1.0 Introduction
As part of the comprehensive environmental assessment for the Plaistow Commuter Rail Project, the project area (proposed study areas and revised site alternatives) was evaluated for the potential for hazardous waste impacts and other recognized environmental conditions. The environmental assessment included a search of state and federal database listings, a review of site history based on ownership and identified uses, site visits to evaluate visible evidence of current or past recognized environmental conditions, and interviews with property owners and tenants regarding current or past site activities and use.
2.0 Environmental Database Search
The environmental database search was based on a geographic search area defined by a 1,000 foot buffer on either side of the existing railroad lines (formerly Boston and Maine Rail, referred to as B&M Rail) running from the northern end of the study area in Plaistow and Newton, NH to the southern end in Haverhill, MA. This buffer encompassed the proposed project facilities including the initially proposed stations and layover areas (Areas 1 through 6 in Figure 2‐1) and each of the three later revised site alternatives (Alternatives 1 through 3 in Figure 2‐2). Environmental Data Resources, Inc. (EDR) conducted the database search using the ASTM Phase I Environmental Site Assessment (Phase I ESA) databases searching federal and state listings within the geographically defined study area.
The results of the database search were reviewed for each of the initially proposed study areas as well as the three revised site alternatives. The database search included Areas 1 and 2, located in Plaistow and Newton, which were initially considered for station and layover facility options (see Figure 2‐1), but were later eliminated from consideration. Area 3 in Plaistow includes all of Alternative 3 and most of Alternative 2 (additional parcels along Rte. 125/Plaistow Road were included in Alternative 2; see Figures 2‐1 and 2‐2). Area 4 is the current Alternative 1 station site also located in Plaistow. Area 5 in Plaistow was not considered for the second phase alternatives but was evaluated in the database review. Area 6, located in Haverhill, MA, is inclusive of the Alternative 1 Layover site but was also much larger in extent than the current alternative (see Figure 2‐1 and 2‐2) and was evaluated to its full original extent.
Twenty‐seven mappable (geospatially referenced) sites (shown in Figure 2‐3) were identified in the EDR database search of which nine were determined to warrant further investigation through a site visit and, where possible, interviews with the property owner or tenants. Criteria for determining whether the site required further investigation were based on location relative to the project area (i.e., within the original six study areas or the revised three alternatives), the status of the site (i.e., open or closed listing), and implication of the findings (i.e., magnitude or severity of the potential impact of a listing). Below is a summary of the database results of

interest by proposed study area and revised alternatives. EDR‐listed sites referenced in the description are shown in Figure 2‐3 and the EDR database search report is included as Appendix A.
Area 1 (Not considered in Revised Site Alternatives)
One site was identified by the database search in Area 1:
EDR Site #1 – AC Tool Co/Quality Machine Inc. at 31 Kingston Road; listed on the Resource Conservation and Recovery Act (RCRA) Non‐generators/No Longer Regulated database (RCRA NonGen/NLR).
Area 2 (Not considered in Revised Site Alternatives)
No sites of concern were identified by the database search in Area 2.
Area 3 / Alternative 2 (south)
No sites of concern were identified by the database search in the Alternative 2 portion of Area 3.
Area 3 / Alternative 3 (north)
The following sites were identified by the database search in or in the immediate area of the Alternative 3 portion of Area 3:
EDR Site #4 – Dube Plus Const at 159 Main Street listed on the New Hampshire Allsites (NH ALLSITES) database for an underground injection control registration (UIC). The NH ALLSITES is a comprehensive database that provides information on sites in NH with activities that either have resulted in groundwater contamination or pose a potential hazard to groundwater supplies.
EDR Site #6 – Site located at 144‐146 Main Street with a history of multiple companies including the Penn Box facility, Process Engineering, Chart Industries, and Penn. Pacific Corp. The site is on multiple state and federal listings, including: United States Brownfield Sites (US BROWNFIELDS), New Hampshire Hazardous Waste Sites (NH HWS), New Hampshire Underground Storage Tanks (NH UST), New Hampshire Leaking Underground Storage Tanks (NH LUST), NH ALLSITES, New Hampshire Brownfields (NH BROWNFIELDS), RCRA NonGen/NLR, Federal Insecticide, Fungicide, Rodenticide Act/Toxic Substance Control Act Tracking System (FTTS), New Hampshire Aerometric Information Retrieval System (NH AIRS), Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS) No Further Remedial Action Planned (CERC‐NFRAP), NY Manifest, and RI Manifest.

EDR Sites #16 and #17 – Scandia Plastics located at 55 Westville Road with listings on NH ALLSITES, NH UST, RCRA‐CESQG.

Area 6 / Alternative 1 – Layover
One site was identified by the database search in or in the immediate area of Area 6:
EDR Site #22 – Salon 121 at 23 Atkinson Depot Road listed on the NH ALLSITES database and a proprietary EDR list of US Historic Auto Stations as BM Auto Group.
In the EDR report there were 46 listings reported as “unmappabIe” sites located in the general project area but not identifiable as a specific address or site location based on the information in the database. With three exceptions, the unmappable sites were either determined to be outside the specific project areas or if nearby, not of environmental concern relative to the type of database listings or current status of the site (i.e., a site was listed as “closed”). The three unmappable sites that were of potential environmental concern included the following:
Former Plaistow Auto site, located at 4 Dustin Avenue, listed in the LUST database. This address does not exist.
The Plaistow Place Shopping Center, located on Route 125 / Plaistow Road, which was listed on the LUST database. The site was determined to potentially impact Areas #3, #4, or #5 depending on the exact location of the site.
The Westville Road Area Study site, located on Westville Road, which was listed on the NH ALLSITES database. This site was determined to potentially impact Areas #3, #4, or #5 depending on the exact location of the site.

3.0 Field Investigations
The sites identified by the EDR database search described above were further investigated with a field visit and site walkover on July 2 & 3, 2014 by Normandeau personnel. The purpose of the visit was to identify any evidence of notable environmental conditions particularly with respect to known current and historical conditions determined from the database search. Where possible, the property owner was interviewed to review site conditions and clarify historical activities at the site. Below is a summary of the field investigations. Appendix B consists of site photographs taken during the field investigations.
On July 2, 2014 the properties at 37 and 39 Westville Road (EDR Site #12 in Figure 3) were visited by Normandeau personnel. There is a single building at 37 Westville Road, currently occupied by Freedom Auto and Tire, which is connected to the building at 39 Westville Road, now occupied by USA 1 Motors. Freedom Auto and Tire is an automotive repair shop with a large garage area, office building, and parking lot. USA 1 Motors is also an auto repair shop and has a smaller garage area with a single overhead door and a small separate office area and parking area to the north of the building. Visual observations of the property and exterior of the buildings showed site settings typical of an auto repair facility and no visual evidence was found of environmental conditions. Site photographs (Appendix B) document the general site settings and property characteristics. The general manager of Freedom Auto and Tire was available to discuss the site history. The only recent environmental condition he was aware of was soil contamination in the vicinity of two closed floor drains on the 39 Westville Road portion of the building (now occupied by USA 1 Motors).
The property at 38 Westville Road (EDR Site #10 in Figure 3) was also visited. The site is now occupied by Blinn’s Auto Body and Collision with a large automotive garage on‐site and a multi‐unit residential building with an office for the body shop. John Blinn, the property owner and owner of Blinn’s Auto Body & Collision, was available to discuss site history. He was unaware of any environmental conditions on the site or in the site’s history. The property and exterior of the buildings were visually inspected for evidence of environmental conditions of which none were found. Photographs documenting the general site conditions are included in Appendix B.
A site visit was performed at the New Hampshire Department of Transportation (NHDOT) park and ride parking lot on Westville Road. The property is located between 37 and 55 Westville Road and is included in Alternative 1. The parcel consists of a large paved parking lot bordered on the west by the B&M Rail, with a vegetated tree line and a large pond on the lower southwest portion of the property and Westville Road on the east. The site was visually inspected and no evidence of environmental conditions was observed.
On July 2, 2014 a site visit was performed at the Scandia Plastics, Inc. site located at 55 Westville Road and identified as EDR Sites # 16 & 17. The property houses two buildings – a large commercial/industrial building with offices as well as manufacturing facilities in the center of the property and a separate warehouse building on the north end of the property. The property

is bordered by the B&M Rail line on the east. On the south end of the main building are a parking area, with paved access around the side and back as well as paved shipping/receiving access to the back of the main building and the warehouse area. The company manager was available to discuss the site history. He was aware of a ~5,000 gallon underground storage tank removal, documented with New Hampshire Department of Environmental Services (NHDES). He also explained that the site was affected by the Lido site gasoline spill (circa 1985) and subsequent groundwater contamination remediation efforts in the area. The Scandia Plastic property is required to use a water treatment system for the water supply well as a result of the groundwater contamination in the area from the Lido site gasoline spill. The entire property and exterior of the buildings was visually inspected by Normandeau personnel. No visual evidence of environmental conditions was noted during the field investigation. Photographs of the general site settings are presented in Appendix B.
The property at 78 Plaistow Road (EDR Site # 11), former site of the Plaistow Lido Gas Station and currently occupied by Leavitt Auto & Truck, was visited. Leavitt Auto & Truck is a small car dealership with a single building on the site that houses an office area and a single bay automotive garage. The property is the site of a documented gasoline release from the UST of the former Lido site (~1985) and an extensive remediation effort. Based on review of groundwater quality sampling reports for the Lido site, the extent of the former gasoline release and subsequent groundwater contamination may have impacted portions of the areas of interest. The property was visually inspected to the extent possible. Being a car and truck dealership, the majority of the property is paved and holds a large number of vehicles which somewhat limited the site inspections. A large number of groundwater monitoring wells were observed on the site; although, there was no visual evidence of soil or groundwater remediation or treatment actions on or near the property. Two employees were available to talk about the site history and current activities. The employees said there were no further treatment or remediation actions for the historic gasoline release and the site is only subject to routine groundwater monitoring. Photographs documenting general site settings are provided in Appendix B.
On July 3, 2014 the property at 144‐146 Main Street (EDR Site # 6) was visited. The property forms part of Area 3 and all of Alternative 3 and houses a large industrial facility with multiple businesses. The site is currently occupied by Testa Corporation, Charter Industries, Atlantic Coast Dismantling, Rebars and Mesh, Helfrich Brothers, as well as a pallet manufacturer, name unknown. The property is bounded along the southeast by the B&M Rail line. A long access road enters the property from the northeast through an undeveloped area. On‐site there is a single large industrial building surrounded by a paved access and parking area. Large storage containers, heavy equipment, marine equipment, and various stored materials associated with heavy industry are kept outdoors around the perimeter of the site as well as in several landing areas to the northwest of main building. A second building is located northwest of the main building and houses a pallet manufacturing business. A storage building is located southwest of the site. A communications tower atop an abandoned water tank is located northeast of the main building. There is also an open water storage structure at the base of the abandoned water

