ORINAREASCONTAININGNATIVEVEGETATION
Whoshouldreadtheseguidelines?
IfyouareplanningtobuildorundertakeadevelopmentonapropertywithintheGSBC‘BiodiversityProtectionArea’(seebelowfordefinition)orlandcontaininganynativevegetation,ANDyourdevelopmentrequirestheclearingofanynativevegetation(includingfordrivewaysandoutbuildings),thentheseguidelinesareforyou.
WhatistheGSBCBiodiversityProtectionArea?
TheGSBCBiodiversityProtectionArea(BPA)incorporateslandthatisalsozonedforavarietyofuses,forexample,‘ruralliving’and‘ruralresource’.TheBPAcontainsnativevegetationandconsequentlysupports‘biodiversity’(or‘natural’)values.Thesevaluescanbeclassifiedashighpriority,mediumpriorityorlowprioritydependingonthetypeofvegetationorthespeciesofplantsandanimalsandtheirhabitatthatoccurontheland.
Thepurposeoftheseguidelines
Thepurposeoftheseguidelinesistoprovideadviceinordertosaveyouanyunexpecteddelaysinyourdevelopment–andprobablysaveyoutimeandmoneyinthelongrun.TheseguidelinesshouldbeconsideredpriortosubmittinganyDevelopmentApplicationtoCouncil.
Background
TheGSBMunicipalityisrenownedforitsuniquebiodiversity(shortforbiologicaldiversity)andwithinittherearemany‘hotspots’forthreatenedspecies,orinotherwords,thosespeciesthatareatriskofextinction.Threatenedspeciesincludebothplantsandanimals(orfloraandfauna).TheMunicipalityalsocontainsanumberofvegetationtypes(orvegetationcommunities)thatarealsothreatenedwithriskofextinction.Threatenedflora,threatenedfauna(includingtheir‘core’habitat)andthreatenedvegetationcommunitiesareprotectedundervariousStateand/orNationallegislation.
RequirementsforaDevelopmentApplication
Ifyourpropertycontains,orislikelytocontain,anythreatenedspeciesorcommunitiesthatmaybeimpactedbyyourdevelopment,orifyouwanttoclearasubstantialareaofnon-threatenednativevegetation,thenyouarelikelytoberequiredtosubmittoCouncila‘NaturalValuesSurveyReport’(alsoknownasan‘EcologicalAssessment’or‘FloraandFaunaReport’)alongwithyourDevelopmentApplication.However,justbecauseyourpropertycontainsthreatenedspeciesorcommunities,oryouwishtoclearanynativevegetation,thisdoesnotnecessarilymeanthatyoucannotundertakethedevelopment.Thepurposeofa‘NaturalValuesSurveyReport’istodeterminethespeciesandcommunitiespresentinrelationtothelocationofyourproposeddevelopmentandtoproviderecommendationsincluding:• Howanypotentialimpactsonnaturalvaluescanbeavoided,minimisedorremediedonsite,• Iftheaboveisnotfeasible,thenhowpotentialimpactscanbemitigatedandhowanyresidualimpactscan
beoffset,• Adviseswhetheryouwillrequirepermitsundervariouslegislation.

ContacttheNaturalResourceManagement(NRM)DepartmentatGSBC,providingyourPID(PropertyIdentificationNumber)andabroaddescriptionofyourproposeddevelopment.TheNRMDepartmentwillmakeadeterminationastowhetherornota‘NaturalValuesSurveyReport’willberequired.ThisdecisionwillinnowaybeanarbitrarydecisionbutwillbebasedonthebestcurrentscientificknowledgeavailablethroughvariousGovernmentdatabases.Thisknowledgeisalsoavailabletothegeneralpublicsuchasthroughthefollowinglinks:
