Ian Collings Environmental Health Daventry District Council Dear Ian Proposed Northampton to Daventry Development Link Road WSP Environmental Ltd has been commissioned to produce an air quality assessment to support the planning application for the above development. The proposed new road is of approximate length 6.35km and will commence at a new roundabout on the A45 off junction 16 of the M1, passing to the north of the villages of Upper Heyford, Flore and Weedon Bec and rejoining the A45 to the west of Weedon Bec. A plan showing the proposed route is attached. From the information provided by our client, we have identified the following potential sources of emissions to air from the proposed development: Dust and particulate matter generated from on-site construction activities; Exhaust emissions arising from construction vehicles and plant during the construction phase; changes in local pollution concentrations along the local road network due to traffic generated

by the operation of the scheme; and potential change in nitrogen deposition rates at nearby ecological receptors.

We would be grateful if you could provide comments on the following points in respect of this assessment: your views on the main impacts to be considered and the methodology which should be

followed. We are proposing to assess the impact of the traffic generated by the proposed scheme once operational on concentrations of nitrogen dioxide and particulate matter using the dispersion model ADMS-Roads and guidance given in LAQM.TG(09) where appropriate;

details of sources of air quality information which may be considered representative of air quality at the site, including information on measured levels of pollutants from nearby monitoring sites which may be used for model verification and/or background concentrations for the modelling.

We are proposing to use the emission factors obtained from the latest version of the DEFRA Emission Factor Toolkit (Version 5.2) released in January 2013.

We have noted the following sources of pollution in the vicinity of the site:

An animal, vegetable and food process operated by Heygates Ltd located approximately 700m to the southeast of the eastern end of the road scheme.

M1 motorway at the eastern extent of the roadscheme; and West Coast Mainline Railway line which will be crossed by the proposed road scheme;

It is assumed that emissions from animal, vegetable and food process is sufficiently distant from the site that it will not significantly effect the air quality in the vicinity of the site. It is also assumed that the contribution to local air quality from this plant will be included within the background concentrations in the area of the site. We are therefore not proposing to model the emissions from this source. We understand that there will not be any significant increase in the number of services due to the proposed road scheme. It is therefore considered that there will no significant effect on local air quality as a result emissions from this source due to the operation of the proposed road scheme. It is also considered that the background concentrations established for use in the assessment will include a contribution from the emissions from the trains using the railway line, therefore we are not proposing to model emissions from this source. Emissions from the M1 will be included within the modelling.

We would appreciate your views on this approach.

Any other sources of pollution in the area that should be discussed in our assessment.

There is some uncertainty on whether background concentrations and emission factors are

Julie Ewers Environmental Health South Northamptonshire District Council Dear Julie Proposed A45 Daventry Development Link WSP Environmental Ltd has been commissioned to produce an air quality assessment to support the planning application for the above development. A plan showing the proposed route is attached. The proposed Scheme is mainly located partly within the area regulated by Daventry District Council and partly within the area regulated by yourselves. We have already undertaken some consultation with Daventry District Council who have agreed the scope outlined below. Page 2 We have noted the following existing sources of pollution in the vicinity of the site:

An animal, vegetable and food process operated by Heygates Ltd located approximately

700m to the southeast of the eastern end of the road scheme. M1 motorway at the eastern extent of the roadscheme; and West Coast Mainline Railway line which will be crossed by the proposed road scheme;

It is assumed that emissions from animal, vegetable and food process is sufficiently distant from the site that it will not significantly effect the air quality in the vicinity of the site. It is also assumed that the contribution to local air quality from this plant will be included within the background concentrations in the area of the site. We are therefore not proposing to model the emissions from this source. We understand that there will not be any significant increase in the number of services on the West Coast Mainline Railway due to the proposed road scheme. It is therefore considered that there will no significant effect on local air quality as a result emissions from this source due to the operation of the proposed road scheme. It is also considered that the background concentrations established for use in the assessment will include a contribution from the emissions from the trains using the railway line, therefore we are not proposing to model emissions from this source. Emissions from the M1 will be included within the modelling.

We would appreciate your views on this approach.

Dear Alison and Jorge, Thank you for the consultation relating to Air quality in the district of South Northamptonshire for the proposed A45 Daventry Development link. With regard to the bullet points in your consultation document I’ll take each in turn;

Your views on the main impacts to be considered and the methodology which should be followed. We are proposing to assess the impact of the traffic generated by the proposed scheme once operational on concentrations of Nitrogen dioxide and Particulate Matter using dispersal model ADMS-Roads and Guidance given in LAQM.TG(09) where appropriate. I’m happy with this approach.

Details of sources of air quality information which may be considered representative of air quality at the site, including information on measured levels of pollutant from nearby monitoring sites which may be used for model verification and or background concentrations for the modelling. I have not monitored the A45 or the area in which the road is being proposed. You are recommended to have a look at South Northamptonshire’s website and the air quality pages. I have attached the districts monitoring data for 2012/2013 for your information as this data is not on the website at present. http://www.southnorthants.gov.uk/2091.htm. For your convenience I have also attached the documents setting out all information relating to the location of the diffusion tubes in South Northants. Diffusion tubes that you may be interested in are the ones located in Hartwell and Kislingbury as these are located near to the M1.

We are proposing to use the emission factors obtained from the latest version of the DEFRA Emission Factor Toolkit (version 5.2)released in January 2013. I’m happy with this approach.

We have noted the following existing sources of pollution in the vicinity of the site: o An animal, vegetable and food process operated by Heygates Ltd located

approximately 700m to the southeast of the eastern edge of the road scheme. Your assumptions regarding this site are correct and I am happy that the particulate matter from this source are excluded from your assessment

o West Coast Mainline Railway line which will be crossed by the proposed road scheme I agree with your assumptions relating to the West Coast Mainline.

o M1 motorway at the eastern extent of the road scheme . Emissions from the M1 will be included within the modelling. I am happy with this approach.

I am not aware of any other sources of pollution in the area that requires assessment.

There are no other issues that I am aware of in the vicinity of the proposed site that you need to be aware of, although I am assuming that the air quality assessment will be looking at the traffic flow data for future years with a minimum that all the developments that have planning permission will be completed.

As part of the EIA we are undertaking a Landscape and Visual Impact Assessment (LVIA), the visual assessment section of which includes a desk based study and analysis to identify potentially sensitive visual receptors. Visual impacts result from changes to the appearance of the landscape as a result of the development proposals either intruding into, or obstructing existing views, or by their overall impact on visual amenity and local character. The current proposed viewpoints have therefore been identified following a review of local topography, landscape features and sensitive receptors (‘sensitive receptors’ being for example main residential areas, listed buildings, or areas of public open space) to produce a set of representative viewpoints for the site. Following this desk based review we are pleased to provide a draft viewpoint location plan for your consideration, illustrated in Figure 1. We consider this to accurately and fairly review the visual amenity of the above site and its surroundings. It should be noted that the viewpoints identified are not intended to provide an exhaustive or fully comprehensive catalogue of views of the proposed development site; rather they provide a representative sample for the purpose of the landscape and visual impact assessment. The purpose of the chapter is to provide an objective assessment of the scheme in landscape and visual terms and is not intended to provide visualisations to promote the scheme. From each viewpoint a series of photographs will be taken across the view, with the photographs subsequently stitched together using Adobe Photoshop CS3 software to create a panorama. Views are typically taken from ground level at a height of around 1.5m from publicly accessible viewpoints. The justification for the inclusion of each viewpoint is identified in Table 1 in Appendix A.

