints as required under Section 4.5.9.

TESTING ,AND TAKING OVER OF THE WORKS

General Requirements

The requirements for acceptance in this Contract are to satisfy the Employer that the Works are complete, have been constructed, tested, demonstrated to work and that the performance of the Works meets the Employer's Requirements, specifications and the guarantees provided by the Contractor, It should be noted that the Employer's staff will not operate the Works unless by default of the Contractor. The Works' operational personnel shall be supplied by the Contractor during the Design-Build. Performance Testing and the Operation and Maintenance periods of the Contract.

The specific requirements far testing during the Oesgn-Build period, Performance Testing period, Process Acceptance and the Tests on Completion are detailed in Volume 6 of these documents.

Acceptance by the Employer will require completion of training and submission of Construction Documentation including Operatlng and Maintenance Manuals, Health and Safety Files and the inclusion of Explosion Protection documents, calculations, financial model and drawings, one set of which will be retained by the Employer for his record purposes.

The Contractor shall demonstrate to the satisfaction of the Employer's Representative that:

the Works is capable of producing the requlred standard of final effluent and that the sludge product, screenings, grit, odour, noise and waste products (including FOG) meet the Employer's Requirements; the Works complies fully with the specifications, with the Tender submission and the Contractor's Performance Guarantees, including any changes agreed with Employer; and all plant and materials are suitable for their Intended purposes.

The Contractor shall be responsible for the continued operation and maintenance of any process unit(s) and plant set to work prior to the commencement of the Tests on Completion, after their introduction.

The Contractor shall provide schedules for the introduction of process unit(s) and plant, testing and Tests on Completion at Bray Pumping Station, the Bray Stormwater Storage Tank and Shanganagh WWTW. The schedules shall be included on the Programme of Works.

The Works shall comply with the Environmental Standards specified in terms of odour, noise and visual appearance during the entire period of Construction, testlng, setting to work, Performance Testing and Operation and Maintenance.

All items of plant, equipment and materials shall be tested to demonstrate that they operate in accordance with the information provided by the Contractor in the Functional Design Specificatlon (FDS) when operated in bath manual and automatic control.

All items of plant and equipment provided under the Contract shall be subject to inspection and testing which shall be witnessed by the Ernployer's Representative at the time of manufacture, installation, setting to work and Performance Testing. The consideration of the Employer's Representative of the results of any such inspection or

test shall not prejudice the right of the Employer's Representative to reject the plant if it fails to comply with the Specification or Performance Guarantees when installed or to give complete satisfaction in service. The costs of all such tests, including the provision of the necessary test equipment whether at the manufacturer's premises or on Site, shall be borne by the Contractor.

The Contractor shall submit to the Employer's Representative fully detailed documentation af his inspection and test procedures to ensure that all deslgns and requirements of the Contract and in particular, the Functional Design Specification have been met. Test documentation shall be required for all phases of testing and must be provided to the Employer's Representative for agreement prior to the commencement of testing.

Testing and inspection of the Works shall 4e witnessed by persons nominated by the fmployer's Representative.

No inspection, acceptance, agreement or issue of a Statement of No Objection by the Employer's Representative or his staff, of the Works, plant and materials covered by this Contract shall release the Contractor from any of his obligations under the Contract.

General

The phllosophy for the testing of the Works shall be pragramrned as to allow the phasing of setting to work of the Works, process unlt(s), process streams, plant and equipment to meet the specific requirements set out in Volume 6 of these documents.

Interim tests of process unit&). process streams and plant shalt be carried out following completion of construction I installation. It is envisaged that separate process streams will be tested.

Each odour control unit shall be tested prior to the introduction of the associated process unit(@, process streams and plant.

The testing of the process streams shall be generally as follows:-

a) Stream 1 shall be tested first on Shanganagh / Shankill lfows.

b) Once Stream 1 has been accepted, the remaining stream(s) shall be tested in sequence on Shanganagh I Shankill flows.

c) The complete WWTW shall be tested following the introduction of Bray flows (a minimum of two process streams shall be available at the treatment Works prior to the introduction of Bray flows].

Take over of the Works by the Employer

At the SUCC8SSfUl completion of the Tests on Completion, the Works shall be formally taken over by the Employer, prior to transfer to the Contractor for the Operation and Maintenance Period.

As a condition of this Taklng-over and transfer back to the Contractor, dl up-to-date Construction Documentatkm shall be cornplled as part of a Completion Report which shall be submitted in triplicate to the Employer’s Representative for approval.

The Contractor shall have available at the Works a copy of the Construcflon Document and Health and Safety File including the Explosion Protection Documents prior to Take- over. The Employer’s Representative shall be provided with a copy of all documentation for review at least one month before Take-over by the Employer.