tank in a fence enclosure. Photographs documenting general site conditions are provided in Appendix B.
The site at 144‐146 Main Street was visually inspected to the extent possible; although, the interior of the three buildings located on the property were not entered during the site visit. Equipment and materials stored on‐site were typical of heavy industry. One area of note was in the southeast corner of the property where a cluster of at least nine groundwater monitoring wells was observed in an undeveloped area. Many of the monitoring wells appeared to be actively maintained and some appeared to be recently installed as evidenced by materials not yet weathered. There was no visual evidence of a groundwater or soil remediation or treatment system on the site. Other monitoring wells were noted elsewhere on the property, particularly along the southeast boundary in the paved areas; see Appendix B for site photographs. Other than the evidence of groundwater monitoring wells, no other concerns or environmental conditions were noted.
An employee of Atlantic Coast Dismantling was available to discuss the current uses and site history at 144‐146 Main Street. He explained that the cluster of monitoring wells behind the building was related to groundwater contamination dating back to ownership of the property by Process Engineering. He explained that routine groundwater monitoring continues (by GZA GeoEnvironmental) but he was unaware of any treatment or remediation activity on the site.
The site at 23 Atkinson Depot Road was visited on July 3, 2014. The property is listed on the historical auto stations list from the EDR database report and is documented as having underground injection control. There is a single commercial building located on the site with multiple tenants including Salon 121, BM Auto Group, an attorney’s office, and a therapist’s office. The BM Auto Group office was not open on the day of the site visit and no one was available to discuss the property. The site shows no visual evidence of an auto repair shop or car dealership and appears to only be office space. A visual inspection of the property showed no evidence of a historic auto station and no evidence of environmental conditions or site remediation. Photographs documenting general site settings are shown in Appendix B.
The three sites listed as “unmappable” in the EDR database search and noted above were also located and visited on July 3, 2014. The former Plaistow Auto site was located at 4 Duston Ave (misspelled in database results as “Dustin” Ave, thus unmappable) and is now occupied by Poliquin Auto. The facility’s former UST site was located behind the building (to the northwest). No visual evidence of contamination or ongoing groundwater monitoring or treatment/remediation was identified on the site. The Plaistow Place Shopping Center was located at 13 Plaistow Road and was determined to be well outside the project area (greater than 2,500 ft.) and, therefore, not a concern to the proposed project. The Westville Road Area Study site listed as an ether contaminated site was not located but was inferred to be related to the historic (~1985) Lido gasoline release and groundwater contamination mentioned previously for other listed sites on Westville Road and Plaistow Road.

4.0 Further Investigation
Due to the site history at 144‐146 Main Street, and evidence of an active groundwater monitoring program, further investigation was warranted to determine the extent and status of contamination at this location. The NHDES Onestop database was accessed in September, 2014 and the case files were reviewed for Chart Industries (former Process Engineering site) DES Site #198404076 at 146 Main St, Plaistow, NH and Penn Pacific Corp/Former Penn Box Site (DES Site #199101071) at 145 Main St, Plaistow, NH.
The Chart Industries property has a history of Volatile Organic Compound (VOC) soil and groundwater contamination associated with historical uses which include metals machining on site. Machine tailings were formerly disposed in a dump area on the southern end of the property and were the source of groundwater, soil, and surface water VOC contamination. Soil was later excavated from the site to remove the contamination source and a groundwater monitoring program commenced to document the extent and status of the contaminated area. Groundwater monitoring continues at the site; although, there are no plans to further treat or remediate the contaminated soil or groundwater based on current concentrations of VOCs. It is noted in the NHDES case file that there is still some contamination source material on site which was not removed due to logistical issues (i.e., proximity to the rail line and high tension power lines) and which continues to contribute to detectable VOC concentrations in adjacent groundwater monitoring wells. It is also noteworthy that groundwater VOC concentrations in the groundwater management zone, while detectable, are sufficiently low as to not require further remediation. Additionally, VOC concentrations in surface waters adjacent to the groundwater management zone fully meet state water quality standards.
The Penn Pacific Corp/Former Penn Box Site is an unoccupied lot owned by the town of Plaistow and which was the former site of a manufacturing facility specializing in wood products. Several former buildings on the site no longer exist, presumably due to a fire and subsequent demolition in the 1990s. A Phase I ESA was performed at the site by Credere Associates, Inc. on behalf of the Rockingham County Planning Commission (dated May 16, 2012). The report, which is available in the NHDES Onestop database, identifies multiple recognized environmental conditions at the site. The recognized environmental conditions include the potential for petroleum products contamination due to the presence of a former boiler building; potential for Polycyclic Aromatic Hydrocarbon (PAH) soil contamination based on previous investigations; potential for polychlorinated biphenyls (PCB) contamination based on the former presence of PCB‐containing electric transformers; and potential undocumented contamination as evidenced by the presence of undocumented monitoring wells. No further actions have been taken since the Phase I ESA due to lack of Brownfields funding; although, the report recommended a Phase II ESA to verify the recognized environmental conditions and document the extent and status of any contamination on the site. In summary, some amount of the soil and/or environmental contamination on the site is likely, but there has been no confirmatory testing to verify that conclusion, and there has been no documented remediation of site contamination.