Initially a desk-based study is undertaken to better understand the planning policy context and to confirm sensitive receptors in general accordance with the guidance provided in the International Commission on Illumination (ICI)’s ‘150: Guide on the Limitation of the Effects of Obtrusive Light from Outdoor Lighting Installations’; ‘126: Guidelines for Minimising Sky Glow’; the Institution of Lighting Professionals (ILP) publications ‘Guidance Notes for the Reduction of Obtrusive Light’ and ‘PLG04 Guidance on Undertaking Environmental Lighting Impact Assessments’, and the Department for Communities and Local Government publication ‘Lighting in the Countryside: Towards Good Practice’;

Following the desk-study, a day-time survey will be undertaken to confirm existing light sources and types; understand the current lighting regime and the location and sensitivity of receptors (including distances and light into widows);

A night-time survey will be undertaken to measure the baseline conditions and obtain sufficient illuminance (including light spill measured in lux) and luminance (glare measured in cd/m2) data across the Site and in

the surrounding sensitive locations. Photographs will be taken to illustrate the night time scene and existing screening where applicable. Evidence of sky glow will also be noted;

A qualitative assessment will be undertaken which will compare the existing lighting levels (established during the baseline survey) to the likely future lighting requirements for the development during both the construction and operational phases. The significance level attributed to each effect will be assessed based on the magnitude of change as a result of the Proposed Development and the sensitivity of the affected receptor/receiving environment to change. Determination of magnitude will reflect judgements to the scale of the predicted change and deviation from the established baseline conditions. The significance of effects reflects judgements as to the magnitude of effect against the sensitivity of the affected receptor(s). The assessment will be undertaken with reference to the Environmental Zone Criteria set out in the relevant guidance documents including those outlined above; and

Mitigation measures will be outlined to limit lighting levels (where appropriate) and provide strategic design advice on potential siting and control measures to reduce negative effects and residual effects identified.

As discussed, where appropriate, the lighting assessment will look to provide commentary on the potential effects of introduction artificial lighting at the first floor level (e.g. bedroom height) to key sensitive receptors. In addition, we will review the suggested SPD/DPD document referring to artificial lighting and aim to include where appropriate within the assessment undertaken. The initial findings of the desk-study have been identified the key sensitive receptors within the South Northamptonshire District that will be assessed as part of the forthcoming lighting assessment:

Local residential receptors adjacent to the proposed route which are considered to be mainly limited to those located in and around Upper Heyford in the South Northamptonshire District;

Cultural heritage receptors namely Listed Buildings located on Site or in close proximity; Existing and future users of the local road and footpath network on Site and in the surrounding area

including motorists, cyclists, pedestrians, and horse riders; and Local viewers of the existing night-time scene and amenity.

The above list of sensitive receptors is not exhaustive and will be further evaluated during the upcoming day-time and night-time survey with receptors amended wherever deemed appropriate. The lighting assessment itself will primarily focus on the effects of artificial lighting as statutory nuisance, however as discussed we will also look at the effect on the night-time scene from short-medium views whilst it is anticipated that the Landscape Chapter of the Environmental Statement will aim to look at longer distance views. Furthermore, it is important to note that the assessment of the effect of artificial lighting on sensitive ecological species will be assessed further in the Ecology and Nature Conservation Chapter of the Environmental Statement. Any relevant lux levels will be supplied to the ecological consultant undertaking the assessment on ecological species. As discussed, if you could confirm that the above is acceptable that would be greatly appreciated. Hi Glenn, Here are some basic points from my perspective of what we would like to achieve in the area north of Weedon adjacent to the canal:

A habitat which as closely resembles as possible that which is to be lost. The habitat to be lost is known as MG8 grassland. This habitat has damp soil conditions for a large part of the year, and can be quite marshy in winter. In this case it is currently being fed by high ground water, canal seepage or some kind of spring/flush. http://www.floodplainmeadows.org.uk/content/water-needs and http://www.floodplainmeadows.org.uk/files/floodplain/Plant%20and%20community%20tables_2.pdf these links give information about the hydrology of MG8 and number of wet and dry weeks it can cope with.

My understanding of a flood attenuation basin is that it will often be bone dry, taking water only when there is significant rainfall. The water that fills the basin will be run off from the road and is likely to be of poor quality. This is not conducive to recreating the conditions set out above.

If it is possible to create a separate attenuation basin and wetland habitat that would be preferable. What about having an attenuation basin which is used to filter the water, planted with reeds etc., which

then supplies water into a second wetland which is linked to the water table? The second wetland could just be an area of marshy grassland, or could grade into a pond, but the connection to the water table would ensure that there are damp conditions for longer periods of time.

Environment Agency Sustainable Places Anglian Region Nene House, Pytchley Lodge Road Kettering, Northamptonshire NN15 6JQ For the attention of: Kerrie Ginns Dear Sirs A45 Daventry Development Road Link Hydraulic Modelling – Addendum No 1 Background WSP submitted a report to the Environment Agency in July 2014 summarising the detailed hydraulic modelling work in support of the above scheme. Following subsequent meetings with our client team and further review of the designs, the proposal for the Whilton Brook crossing has been altered. Revised Whilton Brook Crossing The discrete bridge structure over the main channel, plus a minimum 5 metres flat working area either side for maintenance (vehicular access) along the banks and a head clearance of 3m have been maintained. However, the two flood relief culverts, 5m wide x 2.4m high have now been removed from the embankment of the proposed scheme. Revised Modelling Results The updated post development hydraulic model results indicate that the removal of the proposed flood relief culverts from the crossing will result in notable increases in the flood levels of up to 2.6m and floodplain extent area of 11.7ha on land upstream during the 1 in 200 year plus climate change event. However, Northamptonshire County Council will provide written confirmation from the landowners to confirm their acceptance of the increase in flood levels. The parcels of land affected are as shown in Figures 1 and 2 attached. It should be noted that there are no notable increases in flood levels in all areas outside these parcels. Flood risk is also increased on the A5 immediately to the north of the crossing. It is proposed to construct a flood bund along the eastern edge of the A5 to protect the highway. Refer to Drawing No. 131-SK-02 for the flood bund details.

An addendum was also submitted to the Environment Agency on the 13 August 2013 following revisions to the design of the proposed scheme. Thank you for your letter dated 21 August 2014 (copy enclosed) and your request therein for an addendum covering the additional matters highlighted by your review of the hydraulic model. In summary, your letter highlights a need for this addendum to address the following items on the Whilton Brook: Overall the hydrological analysis for the Eastern Watercourse appears reasonable. The hydrology has been calculated using the FEH Statistical method and the FEH Proforma has been used. However, some detail has been missed. Could you please list the six potential donor sites? And the NRFA number in section 3.2 is not the same as section 3.3 – is this a typo? There were 5 potential donor sites identified during the hydrological analysis, the target site was incorrectly included in this number. The donor site numbers are 32008, 54102, 32007, 32029 and 33018. The donor site used was NRFA number 32029, correct in section 3.2. The number in section 3.3 is indeed a typo. The flows within the 1 in 1000 IED are lower than those referenced in the report. Please explain? The peak flow referenced in the 1 in 1000 year IED is incorrect. been rerun and the revised results are enclosed. There is a marginal increase in flood extent. Upstream of the proposed crossing, the peak flood depths have increased by approximately 70mm to 78.28mAOD in the baseline scenario, and approximately by 100mm to 78.27mAOD in the post scenario. Refer to Figure 9 for the updated flood map. Please explain how the climate change inflows have been determined? We expect the climate change flows to be a 20% increase of the present day inflows but the climate change flows provided do not seem to be this. Based on a typical lifespan of 60 years for highways, in accordance with Flood Risk and Coastal Change Planning Practice Guidance accompanying the NPPF the climate change allowances applicable to the Proposed Highway would be;

a 30% increase in peak rainfall intensity; and/or a 20% increase in peak river flow.

