APPENDIX 3 Jump Start Statewide CTE PathwaysCertifications

Introduction

The Workforce Investment Council (WIC) has aligned Louisianarsquos statewide industry-based credentials with high-growth Louisiana job sectors that offer employees high-wage careers

Jump Start is the statersquos program that enables schools school districts and regional partners to provide sequences of courses and workplace experiences that help students achieve credentials in these high-wage job sectors Jump Start also provides Jump Start Regional Teams with the flexibility to develop courses workplace experiences and regionally-relevant graduation pathways in region-specific industry sectors that offer employment opportunities particular to their geographic location

Students pursuing any one of the statersquos diplomas may pursue a Jump Start statewide or regional credential students pursuing a Career Diploma will (after a phase-in transition period) be required to achieve a Jump Start credential

Because they offer high-demand employment preparation WIC-approved statewide Jump Start credentials make schools eligible for accountability incentive points and funding not previously available to schools focused on career education outcomes (contingent on future policy decisions by BESE and the legislature) Statewide credentials can be achieved at either the ldquobasicrdquo or ldquoadvancedrdquo levels representing the degree of mastery the student has achieved

Jump Start encourages effective engagement between high schools and post-secondary institutions The goal of Jump Start is to focus dual enrollment on the completion of certificates and credentials that provide students with economic academic and life opportunities after high school graduation

Jump Start recognizes that students across the state will attain their IBCscertifications through some combination of instruction at high schools post-secondary institutions private providers and conceivably mobile training facilities The instruction provided every student in every region will utilize one or more of these instructional venues Every student graduation pathway in every region will be individualized and unique

Four-year graduates achieving both a basic statewide Jump Start credential and a passing course grade for TOPS credit will generate 115 points

Four-year graduate with any diploma achieving an advanced statewide Jump Start credential OR having at least one test score at the following levels AP score of 3 or higher IB score of 4 or higher or CLEP score of 50

Four-year graduates achieving both an advanced statewide Jump Start credential and a qualifying test score listed above will generate 160 points

For the basic credential 110 point award dual enrollment must count for TOPS Core Curriculum credit starting with 2014-2015 graduates

Please regard the tables below as a starting point for Jump Start not a static list etched in stone Regional teams exist to be creative rather than to accept the below list as the extent of all Jump Start offerings This creativity will manifest itself in four ways

1 Some of the credentials below are sparsely offered Institutions in a region may need to collaborate to create a course sequence toward a technical diploma where that region or institution does not already offer such a pathway

2 The credentials below are not the only way students can achieve meaningful credentials in high-growth high-demand job fields Regional teams may propose alternate valuable means of achieving basic or advanced statewide credentials which the LDE (in partnership with LDE and LWC) will evaluate and BESE will approve

3 Regional teams can and will develop regionally-relevant CTE pathways which the LDE (in partnership with LDE and LWC) will evaluate and BESE will approve and

4 Regional teams may petition WIC to accept a regional pathway as a statewide pathway if they believe future employment demand and wages are consistent with the guidelines for statewide CTE pathways