5.0 Summary of Key Findings
Nine sites were identified from the EDR database search warranting further investigation based on their locations, status, and type of database listing. Below is a summary of the key findings and recommended actions for each of the sites. Locations of the individual sites as well as the areas and alternatives are also shown on Figures 5‐1 to 5‐5.
Area 1
The AC Tool Co/Quality Machine Inc. facility is located at 31 Kingston Road (EDR Site #1) and is listed on the RCRA‐NonGen/NLR database. Area 1 was not included in the revised site alternatives and therefore the property requires no further action.
Area 2
No sites of concern were identified in Area 2, which was also not included in the revised site alternatives.
Area 3 / Alternative 2 (South)
No sites of concern were identified in the Alternative 2 (south) portion of Area 3 (Figure 5‐3).
Area 3 / Alternative 3 (North)
The following sites were identified in or in the immediate area of the Alternative 3 (North) portion of Area 3 (Figure 5‐4): The Dube Plus Const property is located at 159 Main Street (EDR Site #4) and is listed on the NH ALLSITES database for a UIC registration. The EDR report listed the property as requiring no further action. Therefore the property is not of environmental concern relative to Alternative 3. The property located at 144‐146 Main Street (EDR Site #6) is listed on multiple state and federal listings, including: US Brownfields, NH HWS, NH UST, NH LUST, NH ALLSITES, NH Brownfields, RCRA Non‐Gen/NLR, FTTS, NH Airs, CERC‐NFRAP, NY Manifest, and RI Manifest. The site is occupied by Chart Industries (former Process Engineering site) at 146 Main Street and by the Penn Pacific Corp/Former Penn Box site located at 145 Main Street. This site has a history of groundwater contamination and soil contamination and a review of NHDES documentation showed this to be a site with active environmental monitoring. If Alternative 3 continues to be a viable site option, then further investigation is recommended to define the extent of groundwater and/or soil contamination, particularly on the 145 Main Street property.

Area 4 / Alternative 1 ‐ Station
The following sites were identified in or in the immediate area of the Alternative 1 – Station portion of Area 4 (Figure 5‐2):
The John Blinn Autobody property is located at 38 Westville Road (EDR Site #10) and is listed on the RCRA‐CESQG list. No environmental concerns were identified for the property and therefore no further action is recommended.
The Freedom Auto and Tire property located at 37 Westville Road and the USA 1 Motors (formerly John Blinn Autobody) located at 39 Westville Road are is listed on the RCRA‐NonGen/NLR list (EDR Site #12). Due to the history of contaminated soil located inside the building on the USA 1 Motors portion of the property, further investigation is recommended to evaluate the extent of soil contamination in the project area.
The Former Plaistow Lido Gas Station site is located at 78 Plaistow Road (EDR Site #11) and is listed on multiple state and federal lists including: RCRA Non‐gen/NLR, NH ALLSITES, NH UST, and NH LUST. The site is the location of an extensive gasoline release in 1985, which caused groundwater contamination throughout the area. The site is still undergoing active remediation and water quality monitoring. Due to the soil and groundwater contamination in the vicinity of the Lido site, further investigation is recommended to define the extent of groundwater and/or soil contamination in the project area if Alternative 1 is continued to be considered as a viable option.
The Scandia Plastics property (EDR Sites #16 and #17) is located at 55 Westville Road with listings on NH ALLSITES, NH UST, RCRA‐CESQG databases. Investigations related to groundwater contamination associated with the historic Lido gasoline release are still ongoing at the property. If Alternative 1 continues to be a viable site location then further investigation is recommended to define the extent of groundwater contamination in the project area.
Area 5
No sites were identified in Area 5 and the area was not considered in the revised site alternatives.
Area 6 / Alternative 1 ‐ Layover
The Salon 121 property (EDR Site #22) is located at 23 Atkinson Depot Road and is listed on the NH ALLSITES database (Figure 5‐1). The property is also listed on a proprietary EDR list of US Historic Auto Stations as BM Auto Group. There was no evidence of any former auto station and the UIC was not identified. No further actions are recommended for this property.