A review of the peak flows utilised in the model indicates that the present day flows were increased by 20% to account for climate change. The updated 1 in 1000 year peak flows for the Eastern Watercourse (Hollandstone Brook Farm) have also been increased by 20% for the climate change allowance. For the post development scenario the modelling of the new bridge did not seem correct – please see a screen shot of the proposed bridge from the ISIS model below. Can you please confirm that this has been modelled correctly? The proposed crossing on the Eastern Watercourse (Hollandstone Farm) has been modelled correctly; the opening at the bridge also includes a pedestrian footpath along the left bank of the watercourse as shown on Drawing No. SOR/7006/01 enclosed. The ISIS diagnostic file, for the both the baseline and post model scenarios, shows the inflow rising then falling then rising again to a constant (high) inflow - please refer the screen shot below. The outflow of the model is also less than expected. Can you please explain the ISIS diagnostic file? It does not appear correct and does not provide confidence in the model results. The ISIS diagnostic file shows that outflow is minimal after a certain period of time as a result of the downstream boundary utilised in the model. The downstream boundaries for both watercourses were extracted from the Environment Agency’s hydraulic model for the Upper Nene where the peak flood levels are also relatively high and will stop free flow of flood waters at the downstream end of the watercourse. The 2d TuFLOW model results have been written every 4 hours. This makes it hard to see how the flow moves through the floodplain. Could you please explain why the results were written every 4 hours? The 2D results have been extracted every 4 hours to save file storage space and improve model run times. A review had been undertaken after the flood mechanism was studied using 1-hour intervals to save the results files every 4 hours as the peak flood levels

extracted from the model are not influenced by the saving times. The updated model runs for the Whilton Brook now utilise a 2-hour interval. No mapped outputs have been provided for the post development scenario. Please can these be provided? Only Figure 16 was originally provided for the 1 in 200yrCC post development scenario for the Eastern Watercourse (Hollandstone Farm Brook) and this showed no notable changes between the baseline and post development scenarios, and so the other design runs for the post development scenario were not mapped. The mapped outputs for the rest of the design events are now enclosed in Figures 26-29 for your reference. Apart from the 50% blockage ISIS data file none of the model files have been provided for the sensitivity tests. Please can these be provided? All the model files associated with the other sensitivity tests are now enclosed for your reference. The watercourse has been modelled using ISIS-TuFLOW. This is suitable modelling software for the study. Overall the model setup appears reasonable. However, we do not have all of the initial condition files. Can all of these files please be provided? After reviewing the data previously submitted, the initial condition used for the 100yr baseline run for the Eastern Watercourse was the only file missing, this is now enclosed for your reference. The initial conditions for the Whilton Brook were provided with the original set of model files. The model has only been run for 30 hours. At 30 hours, the peak has barely past so the model is not considering the whole volume of water coming into the watercourse. This could be acceptable if you were only interested in peak water levels however this could be limiting the volume of water entering the floodplain and thus influencing the overall flood extent and depth of water. Please confirm why the model was only run for 30 hours? During the model built process, the initial simulations were run for 60 hours. However, it was noted later that the model run times could be reduced to 30 hours immediately after the flood peak without compromising with the accuracy of the results. A comparison of the peak results generated from the two run-times of 30 and 60 hours indicates that there is no difference. Refer to Figure 30 enclosed. No ISIS results files have been provided for the climate change scenarios. Please can these be provided? The ISIS results files for the climate change scenarios for the Whilton Brook and Eastern Watercourse are now enclosed for your reference.

Authority in this case the Bedford Group of Drainage Boards will be consenting on behalf of Northamptonshire County Council Bedford Internal Drainage Board, who would determine consents etc

• Probably only need small bridge or culvert structure for smaller watercourse as long as it is a clear span.

