The HCP is being developed by the Wind Energy Whooping Crane Action Group (WEWAG), a group of wind energy industry companies that was formed in 2009, hereafter referred to as the applicant. The goal of the Great Plains Wind Energy HCP is to develop a consistent, systematic, and predictable approach for wind energy development while ensuring the conservation of certain species. The objective of the EIS is to evaluate the potential impacts to the quality of the human environment that would result from the Great Plains Wind Energy HCP and an associated Incidental Take Permit (ITP). Under the Proposed Action, the Service would issue an ITP to the applicant under the provisions of Section 10 of the Endangered Species Act of 1973, as amended. The Great Plains Wind Energy HCP and potential ITP covers regional-level construction, operation, and maintenance associated with multiple commercial wind energy facilities within portions of North Dakota, South Dakota, Montana, Colorado, Nebraska, Kansas, New Mexico, Oklahoma, and Texas. Overview Species being considered for inclusion in the Great Plains Wind Energy HCP include certain species listed as federally threatened or endangered—or having the potential to become listed during the life of the HCP—and having some likelihood of being taken by the applicant’s activities within the proposed permit area. At this time, species currently considered for take coverage include the whooping crane (Grus americana), endangered; interior least tern (Sterna antillarum athalassos), endangered; piping plover (Charadrius melodus), endangered; and lesser prairie-chicken (Tympanuchus pallidicinctus), candidate for listing. The permit area for the Great Plains Wind Energy HCP is proposed to include non-federal lands within: 1) 100 miles on each side of the center line of the whooping crane migration corridor, extending from the Gulf Coast of Texas to the Canadian border, and 2) the historic range of the

In total, 268 million acres and 470 counties in 9 states are located within the permit area. The Service is currently soliciting input as part of a 90-day scoping period on the EIS and the potential issuance of the proposed ITP. The ITP would facilitate wind energy development within the permit area, while minimizing the risk of incidental take and mitigating the effects of any incidental take to the maximum extent practicable. We are requesting from you, and other agencies and stakeholders, suggestions and information on the scope of issues and possible alternatives to be included in the EIS.