Alternative 4 is a combination of the Station area located on the northern portion of Area 3 (Alternative 3 area) and the Layover area located on the southern portion of Area 3 (Alternative 2 area) as shown on Figure 5‐5. Key findings and recommended actions for Alternative 4 are presented in the Alternative 2 and Alternative 3 sections above.
Unmappable Sites
Three unmappable sites identified in the database search warranted further investigation and were evaluated with a site visit as summarized below.
Former Plaistow Auto site, located at 4 Duston Avenue, listed in the LUST database and now closed. No identified concerns requiring further action.
The Plaistow Place Shopping Center, located on Route 125 / Plaistow Road, listed on the LUST database. This listing is located at 13 Plaistow Road, outside the project area, and therefore of no concern.
The Westville Road Area Study site, located on Westville Road, listed on the NH ALLSITES database for ether contaminated water site. This is a groundwater contamination site associated with the historic Lido gasoline release in 1985 and encompasses property on Westville Road. If Alternative 1 continues to be a viable site option then further investigation is recommended to define the extent of groundwater contamination in this project area.
6.0 Issues to Consider For Potential Site Usage
The following issues should be considered relative to potential site usage in the three alternatives.
Alternative 1
Environmental concerns for Alternative 1 are related to potential contaminated soils at the USA 1 Motors property. Contaminated soils associated with former operations at the property may be encountered during any subsurface excavations. However, it is reported by the project engineers that improvements would be focused on the ground surface and minimal ground disturbance is expected. If portions of the property are redeveloped as paved parking areas, this would reduce the potential for exposure to any contaminated soils. However, an activity and use restriction may be required to limit any future subsurface excavation activities on the property. In addition, if infrastructure improvements for Alternative 1 include the need to develop an on‐site water supply well, the potential exists for encountering groundwater contamination associated with the Lido site (EDR Site #11), which is located to the north of the alternative.
Alternative 2

The database search and field investigations did not identify any environmental concerns on properties located within Alternative 2, which consists mostly of undeveloped woodlands east of NH Route 125 and northwest of Joanne Drive. However, if infrastructure improvements for Alternative 2 include the need to develop an on‐site water supply well, the potential exists for encountering groundwater contamination associated with the Lido site (EDR Site #11), which is located to the north of the alternative across NH Route 125 but has potentially impacted water quality in the area including at the Scandia Plastics property (EDR Site #16 and #17).
Alternative 3
Environmental concerns for Alternative 3 include both soil and groundwater contamination associated with two properties with multiple listings located at 144 – 146 Main Street. The database listings are associated with the Chart Industries property (formerly Process Engineering) located at 146 Main Street and the Penn Pacific Corp/Former Penn Box site at 145 Main Street. A majority of the property is developed and numerous buildings and other improvements are located on the site. The site has a history of soil and groundwater contamination located on a few portions of the property. Groundwater monitoring programs are currently being conducted at the site.
Contaminated soils at the property may be encountered during any subsurface excavations. However, it is reported by the project engineers that improvements would be focused on the ground surface and minimal ground disturbance is expected.