• Whilton Brook north of Weedon has a considerable area of flood plain • Crossing location constraints are similar (i.e. flood plain similar width) whether

new road crosses at preferred route location or some distance north or south • Flood Zone 3 over majority of flood plain width, with some Flood Zone 2 at the

outer edges/limits – EA to send through details POST MEETING - Product 3 (CCN/2013/34322) attached Orientation/width of flood plain is such that crossing at right angles is preferable minimising the footprint within the floodplain and providing equivalent compensation – level for level, volume for volume for flood zone 3. POST MEETING - Guidance is available in Section A3.3.10 Compensatory Flood Storage of CIRIA Guide C624: Development and Flood Risk, guidance for the construction industry.

• EA requirement likely to be a discrete bridge structure or open culvert over main water channel, plus 5 metres flat working areaeither side for (maintenance) vehicular access along banks (as is main river)

• Design structure for a 1 in 1000 year event (as essential infrastructure) plus climate change

• EA will establish headroom clearance required for bridge span and inform Matt Hammon- POST MEETING- minimum of 3m headroom is required for our machinery.

• Level of road must be be set so the road remains operational during a 1 in 1000 year event plus climate change event. The soffit of the structures should be a minimum of 600mm above the 0.5% (1in 200) plus climate change flood level.

• EA would require single span over main channel (i.e. no piers in river) • Either side of main bridge, embankments with flood arches (=dry culverts) would

be acceptable to EA

If the outfall of the attenuation facility is likely to be submerged in 0.5% (1 in 200 chance) rainfall event then within 24 hours of top water level being attained in a 0.5% (1 in 200) probability flood event the regulation facility must be capable of storing 80% of the additional run-off arising from a 10% (1 in 10) probability flood”.

• Balancing pond requirements for mitigation will follow-on as design progresses • EA has no design check requirements or technical approval of structures save

that the new infrastructure meets the necessary EA flow, flood plain compensatory and bridge headroom/size criteria

• There are two telemetry stations along Whilton Brook that need to be avoided, however these are some way from the proposed crossing area

• Telemetry stations exist upstream of route near where public footpath from Flore reaches A5 and downstream near current A45 bridge at Flore Hill, Weedon

• The existing A5 trunk road is another possible constraint in terms of level and flood risk. It was flooded for a number of days in 2012. Northamptonshire Highways will need to check HA requirements for A5 in relation to flood risk.

• The existing A5 may have to be raised on approaches to new A45 junction (as essential infrastructure) but this will be a matter for discussion with HA.

• National Policy Planning Framework (NPPF) and its technical guide and PPS25 Practice Guide are the appropriate guides that will assist in regard to planning requirements. If there is a need to divert the main river channel (as a result of constraints imposed by A5 junction size, configuration and level) then EA will require further consents/modelling re: flood compensation

POST MEETING- Surface water drainage advice:

o Discharge rates should not exceed existing Greenfield rates. o Approved Document Part H of the Building Regulations 2000 establishes a

hierarchy for surface water disposal, which encourages a SUDS approach. Under Approved Document Part H the first option for surface water disposal should be the use of SUDS, which encourage infiltration such as soakaways or infiltration trenches. In all cases, it must be established that these options are feasible, can be adopted and properly maintained and would not lead to any other environmental problems. For example, using soakaways or other infiltration methods on contaminated land carries groundwater pollution risks and may not work in areas with a high water table. Where the intention is to

o The drainage scheme proposed should provide a sustainable drainage strategy to include SUDS elements with attenuation, storage and treatment capacities incorporated as detailed in the CIRIA SUDS Manual (C697).

We have purchased an Envirocheck report for the entire scheme length and are in possession of a ground investigation report (Soil Environment Services Limited, Contaminated Land Risk Assessment, Former Ace Café and Garage Site, Weedon, August 2006) relating to the petrol station at the western extents of the scheme (junction of the A45 and Ordnance Road at NGR: 462110, 260086). We are also aware of a pet cemetery close to the scheme and two landfill sites (Dodsmoor Farm Landfill and Field OS 0756), immediately adjacent or crossed by the scheme, and further landfill sites close to the Dodsmoor Farm Landfill. We have the following queries:
