NOTICE OF PUBLIC PARTICIPATION PROCESS
BASIC ASSESSMENT FOR THE PROPOSED UPGRADE OF THE BAYSIDE CANAL, TABLEVIEW
Notice is hereby given of a public participation process in terms of the Environmental Impact Assessment (EIA) Regulations 2014, as amended, promulgated in terms of the National Environmental Management Act, 1998 (No. 107 of 1998) (NEMA).
Proponent: City of Cape Town: Transport for Cape Town - Infrastructure.
Environmental Assessment Practitioner: SLR Consulting (South Africa) (Pty) Ltd (SLR).
Activity: The capacity of the existing Bayside Canal has become severely compromised by extensive reed growth, thus creating a risk of flooding upstream properties. In addition, there has also been an accumulation of solid waste along the canal itself which ultimately is discharged into Rietvlei. In light thereof, the City of Cape Town is proposing the following: • Widening of the Bayside Canal from Blaauwberg Road southwards to the canal outlet; • Installation of a stormwater treatment system comprising a litter screening structure, sedimentation
ponds and reed bed ponds to the south of the canal outlet within Rietvlei; and • Construction of a bypass channel to discharge stormwater directly into Rietvlei during high-order
storms.
Application for Environmental Authorisation (EA) to undertake the following activities: The proposed project triggers the following Listed Activities in terms of the EIA Regulations 2014, as amended: Activity 19 of Government Notice (GN) R983 (Listing Notice 1), as amended, and Activity 12 of GN R985 (Listing Notice 3), as amended. A Basic Assessment is required as part of an Application for EA for the proposed project.
Opportunity to participate: In accordance with the EIA Regulations 2014, as amended, you and/or you organisation are hereby invited to register as an Interested and Affected Party (I&AP) for the proposed project. Should you wish to register or comment, kindly forward your details to SLR (at the contact details below) by no later than Monday 2 October 2017. I&APs are also invited to attend a Public Open Day where information on the proposed project will be displayed and presented to I&APs for discussion and raising of any initial issues and concerns. The event will be held as follows:

BASIC ASSESSMENT FOR THE PROPOSED UPGRADE
OF THE BAYSIDE CANAL, TABLEVIEW
A new mall that opens in Sun-ningdale on Friday September 28 will cover an area bigger
than six rugby fields and it boasts sev-eral features to save water and power.
Billed as the largest shopping cen-tre in the Big Bay area, the Table Bay Mall will have two boreholes, two water-harvesting ponds, sensor taps, single-flush-only toilets and rock gardens.
Janine Coleske, the mall’s centre manager, said the initiatives would help to make the mall sustainable.
“With the current drought and future water issues facing the West-ern Cape, we have been extremely conscious of water and energy con-sumption during construction.”
The water-harvesting ponds would collect rainwater from the roof for ablutions and irrigation.
“The roof was designed in such a way that the water will flow into the ponds. Any overflow from the ponds will be directed into the municipal-ity’s stormwater channels. All water
usage is metered.” The mall also uses plants that can
survive in a dry climate. “Water-saving measures inside the
mall include water-saving sensor taps and single flush only toilets in all the restrooms. From an energy-saving perspective, we’ve installed mainly LED lighting throughout and used skylights and glass roof panels.”
On the recycling front Table Bay mall’s wet waste will be sent to a bio plant and not to landfills.
“Wet and dry compactors will be installed on site, for recycling pur-poses. Sorters will also be appointed to sort the plastics, papers, cans, etc.”
Mandy Da Matta, spokesperson for the Table View Ratepayers Asso-ciation (TVRA), praised the green initiatives.
“The Western Cape is the fastest growing area in the country and the area is facing the worst drought people have ever seen. All these fac-tors mean that now, more than ever, developers have to build in a strategic manner so that the use of natural resources is limited.”
