Because this project will impact thousands of acres across the Forest, this management decision should incorporate the lessons learned from the Framework process

    Quinn At time of ESHI analysis, no CCRF existed. However, work was being prepared concerning such a framework and the EA applied the best available science regarding forest resilience under climate change scenarios identified in the EVAS. Forest resilience under changing climate is discussed in the EA at section 3.2.1. Regarding the commenter’s concern with context, the roughly 6,000 acres affected by ESHI actions represent less than one-half of 1% of the NFS acres managed by the CNNF and less than 3/1000ths of the area within the proclaimed Forest boundary. Because this level of regeneration is planned over a 10-year period, pro rata it represents an approximately 2,000 to 3,000-year rotation period, obviously not sustainable for forest ecosystems native to northern Wisconsin. We understand that other management and natural disturbance will have to occur to affect forest rotations, however the math shows the context of ESHI is relatively minor in the larger ecological scheme.

    105 40 Soules The Forest Service must begin analyzing the impacts of timber harvest (and related actions) on climate change from increased carbon emissions, which is becoming an increasingly pressing environmental concern. Scientific findings from the Chequamegon Ecosystem Atmosphere Study (ChEAS), among other studies, demonstrate that forest management and disturbance activities are key factors in whether a terrestrial landscape produces or effectively sequesters carbon dioxide. The CNNF has the potential to serve as a significant carbon sink in North America if it were allowed to recover from frequent disturbance.

    Quinn The CNNF is already acting as a carbon sink (USDA 2010 report on Carbon Storage - PR doc # 1A-09). In fact charts from this report show Wisconsin National Forests (the Chequamegon and the Nicolet) to have the third highest carbon density of all forests in the nation (after Michigan and Minnesota). The Forest conducted a review of forest vegetation management actions that might be implemented under the 2004 Forest Plan and emission of carbon (PR doc 1A-08) and determined that net carbon emission is unlikely from an action such as ESHI. The Cheese study was considered as part of this review.

    105 41 Soules However, widespread harvest and regeneration of younger forest has slowed the rate of carbon uptake in the CNNF. Scientific evidence indicates that young forests are large carbon sources that may only become effective sinks as they age. Moreover, fragmented forests and frequently disturbed forests release greater amounts of carbon dioxide than mature, interior stands and therefore never reach their full potential as effective carbon sinks. The Early Successional Habitat Improvement project is just one of numerous logging projects proposed forest-wide that would release significant amounts of stored carbon into the atmosphere. NEPA requires full and fair consideration of this kind of cumulative impact, as new guidance issued by CEQ suggests. Equally important, this project should be analyzed in terms of its potential to affect the development of climate-resilient habitats within northern Wisconsin.

    Quinn Trends and forest data disclosed in EA sections 1.2 and 3.3.1 summarize the decreasing trend of young forest on the CNNF, and surrounding region, which is at odds with the commenter's statements. The commenter supplies no data that young forests are increasing on the CNNF. Because the commenter's underlying premise that widespread harvest is causing a net increase in younger forest is incorrect, the remaining rationale becomes irrelevant. Instead, increasing age, density and size of forest on the CNNF is more likely to lead to conclusions of increasing carbon sequestration from the atmosphere.

    105 42 Soules The need to consider the adaptation values of forest landscapes has been a central focus of the Climate Change Response Framework currently being developed for the CNNF.

    Theisen Adaptation is a key strategy for addressing climate change. Adaptation relates to the ability of a system to adjust to climate change, be resistant and resilient to potential damages, to take advantage of opportunities, or cope with the consequences. Several strategies being considered in the [draft] CNNF Climate Change Response Framework are consistent with key components of ESHI. The strategy "reduce the impact of existing biological stressors" is being employed by maintaining appropriate rotation lengths to decrease the period of time that a stand is vulnerable to insect pests and pathogens (objective 2, EA section 1.3). A second strategy "maintain and enhance species and structural diversity" is being employed in ESHI by promoting diverse age classes across the landscape which will increase diversity in forest types that are managed even-aged such as aspen (EA objectives 1 and 2). Another strategy "Increase ecosystem redundancy across the landscape" is being employed by managing early successional habitats over a range of sites and conditions (EA objective 2). One final strategy "Preserve fundamental ecological functions" is employed by encouraging conifer species (e.g. balsam fir) in the understory to maintain cooler

Doing so will help to ensure that this forest landscape benefits from the technical analyses and management insights being generated in the Framework process. And it will address the “clear and pressing need to bridge the gap between climate change research and actual management activities on National Forests.” Given that this project will influence the long-term health and resources of the CNNF, an analysis of climate change impacts will also help ensure that the Forest Service does not irretrievably commit resources without the benefit of the Framework process.

    118 1 Soules Some of the aspen stands in riparian corridors (and elsewhere) are scheduled to be changed to balsam fir or spruce. This seems counterproductive for a variety of reasons, including the fact that the Ecological Vulnerability Assessment and Synthesis (EVAS) – which was recently released as part of the Climate Change Response Framework for the CNNF – predicts balsam fir will undergo a “Large Decline” under climate change scenarios. Will conversion to this forest type reduce the system’s resilience to climate change impacts? Why Balsam fir/spruce when other long-lived riparian species are also included in the “large decline” category? Shouldn’t these stands be diversified as a hedge against loss of any given species?

