Detailed Notice for Empanelment of Structural Consultant for Reserve Bank of India, Patna

Reserve Bank of India, Patna invites applications for empanelment of Structural

Consultant for Conditional Assessment of Bank’s Masonry and RCC framed structures

(Residential & Office building) RBI, Patna.

The panel will remain valid for three years i.e. (2019-2022), from the date of approval of

competent authority. Interested Structural Consultant may apply for empanelment for

Conditional Assessment of Bank’s Masonry and RCC framed structures (Residential &

Office building) RBI, Patna.

Patna Pre-Qualification Criteria

3.1 Minimum Technical Requirements: The agency to be entrusted with the work of testing shall be met the following:

a. The Consultant should have minimum prior experience of 10 years in condition assessment, evaluation, repair, rehabilitation and retrofitting consultancy.

b. Consultant should have at least 2 structural engineers (Masters) with 10 years’ experience (out of which minimum 5 years should be in rehabilitation/ retrofitting work).

c. In addition, the consulting firm should have minimum 2 personnel with Degree/ diploma in civil engineering and minimum 5 years of experience in rehabilitation work. They should also have the experience in devising the repair scheme, estimating costs, drafting specifications, preparation of necessary documents and drawings, supervising the work being executed including certification.

d. The consulting firm should have prior experience and capability of undertaking seismic retrofitting of RC buildings with reanalysis of as built structures (using necessary software) using the guidelines of IITGSDMA and/ or IS 15988 and any other relevant codes.

e. It is quite possible that one consultancy firm may not have capability of undertaking all aspects of consultancy assignment on its own. It is accepted practice to allow the main Consultant to associate themselves with their associate Consultant(s) duly supported by explicit irrevocable consent of engagement in writing.

f. Consultant should have at least 2 structural engineers (Masters) with 10 years’ experience. Supporting documents shall be furnished. * Agency should have National Accreditation Board of Laboratories (NABL) certification (min. 5yrs) for all the tests specified under the scope of work. Copy of the NABL certificate shall be furnished

g. Consultant should have all the specified NDT & SDT testing equipment's on their own with valid calibration from NABL or an equivalent laboratory calibration. Copies of all the relevant documents shall be furnished.

h. Consultant should have their own material testing and chemical laboratory with

NABL Certification. Relevant documents shall be furnished.

i. Consultant should have 2 NDT Level-1 technicians and 1 NDT Level-2 technician on their permanent role with min. five years’ experience.

j. Consultant should have at least 7 qualified personnel assigned to the work. Of these at least 3 should be at least BE graduate engineers, 2 Diploma holders and 2 ITI holders. Relevant documents shall be furnished.

3.2 Minimum Experience Requirements

a. Consultant should have carried out at least 20 assignments of a similar nature within the last 5 years, of which at least 5 should be from the Government sector. Relevant documents shall be furnished.

Note: The Bank may consider this qualifications for testing agencies whenever condition assessment alone is needed in specific situations (aftermath of a seismic activity in the area, due to some specific reason in between two structural audits (during the 10 / 5 years frequency or as when required by Bank for residential building and office building) etc. The application forms can also be downloaded from the website www.rbi.org.in. The

application forms will also be issued free of cost by the Estate Department, Reserve

Bank of India, South Gandhi Maidan, Patna - 800001 from May 24, 2019 to June 14, 2019 on all working days between 10:30 hrs and 17:00 hrs.

The applicant should submit the relevant documents for the pre-qualification criteria in a

separate sealed cover super scribing "Pre-qualification criteria for the Empanelment of Structural Consultant”. The applicant should also submit the

corresponding application form along with required information I documentary proof in a

separate sealed cover super scribing "Application form for the Empanelment of Structural Consultant”. The Bank reserves the right to reject the application form which does not meet the eligibility criteria.

Instructions to the Applicants for Furnishing Information

1) The Reserve Bank of India, Patna intends to prepare a panel of Structural

Consultants for Conditional Assessment of Bank’s Masonry and RCC framed structures

(Residential & Office building) RBI, Patna.

2) The firms who have fulfilled Eligibility Criteria mentioned in the Pre-Qualification

Criteria will only be considered for Empanelment.

3) Intending applicants are required to furnish full bio-data giving details about their

organisation, work experience, competence, technical personnel in their organization,

yearly turnover and evidence of their financial standing as per the enclosed proforma

which will be kept confidential.

4) A format of Client’s Certificate as per Annexure-I and Banker’s certificate as per

Annexure-II is attached along with blank application form. The applicant has to submit

the said Client’s certificate for each work separately from at least two of their clients for

whom they have carried out Eligible works in terms of pre-qualifications criteria

described in the notice inviting application in a separate sealed cover.

5) Client’s certificate issued by a Government / Semi-Government organisation or a

PSU should be signed by an official of the rank of Executive Engineer or equivalent and

must be supported by adequate proof of payment received by the contractor for the

work done by them. Client’s report issued by private organisation shall also accompany

TDS certificates.

Application received without the specified certificate in the specified format are liable for

rejection and the Bank shall have the right to independently verify the submitted

certificates.

Aforementioned certificate must be submitted along with the application in sealed cover

addressed to The Officer-in-Charge, Reserve Bank of India, Estate Department, South

Gandhi Maidan, Patna.

6) While deciding upon the selection of the Structural Consultant, emphasis will be

given on the ability, experience, performance, value of works executed and competence

to do good quality work in accordance with the specification and within the time

schedule.

7) Application should be submitted with a covering letter. The application form shall be

signed by a person on behalf of the organization, who is duly authorized to do so. Each

page of application shall be properly signed and stamped with official seal.

8) If the space in the application form is insufficient for furnishing full details, such

information may be supplemented on a separate sheet of paper duly signed therein.

9) The performance of all the enlisted consultants shall be reviewed by the Bank once a

year and their name shall be removed from the approved list of contractors in the event

of occurrence of any one or more of the failure on their part as detailed below:

a) Fails to respond to the call notice inviting tenders / quotations consecutively on three

occasions in a period of two years or fails to execute contract awarded.

b) Is proved to be responsible for constructional defect in any two contracts awarded.

c) Whose performance in work, are not found satisfactory in any contract awarded.

d) Persistently violates any important conditions of the contracts such as maintaining

time schedule.

e) Fails to abide by the condition of registration / empanelment or is found to have given

false particulars at the time of registration / empanelment.

f) Is declared or is in the process of being declared bankrupt / insolvent, wound up,

dissolved or partitioned.

10) Application containing false or inadequate information is liable for rejection.

11) The Bank reserves the right to reject any or all the applications without assigning

any reason thereof.
