We are in contact with the Safety Advisory Group and will have police on site at all times.

Event managementEvent overview

Provide a brief summary (one or two paragraphs) of what your event will involve.

The event will be a Summer Festival held in Lampton park celebrating the cultures, cuisinesand arts of Afghanistan and Central Asia. It will be a family friendly community festival aimedat providing the community with a fun day out and introducing people of all cultures andnationalities to Central Asian culture. Around the outside of the park a variety of stalls will sellAfghan, Central Asian and international food while Afghan performers will showcase a varietyof Afghan singing and dancing on a central stage. There will also be several fair ground ridesand activities available in the centre of the park. The event will be open to all but will have a£5 ticket entry price. All money raised during the event will go towards covering the costs ofthe event and any remaining money will be donated to the ACAA. The event will start at 12pmand will finish by 9pm and will not involve the sale of alcohol.

Timetable

Use the table below as a template for your event’s timetable.

If your event will have activities taking place at different times and locations across theevent site, you will need to programme your activities.

For example you may have a stage, arena area and walkabout entertainment. You couldprogramme an arena act to start shortly after a stage act has finished to provideentertainment elsewhere while the changeover for the next stage act takes place.

Inflatable play equipment

You will need approval for any bouncy castles, rides or fun fairs at your event.

Before approval is granted for inflatable play equipment, you will need to make sure:

The operator can provide a copy of the current PIPA test certificate for the equipment.

The operator carries out the daily checks on the equipment as required by EIS7

You know when the equipment was last fully inspected

You get full instructions on its SAFE operation

The equipment is clearly marked with limitations of use (maximum user height etc.)

Are you a member of a relevant association (AIMODS, NAIH or BIHA)?

For a small event, temporary structures may be market stalls and a marquee. Largerevents and festivals may include stages, grandstands, lighting towers, gantries, siteoffices etc.

Please provide a detailed list of all temporary structures you plan to bring onto yourevent site. Include the procedures you will follow to ensure all structures are supplied bya competent contractor.

Please document how you will let surrounding residents and businesses know about yourevent plans here.

6 weeks prior to the event we will send out flyers to all residents living nearby providingdetails of the event and contact details if they have any questions, thoughts orcomments. One month prior to the event we will send a 2nd flyer to all residents and twoweeks before the event we will send a third flyer. The weekend before the eventvolunteers will visit all residents living closest to the park in person making sure they areaware of what is happening and providing them with contact details if they have anyproblems on the day itself. In the last flyer we will provide contact numbers for residentsto call with noise complaints or for any other problems i.e. attendees illegally parking infront of houses.

Event day communications – internal

You must have a clear communications plan in place and ensure everyone is familiar withthe plan. You also need to make sure that you have the communications equipment youneed on the day. This could include radios, mobile phones, staff to run errands andmessages and a public address system.

Ensure you list phone contact details and radio channel details if radios are being usedin the Key event management contacts section.

Ensure that everyone working on your event is aware of your Organisational structureand knows who to contact if they need to report an incident or pass on information.

Ensure your communications plan ties up with your emergency response plan.

Please document your plans for your event day communication for event staff andemergency services, both on site and off site, here.

Radios will be provided to all event organisers, security supervisors and first aidpersonnel. This equipment will be rented so full details of radio channels and frequencieswill be provided to the council closer to the event when they are confirmed. All eventorganisers, stall holders and security personnel will also be provided with the key eventmanagement contacts lists which will include all phone numbers.

Event day communications – audience

This could include flyers, site plans, signage, public address system, stage schedules,MCs and information points.

Please document your plans for communication with your audience on the day here.

Flyers and public signs will cover all basic information such as toilet locations, park rulesetc but the stage sound system will serve as a public address system and the primarymeans of communication with the general public. An event organiser or member of theevent management team will also be stationed at the first aid tent and by the stage toprovide assistance to the public.

Provision of food

Document details of any catering and or food you plan to provide at your event here. Youshould also list details of any catering concessions in the Key event contacts – othersection.

Catering and food will be provided but all caterers will be required to provide their ownlevel 2 food safety certificates and outdoor catering certificates which will be submitted tothe council closer to the date of the event.

Vehicle entry points Any event décor, i.e. flags, banners etc

You may want two versions of the site plan, one for event participants on the day andanother for your management team. An accurate site plan will help you direct people tothe correct part of the site when they arrive to set up. A site plan will also help you planhow people will enter the site and move around it.

Spectators and viewing areas

Please include information about capacities of your site, if known, and the types of areasthe public will have access to.The public will have access to the entire park through two main entrances although thestage and generators will be taped off as will emergency exits to keep them clear. Wehope to host 5,000 people at the event over the course of the day and the park shouldbe able to hold upwards of 15,000 safely.

ToiletsYou must provide adequate toilets facilities for your event attendees, staff andcontractors. You will also need disabled facilities plus separate sanitary facilities forcaterers.

The HSE guidelines for toilets numbers are provided below.

We plan to have 10 female toilets and 10 males toilets for an anticipated 5000 attendeeswith a roughly 50/50 male female split.

Traffic, transport and parking

Smaller community events will have limited impact on traffic and parking, however youshould still consider this when planning your event. Larger events can have a big impacton local traffic and transport and will require extensive risk assessments and detailedplans dealing specifically with traffic and transport.

How will your target audience travel to your event?

Consider the various transport links around the event site and how these can bepromoted to your audience as a way to get to your event.

Are you proposing any road closures? You will need to give at least three months’notice, and the more notice, the better.

Outline any traffic, transport or parking plans for your event here.

There will be no advertised or organised parking or transport and stewards will ensure nocars are parked in the park. Attendees will travel to the park via public transport and allposters and event advertisements will mention the parks proximity to Hounslow Centralstation. We will also advertise several bus routes on the events webpage.

Environmental considerations

Waste management

It is essential that your event has a waste management plan in place and that it iscarried out.

How will you keep the site clear of waste? Will this be done by stewards or volunteers?

How you will manage waste during and after your event, including details of bins,skips, recycling and litter picking?

Document your waste management plans for your event here.

Waste management and collection will be organised by 20 volunteers from the ACAA whowill work shifts throughout the day to clear rubbish into large bins that will be placedaround the park. A waste collection company will be scheduled to collect the bins at10:30pm, an hour and a half after the end of the event giving the volunteers time toclear all rubbish into the bins. A second rubbish sweep of the park will be completed afterall stalls have been taken down and a final sweep will be conducted the next morningafter the stage, attractions and all toilets are removed. These sweeps will be conductedby volunteers from the ACAA with large black bin bags which we will transport to thelocal tip.

Recycling

It is essential that your event has a recycling plan in place and that it is carried out. Forsmall community events, this could be as simple as labelling some bins to encouragepeople to separate their waste into plastic bottles, paper, etc and then taking these tothe appropriate recycling centres.

Larger events will need to show that they have a recycling strategy or are employing aprofessional recycling organisational to manage recycling on the day.

Make sure your concessions and food suppliers have appropriate policies andprocedures in place for providing biodegradable containers and systems for thedisposing of dirty water, cooking oil etc

Think through how you will encourage people to separate their waste. Contaminatedrecyclables may have to be sent to landfill.

How will you keep the site clear of waste? Will this be done by stewards or volunteers?

Recycling bins will be located next to all general waste bins with posters stating what canand cannot be recycled. Volunteers collecting rubbish will also have recycling bags toseparate recycling from general waste. Recycled waste will be collected that evening by awaste management company.

A waste water and cooking oil collection bin will be provided for all food stalls that allcaterers will be required to use. We will require all disposable containers provided forfood to be biodegradable and volunteers will check this at 11:30am on the day.

Noise

If your event has the potential to cause noise nuisance to nearby residents, your planswill have to be approved by the noise pollution team. The things most likely to causenoise nuisance include live music stages, fun fairs and public address systems.

Think about noise nuisance when you choose your event location.

Larger events that have a music stage will always have to employ a professional soundengineer and must agree sound levels with our noise pollution team.

Provide nearby residents with an event day contact in case they need to make a noisecomplaint.

Please list the elements of your event that could cause noise nuisance and document theplans you have in place to minimise it.

A Professional sound engineer will be hired to set up and run the sound system and thenoise pollution team will review and approve all plans. The festival will feature a stagewith sound system where bands, singers and dancers will perform as well as severalfestival rides. All of which will generate noise and will have to be approved by the noisepollution team, any restrictions or recommendations they make will be followed. Therides will be located in the centre of the park, roughly 140m away from the nearestresidential area. A raised underground line with earth embankment is located betweenthe stage and nearest houses reducing the effect of noise pollution but the sound systemwill be switched off at 9pm sharp as will the fair ground rides. All residents in the vicinitywill be informed of the festival 6 weeks prior and will be provided with contact details fornoise complaints two weeks prior.

Consider any weather conditions which may lead your event being cancelled and howyou will manage this.

Do you need insurance coverage for cancellation reasons such as thunderstorms, waterlogged ground etc?

Is there any flood risk, e.g. field liable to flood and create difficulty for traffic leaving?How will you handle this, e.g. provision of 4x4 vehicle assistance, agreement with landowner concerning damage to the ground, possible mud on roads etc?

How will your event management team decide if weather conditions are too risky foryour event to go ahead?

While we do not anticipate the event being cancelled due to adverse weather conditionswe will monitor wind speeds and should they surpass the limits for the covered stage andtents we will cancel the event. The event should be safe to proceed under any and allother weather conditions however if there is excessive rain then vehicle access for settingup will be suspended.

Should wind speeds exceed stall limits or the stage limits (as set by the rental companyproviding the equipment) then the event manager will make the decision to cancel theevent while the health and safety officer notifies all vendors. If the event is cancelled, wewill notify attendees through a webpage on the ACAA website (set up for the event andadvertised in all marketing and outreach) and via social media. We will also stationvolunteers at all park entrances to inform attendees that the event is cancelled.