    Theisen While not a long-lived conifer and expected to decline significant as a result of climate change, balsam fir does provide suitable habitat for the future development of long-lived conifer and hardwoods. Although desirable, there is not currently the option in these stands to move them directly into mature hardwood. To enhance the long term development of the desired condition within the treatment areas, all long-lived conifer and northern hardwoods will be reserved within riparian units. These reserved trees would provide the seed source for establishment of the next generation of these tree species. Should balsam fir not meet the desired stocking levels after monitoring (stocking surveys), the contingency plan would be to plant white pine, red oak or another long-lived species suited to the site. Options for directly moving the site into long-lived species are not available now, but would develop over more time. While, as the commenter and the draft EVA suggests, balsam fir may be vulnerable to climate change in the long term (100 years), in the short term the over-mature aspen being proposed for treatment is much more vulnerable to white trunk rot, hypoxylon canker, forest tent caterpillar and gypsy moth. The long-term forest health is better served regenerating balsam fir in the short term to restore stand vigor while new strategies are formulated to deal with climate changes. As indicated in draft EVA, "short-lived species may be able to adapt even over the short time frame of climate change" (draft EVA pg 24).

    Theisen The Aspen FACE experiment in northern Wisconsin has shown adverse effects of ozone on the three species tested: quaking aspen, paper birch and sugar maple (Karnosky, 2005). While the draft EVA indicated ozone is a current threat most relevant to aspen, in reality it is a threat to all tree species. Further, the draft EVA indicates that aspen may do better than model predicts due to several factors including ability to persist over large areas, broad temperature tolerances, cloning ability and resilience to disturbance (draft EVA page 36). Climate researchers also indicate short-lived species (such as aspen) may be able to adapt even over a short time frame of climate change (draft EVA page 24). Regenerating young aspen from over-mature aspen provides the species more resilience to insect and disease events. Pure stands do not generally occur

    following clearcuts as 2-5 reserve trees per acre are left as well as 1/2 acre reserve islands for every 10 acres clearcut. Species reserved as individuals or in islands are generally not aspen, rather are species which emphasize diversity, cover or mast. These reserves provide additional resiliency to the stand as well as providing seed source for future stand development. While damage to reserve trees and islands does occur on a limited basis, one intent from this pool of reserve trees is also to provide future snags and coarse woody debris, so some losses still meets the objectives of treatment.

    118 6 Soules In direct contrast to the EVAS findings, the ESHI project would result in nearly pure stands of aspen across thousands of acres of the CNNF. This would lead to a concomitant reduction in ecological diversity and alterations in ecological functions. The EVAS also found that "Ecosystems dominated by a single species will experience severe degradation if that species declines." Should we be increasing risk to large areas of land by regenerating a species that is vulnerable to climate change and is found in large low-diversity stands? >>According to the EVAS, as climate change accelerates, “[s]oil moisture patterns will change, with drier soil conditions later in the growing season. Changing rainfall patterns and increased evapotranspiration will decrease soil moisture.” As practiced in Wisconsin, even-aged management as planned in the ESHI project has the greatest effect on soil moisture patterns of all current logging practices used in the region. >>In general, effects of the proposed ESHI project are likely to increase the vulnerability of these stands to climate change effects. The climate change implications of this project – from both a mitigation and an adaptation perspective – must be thoroughly analyzed in an EIS.

    Hoppe, Theisen Modeling does indicate drier soil conditions across the CNNF over time. This project proposes to clear-cut harvest some stands immediately and some within ten years. Soil moisture conditions on the CNNF would not change appreciably over that time frame to increase the vulnerability of the stands proposed for harvest and regeneration. For example, aspen stands were regenerated successfully across the CNNF during the 2004 to 2010 summer drought conditions. Soil moisture conditions would be analyzed again before any repeated clear-cut harvesting in about 40 years. The ESHI action does not result in ecosystems dominated by a single species over large areas of land. EA section 4.1.2 discloses the diversity of habitat that would result in the RGMAs from this action and section 3.3.1 discloses the existing setting of species diversity the affected areas are surrounded by. The draft EVAS, and the CCRF documents contain broad, regional projections of climate change impacts. The timeframe for these assessments is also broad -- 100 years. The comment suggests that single species management and specifically aspen management will experience severe degradation. Several factors need to be considered in the discussion of the Early Successional Habitat Improvement project. 1) These 12 areas were specifically designed to promote the well being of a number species whose life stages depend on early successional habitat. 2) The project area is part of a very diverse set of management area designations ranging from active vegetation management to maintain early successional habitat to wilderness management with absolutely no vegetation management. 3) Design features such as reserve trees, reserve islands, snag protection, down log creation, protection of regeneration, water quality protection, and eliminating aspen in trout stream corridors all provide diversity both within stand and in the formation of movement corridors along waterways. While, as the commenter suggests, aspen maybe vulnerable to climate change over the long term (100 years), in the short term the over-mature aspen being proposed for treatment is much more vulnerable to white trunk rot, hypoxylon canker, forest tent caterpillar and gypsy moth.
